TACKLING DISADVANTAGE: AREA BASEDCHILDHOOD SCHEMESWHAT IS AN AREA BASED CHILDHOOD (ABC)SCHEME?
ABC schemes bring together all local services that work withchildren, such as schools and health centres. They aim todeliver better outcomes for young people in disadvantagedareas. The Government is providing €30m to fund ABCschemes in 9 new areas around the country.
ABC schemes are also called early-intervention schemes asthey link in children from an early age by better alignmentand effectiveness of services within the selected areas.Evidence-based studies and international best practice arethe cornerstone of the ABC model.
There is already a very successful scheme in Ballymun called‘Young Ballymun’ and I am currently a member of the ‘BetterFinglas’ consortium, led by Barnardos, which is working forone of these schemes in the Finglas catchment area.
Breaking the cycle of child poverty is a key commitment inthe Programme for Government and I believe the roll out ofABC schemes around the country will deliver on thatobjective.

The new Junior Cycle Student Award (JCSA) will replace the Junior Certificate on a phased basis from September 2014. TheJCSA aims to put students rather than exams at the centre of the first three years of second level education.
The new JCSA is a radical overhaul of the existing Junior Cert, the first major changes in 25 years, and will see a move awayfrom a narrowly focused terminal exam in June of 3rd year, to a more school-based continuous approach. The focus will beon encouraging students to learn through thinking rather than relying on ‘learning off by heart’.
Schools will have more freedom under the new junior cycle system to design programmes that meet the learning needs ofall students. For example, schools can deliver ‘short courses’ in the likes of Chinese language and culture, Programming andCoding and Artistic Performance as part of the JCSA.
For more information about the reform of the Junior Cert, visit www.juniorcycle.ie.
