THE CREATION OF THE JTF COMET HACC HAS RESULTED IN IMPROVEMENTS IN CIVIL MILITARY OPERATIONS COORDINATION AND SYNCHRONIZATION BETWEEN JTF COMET, LOCAL NGOS, USAID, JSOTF-P CMO PLANNER, U7 WESTMINCOM, AND J7 CMO AFP GHQ. AFP IN JOA HAVE INCREASED THEIR WILLINGNESS AND PROFICIENCY IN WORKING WITH PVOS SUCH AS THE JOLO RESCUE NETWORK (JRC) AND ZAMBOANGA ELITE BAND RADIO ASSOCIATION (ZEBRA). THIS POSITIVE TREND WILL MAXIMIZE THE RESOURCES AVAILABLE TOWARDS THE COMMON GOAL OF DEVELOPMENT AND SECURITY.

•JTFC CG request for a CMO synchronization conference with USAID participation in Aug 2007 coordinated and implemented by JTFC HACC in coordination with AOB CMOC and JSOTF-P CMO Planner. Following the Aug conference JTFC CG directed follow on conferences to synchronize development and relief programs with LGU, ARMM, GRP, and NGO in Sulu Province.•U7 WESTMINCOM inclusion of ZEBRA in Campo Islam Barangay MEDCAP in AUG 07•JTF Comet (JTFC) consistently work with Jolo Rescue Group over last year.•TF Zamboanga Sala`am Team inclusion of ZEBRA in SEP 07 Santa Barbara Barangay MEDCAP.•AFP throughout JOA continues to seek out and work with Peace and Progress in the Philippines (3P Organization) regarding educational projects, requests for donated materials, and COMREL events.

SUMMARY

THIS EVENT DEMONSTRATED HOW THE COMBINED LIVELIHOOD PROGRAMS BEING EXECUTED BY USAID, AND THE DEVELOPMENTAL PROJECTS BEING EXECUTED BY AFP/JSOTF-P ARE SETTING THE CONDITIONS TO TRANSFER HA AND DEVELOPMENT RESPONSIBILITIES TO THE SULU PROVINCIAL GOVERNMENT. THE AFP PRESENTED A SYNCHRONIZED PLAN FOR GRP ASSISTANCE TO THE PROVINCE OF SULU. AS A RESULT, GOVERNOR TAN HAS PUBLICALLY CONDEMNED THE ACTIONS OF THE ASG AND JI, AND SUPPORTS JTF COMET SECURITY OPERATIONS.

BACKGROUND / DETAILS

•Following the end of OU I and destruction of rogue MNLF forces in APR 07, JTF COMET implemented WESTMINCOM strategy of CMO combined with combat operations to further separate Suluanos from the ASG/ JI. MG Rafael assessed he needed better fidelity on other government agencies’ programs so that his plan would be synchronized.• Peaceful elections on Sulu ushered in a new Governor, Abdusakur Tan. MG Rafael requested JSOTF-P support to coordinate a synchronization meeting with USAID/ GEM to achieve unity of effort. JSOTF-P CA Planners coordinated the conference IOT meet MG Rafael’s intent.• JTF COMET CMO officers; JSOTF-P CA personnel; and USAID office chiefs from Manila attended briefings and working group from 5-8 AUG. The sessions resulted in greater visibility to JTF COMET on USAID programs, and synchronized the time-phased execution of 76 developmental projects throughout key municipalities on Jolo. MG Rafael presented the plan to Governor Tan, who enthusiastically endorsed it

BACKGROUND: While conducting an area recon, LCE 1226 found a road that was in poor condition. Predominantly Christian barangays had paved roads, but predominantly Muslim barangays, and MILF controlled, were not. It was rumored that some barangays, namely Sangay, were completely cut off by a series of landslides blocking the road. Upon further reconnaissance, LCE 1226 found this to be the case. This presented the opportunity to coordinate the “Palimbang Coast Project.”
