SPONSORSHIP REMARKS
OF REP. ANDAYA
Rep. Andaya enumerated the salient features of
House Bill No. 6268 and underscored that the meas-
ure, referred otherwise as Salary Standardization Law
2015 or SSL 2015, provides for an increase in the
salaries of government employees to be implemented
on a four-year period starting 2016 and institutional-
izes a 14th month pay or a new mid-year bonus, a sys-
tem of performance-based bonus, an integration of all
special allowances previously granted by past laws,
and a three-year review of the compensation system.
He maintained that the measure would benefit rank
and file employees with a 30 percent increase in sala-
ries, specifically those in salary grades 1 to 16.
On motion of Rep. Lagdameo, the Chair recog-
nized Rep. Antonio L. Tinio for his interpellation.

INTERPELLATION OF REP. TINIO
Recognized by the Chair, Rep. Tinio averred that
he cannot accept the Administration’s version of the
2015 Salary Standardization Law (SSL) wholeheart-
edly as he believes that it does not justify the increase
in salaries of not only the teachers which he repre-
sents, but also the personnel falling under salary
grades 1 to 11 which include utility workers, clerks,
public school teachers, public health nurses, as well
as police personnel, soldiers and other uniformed per-
sonnel who make up the bulk of the government bu-
reaucracy. He then sought clarification on this matter
to which Rep. Andaya explained the percentage in-
creases in the salaries and take-home pays particular-
ly of teachers and nurses and all those who fall under
the lower salary grade brackets. He said that aside
from the increase in basic pay, the Bill provides for a
14th month bonus and a performance-based bonus
(PBB) as additional benefits to government employ-
ees.
Thereafter, Rep. Andaya pointed out, through a
slide presentation, the government compensation sys-
tem as compared to the private sector. He under-
scored that there is no truth to what has been circulat-
ing that the measure favors a certain sector of the
government bureaucracy.
Rep. Tinio at this point, reiterated that his focus
was on the basic take-home pay of lower-ranked civil
servants, adding that the basic salary would be the
basis for the computation of an employee’s retirement
pension so a meager increase would not sit well upon
his retirement. Using public school teachers as the
exemplar but clarifying that he advocates the interest
of all government employees, Rep. Tinio then
stressed the need for tax reform because tax brackets
will go up if salaries increase. He also questioned the
use of the salaries of private tutors as the benchmark
for computations; showed how the proposed increas-
es were actually “loose change”; and remarked that
the so-called 200 percent increase was some sort of
misrepresentation because it should not include the
performance-based bonus (PBB). As he relayed pub-
lic dissatisfaction, anger, and suspicion about the in-
creases, he proposed to reallocate the funds for the
14th month pay and PBB to basic salaries.
Rep. Andaya explained how the effective salary
increases for public school teachers was not ₱551.25
but ₱5,863 per month and how Rep. Tinio’s proposal
would result in a lower take-home pay. He also said
that all bonuses below ₱83,000 per year were tax-
exempt and all other governments use the salaries of
private employees as benchmarks for salary increas-
es.
Rep. Tinio pointed out that effective salary in-
creases will only hold if the government were to im-
plement tax reform measures; benchmarking could
not be applied as certain government personnel are
mandated by the Constitution; and annual inflation
rate should also be considered in implementing salary
increases. He emphasized that he is against the ap-
proval of the measure not because he does not want
government employees to receive their long-delayed
salary increases but on the insufficient basic salary
increases given to lower-ranked government employ-
ees. He then appealed to the Committee on Appropri-
ations to reconsider raising the basic salaries of the
majority of employees in government service.
Thereafter, on motion of Rep. Lagdameo (M.),
the Chair recognized Rep. Jonathan A. Dela Cruz for
his interpellation.
INTERPELLATION OF REP. DELA CRUZ
Reps. Andaya and Dela Cruz initially discussed
the distortions in the implementation of the SSL III
particularly on the differentiation of certain salary
grades and personnel classification, special allowanc-
es granted to certain officials and employees, and the
additional allowances received by the judiciary per-
sonnel under the Judicial Development Fund (JDF),
as well as the corresponding corrections made under
SSL 2015 to address said distortions.

Rep. Dela Cruz next asked the Sponsor to ex-
pound on the provision of “Total Compensation
Framework” governing military and uniformed per-
sonnel, as contemplated in Section 11 of House Bill
No. 6268.

Pursuing his query, Rep. Dela Cruz discussed
with Rep. Andaya the pay scale of the military as
compared to civilian personnel, this as he pointed out
that certain benefits will be given to the former like
specific-purpose allowances and hazard pay. They
also focused on the retirement benefits of military
employees which will be paid by the national gov-
ernment, unlike those due the civilian staff that would
be shouldered by the Government Service Insurance
System (GSIS).

Further focusing on the retirement benefits of the
uniformed personnel of the Department of National
Defense (DND), Rep. Andaya clarified that the
Committee proposes to hold in abeyance the indexa-
tion of pension to reform the pension system and
avoid a situation of allowing the national government
instead of the GSIS to pay their retirement benefits.
He explained that by 2020, it is the Committee’s hope
that the reformed system will not allow the amount of
pension to equal the salaries of active personnel.
Upon further queries, Rep. Andaya affirmed that
to finance the implementation of the initial tranche of
the proposed salary hike the following year, the
amount of ₱57 billion was already included in the
2016 proposed General Appropriations Act (GAA)
specifically under the Miscellaneous Personnel Bene-
fits Fund (MPBF) and the Pension and Gratuities
Fund.
The Sponsor also promised to furnish the office
of Rep. Dela Cruz with the list of 90 government-
owned and -controlled corporations (GOCCs) ex-
cluded from the coverage of the Bill in view of their
separate Compensation and Benefit System under
Republic Act (RA) No. 10149. The latter then asked
for a ballpark figure covering the compensation of
these GOCCs.

bers had already exceeded the quorum, Rep. Dela
Cruz requested that other Members be allowed to par-
ticipate in the deliberations on the urgent measure. He
then continued his discussion with Rep. Andaya on
the amount to be allocated by the 90 GOCCs for their
personnel compensation considering that their com-

pensation package is covered under a separate ar-
rangement to be established by the Governance
Commission for GOCCs (GCG).
At this juncture, Deputy Speaker Balindong re-
linquished the Chair to Deputy Speaker Padilla.
To Rep. Dela Cruz’ apprehension, Rep. Andaya
gave his assurance that there will be no breach as far
as the budgetary support for GOCCs is concerned.
Adverting further to the exclusionary provision of
the Bill, Rep. Andaya said that he cannot give a spe-
cific answer on the number of individuals whose ser-
vices are engaged through job order or contracts of
service because there is no employer-employee rela-
tionship between the government and employees un-
der the said category and that this particular type of
services is charged against the budget for Mainte-
nance and Other Operating Expenses (MOOE) and
not against Personnel Services.
Rep. Dela Cruz asked whether Rep. Andaya has
an estimate on the number of individuals per depart-
ment who are employed through job orders or service
contracts and the amount allocated from the MOOE
of the departments, considering its impact on the
budget.

INTERPELLATION OF REP. DELA CRUZ
(Continuation)
Upon resumption of session, Rep. Andaya cited
the budgetary allocations for the period 2012 to 2016
for job orders and service contracts of employees
rendering janitorial, security, and consultancy ser-
vices. He then discussed with Rep. Dela Cruz other
issues, which included the following, among others:
1) the possibility for government agencies and local
government units (LGUs) to circumvent the position
classification system under the proposed measure; 2)
the efforts of the Department of Budget and Man-
agement (DBM) to rationalize the government’s posi-
tion classification system in the course of implement-
ing SSL 2015; 3) the tax implications of SSL 2015 to
the take-home pay of civil servants; 4) the budgetary
requirements of the Bill over its four-year implemen-
tation period; and 5) the manner of implementing the
PBB and other incentives, the sources of funds for
these benefits, and the need to harmonize and stand-
ardize their implementation across all government
agencies concerned.
Thereafter, on motion of Rep. Lagdameo (M.),
the Chair recognized Rep. Rosenda Ann Ocampo for
her interpellation.
INTERPELLATION OF REP. OCAMPO
Rep. Ocampo’s concerns mainly focused on the
required minimum take-home pay of government
employees amounting to ₱3,000 a month under the
GAA, and how the SSL 2015 measure can protect
them given this GAA provision. She proposed to in-
crease the monthly minimum take-home pay to at
least 30 percent of an employee’s basic salary just to
ensure that the employee exceeds the poverty thresh-
old.
The Sponsor replied that it is the GAA, and not
House Bill No. 6268, which should be amended in
this regard. He agreed with Rep. Ocampo that the
SSL 2015 Bill should take into consideration as a
guiding principle, the actual take-home pay of an em-
ployee. He added that under the Bill, the DBM is
authorized from time to time to do a continuous re-
view and make proposals regarding the salaries of
government employees.
In closing, Rep. Ocampo appealed to her col-
leagues that in the next Congress, an accompanying
law to the GAA should be passed to ensure that gov-
ernment employees enjoy the fruits of their labor, and
a better quality of life for their family.
TERMINATION OF THE PERIOD
OF SPONSORSHIP AND DEBATE
There being no further interpellations and
speeches en contra, on motion of Rep. Lagdameo
(M.), there being no objection, the Body terminated
the period of sponsorship and debate and thereafter,
proceeded to the period of amendments.

jection, the Body approved the Committee amend-

style, to peg the minimum take-home pay of a gov-
