• Wirral Shadow Health & Wellbeing Board is seeking to produce its first draft Joint Health & Wellbeing Strategy for summer 2012.

• The board will be helped to set its priorities for the strategy through the review of the key issues in Wirral’s JSNA (Joint Strategic Needs Assessment).

• This review will happen over the next 3 months, cover a wide variety of people and seek to collect the views, thoughts and ideas from Wirral residents and local organisations.

The Local Government and PublicInvolvement in Health Act (2007)

The duty to undertake JSNA is set out insection 116 and described in the draftstatutory guidance ‘Creating Strong, Safeand Prosperous Communities’. The dutycommenced on the 1 April 08.

Health & Social Care Bill (2011)Seeks to modify the original duty to undertake JSNA (section 116 of act)

• Requires local authorities and their partner commissioning consortia to produce a joint health and well-being strategy to meet the needs identified in the joint strategic needs assessment.

• Imposes a duty on consortia, the local authority and the NHS Commissioning Board to have regard to the joint strategic needs assessment and joint health and wellbeing strategy when carrying out their commissioning functions.

• Requires a local authority, and each partner commissioning consortium to have regard to the most recent needs assessment and strategy when exercising relevant functions

• Guidance is “a process to identify the current and future health and wellbeing needs of a population in a local authority area”.

• A duty to prepare a joint strategic needs assessment.

• Duty to have regard to assessments and strategies placed into the 2007 Act.

Joint Strategic Needs Assessments and Health & Wellbeing Strategies (2)

• Local Authorities and their partner commissioning consortia to produce a joint health and well-being strategy to meet the needs identified in the joint strategic needs assessment.

Public Health Functions

“Local authority to exercise its own or any of the Secretary of State’s public health functions by taking “such steps as may be required”

Health Scrutiny

Local Authority will continue to have oversight and scrutiny powers, which they may discharge how

they see fit

Health & Wellbeing Boards

A Board will be a committee of the local authority and treated as if it were appointed under section 102 of the Local Government Act 1972

Members to include Executive Leader/Councillor, Directors of Adult Social Services, Children’s Services and Public Health, a rep from Local HealthWatch, a rep from each relevant commissioning consortium, other as considered appropriate

Health & Wellbeing Strategy that meets the needs identified in Wirral’s JSNA Requires local authorities and their partner commissioning consortia to produce a joint health and well-being strategy

to meet the needs identified in the joint strategic needs assessment.

Act imposes a duty on consortia, the local authority and the NHS Commissioning Board to have regard to the Joint Strategic Needs Assessment and Joint Health and Wellbeing Strategy when carrying out their commissioning functions.

“Exercise its functions with a view to encouraging commissioning consortia [clause 6] to work closely with

local authorities in arranging for the provision of services”.

Every consortium will prepare plans setting out how they will meet their consortia commitments and their contribution to the

What have we found out…..?

• People have used the JSNA• People value its availability• People see it being an important element within their future

work

• It is not always their first port of call for most recent data• It does not reflect changes to their area of expertise• It has had a limited impact on commissioning unlike that

intended in the original legislation

• Other needs assessments continue to be undertaken• The Health & Social Care Bill can have a major impact on the

JSNA
