Call to Order and Welcome The 54th Convention of the Diocese of Spokane was called to order by the Rt. Rev. Gretchen Rehberg, bishop diocesan; Rehberg welcomed those gathered to the celebration of “Loved and Called; Listen and Respond.” Opening Worship Bishop Rehberg called upon the convention chaplain, the Rev. Linda Bartholomew to lead in opening worship. Welcome by the Bishop & Dean The Right Rev. Gretchen Rehberg greeted the convention and welcomed the Very Rev. Heather VanDeventer, Dean of the Cathedral, to the podium to offer a welcome on behalf of St. John’s as the host parish. Bishop Rehberg continued with a special welcome to Dean VanDeventer on her first convention as the new Dean and presented her with a number of practical ‘Inland Northwest’ gifts. Parliamentarian Appointed Bishop Rehberg appointed J. Scott Miller, Chancellor, as Parliamentarian for the convention. No action required Announcement of Convention Committees and Officers Bishop Rehberg announced the persons serving as chair of convention committees:

Certification of Quorum Bishop Rehberg recognized the Rev. Glenda Empsall, Chair of Credentials who made the following report whereupon the Secretary certified the presence of a quorum for conducting business.

• Number of clergy entitled to vote: 71 • Number of clergy excused: 19 • Number of clergy with vote registered present: 46 • Number of clergy with seat and voice only registered: 9 • A quorum of voting clergy is (50% +1): 27 (a quorum is present) • Number of congregations entitled to lay representation: 31 • Number of congregations represented by delegates: 30 • A quorum of congregations entitled to representation: 16 (a quorum is present) • Number of delegates registered present: 72

Committee on Dispatch of Business Bishop Rehberg recognized Rev. Rivetti, chair; Rivetti moved the convention accept the report from the Credentials Committee and waive the taking of a roll call vote of the delegates present. No objection; the Secretary certified the quorum. Bishop Rehberg recognized Rev. Rivetti, chair; Rivetti moved adoption of Scheduled Order of Business. Motion carried Scheduled Order of Business adopted Bishop Rehberg recognized Rev. Rivetti, chair; Rivetti moved adoption of Special Rules of Order and Convention Voting Procedures. Motion carried Documents adopted Bishop Rehberg recognized Rev. Rivetti, chair; Rivetti made an announcement concerning how announcements are made. No action required Rivetti moved that the convention admit clergy of the Evangelical Lutheran Church in America serving Episcopal congregations in the Episcopal Diocese of Spokane with seat, voice, and vote for this convention. Motion carried Privilege granted

Welcome of Ordinands Bishop Rehberg welcomed the three diaconal ordinands to convention: Nathan Empsall, Shanna Hawks and John MacDonald. All three were present. Rivetti moved for the unanimous consent to grant privileges of the floor to the ordinands with seat and voice. No objection Privilege granted Introduction of Youth Bishop Rehberg noted that members of the youth would be present later in the day, arriving after school, traveling, and gathering with the Rev. Canon John Palarine. Rivetti moved for the unanimous consent to grant privileges of the floor to the youth with seat and voice. No objection Privilege granted Recognition of Clergy Transitions & Diocesan Staff Bishop Rehberg welcomed new clergy to the Diocese:

• The Very Rev. Heather VanDeventer, The Cathedral of St. John, Spokane • The Rev. David Gortner, Vicar, St Luke’s, Coeur d’Alene, Idaho • The Rev. Jake Andrews, on staff in the English Department at Whitworth and serving as

Deacon, St. John’s, Spokane Bishop Rehberg announced clergy with new cures since the last convention:

• The Rev. Mary Ayers, Church of the Nativity, Lewiston, Idaho • The Rev. Rick Matters, Interim Vicar, St Paul’s, Kennewick

Bishop Rehberg announced the recent retirement of the Rev. Anne Barton Bishop Rehberg sent her greetings to the Rev. Ernie Campbell of this Diocese, noting this was the first time in 65 years the Rev. Campbell has not been able to attend a diocesan convention. Recognition of Diocesan Staff Bishop Rehberg welcomed and introduced the diocesan staff in the following categories: Administrative Staff

Election of the Secretary of Convention Bishop Rehberg recognized the chair of the Nominations Committee, the Rev. Jan Griffin who reported one candidate for the office of Secretary, the Rev. Jeffrey L. Neuberger. Bishop Rehberg called for additional nominations from the floor; there being none, Bishop Rehberg recognized the Chair of Dispatch for a motion. Rivetti moved the Secretary be instructed to cast a unanimous ballot electing the Rev. Jeffrey Neuberger as Secretary of this convention. Motion carried Neuberger elected Secretary Secretary of Convention, the Rev. Jeffrey Neuberger, named the Rev. Kathy Lamphere Assistant Secretary. No objection Assistant Secretary approved Bishop’s Nominations of Officers of Convention Bishop Rehberg nominated the following individuals as officers of the convention:

Rehberg recognized the Chair of Dispatch for a motion; Rivetti moved the Bishop’s nominations be elected. Motion carried. J. Scott Miller, Kathryn McKinley, Gloria Lund elected Committee on Resolutions Bishop Rehberg recognized the Chair of the Resolutions Committee, the Rev. Frances Twiggs to report on resolutions timely submitted to the convention. Twiggs reported the following resolutions as timely submitted:

Rehberg issued a last call for resolutions; none received from the floor. Rehberg declared the time to submit resolutions closed. Rehberg recognized Rev. Twiggs who announced courtesy resolutions must be submitted in writing and will be proposed and adopted throughout the course of convention. Consent Calendar Explained Bishop Rehberg recognized Rev. Twiggs for an explanation of the Consent Calendar. Twiggs noted that all resolutions are on the consent calendar and later in the day there will be a discussion about all of the resolutions. Following the discussion any qualified member of the convention can request a resolution be removed for deliberation and voting. Twiggs further noted that a request to remove a resolution be made by 12pm on Saturday in writing to the Chair of Dispatch after which time a perfected consent calendar will be presented to the convention. Election of Bishop’s Nominations to the Commission on Ministry Bishop Rehberg announced four nominations to the Commission on Ministry pending convention approval.

Linda Bartholomew to lead in a gathering prayer. Credentials Report Bishop Rehberg recognized the Rev. Glenda Empsall, Chair of Credentials who made the following report whereupon the Secretary certified the presence of a quorum for conducting business.

Committee of the Whole Bishop Rehberg announced convention to be in a “committee of the whole” for the purpose of discussing the twenty-one resolutions brought before convention. Each resolution was announced by its number and title. Bishop Rehberg received questions from the floor which were then fielded by the appropriate framer of the resolution. J. Scott Miller, Chair of the Committee on Constitution and Canons, explained those resolutions concerning changes in the Constitution and Canons; the Rev. Jane Schmoetzer spoke to resolution 2018-12 regarding the Diocesan Council; and John Wallingford addressed resolution 2018-21, Environmental Stewardship. Report from the Treasurer of the Diocese Bishop Rehberg called upon the Diocesan Treasurer, Mr. George Durrie, for a report of the Treasurer and the Askings Task Force. Durrie explained the purpose and results of the Asking Task Force, noting the report is printed in the pre-convention reports available on the diocesan website. Durrie explained the graduated assessment formula and recommend the formula for adoption. Resolutions 2018-01 through 2018-20 adopted Discussion regarding Resolution 2018-21 “Environmental Stewardship” Bishop Rehberg opened the floor for discussion regarding Resolution 2018-21, which was displayed on a screen to the convention. The following is resolution 2018-21 as originally submitted by the Chapter of The Cathedral of St John the Evangelist:

Title: Environmental Stewardship

Summary: Calls to adopt a Diocesan Resolution to act upon the Resolution adopted at the 79th

General Convention of the Episcopal Church (A010).

Explanation: The 79th General Convention of the Episcopal Church adopted a resolution (A010) calling for the planting of Paris Groves of trees, that being any trees planted as an element of environmental stewardship and care of creation and is a visible witness to the Paris Climate Accord, at diocesan camps and conference centers as a way to emphasize matters of stewardship and relationship with creation and to make environmental stewardship and care of creation key components of formation in the 2019-2021 triennium.

The General Convention further called for each Episcopalian to be encouraged to donate to the establishment of Paris Groves or for the maintenance of an existing forest. However, the Episcopal Diocese of Spokane’s Camp Cross is already well forested and tended, and there is no diocesan conference center to plant Paris Groves. This resolution is proposed as a means of taking action consistent with the convention resolution but adapted to our local circumstance.

RESOLVED: that each region of the Diocese seek out areas in their vicinity that are not church properties and are amenable to the planting of trees, and work with local authorities and other environmental groups to fund and to plant Paris Groves of trees; and in some manner identify each Paris Grove as an element of Episcopal environmental stewardship of and care for Creation.

Bishop Rehberg opened the floor for discussion on the resolution. Following extensive discussion , John Wallingford (Cathedral) and Larry Leach (Pasco), submitted an amendment to the original resolution. The amendment was displayed to the members of convention as follows (with additions in bold italic print): RESOLVED: that each region of the Diocese be encouraged to seek out areas in their vicinity that are not church properties and are amenable to the planting of trees or other suitable native vegetation, and work with local authorities and other environmental groups to fund and to plant Paris Groves of trees or other suitable native vegetation, and in some manner identify each planting as an element of Episcopal environmental stewardship of and care for creation. An amendment to the amendment was moved to change the word “region” in the first line to “congregation.” A brief period of discussion was observed followed by a motion to call for the vote. A voice vote did not indicate a clear majority.

2018 Bishop’s Convention Address +Gretchen Rehberg

Loved and Called, Listen and respond. This has been our convention theme for the year, and we are gathered here not just for resolutions and elections, we are gathered here as the congregation that is our diocese to be in worship, in fellowship, to celebrate together, to mourn together, to respond to God’s love and call to us in our work together. Last Sunday the Gospel story reminds us that not everyone responds the same way. I recently came across a hymn that I sure hope does not reflect our congregations. It is a cautionary hymn, Jeff, if you would please put it up on the screens, let us sing this verse together Like a giant tortoise moves the church of God.

Christians we are treading where we’ve often trod. We are much divided, many bodies we, Having different doctrines, not much charity. Backward Christian soldiers, fleeing from the fight. With the Cross of Jesus, nearly out of sight

I think someone was feeling pretty depressed when he wrote that verse. Sometimes, perhaps, in our current political climate, some of you might also feel a bit depressed. It is important to remember at all times that this is God’s world, that God has already redeemed it. We are deeply loved and we are called to follow Jesus, not backwards fleeing but confidently in his service and ministry. As I travel the Diocese I am impressed with the ministry taking place. We feed people, literally in their bodies with food pantries and free community meals and great coffee hours. We feel people in their souls with worship and prayer groups and healing services. We feed people in their minds with bible study and book groups and challenging and inspiring sermons. We are responding to the words of Jesus to Peter to “feed my sheep.” I also hear concern about aging and smaller congregations. I am often asked how we can grow in numbers, how we can reach younger members, how we can bring new people into our congregations. I don’t have great answers, I do have the conviction that when we boldly claim and profess Jesus Christ and follow his way of love in this world and invite others to join us in living the Jesus way of love, we will grow. Of course, the “invite others” is often where we fail. The days are long past when folks will just show up because we have a good sign. The world has changed, the church has changed. But isn’t that always the case? There is another hymn which tells this story, lets sing the first verse together

The church of Christ in every age, beset by change yet Spirit let, must claim and test its heritage, and keep on rising from the dead.

To claim and test our heritage. To embrace the change that the Spirit is leading us into. This requires courage, vulnerability and honesty about our congregations, our ministry, and our

discipleship. It also invites us to live confidently in the knowledge that the Spirit of God is with us, leading us, helping us. We must listen for the Spirit’s voice and follow it! Do you want to know how to invite youth, how to have a youth presence ministry – invite Canon John Palarine to come and help your congregation, your region, have just that. Canon John can help every congregation develop a thriving youth presence, even those of you sitting out there saying we have no kids. Canon John has brought together a Youth Leadership Team for the diocese of youth and adults and is reviving and building our diocesan youth ministry. I don’t want to steal his talk so will simply say “call him!” Do you want to learn how to develop more vital and dynamic congregations? Send a team to the college for Congregational Development and then use the skills you learn there in your local congregation. We are incredibly blessed to have this program in the diocese, it is spreading to much larger diocese throughout the country, and we have it here already! What you learn is of immediate help in your congregations. Canon Cleveley and the Regional Developers are here to help you put the tools into practice and to keep working with you on helping you strengthen and grow your congregations. The college for congregational development is not simply a “one and done” training but something that new teams from your congregations can attend and learn from. We have this past year closed three congregations. The closing service is about the hardest serviced I have ever led. The congregations in Wallace, Zillah and Grand Coulee came to me and said that it was time; that they needed to be allowed to close and worship elsewhere. It would be easy at this point to hear this simply as a story of death. But that is not the whole picture. Partnerships are happening. New worship communities are starting. The congregation in Wallace was invited to become part of a joint ELCA/Episcopal congregation in Pinehurst. We are working ever closer with our ecumenical brothers and sisters, the ELCA synod office has moved into Paulsen House and we are now sharing one staff member. Bishop Kristen and I are in conversation about a possible church plant. With the United Methodists we are working to start a new worshiping community at West Central Episcopal Mission and we participated in a revival there last month. St. Michael’s Mission and the congregations in Sunnyside and Prosser are talking about how they can work together in a stronger way. And in the Methow Valley a new congregation is thriving. Started by a single family and lay led, it is an example of the power of a small group who respond fully to the love and call of Jesus to follow him. It is commonly said that the primary unit in the Episcopal Church is the diocese. In our theology of the Church it is more accurate to say that we have one congregation in many locations rather than to say that we have x number of congregations. This reflects our theology that we are all one and shows our understanding of the nature of the Church as a single unit. We are not all given the same gifts, we are not all in the same location, we do not have the same resources, and still we are all connected to each other in a real and profound way such that we cannot say we have no need of each other. We are truly one body with many gifts. It was from this place of knowing that gifts differ, circumstances differ, and all are one body and have obligations to each other that I put together a task force to look at the diocesan asking. From their work we have already heard the recommendation to go to a graduated scale for the assessment. I am hopeful that in the future we might be able to exempt different types of

expense from the assessment. We are not there yet, but I am hopeful that we are moving in the right direction. The deep truth here is that we belong to each other, when one rejoices we all rejoice, when one mourns we all mourn, and all are needed for the work of the church. let’s sing again

With gifts that differ by your grace your Spirit fills us all, that Christians in each time and place may answer when you call. You strengthen some to take a stand, to prophesy or preach, while others give with open hand, or heal the sick, or teach.

We are not all given the same gifts, but together we have what we need. As a diocese we are committed to being creative compelling witnesses to Jesus Christ. In order to witness to Jesus we need to know Jesus, and so our formation programs are the foundation for our work. One of the best things I believe I have done as Bishop this past year was to bring onto our staff Canon John Palarine as canon for youth and director of camp cross, and Skip Hubbard as facilities and business manager for Camp Cross. Camp Cross is the center of our diocesan formation programs. It is holy ground where lives are transformed by the love of God. It is a beautiful place of worship and learning and fun in the glory of God’s creation and it is not just a place for children and youth, it is for all ages. People in their 80’s and even 90’s are still campers at Camp Cross! I believe that Camp Cross is both a location and a way. Once again I will let Canon John say more in his presentation but let me simply say here that this past summer I grew convinced that this work, this place, this camp, is the pearl of great price which needs to be nurtured and supported and taken to the next level. We will be speaking more about ways to assist in helping camp be there for the next 100, 200 and even 500 years. Look for ways you can participate and help. And please, send youth, send adults, and come yourself to camp cross. Formation includes more than camp of course. I am pleased that the diocese responded to the invitation to have a Lenten program for all congregations. I am inviting the diocese to do that again this year by using the Lenten program on Civil Discourse prepared by the Episcopal Public Policy network. This program helps all of us learn how to engage in conversation that enhances understanding and helps the public good. It is work that the church can invite others to participate in, and it is work we so desperately need in our culture today. This year I have been delighted to have workshops offered in every region on liturgy and music with Dent Davidson. Those who have attended have been inspired by the singing and found that vital music leads to vital worship. This coming year we will offer workshops centered around our financial giving, both the annual giving campaign and planned giving. These will be offered on a diocesan wide level due to schedules, but I hope that every congregation will send folks to the workshops and take back and use what is learned. The Commission on Ministry is offering lay formation courses this year, those are listed on the diocesan website. The Gathering days offer leadership development and training for our congregations. There will be a women’s retreat in March again, look for that and register when it is up on the diocesan website. There are many opportunities for all of our members to deepen their walk of faith through our diocesan formation offerings.

Last winter I was approached by Professor Lisa Kimball of Virginia Seminary about the possibility of our diocese partnering with them in their “Baptized for Life” program. This program is driven by the conviction that congregations can form lives of meaning and purpose by identifying, embracing and sustaining each person’s Christian vocation. It is a mark of what we are doing here that she reached out to our diocese and invited us to join. Only six diocese are part of this program. In our diocese four congregations are participating, one in each region. The congregations are intended to be leaven for our diocese and our diocese is to be leaven for the wider church. This is still in just the beginning stages so we will learn and share more as we go along, it is an exciting program full of potential and I am delighted that we are participating. As I look at the diocese and our work I have great hope. I see people committed to responding the call of Jesus. I see people striving to strengthen and develop their communities of faith and serve their neighbors in Jesus name. Yes, we live in a time of change and challenge, we also live in a time of possibilities. Last May, May 8 to be exact, Jan Griffin sent me and email about a grant possibility from the Lilly foundation called “thriving in pastoral ministry.” The grant application was due June 1 and she asked if I thought we should try to apply for it. I thought that less than one month’s notice for a major grant application was pushing it! After looking at the opportunity and contemplating the amount of work it would take, I sat down for several days and cranked out an application and then sent off the draft to Jan and to Canon Susan Cleveley. They spent several days of concentrated effort editing and strengthening the application and with high hopes we sent it off. I had no expectations at all that we would receive the grant since it was a nationwide open to all application but I found the process of working it through and pondering what it would look like for our clergy and lay leaders to really thrive in pastoral ministry to be very valuable and talked with Susan and Jan about how to take our work forward regardless of the outcome of the application. The 2nd of October I walked into the office and saw a fat envelope from the Lilly Foundation. With both excitement and nervousness I opened the envelope and learned that indeed we have been awarded a Lilly Grant. We are one of only 2 Episcopal Dioceses to be award this grant. It is a grant that will be for five years, and 876 thousand dollars! I am excited! I also see it as a recognition of the good work we are already doing and faith that others are demonstrating in us to keep up and build on that good work. This grant will allow us to do mission and ministry beyond our current operations. It will pay for a new staff person to help with clergy and lay ministry formation, assist with the cost for the college for congregational development and help us put on workshops and trainings throughout the diocese. As if that were not excitement enough… Back in the 1970’s, Bill Fix, a longtime member of St. John’s Cathedral, along with other members of the diocese, brought to the bishop a vision of building low income senior housing. The diocese created what is called Central Terrace, a 501c3 affiliated with the Diocese and with its own board to build and manage HUD housing. Over time most of the diocese probably forgot about this because those various HUD houses were operating just fine, managed by a professional company here in Spokane. Come forward in time until about 3 years ago or so and the diocese was approached about selling some of those units. The offer seemed a bit too good to be true, and as Bishop Waggoner and the Central Terrace board started to investigate it appeared that the offer really was good opportunity for us. As I came on as Bishop the work was in full swing. Over this past year a couple of our housing units have

been sold, the Central Terrace membership and board refined, and the desire of the board to use funds to assist in the ministry of the diocese made clear. At the last Central Terrace board meeting a grant was made to the diocese to assist with our mission and ministry in 2019. This generosity is inviting us into opportunities. It is the hope of the Central Terrace board that money will continue to be available to assist the work of the diocese going forward. What are the opportunities now before us? We are offered the chance to be creative in new ways in our witness to Jesus Christ. We can deepen our discipleship and strengthen our service. We can raise up the next generation of leadership in the church and world. This diocese has been seen by others as a place of great potential, it is our call to live into that. To step forward into the abundance of God’s love and grace, to hear God’s call to service, to walk the way of love that is the way of Jesus. Jesus has called us to follow him. Jesus offers us his whole self. What shall we do in response? Let’s sing:

Bring your joy and bring your sadness, and prepare to be surprised by the host whose hands are wounded, who will open wide our eyes when he blesses bread and breaks it, truth and manna from above, and then passes wine that wakens in your heart the taste of love.

Be prepared to be surprised. Come and meet Jesus, the one who opens our eyes, feeds us with bread and wine, heals us and wakens in our hearts the taste of love. Let us this day rejoice in the opportunities before us, and follow Jesus in his Way of Love.

2018 Reports to Convention

Usually I start my report to the Convention by telling something about the national convention of ‘National Episcopal Historians and Archivists’ (N.E.H.A), which was held this year in New Haven, Connecticut, on the campus of Yale University. I chose not to attend this year – the job of digitalizing the sacramental registers has turned out to be a much larger job than I ever dreamed. The top of my desk has not seen the light of day (or night) since last year.

Which brings me to the topic of this year’s report to convention. Ancestory.com has finished their job and packed up and moved on to other things. A huge ‘thank you’ to all of you for your cooperation for getting your registers to me timely.

Ancestry has sent us a hard drive copy of their work. However, their idea of organization does not work well with mine – all the listings are random. In other words, they are not by church or town or even date. We have to figure out the best way to organize and pass the listings on to you. Our original intent was to put each church on a disk or thumb drive by date, similar to the way the books are arranged. However this turns out we don’t want you to have to buy or learn a special program. Stayed tuned!

While I’ve been dealing with these problems, the Rev. Kathy Lamphere has patiently continued on with archiving all the papers that came to us from Holy Trinity Church in Spokane (a four drawer filing cabinet full). It’s been a big job but will be a wonderful record of that part of our history. Thank you Kathy!

|ASKINGSTASKFORCEThe task force on the asking consists of the following members: George Durrie, Peggy Johnson, The Rev. Kathy Lamphere and the Rev. Deacon Vicki Johnson with the Bishop and diocesan financial officer Laurie Boss as ex officio members. The task force held a hearing at diocesan convention 2017 to solicit questions and concerns regarding the asking. From those questions, information was solicited regarding the following for all congregations: asking trends, asking as a factor of average Sunday attendance, number and average pledge trends, effect of assessment on the basis of income versus expense, employing a three year average for income and expenses as basis for assessment, sliding scales for assessments, impact on changes to the assessment on diocesan budget. Congregations were asked to provide an end of year financial statement so that the task force could look at issues such as different formula for calculation of the assessment. After extensive conversation and data gathering the task force has the following conclusions:

• The current assessment of 22% of operating income has served the Diocese well and is fairly clearly understood, but has some challenges, the foremost among them is that a flat rate assumes that all congregations are equally resourced and this is simply not true. The assessment based on income also can in some places create confusion about what types of income are classified as operating income, although this is clearly delineated in the Business Manuel for Church Affairs.

• Simply decreasing the assessment for all provides a financial hardship on the Diocese

without a significant advantage to our congregations.

• Basing the assessment on a three year average will help “smooth out” unusual years for congregations.

• Basing the assessment on operating expenses eliminates any potential confusion about

income and only assesses what is actually spent. Basing the assessment on expenses will also allow greater flexibility if, as we hope to be able to, in the future we can exempt other types of expenses from the assessment.

• A sliding scale of assessment will benefit our smaller more financially challenged

congregations. A sliding scale acknowledges that congregations have different financial resources and needs, and helps protect our more vulnerable congregations.

• Sharing space with the Lutheran Synod offices is bringing in some additional income to the diocesan budget which helps with the decrease that would come from lowering the askings percentage.

• The task force hopes that the Diocese will continue to contribute to the Bishop’s Annual Fund, and do so with even more participation by the members of the Diocese, to help make up the loss of income that will arise from the use of a sliding scale. The Bishop’s Annual Fund helps fund the mission and ministry of the Diocese beyond what is possible through the assessment alone.

Based on the information received and conclusions from the conversations and data gathering, the task force on the asking recommends the following: The diocesan assessment be changed from a flat rate of 22% of operating income, to a sliding scale based on a three year average of operating expenses. The sliding scale we are presenting to the Diocese for discussion and decision is presented below: Operating expenses: % rate $0-25K 16% $25K-50K 18% $50K-100K 20% $100K and up 22%

The task force also highly encourages those congregations who would through this plan see a decrease in the assessment to use the money no longer going to diocesan assessment for mission and ministry. |BETWEENTHERIDGES:ST.MICHAEL’SEPISCOPALMISSIONSubmittedby:TheReverendDavidHackerBetween the Ridges is a developing collaborative of Episcopal Congregations in theSouthwestRegionoftheDioceseofSpokane.StMichael’sMissionindowntownYakimaisamajorprogramofBetweentheRidges.Eachmonth about 200 households receive a nutritional bag of groceries at StMichael’s FoodPantry. A Sunday meal hosted by one of our partners serves about 50 people, manyhomeless.Everysingleday,over100peopleattendseveralAAandACAgroups.About50attendLaCasaHogar’scitizenshipclassesheldtheretwiceaweek.St Michael’s provides office space as well for La Casa’s individual assistance with thecitizenshipprocess. WomenwithchildrennextdoorinTriumphTreatment’stransitionalhousingaresupportedwithgiftsatChristmasandEaster.StMichael’sisagatheringplacefor organizations seeking to empower people tomake a difference. Groups such as theImmigrant Response Network and the Poor People’s Campaign meet at St Michael’s.Special events throughout the year help raise awareness aboutmany community issues.Thanks to several generousdonors, thenewly establishedChinaBoltonFundhelpswithfuneralcostsforthosewhodiedhomelessoralone.Attheheartofthisworkisadiverseandgrowingworshippingcommunity.WeholdamonthlyworshipserviceatNoah’sArkHomelessShelter.Itusuallybeginswithsmudging,tribaleldersshareasong,manypartsareinSpanish.Wehaveaprofoundtimeofsharing,andendwithanicecreamsocialcelebratingthemonth’sbirthdays.Thankstoallwho participate andmake this service happen: the residents, BTRBoardmembers, aCatholicsisterandherassociates.OnPentecost,BetweentheRidgesheldaspecial interfaith,multi-culturalworshipserviceandpicnicalongtheYakimaRiverattheTakiFarmnearWapato.Thisbeautifulsettingbytheriverwasapowerfulsymbolofwhatunitesus in this landscaperunningthroughthegaps of the ridges. A diversity of faith communities joined in the celebration, thecommunitychoirfromSunnyside,residentsfromNoah’sArkHomelessShelter.Weopenedwith traditional smudging and closed with a beautiful Bahai prayer. In-between, manysharedprayers,music,readingsandtestimonies.WetookanofferingforNoah’sArk.Our partnership is growing as together we are shaping this Between the Ridgescollaborativeaswego. Atourrecentstrategicplanningretreat,wereviewedourvalues,vision,missionaswe“facetherealityofoursharedhistoryinthisdiverselandscapeandseek

The Underground: a homeless drop inprogram,wasalsoatthechurchforawhile.St.Matthew’shascompletelyrenovatedtheirVicarageandopenedthisuniquesettingtotheProssercommunityformeetings,eventsandmore. With the bishop and diocese, St Michael’s, Holy Trinity and St. Matthew’s areexploring their partnershipwith The Rev, David Hacker, RegionalMissioner. Especiallywith the closing of Christ Church, we are exploring new ways to share leadership tosupportSundayworship,pastoralcareandmissiondevelopmentinthesethreemissions.WearegratefulforthesupportofmembersofSt.Timothy’sandAllSaints’whoalsositonthe regional board of Between the Ridges. Their partnership is vital to sustaining andgrowingthisemergingnewvisionoffaithcommunity.|BISHOP’SDISCRETIONARYFUNDSubmittedby:BishopGretchenRehberg,IXSpokaneThe Bishop’s Discretionary Fund allows the Bishop to respond to needs throughout thedioceseandwiderchurch.Thereareseveralbroadcategorieswhichmoniesfallinto,theseincludescholarships,outreachministries,pastoralassistanceandministrysupport.Income for the discretionary fund come from a variety of sources, with individuals,congregations,theBishop’sGuildandatrustfundallcontributing.The Bishop’s Guild raises funds ever year for scholarships and this past year I used themoneydonated to thediscretionary fundduringmyvisitations for scholarships. Duringthispast year$30,127.07wasgivenout in scholarships. These include college students,seminarians,youthandadultsforretreats,workshopsandotherspecialcourses,clergyandlaityattendingcontinuingeducationevents,andolderadultsgoingbacktoschool.Iwantto give particular thanks to the Bishop’s Guild for their hardwork in raisingmoney forscholarships.Outreachministry isworknot only in and through our diocesan congregations butwithagencies in the Diocese and work that happens in other dioceses. This past year$29,149.27wasgivenoutforparticularoutreachministries.Iamalwayspleasedtoseethegood works done by our congregations and individuals and am happy to be able tocontributeasneededforthiswork.

Pastoral care includes help when people are facing health issues, need funds foremergencies, aredealingwith family issuesandother suchpastoral concerns. RegionalDeveloper in theSoutheast (TheRev.CanonSusanCleveley);with the clergy inthe region; with the Bishop; with Paulsen House staff; and with so many others—allundertaken“toequipthesaintsfortheworkofministry,forbuildingupthebodyofChrist”(Eph.4:12).CanonsconveneandpresideattheRegionalGatheringDays(RGD);butthatplanningandfacilitation happen in conjunctionwith the Bishop, the Regional Developer andwith theentireRDT.Theeight teammembersmeet for an intenseplanning “over-nighter”beforeeach RGD, and again afterward to debrief and to get a head-start on the next RGD. Inadditiontothefourface-to-facemeetings,viaZoomtheRDTalsomeetstogethermonthlywiththeCanonforRegionalDevelopment(TheRev.CanonSusanCleveley);andtheCanonsalone meet monthly with the Bishop to share “state of the church” reports about thecongregationswe serve throughout theDiocese, and to shareperspectivesonhowmoredeeplywemight “Listen andRespond”—to Jesus’ “Love andCall” in ourownplaces andwithintheDioceseasawhole.Canons also convene and facilitate regular meetings of the regional clericus; in theSoutheast, clergy try to meet most months for three hours. During the meetings, theRegionalDeveloperandIhopetohearfromtheregionalclericshowwecansupporttheirwork inservingtheregion’scongregations intheirministries.Aftergroundingtheday inprayer,weusuallyspendabouthourineachofthreeareas:1)formationinourlivesandwork as clergy and as disciples of Jesus; 2) sharing personal news and talking aboutministries in our congregations; and then 3) theRegionalDeveloper and I communicatenewsandinformationfromtheBishop,PaulsenHousestaff,otherregions,andthelargerchurch—allofwhichmaybearonourworktogether.During2017-18, clergy ineachof theDiocese’s four regionsmet toengage thebookTheStateoftheEpiscopalChurchintheUnitedStatesofAmerica:AnOrganizationalIntelligencePerspective. By Russell Crabtree (the brains behind the Congregational Assessment Tool[CAT] that so many of our congregations have used), the book culled data from CATsnationwide in the Episcopal Church and distilled it to help us explore “promisingpathways”andidentify“deadends”inourcommonlife.Itgeneratedalotofconversationamongourclergy,and—wehope—offeredreal-lifesuggestionsforformingandnurturingsustainablefaithcommunities.During our summer meetings, we engaged the Bishop’s “Customary”—which namesdiocesan “customs” and sets expectations for worship, etc. and the Diocesan ClergyHandbook,whichsetsouttoanswerthe“who,what,when,where,andhow”forourlivesandministryasdeaconsandpriestsofthechurchinthisdiocese.There are four fulltime rector positions in the SE region (St. James’, Pullman; St.Mark’sMoscow;Nativity,Lewiston;St.Paul’s,WallaWalla)—ahigherpercentagethaninanyotherregion in the diocese. Andwe are richwith bi-vocational and part time priests, devoteddeacons,andawealthofactive,“retired”clergy.AswiththeNERegion,wespantwostates,andit’saboutafour-hourdrivefromoneedge(WallaWalla)totheother(Grangeville).

Susan Cleveley and consisting of Canons for Mission andCongregationalDevelopersfromallfourRegions,meetsmonthlyviavideoconference,andinpersononaquarterlybasis.In addition to the above, I meet monthly (mostly via videoconference) with RegionalCanons,aswellaswithDiocesanStaff,andthenIpassalonginformationtoregionalclergyand lay leaders. It is part of our effort to be open, clear, and effective in our diocesancommunications.Ialso facilitatethe“almostmonthly”meetingsofourregionalClericus—gettingtogetherregularly with clergy in our region to pray, to study, and to support one another inministry.Our study time each month has included both intentional bible study and ContinuingEducationmaterial.Through the firstpartof theyearwe joinedother clergy throughoutthedioceseinreadingTheStateoftheEpiscopalChurchintheUnitedStatesofAmerica:AnOrganizational IntelligencePerspective by Russell Crabtree. In conjunction with the Bishop, the COM maintains oversight of the program for thosepersonsbeingformedlocallyfordiaconalandpriestlyministry—theCohort.Thosewhodonotselectfull-timeresidencyinseminaryreceiveacademicpreparationprincipallyinon-line classes from the Center for Anglican Lifelong Learning (CALL) through the ChurchDivinitySchoolofthePacific(CDSP)inBerkeley(orsimilarseminary-basedprograms)andthrough options such as “Great Courses” videos, workshops, etc. Additional classes areoffered locally during six “formation weekends” each year, this year with the spiritualguidanceofTheRev.KathyLamphere,whoservedas theCohort’s chaplain.Manyof thelocal classes are open to other lay and clergy in the diocese. The work of the Foundation focuses on education to encourage stewardship, providefinancial stability, and promote interconnectivity while seeking resources andopportunities for spiritual and financial growth throughout the Diocese. TruthbetoldandhavingexperiencewiththeFoundationformanyyears,Imightsuggestthat we’ve had both successes and missed opportunities at fulfilling the Foundation’smissionthesepast15years.Letmebeclear,ithasn’tbeensomuchfromalackofinterestor willingness, rather from a lack of focus and consistent commitment to its originalpurpose. The Foundationhas beenblessedwith outstanding and committed individualsfromthroughouttheDiocesewhohaveservedasTrustees,manyofwhomaremembersofthe Foundation’s Legacy Society. While the Foundation hasn’t yet fully lived into itsmission,therehavenonethelessbeeninstanceswhereitsserviceshaveprovenvaluabletoboth donors in furthering their respective goals while supporting the mission of theDiocese.OneofBishopRehberg’sprioritiesasshebeganherepiscopacywastore-engagetheroleofthe Foundation in terms of serving as a catalyst in enhancing the financial health andwellbeing of the Diocese. OurFallRegionalGatheringDaywasheldonSeptember29,2018(afterthewritingofthisreport).TheEpiscopalChurchisgreatlyshapedbyBenedictinespirituality,andthefirstwordofBenedict'sRuleforhiscommunitiesis"Listen",whichisthethirdwordinthediocesantheme.WefocusedontoolstotranslateJesus'commandmentto"loveoneanother"intoguidelinesforacongregation'sbalanceofasenseofstability,increasingobediencetoGod,andcontinualrevitalization.Weconcludedthedaywithpreparationfordiocesanconvention.BishopRehbergattendedtheSERegionalGatheringDay.

3. The2019GatheringDayswillbeheldSaturdayMay11thandSeptember28th.

CongregationalDevelopment:1. ThissummersawusofferingthefifthyearoftheSpokaneCollegeforCongregationalDevelopment.TheRev.CanonSusanCleveleyservesastheDirectoroftheCollege.Assuchshegatherswiththedirectorsfromotherdiocesesandhelpsplanthecurriculum.The College is an intensive two-year course of practicum and study designed forcongregational teams wanting deeper, intentional learning, skills development andpracticeintheareaofcongregationaldevelopment.25participantsfromfourdiocesesattended the weeklong intensive in Spokane. Similar to last year, we invited ourgraduatestudentsjoinusattheendoftheweekfortheunitfocusedoninterculturalcompetency and conflict. Through the generous underwriting of the bishop, everySpokane diocesan attendee who wished received a 30% tuition reduction to offsettheir fees. The training staff included: The Rev. Cn. Susan Cleveley; Kelly Clift,Resurrection,Roslyn;theRev.Cn.ArienneDavison,St.Bede’s,PortOrchard(DioceseofOlympia);theRev.Cn.BillOsborne,St.Stephens,Spokane;theRev.FrancesTwiggs,St.Luke’s,Wenatchee;andtheRt.Rev.GretchenRehberg.TheRev.CanonSusanCleveleyrepresentedtheDioceseofSpokanefacultyoftheDioceseofChicago’sCollegeforCongregationalDevelopmentinJune.

Witha largenumberof episcopal transitionson thehorizon,wehaveattempted tokeeptrack of the various dioceses in the process of nomination and election of bishops, andoccasionalpostatrackinglistofthevariousprocessesweknowabout,togiveusasenseofhowmuchturnoverthereisintheHouseofBishops.WealsobeganareviewofthediocesancanonswithaviewtoproposingchangestoCanon12,aprojectwhichwasputonholdpendingfurtherclarificationfromtheOfficeofPastoralDevelopmentandtheseverallegislativeproposalsfromtheupcomingGeneralConvention.Ourgoal is to submit amore streamlined text, consistentwith thediocesan constitution,thatwillbemoreflexibleandadaptabletoourspecificdiocese.Twoofournumberwillberotatingoffthisyear,theRev.JeffreyNeubergerandMr.RobertStevens.RoberthasservedgraciouslyasVice-PresidentoftheStandingCommitteeinthetimeofmyPresidency,makinghimselfavailableasneededtostep in tochairmeetings,andofferinghisinsightintothehistoryandworkingsofthediocese.Hiseffortswereespeciallyhelpfulin the work that we did in 2016 and 2017 as we oversaw the process for nomination,electionandordinationofourcurrentbishop.JefffoundhimselfsuddenlyhandednotonlythepresidencyoftheStandingCommitteebutthecreationdenovoofaprocessforthenomination,electionandordinationofabishop.Itwasonlyafterhehadsettheprocessinmotion,workingtogetaneffectivebudgetforthework,andappointingthevariousmembersofthesubcommittees,thathesteppedasideto

This person is responsible for ascertaining the soundness of the financial practices of the diocese and maintaining its financial integrity. On our overall financial picture, I am pleased to report that the finances of the diocese are stable and positive. Receipts of pledged income from congregational Askings for 2017 came in at around 97% of the budgeted amount. The total of Askings received in 2017 pushed the overall level by an additional $9,103 owed from previous years. This is a very healthy financial picture. And one that derives from the combined supportive efforts of the congregations and the vigilance and the availability of our financial officer, Laurie Boss, to trouble-shoot financial situations as they arise. And, this continues the diocesan run of Askings support finishing in the 94% to 97% over the past several years. Current income for 2018 has for the most part been fairly steady with pledge income from Askings, as of August 31, on course to end the year, once again, within the mid-90% range of the budgeted level. The overall level of Askings received in 2018 is bolstered by the receipt of $25,244 owed from previous years. Looking forward, our national church pledge for 2019 is $2,555 less than that for 2018. The Bishop-appointed Askings Task Force took observations and comments from congregations at the open forum at last year’s convention on the functioning of the current way of calculating Askings, and we elicited financial information from all churches earlier this year. The Task Force has explored several options to our current Askings algorithm, scrutinizing each against the goals of fairness, uniformity, and marginal impact on the diocesan budget. Having incorporated feedback from the regional canons, we are very close to a final version of a proposal we can move forward. This proposal will be presented and discussed at the regional gatherings on September 29. Feedback from these settings will provide the final touch-up prior to considering action at the diocesan convention. And, “Askings” will henceforth be known as “Assessments.”

St. Andrew’s has sought ways to be in further relationship. The Bishop’sCommittee committed to raising $4000 during the season of Lent and this fall arecommittingtoprovidingoversightandpresencetotheSaturdaymorningBreakfastTable.River City YouthOps: InMay2018RCYOmoved their offices and operations fromSalemLutheran Church to WCEM and have made this their Hub. During the transition RCYOprovided lawn care to both WCEM and St. Andrew’s Episcopal Church in exchange forrentingtheofficespace.Withthecloseoftheprogramseason,RCYOwillprovidemonthlyrent to WCEM. Already a number of helpful relationships have developed with theincreasedpartnershipundertheirnewExecutiveDirector.OurVicar,Jonathan,hasservedonRCYO’sBoardsinceJanuary2017.NewWorshippingCommunityAnewcommunityisintheprocessofformingandwillbeginweeklyEucharistinAdvent.ThisnewcommunityiscomprisedofmembersfromaUnitedMethodistnewchurchstartthatbegan in2017,someformermembersofHolyTrinityEpiscopalChurch,andcurrentcommunitymembers/volunteers fromDinnerTable.PastorKatyShedlockhaspartneredwithJonathantoco-leadthisnewfaithcommunity.StoneSoupCaféLedbyTraceyWaringofSt.Andrew’s,StoneSoupCafé (SSC)cameback toWCEMin thesummerof2018toservebreakfastandlunchtotheneighborhoodyouththroughaUSDAFoodprogram.ThisprogrammeetstheneedsofRCYOyouthwhoneedmealsduringtheirwork day and other youth in the neighborhood who are impacted by not having foodprovidedliketheydoduringtheschoolyear.Wearelookingtofurtherthispartnershipinthe future by adding in arts programming at a free or reduced rate from local artsorganizations.

WCEMisakindofnewmonasticmodelandtheresidentpartnersandprogramsgiveusaweekly,monthly,and(hopefullysoon)evenadailyrhythmtoourcommonlife.Here isasnapshotofwhatourdayslooklikeandhowwemightcontinuetogrowintheseandotherareas.SundayMorningPrayerLedbyMattPhillipswhoincorporatesmusicintoaRite1MorningPrayerat8:00amintheChapel.Itisourhopethatmorningprayerwillmakeitswayintotherestofthedaysoftheweek. It isalsoourhopethatwemightbeable to findawaytohaveHolyEucharistoneSundayamonth.SundayBreakfastTableOneofourresidentchefswhogoesbythenameShortycooksbreakfastforthecommunity.HetracksdownmostofthefoodandWCEMsupportshimwithdonationsoffoodwhenheneedsit.WhenhestartedservingbreakfastsonSundaysinthesummer,hewasadamantthatthereshouldbeachurchservicebeforeheservedat9:00am.SundayEveningHolyEucharistLed by Jonathan and Pastor Katy Shedlock. This newworshipping community will be acreativeexpressionofliturgicalpracticeandsacramentalworship.WeeklyservicesstartinginAdventwillbeginat5:00pm.WeekdaysTheCommonswilloftenhostmeetingsof theWestCentralDevelopmentTeam,SpokaneAlliance,andothergroupswhoneedspacetomeet.Weanticipateweekdayandweeknightmeetingsandgatheringstoincreaseintheupcomingyear.WednesdayDinnerTableEach Wednesday we open the Commons for a time of community and dinner. ThisWednesdaymealhasnowcelebratedits11thyearofoperation.Wenowhaveawonderfulof committed people from St. Stephen’s, St. John’s Cathedral, St. David’s, BethanyPresbyterian,andfromthecommunityatlarge.Theblurringoftheselinesbetweenwhoisa volunteer and a guest has created an atmosphere closer to an equitable community.

Wehaveincreasedtheusageofallofourfacilitiesinthepastyearwithmoreprogrammingandmoresustainedpresence.Eachspacearoundthepropertycouldusesomesignificantamountofwork,butallspacesareveryusableandwellmaintainedfortheirage.TheCommons(akatheDiningHall)Updates:Werefinishedthemainfloor:sanded,oiled,andcoatedthefloorstoaddamorenaturallookandstillprotectwhatisaverywellconditionedoakfloor.Wealsopaintedthewallstoalightgreywithwhitetrim.Theeffectofbothofthesehasmadetheroombrighterandmoreneutral,whichwillallowustohangartfeaturinglocalartistsandhopefullymaketheroommoredesirabletoberentedoutforparties,receptions,workshops,andclasses.Wearecurrentlylookingtoreplaceallofthechairstohelpkeepourfloorsingreatshapeandalsoincreaseourstoragecapacitybytakinguplessroom.TheChapel(akatheChurch,HolyTrinityChapel)Updates: No major updates to the physical space. RCYO is now renting out thesacristy/office for their primary office space. The Chapel has been used for a poetrycompetition, some liturgies,meetings, a concert, and aweekendworship andworkshopevent.We have upgraded the sound system for better live performances.Wewill likelyneedtobuymorefoldingchairsandreplacesomeofthepewstoallowforamoreflexibleuseofthespace.TheVicarage(formerlySt.LawrenceHouse)TheVicaragehasundergonethemoretransformationaswetransitioneditfromaresourcecenterandofficeback intoahouse for theVicar’s residence.Allof thewallsandceilingsdownstairswerepainted.Thecarpetrunneronthestairswasreplaced.Newblindswereinstalleddownstairsthankstoagenerousdonation.Themainroomupstairswaspainted.The downstairs bathroom got new fixtures in the tub and the sliding glass doors werereplacedwith a shower curtain rod. Two of the three sets of washers and dryers weredonatedorsold,therefrigerator,kitchenfaucet,andgarbagedisposalwereallreplaced.TheFarm(akatheGarden)River City Youth Ops made the switch in the garden from raised beds to an in-groundplantingsystem.Thestonelabyrinthwasremoved,andtheentirespaceisbeingusedforRCYO’sprogram.Anewirrigationsystemwillbe installedwithagenerousgrantfromSt.David’sEpiscopal.TheCourtyardTheCourtyardbetweentheChapelandtheCommonsbecameasourceofdifficultyastheweatherwarmedupinthespringandsummer.Withoutproperoversightitwasimpossible

Summary

It has been a trying year aswe evaluate and assess thework that is happening throughWCEM.Ittakestimetobuildtrust.Ittakestimetoseewhatworksandwhatdoesn’t.Theneedsof thepeople that live inandcome throughWestCentralare far toogreat forourlittlemission to be ofmuch significant help.With that being said,we are living out ourBaptismal Vows to seek Christ in all persons and to respect the dignity of every humanbeingatDinnerTable.Westrive for justiceandpeace,wepersevere inresistingevilandcontinuetorepentbyshowingupeachweekforthepeopleourhyper-consumeristsocietyand church has ignored and oppressed through our partnershipswith the churches andothernonprofitswalkingalongsideus.Weareexpandinguponourworkbyaddingprayerand worship back into that space to ground us as we provide food and walk alongsidepeopleintheiraddictions,mentalillness,lackofhousing,andlackofdignifyingwork.We give thanks to theDiocese of Spokane for supporting us and together living out ourBaptismalidentity.WegivespecialthankstoBishopRehbergforbeingsupportiveandforpushingustolivemorefullyintothecallGodhasforus.|WOMENINMINISTRYSubmittedby:EvitaKrislockWhatarich fullyear fordiocesanwomen.Beyondthevariousministries thatarecarriedout on a regular basis by women in the church, from coffee hour, altar guild, prayersthrough Daughters of the King, United Thank Offering in-gatherings, pennies and coinscollectedfortheChurchPeriodicalClub,feedingministries,andonandon,theWomeninour Diocese had several opportunities to gather together, to renew, pray, reflect, andcelebrate.Fromthegatheringatourannualdiocesanconventionluncheon,hostedlastyearby the women of St. Luke’s Coeur d’Alene, to this year’s gathering at St. Stephens, thewomen gather to share, learn andbe renewedphysically and spiritually, to retreats andmeetingsitallcomestogethertohelpshapeandformus.InMarch theDiocesesponsoredawomen’s retreat facilitatedbyViraMelendez-Redman.Womengatheredat ImmaculateHeart ina renewalof thisannualwinter timeof comingtogether.In JulysixwomenfromourDiocesewereable toattendtheTriennialmeetingofwomenfromacross thewider church as theywere inspired toGo! Canon 2.6: Elections

Clarifies that although persons can be elected to Diocesan Council at age 16, no person may vote on contracts or legal action until age 18. Also, clarifies the “nominating ballot” procedure to provide that any candidate that receives a majority of votes cast is elected.

Canon 3.2: Members (of Regions) Allows a clergy person to hold office in any Region, but is allowed to vote only in the region where s/he resides.

Canon 3.4: Canon for Regional Mission Changes reference from “section 2.1” to “Canon 2.1”.

Canon 4: Diocesan Council

Clarifies purpose and mission of Council. Beginning in 2021 the size of Council is reduced from 20 members to 11 members, and provides that 6 members are elected by Convention (2 each year) for 3-year terms, provided there are 4 clergy members and 5 lay members. Also provides that the Bishop appoints 3 members annually for 1 year terms. Requires that there always be 1 member from each of the 4 regions.

Allows Committee to approve grants for any purpose, removing restriction on grant requests for projects that would normally be in the general operating budget of a congregation.

Changes terms “asking” and “pledge” to “assessment”, changes term “section 4.4” to Canon 4.4”

Canon 6.2: Business Methods in Church Affairs Changes the term “parish and mission” to “congregation”. Revises 6.2.4 (Congregations Not in Good Standing) to include failure to timely pay assessments for 3 months as basis for suspending status, in addition to failure to timely submit parochial reports.

Canon 6.4: Bishop’s Building Fund

Adds “repair and maintenance” as an allowed use of the fund, and clarifies that loans made to individual clergy are repaid by the clergy person, not the congregation, unless it is the congregation the borrows the money.

Canon 9: Congregations & Other Faith Communities

Add definitions of “Parish Congregation”, “Self-Supporting”, Bishop’s Chapels” and “Specialized

Missions”. Clarifies the procedures for a congregation to become a Parish, and clarifies the circumstances under which a Parish can be suspended and/or become a Mission. Renumbers the canon.
