ABOUT EBAN
EBAN is - The European Trade Association for Business Angels, Seed Funds, and other Early Stage Market Players . EBAN was established with the collaboration of the European Commission in 1999 by a group of pioneer angel networks in Europe and EURADA (the European Association of Development Agencies). EBAN gathers over 100 member organizations from 27 countries and is the only pan-European representative for the angel community. EBAN reaches out to 250 groups via direct or indirect membership, representing 20.000 angels and 40.000 entrepreneurs. EBAN has recently opened its membership to early stage venture capital funds (investing less than 3 million euros per transaction) in an effort to help all financial actors involving in closing the equity gap to collaborate and invest together. EBAN members are:

EBAN’s objectives are to:
� Represent the interests of the growing early stage capital market, its entrepreneurs and investors
� Raise awareness about the concept of business angel investing and spread good practices among its actors
� Support the emergence of professional structures, quality standards, as well as the internationalisation of the angel and early stage industry
� Dialogue with European policy makers to improve the working environment of early stage investors.

ANDORRA

Background The Bureau of Business Innovation from Andorra (nowadays Andorra Development Investment, ADI) has created the first private investors network in 2008, named AndorraAngels. This initiative is divided into different areas, depending on the target audience:
• Creation of the group and welcoming investors.
Some workshops were developed in 2008 to familiarize potential investors with the role of the business angel. Some 20 private investors participated in the workshops, which were directed by the IESE business school from Spain. The main objective of this programme was to prepare investors through education and advising to develop the role of the business angel. The school also acted as a forum for the exchange of information and experiences, one which allows the participants to compare, contrast and acquire the skills needed to properly arrange and manage the investment process. Nowadays, ADI hopes to continue developing this network of investors. This project is aimed at current or potential investors who want to take part in a direct investment process for businesses that have not gone public. The school hopes to be a jumping off point for anyone who wants to become a business angel.

The first meetings took place during 2008, with the objective of promoting the movement of capital between the two target groups. Country form provided by BeBAN 1. Background Since 1998, 7 BANs have emerged in Belgium. These networks were set up in the period 1998-2001. They guaranteed a complete coverage of the Belgian area: 4 networks in Flanders, 2 in Wallonia and 1 in Brussels. In the beginning of 2004, the 4 Flemish networks merged into 1 Flemish network: BAN Vlaanderen. In 2007, 2 Walloon networks merged into 1, Be Angels. As per today, Belgian counts 3 networks: 1 network in Flanders, 2 in Wallonia15. 2. 3. Legal status of the networks In Belgium, 2 out of 3 networks are not for profit organisations. The other one is a commercial BAN. Not-for-profit does not mean that these are public organisations: some are created together with development agencies, others are emanations of business schools, of business innovation centres and of private investors. 4. National association The 3 Belgian networks all join forces in BeBAN, the Belgian Association of Business Angels Networks. Its main goal is the promotion of the visibility of business angel finance and business angel networks. A code of conduct was elaborated and subscribed by all existing networks. BeBAN became the facilitator in setting up cooperation between all Belgian BANs and other governmental, public and private organizations active in the field of risk capital. For instance, in 2002 a new product, the “business angel+” loan, was launched by the national Participation Fund to give favourable subordinated loan collateral to a BA-input realized through a BAN.

Lobbying Since 2000, the Belgian BANs used BeBAN as a platform to discuss with the Finance and Banking Commission in order to clarify the scope of BAN intervention and the compatibility of their action with Belgian legislation on public issues and the obligation to make a prospectus. Because of this legislation, business proposals cannot be submitted to more than 50 people, and business angel networks cannot ask for money from the entrepreneurs looking for funding in their function as a matchmaker. If this would be the case, entrepreneurs would be obliged to write a prospectus. 6. National/regional support All BANs in Belgium have secured financial support from their regional government. This support varies from region to region due to the fact that the economic policy is a regional (not a national) competence. The support of all regional authorities constitutes an official recognition of the contribution of Business Angels to the stimulation of the Belgian economy. In Wallonia, a guarantee scheme for BA-investments was created through “Sowalfin”. The federal “Participation Fund” installed a “BA+loan” which serves as a leverage to BA-investments. 7. EU support The European Commission supported several initiatives: Awareness actions Ten awareness seminars have been conducted in the late 90’s. They were co-ordinated by the Réseau des Jeunes chambres économiques. Seminars were held in Bruges, Kortrijk, Gent, Antwerp, Leuven, Hasselt, Brussels, Mons, Liège and Wavre. Feasibility studies Two feasibility studies were co-funded in Belgium: one done by GOM Vlaams Brabant and NCMV and another done by PYTHAGORAS n.v. , a private company. Pilot projects DG Enterprise supported one pilot project in Belgium. The beneficiary was the Vlerick Leuven Gent Management School. ERDF-support One network was supported through the European Regional Development Fund. The beneficiary was Limburg BAN vzw, which merged into the new Flemish network: BAN Vlaanderen. Interreg III Three Belgian organizations (BAN Vlaanderen, SOCRAN and WfG Ostbelgien), together with a German (AGIT) and a Dutch (LIOF) partner started the Interreg-project Euban in January 2004. EUBAN is a tri-national network in the Euregio Meuse-Rhine, which aims to generate more BA-activity in this region and to enhance cross-border investments through BA’s. Euban is partially subsidised through Interreg III-funds.

8. Dissemination of the BAN concept The Dutch-speaking economic daily newspaper Financieel Economische Tijd published articles on BANs operating in Flanders. So did the French-speaking daily L’Echo for the Walloon networks. Many articles were originally inspired by the BAN's initiatives and by the efforts of Mr Rudy Aernoudt, a Belgian European Commission official. Economic magazines such as Trends/Tendance and PME/KMO have published several pieces on BA and BAN activities in Belgium in both French and Dutch. The start-up of BAN Vlaanderen in February 2004 raised a lot of attention in all national media (TV, newspapers, business magazines…) and enhanced the knowledge about the existence of BANs. Date of creation: 01/01/2008 WABAN, a non-profit making organisation, was founded in April 2000 by the Economic Interest Group of the Walloon European Business and Innovation Centres (BICs) as a Business Angel network. WABAN is intended for the financing of innovative companies in creation or enlargement together with the Walloon BICs. WABAN filed in 2002 jointly with a French partner a project plan within the framework of the European cross-border cooperation Program INTERREG III and in October 2007 within the INTERREG IV Program. Since the 1st January 2008, WABAN no longer appears as a Business Angel network as such, but acts as a French-Walloon Platform of animation of the Angel Investing dedicated to the cross-border investments. Partner organisations: The main partner of WABAN is the Regional Chamber of Commerce and Industry North Pas-de-Calais and its Association “The Business Angels North of France”. BULGARIA Country form provided by the Bulgarian Business Angels Network in collaboration with the Bulgarian
Business Angels Association 1. Background The concept of business angels is still rather “exotic” in Bulgaria. In fact, some investors matching the business angel profile often may not even know they are dealing with exactly this type of financing. The concept became better known only in the last couple of years. There are already 7 examples of projects that have started using BA support. Bulgarian companies such as the news site netinfo.bg or the financial website Moite Pari are examples of such. 2006 marked “the birth” of the BA market concept in Bulgaria. Some deals occurred prior to that but were not officially identified as such until recently. In 2006 the current co-founders of the first BAN in Bulgaria created a website, presenting the Bulgarian Business Angels Network as a general concept. It gradually drove much attention and enquiries from start-ups and the government that a year later the team, supported by their first mentor and future partner – a serial entrepreneur Mr. Borislav Borislavov – established the Bulgarian Business Angels Network (BBAN) as an official entity. The network changed its business model in 2009 and invested heavily in raising awareness and building a platform for business angels and entrepreneurs which was launched in July 2009. It was combined with extensive PR and awareness raising efforts, including the establishment of www.startbusiness.bg and www.angels.bg as supportive product related websites. The second angel organization in Bulgaria – Bulgarian Business Angels Association (BBAA www.bbaa-bg.org) – was created in March 2008 and registered as a non profit organization. The main objective of BBAA in Bulgaria is to minimize the information gap created by the missing link between investors and entrepreneurs and serve as an intermediary between investors and entrepreneurs in the country. BBAA charges investors only, when they engage in a project. BBAA has a close partnership with an organization called "Start-up" (www.startup-bg.org), a project designed by ambitious young people whose aim is to stimulate entrepreneurs and starting up companies. BBAA has developed an online platform for communication between investors and entrepreneurs that will be ready September 2009. BBAA is planning a very big event in October, open to national and international investors, which will be dedicated to entrepreneurs. A third “BAN” also appeared in 2008 in the form of a project established by the ICT Cluster (an NGO) as a Forum for entrepreneurs and investors (FORENTIN). The project envisages the selection of technological projects and provides detailed analyses and due-diligence of the companies in the first phase and presents them to potential investors in the next phase. The first presentation of Bulgarian companies to investors was held April 2nd 2008 within the International Forum of Bilateral Meetings organized by ICT Cluster. The head of the ICT Cluster, Mr. Petar Statev, recently mentioned in an interview that FORENTIN has already established relations with other international networks in Europe (Sofia Business Angels Association, Cambridge, Munich and others). 2. 3. Legal status of the networks The Bulgarian Business Angels Network was established as a limited liability company. Following a capital increase it is being restructured into a Joint-Stock Company. Another network is established as an association of angels (Bulgarian Business Angels Association) and FORENTIN is described as “a project” (non-formal structure) of the ICT Cluster. 4. National association Although there is one entity which has the term association in its name, this is not considered to be a representative body of the networks in Bulgaria as none of the existing ones has joined. Membership is limited to business angels only. However, the Bulgarian Business Angels Network is promoting the idea of establishing a regional association of networks and has been expanding the number of partners in that matter. It has already reached some local and international business support organizations to promote start-ups and to improve investment readiness. BBAN has already conducted talks with several emerging organizations in Macedonia and in Romania and is also in contact with other CEE networks to exchange best practices and ideas. It also joined forces with several local VC funds to exchange projects which either of the parties finds suitable. 5. By the end of 2008 the Network invested in promoting the concept, raising awareness and attending conferences for networking and brand building, including participation in the EBAN Annual Congress and General Assembly in Madrid on April 2009, where Mr. Todorov was also elected as a member of the EBAN Marketing Committee. In March 2009 BBAN became one of the three Bulgarian partners of the Microsoft BizSpark programme and sponsored the first company under the program a month later. In the beginning the Network charged upfront fees from entrepreneurs for presenting their projects. It changed its model in June 2008 to charge only a success fee from entrepreneurs and a membership fee from business angels.

Background BA activities in Finland emerged as organised structures in 1996 initiated by a matching service of SITRA, an independent public foundation under the supervision of the Finnish Parliament. SITRA is a nationwide organisation whose aim is to promote the economic prosperity and the future success of Finland through its activities. For the first 5 years the BA activities were built moreover on BAs own activity, aided by a database of potential target companies. The concept was restructured in 2001: the new concept of pre-seed finance was launched in May 2001, including two major instruments: LIKSA and INTRO. LIKSA (2001-2006) was a programme for the professional completion of business plans, funded by SITRA and Tekes. INTRO is a marketplace for business angels and other venture capitalists to meet technology companies in the start-up or restructuring phase. This well functioning platform has shown that far too many investments fail due to start-ups’ lack of marketing & sales professionalism. As an answer to this, since the beginning of 2004, INTRO also offers a channel (DIILI) for marketing & sales professionals to look for a new “entrepreneurial” career in companies presented at the INTRO marketplace as knowledge investors on sweat equity basis. Legal status of the networks In France, almost all BANs are associative BANs (80%). For tax purposes, a number of private investors have created investment companies that manage their personal stakes in start-ups. In France, several local saving mobilisation instruments (such as loans without interest and/or guarantee and Love Money) are to a certain extent comparable to Business Angel activities, even though they do not share the exact same characteristics. In 2003/2004 and 2006, new legal frameworks were adopted in order to support entrepreneurship. Part of the legislation concerns the fiscal environment of investment made by private individuals in start-up enterprises: the tax deduction system was improved and a new type of investment company with fiscal advantages was created. In 2007, a new tax deduction was voted (TEPA Law) and allowed persons who pay the wealth tax to reduce 75% of their contribution by investing in a SME.

7. Lobbying The national network has established contacts with the relevant Ministries in order to discuss BA and BAN status, to improve legislation and to promote the BA concept. 8. Dissemination of the BAN concept France Angels provides tools to BANs (website, information centre, guide…). France Angels has created the concept of “business angels school” in order to set up or to develop business angel networks, by informing and training business angels. The “school” is a one day information event which takes place each time in a different town. 100 “schools” have been organised since 2001. In 2008, France Angels organized a succession of “business angels schools for the wide public” in Paris. The aim of these schools is different from classic “business angels schools” because they specifically want to inform virgin business angels of the activity of business angel and on the opportunities provided by the new tax laws. France Angels has also created a special 4-days training program for people who are interested in setting up BANs or who want to have a better understanding and to work with business angels (one seminar organised per year). In 2009, France Angels will develop a complete training program for virgin investors, business angels and entrepreneurs. “France Angels formation”, a dedicated training institute, has been recently created.

Business Angels Week: For the third time, France Angels organized in 2008 the Business Angels national week: 5 days, 5 towns and 5 events. The aim of this event is to promote the Business Angels activity and to recruit more Business Angels in France. Each day there are meetings and presentations of success stories. The three last events (2006, 2007 and 2008) were a great success. The public was large and satisfied; the press audience was exceptional. The next edition will take place in December 2009 (14th to 18th) based on the same model. On March 31st 2009, the president of France Angels changed. Lobbying BAND is namely conducting actions to secure a more attractive tax status for business angels and fight against tax discrimination against investment in the shares of unlisted companies compared to other forms of tangible or intangible investment. 7. Background MENTORING S.A. was established in 2003 by professionals with long experience in providing business development and management consulting services. Today this is one of the fastest growing companies in Greece with a strong clientele from the private and public sector. Its services include client-oriented solutions through business planning, financing and advisory services with a focus on achieving long term measurable and sustainable success.
Angel investment is included in the company’s range of services, thus constituting the first Greek Βusiness Αngel Νetwork and the first Greek company member of EBAN. Focused on the creation of active nucleus consisting of business angels, it is in constant contact with other BANs in EU countries, it collaborates with companies which provide business capital (VCs, incubators), with banks, advisory companies, scientific organizations, development agencies, etc.
2. Dissemination of the BAN concept
In light of the launch of the largest EU funded Program aiding SME’s, MENTORING S.A. is actively undertaking projects aimed to enhance competitiveness in the private sector and among female and young entrepreneurs. MENTORING S.A. advisors and consultants are also offering seminars and mentoring services to females and young adults in an effort to educate and support their business ideas, to help increase their business knowledge, and synthesize current opportunities available in the market to offer them the best pathways to value.
With respect to the seed and early stage capital market in Greece, there are no specific programs or incentives being launched to support business angels. The only initiative from the Greek government regarding the equity finance is related with TANEO, which is a “fund of funds” and supports VC investments.
During the past few months two notable events were organized aiming at the promotion of Greek share capital market: - The 10th annual VC Forum (June 16-17 2009) held at the Athens Hilton Hotel, where
entrepreneurs, investors, top managers and policy makers from south-east Europe, the east Mediterranean and greater Europe presented investment proposals in pre-arranged bilateral meetings with executives of Venture Capital funds.
- A workshop organized by The Hellenic Association at Stanford (Hell.A.S.) in Palo Alto, CA which was focused on emerging technology oriented ventures in Greece and potential synergies with Silicon Valley ecosystem. The event hosted presentations about the current entrepreneurship status in Greece, success and failure stories, the potential sources of capital in Greece, emerging collaborative initiatives etc.

1. Background INNOSTART National Business and Innovation Center pioneered in raising awareness and supporting the business angel concept and culture in Hungary. Since 2001 business angel clubs have been organized where mainly technology entrepreneurs pitched their projects for investors. The subsequent step was made in January 2007 when the First Hungarian Business Angel Network (FHBAN) was established by INNOSTART. Its mission is to create a business angel financing culture in Hungary for the better financing of ventures and technologies of tomorrow. Due to the reputation, experience and networking of INNOSTART, the FHBAN screens an average of 150-200 projects, inventions, enterprises every year out of which about 15-20 are ready to be introduced to investors. The FHBAN has built up a structured database containing about 40 business angels, 10 early stage venture capital investors and 10 M&A or VC consulting firms. FHBAN makes efforts to broaden its international investor pool, involving in its activities cross-border investors and European VC funds. It organises 3-4 business angel clubs and 1-2 conferences about VC and BA every year while also carrying out continuous media campaigns. Before FHBAN, the BA concept was quite unknown in Hungary. The FHBAN has developed and is operating three channels for match making and a transparent process was worked out for screening and for investment readiness: registered entrepreneurs can meet with investors in the BA clubs and can also search the online portal of FHBAN (uzletiangyal.net), a database of registered projects; the third channel is the circulation of teasers among the investors. FHBAN joined EBAN officially in 2009, but since 2006 it has attended the congresses and the winter universities of EBAN. At the congress in 2006 the director of INNOSTART was an invited speaker. FHBAN operates at national level but most of their investors and enterprises come from the Central Hungarian Region where FBAN has its registered office. 5. National/regional Support FBAN received about 30.000 EUR financial support (grant) from the regional government in 2007 for the creation of the FHBAN. Other costs are covered directly by INNOSTART and partly by entrepreneurs seeking VC. 6. EU support INNOSTART, the mother organisation of FHBAN, has participated in many EU financed project. The purposes of the projects SEED-REG (closed in 2007) and Innovation Coach (closed in 2008) fit the mission and concept of FHBAN and supported its activities. FHBAN did not receive any direct EU support for its operation. 7. Dissemination of the BAN concept The creation of FHBAN in January 2007 raised a lot of attention in all national media. Due to the press conference and press release many articles were published about business angel activity and importance of angel investing. Beside this our activities and results are regularly published on websites, newsletters and in printed media. The manager of the BAN is permanent speaker of conferences on innovation, SMEs and financing. In 2009 a raising awareness project entitled “Talented Hungary” was launched supported by the National Office of Research and Technology in cooperation with a national business daily newspaper called Daily Economy. 4. Legal status of the networks 7 BANs are set up as non-profit organizations and 3 are a commercial BANs. The regional BANs are, mostly, an emanation of BICs, Universities/Liaison Offices and public/private Institutions. National association IBAN is the Italian National Association focused on the development and the growth of the Business Angels phenomena in Italy. IBAN's members are BANs, investors clubs, business angels and professionals in matching investors (formal and informal) with entrepreneurs. In addition, IBAN has links with the Italian Venture Capital Association (AIFI) and local and national associations of entrepreneurs. Lobbying In 2008 IBAN, working together with Finance and Economic Development Ministries, presented along with AIFI (Italian Venture Capital Association) and two important Italian key players (Assonime and Eversheds Piergrossi Bianchini), a law proposal, subsequently approved, concerning new fiscal incentives available to business angels in Italy (D.L. n. 112/2008 – art. 3 – New dispositions). During its past activity, IBAN, in order to create a legal and fiscal framework more appropriate to develop the private informal investors market, has established a dialogue with the relevant Italian Ministries with the aim of clarifying the legal status of BANs with regard to several existing statutes. Since October 2000, IBAN has submitted to the Italian Ministries attention a law proposal concerning the tax status of the business angels investment activities. In the Netherlands, informal capital activities emerged as early as in 1995 from a private initiative known as NeBIB. NeBIB is a nation-wide organization. Since a few years there are more and more networks active. The Dutch cabinet deems it important to stimulate informal investments in the Netherlands. Many companies have been able to become successful because they were supported with funding, expertise and coaching by business angels during a time when other financiers had no faith in their business plans. The Ministry of Economic Affairs launched a Business Angel Programme in 2005. This programme provides entrepreneurs - who are on the lookout for risk capital - and potential investors with information regarding informal investments. Although the programme has had a positive impact on informal investments, the greater part of business angel investments remains untapped by entrepreneurs. As of 2009, Minister Van der Hoeven of the Dutch Ministry of Economic Affairs will bolster the “Business Angel” programme with an annual 2 million euros. Among other things, this boost should help new and innovative companies with solid business plans to attract “Business Angel” capital. According to estimates, this financial impulse should create a spin-off of at least 25 million euros in additional business finance on an annual basis. One of the initiatives funded by the 2-million euro financial boost is a training programme aimed at preparing both business angels and entrepreneurs who are looking for risk capital for investment. In addition, the funds will be spent on more publicity concerning the possibilities of informal investments and on reinforcing the business angel networks. The Business Angel Programme is managed by TechnoPartner. A detailed activity plan, drawn up in close collaboration with the business angel networks, will be presented in 2009. 2. Statistics

Background information According to a recent study carried out by the Nordic Innovation Center regarding “Challenges and Initiatives for the Nordic Seed Stage” and aimed at promoting a common Nordic seed capital market, some of today’s Norwegian seed market characteristics and challenges are: • Relatively low overall supply of seed capital. There are too few experienced investors. • The supply of private capital in the seed stage is still too limited, and most capital in the seed stage is provided by public schemes. In the recent years some positive trends have been observed in terms of the number of private investors active in the early stages. Background In Poland, there are currently 5 business angels networks: 1) the Lewiatan Business Angels (LBA), founded in January 2005 2) the Business Angels Network Poland (PolBAN), founded in 2003 3) the Silesian Business Angels Network (SilBAN), established in September 2006 4) the Lublin Business Angels Network, founded in 2007 5) the Regional Network for Equity Investors RESIK, established in March 2008.
At the national level there are 2 Business Angel networks in Poland: Lewiatan Business Angels (LBA) and PolBAN. The LBA and PolBAN have the same aims and objectives as other members of the European Business Angel Network (EBAN): acting as honest brokers and a “marriage bureau” for private investors and entrepreneurs who are seeking funds for their new ventures. Lewiatan Business Angels, the largest and most active business angels network in Poland, is a club of angels set up by the Polish Confederation of Private Employers Lewiatan. Today LBA has established an extensive angel network in Poland and till end of 2008 finalized 8 investments in different sectors/branches.

LBA cooperates with universities, university incubators, technology parks, regional development agency and other educational institutions in order to promote the BAN concept in the most effective way. Publications in the most prestigious newspapers maintain a strong LBA presence in Polish press. There were plenty of articles and interviews published in national business papers, magazines and newspapers over the last few years. 1. Background information
Portugal entered 2008 with a new legal framework for business angels. By 8th November 2007, a new law (DL 375/2007) was enacted creating a new legal entity – Venture Capital Investor (Investidor em Capital de Risco), the so-called business angels. This law allowed individuals to register as business angels in the Portuguese Securities Market Commission (CMVM) with similar legal requisites of venture funds.
The new legal framework, however, was considered by many business angels very disappointing as regards its expectations as it required significant costs in CMVM registry, tax procedures and accounting. As a result, only few business angels were registered at CMVM.
Given this situation both leading associations of business angels networks in the country FNABA and APBA developed efforts to change this legal structure.
APBA, in collaboration with a very well-known Portuguese law firm Magalhães Associados, prepared and filed before the Secretary of State of Fiscal Affairs, the Secretary of State of Industry and Innovation and CMVM a well grounded study proposing several amendments to the law. Not only as regards the tax subject but also as regards the legal nature of business angels
FNABA, in partnership with Mazars Consultancy, developed a proposal for an appropriate tax framework resembling the UK and French tax schemes that would foster the registry of Business Angels in Portugal and stimulate their investment activity. To achieve these results, FNABA met with different government institutions/representatives during the year, namely CMVM (Portuguese Securities Market Commission), the Secretary of State for Industry and Innovation, the Secretary of State for Tax Issues and the Secretary of State for Treasury and Finance.
As a complement to a more appealing tax framework, FNABA designed a Co-Investment scheme to be run in partnership with public funded Venture Capital – BA Partners. The BA Partners lobbying initiative aims to create a privately managed investment fund to be raised by public and private capitals (Business Angels). Inspired in the Dutch Techno Partner Program, FNABA proposed BA Partners to several institutions to be implemented during 2009.
A Co-Investment (public-private) Scheme is already in place under public management. However, its results have not been very extensive with only 60 companies being funded in the past three years.
Business angels activity started formally in Portugal in 1999 with Gesventure/Business Angels Club and has in the past years grown to 11 active associations in 2008, namely, FNABA – Federação Nacional de Associações de Business Angels (national) and its 9 associates (Vima Angels, Invicta Angels, Covilhã Business Angels, Centro Business Angels, OPEN Business Angels, Clube de Cascais, Business Angels Club, Alentejo Business Angels and Algarve Business Angels).
Created at the beginning of 2006, APBA – Associação Portuguesa de Business Angels - brought a new dynamic to the angel investment (one million euros in 2007) and was a pioneer to establish protocols of co-investment with public and private entities for innovation projects as Inovcapital and EDP Inovação.
In 2008 one new regional network was created during the year - OPEN Business Angels, located in Marinha Grande (Central Portugal).
During 2008 and following the Business Angels Leaders Forum held in Estoril (Portugal) in 2007, FNABA has given full support to the creation of the World Business Angels Association, which was formally announced as association in April 2009.

National association – EBAN Members The Portuguese National Federation of Business Angels (FNABA – www.fnaba.org) was formally created in February 2007, with the mission of representing the interests of all regional networks established in Portugal. Currently it represents 9 associations: Vima Angels, Invicta Angels, Covilhã Business Angels, Centro Business Angels, OPEN Business Angels, Clube de Cascais, Business Angels Club, Alentejo Business Angels and Algarve Business Angels. FNABA organized the 2nd National Business Angels Week (September, 2008; www.fnaba.org/2snba), initiative that presented the subject in 5 different locations with the local support of existing/emerging networks. The 2008 edition took place in Évora (Alenbiz – Alentejo Business Angels & Algarve Business Angels), Marinha Grande (OPEN Business Angels & Santarém Business Angels (informal group)), Coimbra (Centro Business Angels & Covilhã Business Angels), Guimarães (Vima Angels & Invicta Angels) and Estoril (Business Angels Club and Cacais Business Angels). During the week – which received good media coverage - several entrepreneurs had the opportunity to pitch their projects to attending business angels. FNABA and APBA have developed an extensive work to promote the BAs community in Portugal, participating in conferences around the country, business plan contests, Board of Directors of EBAN, regular investment meetings/dinners and in several university programs as members of the jury for innovative projects. APBA has had an active participation in the APDC Congress – Portuguese Association for de Development of Communications. APBA was also responsible to co-organize the Venture Lounge, the space that APDC has created for the companies who want to show their business to the Congress visitors, approaching investors and companies with value projects, stimulating the enterprising, giving support to young people with innovator business projects.
APBA has served as co-host of Global Entrepreneurship Week 2008 in Portugal. For one week, 75 countries around the world joined the Global Entrepreneurship Week. The campaign:
• One week dedicated to celebrating entrepreneurship across Portugal; • Entrepreneurial events around the country hosted by our partner organizations; • The activities vary in nature but holding the common theme of promoting entrepreneurship; • The goal: gathering support from as many partners as possible to focus attention to
entrepreneurship on a national level.
60 activities across national boundaries, including Madeira Island, were registered in the site www.unleashingideas.gov. The President of the Republic has endorsed the Global Entrepreneurship Week in Portugal. During its 2008 activities APBA promote three diners with their associates to show several of its projects and with the participation of guests speakers (namely Mr. Basílio Horta, President of the AICEP the Portuguese Foreign Investment Agency; Mr. Mira Amaral, former Minister of Industry and presently President of the International Credit Bank – BIC Angola). APBA during this year also promote several meetings between BA’s and entrepreneurs to involve them in several projects. APBA is helping opening several BA’s clubs in Coimbra, Porto, Madeira and Azores. Gesventure/Business Angels Club organizes since 1999 two major conferences, namely Venture Capital IT (www.gesventure.pt/vcit2009) and Gesventure Meetings (www.gesventure.pt/10encontro), about business angels, venture capital, start-up’s, entrepreneurs, existing incentives, technological trends and innovation. Twice a year international speakers are invited to take part in these congresses and share with the national audience their knowledge and experience. Several clubs are being “incubated” by FNABA to join the national network: Santarém, Setúbal and Madeira. Gesventure/ Business Angels Club participated in the EASY Partner program, ran at European level, where two projects supported by Portuguese business angels were presented in the international Investment Foruns held in Milan and Barcelona. Six of the Portuguese networks manage both their own website and Angelsoft platform and share projects among themselves.

7. Lobbying In order to promote the dissemination of business angel and seed investing in Russia and to approve the term “business angel” within Russian public authorities and society, RUSSBA actively cooperates with relevant ministries (the Ministry of Education and Science of the Russian Federation and the Ministry for Economic Development of the Russian Federation), and the Russian Chamber of Commerce and Industry and business associations, such as the Russian Union of Industrialists and Entrepreneurs and “OPORA RUSSIA”. RUSSBA does its best to accelerate the creation of seed funds in Russia coordinating its activities with various governmental and public organizations. 8. Dissemination of the BAN concept RUSSBA actively participates in the creation and development of Russian BANs. Another important activity of RUSSBA is the organization of educational seminars for business angels and entrepreneurs. The seminars are dedicated to business angel investing and preparing of innovative projects. The latest seminars of this type were held as a part of the joint program with the Russian Venture Company18. Since 2006 RUSSBA has already held close to 30 seminars in different places in Russia: Moscow, Saint-Petersburg, Volgograd, Tomsk, Barnaul and others. In 2008 RUSSBA, Microsoft and Intel founded the Investment and Technological Alliance (the IT Alliance) which joins efforts of business angels, venture funds and IT companies investing in IT startups in order to support thoroughly young IT firms. The IT Alliance regularly conducts presentation sessions of IT projects for business angels and venture funds, and organizes contests of IT projects. At the moment Almaz Capital Partners, Softline, Oradell Capital, ABRT Venture Fund, Moscow Agency for Development of Innovative Entrepreneurship and Allianz ROSNO Asset Management joined the IT Alliance. RUSSBA successfully applies electronic deal flow system and began to rent it out to regional BANs. In October 30-31 2008 RUSSBA, the Federal Agency for Science and Innovation and some other organizations, held the first National Congress of Russian Business Angels. Business angels, representatives of public institutions, investment companies, small innovative firms, mass media, universities, and also guests from Bulgaria, Spain and the United States participated in the congress.

1. Background The first business angel association in the country was formed in 2001 with the help of the Public Agency of the Republic of Slovenia for Entrepreneurship and Foreign Investments. In five years, before closing the association, they had 26 business angels, 170 registered projects and had 4 investments made. The second business angel association, Business angels of Slovenia, was established in 2007. The initiative came from the founder of Poteza d.d., which is the leading Slovenian company in the field of asset management and investment banking. Business angels of Slovenia has 30 business angels, who are most distinguished Slovenian business people, and offers entrepreneurs capacity building knowledge about how to build a company, a quick and effective investment process, a faster access to venture capital funds and a synergistic operation of the angels based on syndicated investments. 2. 7. Dissemination of the BAN concept The creation of Business Angels of Slovenia in June 2007 raised a lot of attention in all national media, and several articles were published in national business papers, magazines and newspapers about business angel activity and the importance of angel investing. Business papers, such as Finance, Manager and Podjetnik (Entrepreneur) continuously report about business angel activities. Internet media, such as MladiPodjetnik (forum for entrepreneurs), magazines and other media also report about business angel activities in the country, as well as about Slovenian entrepreneurs and their respective angel backed companies. This contributed significantly to raise awareness of the business angel concept and activities in Slovenia. A big project that had a significant role in promoting business angels activity in Slovenia was ITIME. The project was organized by Tovarna podjemov (entrepreneurship incubator), held by Microsoft innovation center and business angels of Slovenia was an investment partner. ITIME is a business accelerator, a competition for best project with a prize of 100.000€ of angel investment from 10 business angels, where conditions of the investment were prearranged and simplified. The best 10 projects got 3-days of intensive mentoring from the corporation representatives and business angels. Since the beginning of the financial crisis, Business angels were mentioned several times as possible and important sources of capital for start-up companies in the press. In January 2009 there was a video report on a national television where initiator of business angels of Slovenia, founder of Poteza d.d., presented the association. 8. 1. Background 2001: The business angels concept emerged in Spain in 2001. Since then, the number of networks has been growing day by day. 2004: ESBAN was founded, involving the partnership of several BANs. It is the national federation of networks in the country. The aim is to promote the business angels concept, to develop business angels networks and to cooperate with the public administration when developing the best legal framework for the business angels. It is a private foundation made up by several business angels networks together with the Ministry of Industry. The other joint networks are usually non profit organisations promoted both by public and private institutions. ESBAN became member of EBAN, and Albert Colomer a member of the EBAN Board of Directors. 2006: ESBAN received the support of Spanish Government through the DGPYME (General Secretariat of SMEs) which is member of ESBAN foundation Board. 2008: ESBAN became board member of the new WBAA. 2009: ESBAN organized the 9th EBAN Congress and 4th Award Ceremony in Madrid. Many EBAN members attended this event, entitled “Celebrating risk taking: the contribution of business angels and early stage investors", which was a great success. In time of crisis, the event was able to attract around 300 participates among representatives of the business angel and early stage seed fund sector and policy makers, public and private financial institutions, business schools, universities, research centers and incubators from Spain (www.congress2009.eban.org). Lobbying In 2005 ESBAN participated in several business forums for the SME and organised two workshops (July and September) with the objective of providing the networks’ managers with the keys to develop their network. Also, ESBAN is working to improve the financial framework for the business angels. A proposal was presented in the Spanish Parliament. The Spanish government took the compromise of studying the best regulation for the business angels market, similar to the venture capital. Furthermore, ESBAN and the Spanish government are working on a pilot program to promote the networks in Spain. This program includes financial aids for the networks as well as a communication plan to spread the business angels concept as the best way of financing a project. During 2006, 2007 and 2008 plenary session of the Congress of the Deputies approved a proposal not for law regarding the business angels and the entrepreneur situation. This proposal wants to change the situation of business angels in Spain and recognize the business angel activity like a private and alternative financing that makes an injection of capital for the entrepreneurial projects. This proposal want that the government makes public policies to:
� Support networks of business angels and promote the creation of new networks. � Elaborate a favourable tax frame similar to the venture capital. � Promote the business angels spread enterprises, universities, business schools, research

Dissemination of the BAN concept Since business angels sector started in Spain most media have published pieces on business angels and BAN’s. ESBAN tracks all press coverage on the subject of business angels and compiles all the information and creation of new BA networks, deals made trough BAN’s, organizations involved in the BA sector, workshops, conferences and events. Since 2004 ESBAN has published several reports focusing on the business angel market and tax incentives. This year ESBAN has produced two researches entitled “Naturaleza de los business angels existents en España y principales características de los agents del Mercado” and “Naturaleza de las redes de business angels existentes en España y principales características de los agentes del mercado.” These two studies analyze trends in the business angels market in Spain, identify all the networks in Spain and define their main characteristics, such as their legal status, geographical coverage, deals, number of investors, number of employees, date of creation, funding sources of the network, annual budget of business angels networks, fees charged to BA or entrepreneurs, network specialization, matching services, tools used by BAN’s to recruit entrepreneurs, membership criteria, and membership policy of the networks. In 2009 an event will be organized to disclose results of these studies to all organizations and BANs involved. In 2009 ESBAN will publish a directory of business angels operating in Spain.

CATALONIA 1. Background Catalonia has implemented programmes relating to business angels since 1996. ACC1Ó19, one of the most experienced BAN in Spain, has become a National Federation of BANs for the Catalan Region. ACC1Ó programme includes 7 Business Angel Networks, namely: BANC - Business Angels Network de Catalunya, Barcelona Business Angels (BCN), IESE Business school, UNIBA20, ESADE Club d'Emprendedores, Inversores, Empresarios (CEIE), Keiretsu Forum Barcelona, XiP aijec. In 2009 ACC1Ó will organize more BA Schools in collaboration with ESADE, BANC and Keiretsu. In June 2008, ACC1Ó National BAN organized the XIVth Venture Capital Forum in collaboration with HIT Barcelona. More than 250 entrepreneurs, investors and managers attended this event. 1. Background Swedish research indicates that there are 3.000-5.000 Business Angels in Sweden investing at least 250 million € per year. Sweden also has a relatively large number of Business Angel Networks. The number of BANs in Sweden increased substantially during the period 2003-2004 in connection with a support program run by the Swedish Agency for Economic and Regional Growth (“Til växtverket”, formely know as NUTEK). During 2008, 16 BANs reported investment activity and the total investment amount channelled decreased substantially as well as the number of deals compared to 2007. The majority of the Swedish BANs are located in the large cities or the university cities. Many networks have close connections to universities, incubators and science parks. Most networks have a geographical focus but are not specialised in terms of industry focus. 2. Lobbying The current tax climate in Sweden does not provide tax incentives for investing in early stage companies. SVCA therefore continuously work for a more BA investment friendly tax environment as well as for simplified regulations, with the aim of attracting more private capital to entrepreneurial businesses. SVCA also promotes the creation of co-investment vehicles funded by public means (or by a combination of public and private means), which could match business angels’ investments in order to increase the amount available for early stage businesses. 7. Country form provided by Metutech in collaboration with LabX 1. Background METUTECH-BAN and LabX are Turkey’s two Business Angel Networks aiming to raise awareness of the business angel investment concept nationwide. METUTECH-BAN, Turkey’s first university-based BAN and LabX, Turkey’s first commercial incubator and Business Angel Network, launch promising business ideas and support new and on-going projects. Middle East Technical University (METU), a state university founded in 1956, has currently about 2.500 academicians and 23.000 students, out of which 4.100 are in masters and 2.400 are in doctorate programs. Since its establishment, METU has been both a visionary and a pioneer in many concepts that aim Turkey’s scientific and economic improvement. In the light shed by this vision, METU-Technopolis (METUTECH) was established in year 1998 as the first Science Park of Turkey. Since then, METUTECH has grown to be the largest science park of Turkey that hosts 240 companies and 3.300 personnel. Likewise, the first active Business Angel Association was formed in early 2007 by a team of Technopreneurs of METU and METUTECH under the name of METUTECH-BAN (www.metutechban.info). The founding members consist of 17 individuals, all of whom are successful alumni of METU and owners of high-tech companies within the Science Park. The association later grew to 27 individuals and corporations as members (as of 2009). LabX was launched in the second half of 2006 with a mission to enhance the underdeveloped entrepreneurship culture in Turkey by incubating business ideas and launching new initiatives (www.lab-x.org ). LabX has set up Turkey’s first commercial incubator and first active, for profit Business Angel Network. Already in a short time frame LabX has gathered an angel investor group of over 85 individuals with a potential investment pledge of around 5 M USD. Currently, LabX owns a portfolio of 5 unique business ventures all of which initiated groundbreaking products and innovative solutions in their sectors. 2. 5. National/regional Support METUTECH-BAN does not have any financial support from national or regional government yet. However, METUTECH-BAN, with its proximity advantage has immediate access to many early-stage technopreneurs both in the METU incubation center and METU Technopolis, and also to potential entrepreneurs selected in the annual Student Business Plan Contest organized by Teknopark Inc METUTECH administration. LabX’s parent company, Helix Management Consultants, is one of the oldest and leading (for over 20 years) management consultancy firm in Turkey (www.helix.com.tr). Helix, the alliance of Booz & Company since 2003, delivers business strategy formation, productivity improvement and management services with its qualified consultancy team. Taking advantage of Helix Management Consultants’ expertise in management consultancy, human resources and network connections, LabX’s relationship with Helix creates a solid synergy. 6. EU support METUTECH BAN has a proposal pending under the Leonardo incentive. LabX has formed alliences with Finland’s leading venture capital company VeraVenture and also with Desert Angels from Texas, United States, in order to open up international channels both to local entrepreneurs and business angels. 7. Dissemination of the BAN concept METUTECH-BAN was launched with the Investor-Enterpreneur Summit, held in Istanbul on October 24th 2007. The summit was opened by the Ministry of Energy and both the BAN concept and its emergence in Turkey was mentioned in the daily media. Since then, METUTECH-BAN members had many interviews both in press and on TV. METUTECH-BAN is also a complementary part of the METUTECH eco-innovation cycle in terms of financial solutions, therefore is introduced to all science park visitors with the rest of value added services provided to resident companies. METUTECH-BAN has been awarded to be the host of the 10th EBAN Annual Congress in Istanbul on 15-16 April 2010. A much more aggressive dissemination study has been initiated starting August 2009 focusing in on the congress but also raising awareness on the BAN concept. The competition attracted more than 1.500 students over the two years and gained the attention of the young entrepreneurs nationwide. 1. Background The first BANs operating in the UK were set up in the early 80s. Today the UK has 25 Business Angel Networks operating in England, Wales & Northern Ireland (see list below). In addition there are a number of business Angel Networks/Groups based in Scotland. The BBAA also has 20 early stage Venture Capital members as well as over 30 professional service providers as associate members. 2. 4. Legal status of the networks British BANs can be commercial, public sector, commercial and working for the public sector, or not for profit organisations. BBAA defines a UK BAN as a formally structured or constituted business angel group, network or syndicate. BANs in the UK must either be FSA authorised under the corporate finance regulations or qualify for a not for profit exemption. Through its Code of Conduct BBAA ensures that all of its members fall into one of the two categories mentioned above. 5. National association In 2005 the British Business Angels Association (BBAA) was established to be the trade association for the UK’s Business Angel Market as well as for the early stage investment market. The BBAA is the only UK trade association dedicated to promoting angel investing and supporting early stage investment in the UK. Each year private investor’s account for between £800 million and £1 billion of early stage investment in the UK: the single largest source of early stage capital in the country. The BBAA works to create an eco-system to promote and support the early stage investment market, providing a forum for these groups to integrate and share good practice on new developments and trends in early stage investing, development of new services and tools to support the investment process. BBAA also acts as a voice to Government, stakeholders, business and the media to promote the interests and needs of the angel and early stage investment industry. 6. Dissemination of the BAN concept Most media have published or broadcast pieces on business angels and BANs. Business angels are becoming increasingly publicised as a form of funding for small businesses in the UK. This is mainly through television programs such as “Dragon’s Den”. The BBAA continues to increase the awareness of business angels through the national press. BBAA tracks all press coverage on the subject of business angels and believes that they are mentioned on a daily basis in some form in the media; either in the context of “Dragon’s Den” on the television, in business or entrepreneurial press or in the national or regional papers. BBAA also publishes its own brochure, directory and reports focusing on the early stage investment market and the role of business angels. The BBAA 2009 National Awareness Raising Campaign (www.bbaa.org.uk/awareness): The BBAA launched a national business angel awareness campaign (with the support of the UK Government) in May 2009 with the aim of raising awareness of business angel investing and to increase the overall pool of angel investors and to strengthen their capacity to invest, thereby increasing the amount of angel investing across the UK regions. The programme will run at both national and regional level with awareness events and workshops to build the capacity of potential new angels. Notably the programme is designed to support actions being taken by Business Angel Networks and to work directly with the Regional Development Agencies, key business organisations, finance and wealth managers and all professional agencies and intermediaries who are advising high net worth or sophisticated individuals who may be attracted to business angel investing. This year NESTA, in collaboration with the BBAA, produced a large piece of research looking at the outcomes of angel investing in the UK. The data in this study is drawn from a survey of 158 UK-based angel investors in late 2008. They have invested £134 million into 1.080 angel investments between them, and have exited 406 of those investments. There are three central findings from the study which are as follows:
• Business angel investing is risky but overall appears to generate attractive outcomes. On average, private investors gain an internal rate of return on investments in start-up enterprises of 22% over 4 years based on a spread portfolio.
• Key strategic choices are significantly related to better investment outcomes especially when investing into an industry where the investor has previous experience and conducts more than 20 hours due diligence.
• Tax incentives appear to have a material effect on encouraging business angel investing with over 82% of the sample studied using the EIS (Enterprise Investment Scheme) at least once.
Policy that the BBAA will be taking forward:
• An increase in Co investment funds • Higher tax breaks for investing in early stage businesses • An increased awareness of this asset class
