    The European Personnel Selection Office (EPSO) is organising the following open competition, based ontests, to constitute a reserve from which to recruit translators (*) (AD 5).

    EPSO/AD/233/12 Croation-language (HR) translators (AD 5)

    The purpose of this competition is to draw up reserve lists from which to fill vacant posts in the institutionsof the European Union.

    Before applying, you should carefully read the guide to open competitions published in OfficialJournal C 315 A of 28 October 2011 and on the EPSO website.

    This guide is an integral part of the competition notice and will help you to understand the rules

    governing the procedure and how to apply.

    IV. ADMISSION TESTS

    The admission tests are organised by EPSO and you will do them on a computer. The selection boarddecides on the difficulty of the tests and approves their subject matter on the basis of proposals made byEPSO.

    1. Invitation You will be invited to sit the tests if you have validated your application on time (see Section VII).

    NB:

    (1) by validating your application you declare that you meet the general and specific conditions listed in Section III;

    (2) you must reserve a date to s it the tests; this must be done by the deadline notified toyou via your EPSO account.

    2. Nature and markingof tests

    A series of tests comprising multiple-choice questions to assess your general ability asregards:

    Test (a) verbal reasoning marking: this test will be marked out of 20.

    Test (b) abstract reasoning marking: this test will be marked out of 10.

    Aggregate pass mark for tests (a) and (b): 15

    Test (c) numerical reasoning marking: this test will be marked out of 10.Pass mark: 4

    Test (d) language test marking: this test will be marked out of 10.Pass mark: 5

    V. ASSESSMENT CENTRE

    1. Invitation

    2. Assessment centre

    You will be invited to the assessment centre

    if you have obtained the pass mark in the admission tests (a), (b), (c), (d) and (e),

    if you (2) have obtained one of the highest aggregate marks for the admission tests (a),

    (b), (d) and (e), and

    if the assessment made on the basis of the information given in your online application (3) shows that you fulfil the general and specific conditions listed in Section III.

    Test (c) is eliminatory however the points scored on this test will not be added to the scoresof the other tests used to identify the candidates invited to the assessment centres.

    The number of candidates invited to the assessment centre will be approximately threetimes the number of successful candidates indicated in the competition notice and it will bepublished on EPSO's website (www.eu-careers.info).

    The role of the assessment centre is to assess the following competencies:

    The specific competencies will be tested by means of (4):

    (a) a translation test from language 2 to language 1 (with a dictionary)

    (b) a translation test from language 3 to language 1 (with a dictionary)

    The general competencies wil l be tested in your f irst source language ( language 2), i .e.English (EN), French (FR) or German (DE), by means of:

    (c) a structured interview

    (d) a group exercise

    (e) an oral presentation

    You will be invited to sit the translation tests (6) and to participate in the other elements ofthe assessment centre, probably in Brussels, over one or two days.

    Each general competency will be tested twice, as follows:

    3. Marking and breakdown of marks A. Specific competencies ((a) and (b))Each translation test will be marked out of 80

    Pass mark: an aggregate of 40 for all eight general competencies

    VI. RESERVE LISTS

    The selection board will place your name on the reserve list if you (7) have obtained the specified pass marks and are one of the candidates with the

    highest aggregate marks in your assessment tests, and

    if your supporting documents show that you meet all the eligibility requirements.

    The supporting documents will be verified in descending order until the number of candidates who can be placed on the reserve list and who actually fulfil al l the conditions foradmission reaches the threshold.The files of candidates below this threshold will not be examined. If verification shows thatthe information (8) given by any candidate in their online application form is not borne outby appropriate supporting documents, they will be disqualified from the competition.

    VII. HOW TO APPLY

    You must apply online by following the instructions on the EPSO website and particularlyin the online application manual.

    Deadline (including validation): 24 July 2012 at 12.00 (noon), Brussels time.

    If you are one of the candidates invited to the assessment centre, you will have to bringwith you (9) your full application file (signed online application form and supporting documents) when you come to the assessment centre.

    Procedure: see point 6.1 of the guide to open competitions.

    (7) Where a number of candidates tie for the last available place, they will all be placed on the reserve list. (8) Information concerning the general conditions is verified by EPSO and information concerning the specific conditionsby the selection board.

    (9) You will be notified in good time via your EPSO account of the date when you have to attend the assessment centre.

    This competition covers two grades and several options. You may apply for only one grade and only one option. You must make your choice when you apply online and youwill not be able to change it after your online application form has been confirmed andvalidated.

    However,

    if you have applied for grade AD 7, and

    you have passed the admission tests,

    but you do not meet the conditions for admission to grade AD 7 and while you domeet the conditions for admission to grade AD 5,

    the selection board may, with your consent (1), reassign your application to grade AD 5.

    Any reassignment will take place only after it has been established that you meet theconditions for admission based on the information given in your online application form.

    This process takes place before you are invited to take the preliminary interpreting test inthe case of grade AD 5 or to attend the assessment centre in the case of grade AD 7.

    Also, after the assessment centre session:

    if you have applied for grade AD 7, and

    you have failed one of the interpreting tests, but your results qualify as a pass in thetests for grade AD5,

    if you have applied for grade AD 7, and

    you have passed all the assessment tests,

    but you do not meet the conditions for admission to grade AD 7 while you do meetthe conditions for admission to grade AD 5 and your results qualify as a pass,

    the selection board, may with your consent (1) , place your name on the reserve list for

    grade AD 5.Such reassignment will be by order of merit. It will apply after it has been established thatyou meet the conditions for admission based on the supporting documents providedwhen you come to the assessment centre and before the reserve list is drawn up.

    In any event, the number of successful candidates on the AD-5 list after reassignmentshall not exceed one and a half t imes the number of successful candidates sought for grade AD 5.

    This competition is intended for candidates who have a perfect command (2), bothwritten and spoken, of the Croatian language (mother tongue or equivalent knowl-edge). If you do not have such a command, we would strongly advise that you donot apply.

    II. DUTIES

    The main duty of a conference interpreter is to ensure that the discussions held at various meetings are correctly interpreted into an official language of the European Union. This can entail either simultaneous orconsecutive interpreting. Interpreters will be expected to study both the subject matter of meetings andterminology lists in advance.

    The job of interpreter calls for exceptional adaptability (frequent meetings and irregular hours) and the ability to grasp varied and often complex issues, to react swiftly to changing circumstances and to communicate effectively. You must be able to work frequently under pressure, both independently and as part of a team, and to adjust to a multicultural working environment. You will be expected to upgrade your professional skills including technology throughout your career. You may also be asked to expand your language combination to meet the needs of the service (3).

    Interpreters may in addition be required to evaluate the work of auxiliary conference interpreters (ACI) andto carry out administrative duties associated with interpreting.

    Working as a conference interpreter can involve frequent travel, except in the case of interpreters at the Court of Justice, who work primarily in Luxembourg.

    For recruitment to the Court of Justice, an understanding of written French is required.

    III. ELIGIBILITY

    On the closing date for online applications, you must fulfil all the following general and specific conditions:

    (a) You must be a citizen of one of the Member States of the European Union or, under the terms of Article 28(a) of theStaff Regulations, a citizen of Croatia, the acceding country.

    2.1 Diplomas/Qualifications

    Either (a) You must have successfully completed a full course of training as a conference interpreterequivalent to four years of studies at university level and obtained the relevant qualification.

    or (b) You must have a level of education which corresponds to full university studies of at leastthree years attested by a diploma AND completed training as a conference interpreterattested by a certificate or other proof of success.

    or (c) You must have a level of education which corresponds to full university studies of at leastthree years attested by a diploma AND one year's professional experience as a conferenceinterpreter, evidenced by documents clearly indicating the number of days worked as a conference interpreter.

    2.2 Professional experience

    Grade AD 5

    No professional experience is required unless you are applying under III.2.1(c), in whichcase the experience must have been gained since you obtained the first qualification requiredunder that heading.

    Grade AD 7

    You must have at least four years' graduate-level professional experience gained sinceobtaining your first degree or diploma.

    Such professional experience must include at least 100 days of conference interpreting sincethe date when the condition set out in III.2.1 (a), (b) or (c) was fulfilled.

    These four years must be additional to both the training as a conference interpreterevidenced by the relevant qualification and the one year of experience working as a conference interpreter required under III.2.1 (b) or (c) above.

The work of a lawyerlinguist involves the use of standard IT and other office-technology tools.

    IV. ADMISSION TO THE COMPETITION AND SELECTION BASED ON QUALIFICATIONS

    1. Admission to the competition

    Your responses to the questions concerning the general and specific conditions will be processed to determine whether you can be included in the list of candidates who fulfil all the conditions for admission to the competition. Initially, compliance will be checked on the basis of the information you provided in the onlineapplication form.

    2. Selection based on qualifications

    Where the number of candidates admitted is equal to or higher than 15 times the number of successful candidates sought per channel for each competition, the selection board will carry out a selection based onqualifications with a view to identifying, among the candidates admitted, those with the profile (for instance,diplomas and professional experience) most relevant to the duties and the selection criteria set out in thisnotice of competition. This selection is carried out solely on the basis of the information you provided inthe Talent Screener tab and takes place in two stages:

    A first selection based on qualifications will be made solely on the basis of the responses ticked underthe Talent Screener tab of the online application form and the weighting assigned to each of the questions. The selection board will set the weighting (1 to 3) according to the importance attached to eachcriterion set out in point 4 below. The online applications of the candidates who obtain the highestnumber of points will then go through to a second selection stage.

    The number of files to be examined during the second stage will be approximately six times the numberof candidates who will be invited to the assessment centre for each channel. The selection board willexamine the candidates' responses and will award 0 to 4 points for each response; the points are thenmultiplied by the weighting for each question.

    The selection board will then draw up a list (1) of candidates in the order of the points awarded. The candidates who obtained the highest number of points (2) in the selection based on qualifications (a maximum of15 times the number of successful candidates sought, for each channel, as indicated in this notice of competition) will be invited to take the preliminary tests. This number will be published on EPSO's website (www.

    eu-careers.info).

    (1) Candidates who are not invited to the computer-based preliminary tests will receive the results of their assessment and theweighting assigned to each question by the selection board.

    (2) Where a number of candidates tie for the last available place, they will all be invited to the computer-based preliminarytests.

    If the number of candidates admitted is less than 15 times the number of successful candidates sought, a selection based on qualifications will not be required and the selection board will invite all the candidates who satisfy the eligibility conditions to take the preliminary tests.

    3. Verification of information given by candidates

    Following the tests held at the assessment centre, and in the light of the results, EPSO will verify the information given by candidates in their online application for compliance with the general conditions, while theselection board will do the same as regards the specific conditions and the criteria for selection based onqualifications (where applicable). In assessing qualifications, supporting documents will be taken into account only to confirm the information already given under the Talent Screener tab. If verification showsthat the information given is not borne out by the appropriate supporting documents, candidates will bedisqualified.

    Applications will be verified, in descending order of merit, for candidates with pass marks who obtained thebest aggregate marks in the preliminary tests and the tests held at the assessment centre (see Sections V etVI). Verification will continue until the number of candidates who can be placed on the reserve list and whoactually fulfil all the conditions for admission reaches the threshold. The files of candidates below thisthreshold will not be examined.

    4. Selection criteria

    For the selection based on qualifications, the following criteria will be taken into consideration by the selection board:

    VIII. HOW TO APPLY

    You must apply online by following the instructions on the EPSO website and particularlyin the online application manual.

    Deadline (including validation): 24 July 2012 at 12.00 (noon), Brussels time.

    If you are one of the candidates invited to the assessment centre, you will have to bringwith you (8) your full application file (signed online application form and supporting documents) when you come to the assessment centre.

    (7) Where a number of candidates tie for the last available place, they will all be placed on the reserve list. (8) You will be notified in good time via your EPSO account of the date when you have to attend the assessment centre.

    Subscriptions to the Official Journal of the European Union, which is published in the official languages of theEuropean Union, are available for 22 language versions. The Official Journal comprises two series, L (Legislation)and C (Information and Notices).

    A separate subscription must be taken out for each language version.

    In accordance with Council Regulation (EC) No 920/2005, published in Official Journal L 156 of 18 June 2005, theinstitutions of the European Union are temporarily not bound by the obligation to draft all acts in Irish and publish
