Main proposal
Occupied conventional permanentdwellings should be used as the mainindicator concerning the term dwellingstock.
- Information about occupied dwellings is needed when counting issues concerning housing standard
- Additional statistics could be reported when available. Especially information about vacant dwellings is very useful
![Page 4: Joint UNECE-Eurostat Work Session on Housing Censuses Geneva, 26 November 2004 COMMENTS ON THE 2000 RECOMMENDATIONS ON HOUSING CENSUSES AND PROPOSALS FOR](https://reader036.vdocument.in/reader036/viewer/2022062515/56649d025503460f949d4e34/html5/thumbnails/4.jpg)
Occupied conventional permanent dwellings
- only way to guarantee comparability of housing statistics between countries
- not all countries collect information about vacant dwellings
![Page 5: Joint UNECE-Eurostat Work Session on Housing Censuses Geneva, 26 November 2004 COMMENTS ON THE 2000 RECOMMENDATIONS ON HOUSING CENSUSES AND PROPOSALS FOR](https://reader036.vdocument.in/reader036/viewer/2022062515/56649d025503460f949d4e34/html5/thumbnails/5.jpg)
Occupied conventional permanent dwellings
- only way to guarantee comparability of housing statistics between countries
- not all countries collect information about vacant dwellings
- for some other countries, information about vacant dwellings is often of poor quality

Occupied conventional permanent dwellings
- only way to guarantee comparability of housing statistics between countries
- not all countries collect information about vacant dwellings
- for some other countries, information about vacant dwellings is often of poor quality
- under the present recommendations, dwellings reserved for seasonal or secondary use, but fit for habitation year-round, are included in the dwelling stock

Occupied conventional permanent dwellings

- for some other countries, information about vacant dwellings is often of poor quality
- under the present recommendations, dwellings reserved for seasonal or secondary use, but fit for habitation year-round, are included in the dwelling stock
- most countries, however, exclude these from the dwelling stock; it is also operationally difficult to decide which of these dwellings are fit for habitation year- round

- kitchen should be included with the number of rooms (countries could additionally report the number of rooms with kitchen excluded)
- the minimum size of the kitchen should be the same as for the other rooms
