Welcome to Family Housing Association

Dear Applicant,

Thank you for your interest in the Chief Executive role. Enclosed is the information you will require to assist you in completing your application.

Over the last few years Family Housing has experienced significant challenges and change. Following an Options Appraisal and a decision to remain independent in 2016, the Association has strengthened its Board, restructured staffing and aligned services to ensure we are able to deliver our business plan objectives and fulfil our vision, mission and values. We have worked closely with our tenants, our staff and our partners to deliver significant change to address financial and governance areas of improvement, specifically around values, culture and leadership. Our progress in these areas was recognised in December 2018, when the Association achieved Standard/Standard Regulatory Judgements for Financially Viability & Governance. The work we have undertaken to achieve this now provides us with a sound foundation to move the organisation forward. To this end we have embarked on a Treasury Review which will create further financial capacity to enable us to deliver another 700 homes over the next 10 years, to increase investment in our existing stock and services and to review and improve our offer to staff. Working collaboratively with our tenants, staff and partners we will continue to work towards our vision for the future, where:

• Our tenants and partners are delighted with our services and support

• Staff are telling us it’s a great place to work and are really excited about our future

• Technology is supporting us as staff and making things easier for our tenants; enabling staff

to focus time and energy where it’s needed most

• We are strong financially; able to invest in new and existing homes – ensuring they are

modern, efficient and affordable

• We will be working towards being a carbon neutral company

• We will be using local products and services, supporting local businesses, communities and

the local and Welsh economy

• Collaboration, transparency, honest, timely communication with staff, tenants and partners

will underpin the way we work

• We get things ‘right first time’; this will be achieved by having a culture where ‘management’

listens to staff and tenants; where we are learning all the time; where staff are trusted,

confident, empowered and motivated

It is our belief that if we are bold and do these things, we will create a sustainable organisation with a sound reputation as an employer and which is well thought of by both our tenants and our communities. With this in mind we are seeking someone to join our executive team to lead the organisation through the next exciting stage of its development. Together with the Board and the two Executive Directors, our CEO will share collective accountability for ensuring we provide excellent services to both our

About Family Housing Association

We are accredited Sunday Times Best Company to work for, offering desirable, affordable homes for rent and sale, to people with different needs. We were established in 1975 to meet the housing needs of families, older and more vulnerable people. We manage over 2,800 high quality affordable homes and provide a range of services – including the development of new homes – to people and communities across Swansea, Carmarthenshire, Neath, Ceredigion and Pembrokeshire.

Our Performance

At Family Housing we are constantly working with our tenants to raise and set new standards; we monitor our performance, working with tenants to understand how we’re doing and to identify areas for further development.

The way we deliver services and the measures we set ourselves are decided with the assistance of our tenants and external regulators such as the Welsh Government, Care and Social Services Inspectorate for Wales and others.

The Regulatory Framework for Housing Associations Registered in Wales sets out the expectations to be met to ensure that tenants get a fair deal and that public money is safeguarded.

The aim of the Regulatory Framework is to ensure that each association is:

Chris Foxall - Chair

Christopher is currently a private investor based in Swansea. He has been involved in the Global Financial Securities business for over 17 years. He has managed global trading businesses in London and Wall Street for some of the world's leading investment banks. Christopher has many years of experience with not-for-profit companies and was recently Chairperson of a charitable organisation focused on people with learning disabilities.

Tina Gabb – Chair of Audit and Risk

Tina is Head of Finance at Arvato. She has experience working at a senior roles within the finance teams at Bron Afon and Gwalia Housing Group with involvement in and experience of business wide systems changes, financial reporting, delivering and communicating organisational vision. Tina has also worked as a member of the Welsh Government Regulation Team as a Financial Analyst.

Tony Larcombe

Tony is a Property Director and a Chartered Engineer. He has had 35 years' experience in Project and Construction Management both in the public and private sectors.

Michael Kavanagh

Mike has worked in the Construction Industry for over 25 years, specialising in major projects such as Swansea University Bay Campus, Bluestone Leisure Park and Major Airports. Mike brings a wealth of Industry experience and understanding of the challenges faced by the Board when balancing social responsibility and financial wellbeing.

Deborah Smyth

Deborah is the director of her own recently established small businesses, taking the decision to move on from many years in education and teaching within the school of Business and Construction. Deborah has prior experience of working on a housing board, which included holding the position of chair, extending her knowledge of the NED role and boards purpose. She has a sound knowledge in corporate governance and experience of leading organisational change.

Martin Ridgeway

Martin has over 25 years in Housing, working in partnership with local RSL’s, local authorities, Welsh Government and private developers. He has extensive knowledge of Housing and Property market across the Swansea Bay City Region. Martin has a strong background in Regeneration particularly in Town and City Centres and is a member of the Vibrant and Viable Places Management Board in Bridgend. He has developed a strong and clear understanding of the need for transparent and sound governance through his voluntary and professional roles.

Karen Jackson

Karen has 26 years’ experience of working in 3 local authorities in a range of frontline and strategic roles in housing, as well as at a senior corporate strategy level. During this time, Karen enjoyed a secondment to the Housing and Finance Division of the National Assembly for Wales and more recently, has gained experience working in the charity and social housing sectors. Karen has a postgraduate diploma in housing and is a member of the Chartered Management Institute.

Jackie Royall (Vice-Chair)

Jackie is the CEO of Viscose Closures Ltd. Jackie is a qualified accountant with a Masters in Lean Manufacturing and is a Six Sigma Black Belt. Jackie’s career spans General Management running manufacturing sites for US Multinationals; turnaround practitioner specialising stabilising and recovering under-performing organisations in the SME Market; and business mentor to the SME Market. Her board experience includes public and private sector appointments as both executive and non-executive Director. Jackie has a keen focus on financial control, risk and change management and the development of a supportive culture of continuous improvement.

Angela Van Den Bogerd

With a career spanning 30 years with Royal Mail and Post Office, Angela has held a variety of senior executive roles encompassing Operations, Shared Services, HR, Industrial Relations, Customer Services, Health, Safety & Well Being and Organisational Transformational Change. An accredited coach & mentor and a chartered member of the CIPD, Angela is a strong advocate of diversity & inclusion and passionate about people realising their personal and professional potential by creating an environment where everyone can be at and give of their best.

Donna Lloyd-Williams

Donna works for First Choice Housing Association as the Director of Corporate Services. She is responsible for Housing, Governance, HR and PR & Marketing. Donna is a Fellowship CIPD member and an Associate Member of Corporate Governance Practitioners. Donna has worked in supported housing for over 20 years.

Max Humber

Max Humber has lived in Swansea since 1998 and has worked in the automotive, aerospace and metals processing industries. He joined Jaguar Cars in 1988 and has held operational, technical and commercial roles in both large international and private businesses. More recently he as been CEO of two private equity owned manufacturing businesses and is able to focus on both operational and strategic objectives. He holds an MBA from Warwick Business School and an Engineering degree from Portsmouth Polytechnic. He is married and has 3 sons.

Our Executive Team

Karen Dusgate - Chief Executive

Karen joined Family Housing in November 2014 as Interim Chief Executive to lead the Association through a period of uncertainty and significant change. She was tasked with bringing stability, addressing governance issues and undertaking an options appraisal of options for the future. Karen was appointed to the role of permanent CEO in June 2016.

Prior to joining Family Housing, she was Chief Executive at Merthyr Tydfil HA for 11 years. Karen’s housing career began with Swansea City Council where she was supported to gain her professional membership of the Chartered Institute of Housing. In 1989, Karen joined Swansea HA working for Care & Repair, and then as Community Services Manager. Karen left Swansea HA in 2000 when she became Director of Housing, Property and Community Services at MTHA.

Karen is currently a Board Member of the Chartered Institute of Housing Cymru and has been a Statutory Committee Member of the EHRC Wales.

Mark Potter- Interim Executive Director, Business Services & Assets

Mark joined Family Housing in April 2019 as Interim Director responsible for a number of key financial and development projects.

Mark’s housing career began in 2012 when he was appointed as Director of Finance ICT for Cardiff Community HA. Prior to working in housing Mark worked in community rehabilitation for 10 years most latterly for the Wales Probation Trust as Director of Corporate Resources.

Mark is currently also a Non-Executive Director for Care and Report Home Improvement Services (Cardiff and the Vale).

Janet Bochel, Executive Director - People & Communities

Janet is responsible for Housing, Older Persons, Supported Housing, Property Services & Organisational Development Teams. Janet joined the Association in January 2017. She has a wealth of experience, having worked in a variety of roles in local authorities and housing associations in England and Wales. She was formerly Director of Customer Services and Development at Taff Housing Association.

Janet is married with two children. To satisfy her love for dogs she is a volunteer ‘boarder’ for Guide Dogs Cymru providing care for Guide dogs undergoing assessment, training or between clients.

Main purpose of the role

• Responsible to the Board for the effective leadership, vision and strategic direction of the organisation.

• Hold executive responsibility for all day to day operations, ensuring delivery of excellent customer services and long-term viability.

Required experience and qualities

• Able to communicate effectively with the full range of FHA's contacts (residents, public officials, lay Board of Management members, professional staff) on strategic, policy and operational matters. Able to address meetings and deal with press, successfully.

• Experience of operating as a member of a senior management team.

Key dates and selection process

Closing date: Monday 9th September 2019 at 12 noon

We will be in touch with candidates by 18th September to advise on outcome of application.

Stage 1 Assessment Centre – Thursday 26th September 2019

A series of panel exercises with staff, tenants, Leadership Team and Board. This will take place in Swansea.

Final interviews: Tuesday 8th October 2019

The final stage of the process will be a formal panel interview with Board members. This will take place at Family Housing Offices in Swansea.
