Cooperation in power sector is one of the main and importantareas of ensuring sustainable energyin the region of Central Asia, including:

• Power sector development of each country both individually and throughout Central Asiawith the lowest economic costs through the joint and mutually beneficial use of transit electricnetworks, generating capacities, mutual assistance in emergency situationsand the rational use of water and energy resources of the region;

• principles of cooperation is equal rights, respect for the positions of the parties and the wide useof market mechanisms.

Sustainable Power in Central Asia

One of the main factors that ensures the development of power andCentral Asian economy is certainly Central Asian Regional EconomicCooperation - CAREC. CAREC provides a new long-term strategicframework for the Central Asia Regional Economic Cooperation (CAREC)Program. It is inspired by a mission to create an open and inclusive regionalcooperation platform that connects people, policies, and projects for sharedand sustainable development. It is guided by the overarching vision of “GoodNeighbors, Good Partners, and Good Prospects.”

Technical assistance of CAREC aims to further develop technicalcapacity and understanding government officials and institutions in CARECmember countries, and create an enabling environment for policies andregulations to support clean energy technology adoption.

• The International Conference – “Realities and Prospects of the Electricity Sector Reforms:Experience gained, lessons learned and myths debunked” held in cooperation with AsianDevelopment Bank on June 25, 2018 in Tashkent, provided an opportunity for in-depth discussionand drawing the lessons from the electricity sector reforms, tariff reforms and its significantimpact on reforms in the power sector as a whole.

The Resolution also stipulates the following:

• founding on the basis of “Selenergoproekt” JSC a modern multi-profile joint-stock company“Uzenergoengineering”, which designs all types of electric networks from 0.4 kV to 500 kV withthe use of innovative technologies and modern science achievements;

• reorganization and liquidate individual business companies that are partof “Uzbekenergo” JSC.

Generating Capacity Development Program• Increase of generating capacity from 14 GW up to 21 GW by 2030, with a reduction of specific reference fuel

consumption for electric generation by 33 %, introducing of new generation units at thermal power plants with a total capacity of 9.4 GW and removing from the operation morally and physically old units with the capacity of 8 GW;

• Improving the efficiency of thermal power plants, introducing of regulation powers with a capacity of 1.6 GW that allow to compensate electric energy consumption at peak hours;

• Diversification of energy resources by increasing the share of coal consumption from 6 to 18 % in the fuel balance ofthermal power plants by rehabilitation of 5 coal-fired power units and conversion to coal combustion of two units of“Novo-Angren TPP” with a total capacity of 2.1 GW;

• Construction of 2 new Coal-fired Power Units with a total capacity of 600 MW at the existing “Angren TPP”;

• Construction of Nuclear Thermal Power Station with a capacity of 2.4 GW;

• Construction of Hydro-Electrical Power Plant with a capacity of 1.8 GW with an increase of the installed capacity of Hydro-Electrical Power Plants up to 3.6 GW;

• Construction of Solar and Wind Power Plants with a total capacity of 2.9 GW with an increase of their penetration in the republic's generating capacity up to 13%.
