REGULATIONS

of MBA – Hospital Administration

JSSU 1.00 The Regulations are applicable to Master of Business Administration – Hospital

Administration , a Post Graduate Management Programme offered by JSS University. JSSU 1.10 The Provisions contained in this set of regulations govern the policies and procedures on

the Registration of Students, imparting instructions of the course, conduction of the examination of Students’ performance and all amendments there to leading to the said Post Graduate Management Programme i.e., Master of Business Administration – Hospital Administration.

JSSU 1.20 This set of Regulations of MBA Hospital Administration of JSS University, Mysore, shall be in force along with all the amendments thereto.

JSSU 1.30 This set of Regulations for MBA Hospital Administration of JSS University, may evolve and get refined or updated or amended or modified or changed through appropriate approvals from the University Bodies, from time to time, and shall be binding on all parties concerned, including the Students, Faculty, and Staff of JSS University, Mysore.

JSSU 1.40 In order to guarantee fairness and justice to the parties concerned, in view of the periodic evolutionary refinements, any specific issues or matters of concern shall be addressed separately, by the appropriate authorities JSS University, as and when found necessary.

JSSU 1.50 The JSS University Bodies may consider any issues or matters of concern relating to any or all the academic activities of the MBA Hospital Administration of JSS University for appropriate action, irrespective of whether a reference is made (or the nature and extent of any reference, if so present) here in this set of Regulations or otherwise.

JSSU 2.00 TITLE OF THE COURSE

The course shall be called Master of Business Administration – Hospital Administration which is abbreviated as MBA – Hospital Administration. The Course will be offered by the JSS University.

JSSU 3.00 DURATION OF THE COURSE

MBA – Hospital Administration Course shall be of Two years duration extended over Four semesters. The student shall be allowed a maximum of Four years (8 semesters) of duration to be eligible for the award of MBA – Hospital Administration failing which he/she shall have to register once again as a fresh student.

JSSU 4.00 ELIGIBILITY FOR ADMISSION

Admission is open to MBA – Hospital Administration course, to all the students who possess a Bachelor’s Degree of minimum three years duration recognized by JSS University.

OR

Any other examination recognized by JSS University as equivalent thereto.

JSSU 4.01 The student must have secured not less than 50% of the maximum marks (aggregate of all the semesters/years of study of graduation).

JSSU 4.02 For SC/ST/Cat II students the prescribed percentage of marks shall be 40% of the maximum marks in the qualifying examination

JSSU 4.03 Provisional admissions to the MBA – Hospital Administration shall be based on the information furnished by the student in the prescribed APPLICATION FORM along with prescribed fee (if any) and documents supporting the eligibility criteria.

JSSU 4.04 The JSS University shall call for applications and the applications so received shall be scrutinized by an Admissions Committee comprising of representatives from the college and/or the JSS University.

JSSU 4.05 All graduates other than the graduates of JSS University shall have to obtain Eligibility Certificate from JSS University to seek admissions to the MBA – Hospital Administration of JSS University.

JSSU 4.06 Admission to the course will be in accordance with the approval recommendations of the Admissions Committee.

JSSU 4.07 Based on the list of students admitted, the JSS University will allot University Seat Numbers to each student.

JSSU 4.08 The calendar of events in respect of the course shall be fixed by the University from time to time.

JSSU 5.00 REGISTRATION

JSSU 5.10 Every Student is required to register for the approved course at the commencement of each semester before the last date fixed for such registration and notified in the academic calendar.

JSSU 5.20 Lower and Upper Limits for Credits Registered in a Semester

A Student must register for all the subjects of the MBA – Hospital Administration Course.

JSSU 5.30 Students will be permitted to register to the Second, Third, and Fourth semesters only if they have

a. Satisfied all the academic requirements to continue with the programme of study without termination,

b. Cleared all the college and university, fee, dues /fines (if any) of the first, second, third semesters respectively.

c. Paid all required advance payments of the college and the university for the current semester.

d. Not been debarred from registering on any specific ground by the university.

College means the constituent institution offering MBA – Hospital Administration of JSS University

JSSU 5.40 Medium of instruction /evaluation

JSSU 5.41 Medium of instruction /evaluation shall be English.

JSSU 6.00 COURSE STRUCTURE

JSSU 6.10 Minimum Credit Requirement for the MBA – Hospital Administration course is 100 credits of 16 hours each.

JSSU 6.20 The total course package for MBA – Hospital Administration programme will typically consist of the following components:

I. Core Courses Credits 86 Credits II. Independent Projects 14 Credits

The Board of Studies (BoS) of MBA – Hospital Administration with the Dean of Faculty of Management Studies of the JSS University or any other competent person in appointed by the JSS University as Chairperson of the BoS shall have the authority to change / modify the course structure, subjects and credit distribution.

JSSU 6.30 The Board of Studies (BoS) of MBA – Hospital Administration with the Dean of Faculty

of Management Studies of the JSS University or any other competent person appointed by the JSS University as Chairperson of the BoS will discuss and recommend the exact credits offered for the programme of the above components, the semester-wise distribution among them, as well as the syllabus from time to time before submitting the same with their recommendations to the JSS University for consideration and approval.

JSSU 7.00 ATTENDENCE REQUIREMENT

The students must secure a minimum of 75 % attendance in each subject to become

eligible to take term end examination. All students must attend every lecture, tutorial

and practical Classes. To account for approved leave of absence (e.g. representing the

University in sports, games or athletics, placement activities, etc.) and /or any other

such contingencies like, medical emergencies etc., the attendance requirements will be

relaxed by a maximum of 10%.

Each course of semester shall be treated as a separate unit for calculation of the attendance.

A student, who does not satisfy the attendance requirement, mentioned as above, shall

not be eligible to appear for the examination of that semester and not promoted to

higher semester. The student shall be required to repeat that semester along with

regular students later by paying the prescribed fee as per the regulations of the

university.

JSSU 7.10 ABSENCE DURING THE SEMESTER

If a student, for any reason, discontinues the course in the middle of the course he/she may be permitted to register to continue the course along with subsequent batch, subject to the condition that he/she shall complete academic requirements of the previous semesters within maximum stipulated period.

The Head of Department shall notify regularly, the list of such students who fall short of such academic requirements. The list of the students falling short of academic requirements shall be sent to the JSS University at least one week prior to the commencement of the examination.

JSSU 7.20 ABSENCE DURING UNIT TESTS

Unit tests in each subject except workshops, practical and independent project work shall be scheduled and a student who has been absent from a such test due to illness and other contingencies may give a request for make-up tests within two weeks after that unit tests to the Head of the Department with necessary supporting documents and certification from authorized personnel. The Head of Department may consider such requests depending on the merits of the case, and may permit the make-up unit tests to the concerned student.

JSSU 7.30 ABSENCE DURING END- SEMESTER EXAMINATION

JSSU 7.31 There will be an end semester examination in each subject for a maximum of 75 marks. The question paper will be set by the teaching/ external faculty concerned.

JSSU 7.32 The semester end examination in each subject will be for a maximum of 75 marks and will be of 3 hours duration. The distribution of marks / weightage for each chapter or topic of the syllabus under each subject will be decided by the faculty teaching the subject

JSSY 7.33 In the event of a student who is eligible to appear for the end semester exam absents for an end semester examination, for any reason whatsoever, the student will have to pay the prescribed examination fee for appearing for the exam conducted at the end of the next semester when the examination is conducted for the preceding batch. The results sheet of the semester in which the student has absented from the end semester examination will indicate ‘Absent’ against the subject for which the student is absent.

JSSU 8.00 WITHDRAWAL FROM THE PROGRAMME

JSSU 8.10 Temporary withdrawal

A Student who has been admitted to the MBA – Hospital Administration course of JSS University may be permitted to withdraw temporarily, for a period of one semester or

more on the grounds of prolonged illness or grave calamity in the family or any other valid reason provided:

1. The student applies to the JSS University through the Head of the Department stating fully the reasons for withdrawal together with supporting documents and endorsement from parents/guardians.

2. The department is satisfied that, without counting the period of withdrawal, the student is likely to complete the requirements of the course within the time specified (Requirements) ,

3. There are no outstanding dues or demands with the department/college /university etc.

4. The tuition fees for all the subsequent semesters may be collected in advance based upon the severity of the case before giving approval for such temporary withdrawal.

5. The decision of the Registrar of the University regarding withdrawal of a student is final and binding.

6. Normally, a Student will be permitted only one such temporary withdrawal during the tenure as a Student and this withdrawal will not be counted for computing the duration of study.

JSSU 8.20 Permanent Withdrawal

Any Student who 'withdraws admission before the closing date of admission for the academic term is eligible for the' refund of the applicable deposits (if any) only. Course fees once paid will not be refunded on any account. Once the admission for the year is closed the following conditions govern withdrawal of admissions:

a. A Student who wants to leave the University for good will be permitted to do so only after remitting the tuition fees as applicable for the entire course and clearing all other dues, if any.

b. The decision of the Registrar of the University regarding withdrawal of a student is final and binding.

JSSU 9.00 EVALUATION SYSTEM

The evaluation system for the programme is designed to achieve the following

a) To evaluate the learning progress of each student b) Prescribe and promote certain acceptable and uniform standards of

comprehension c) Encourage a healthy and constructive competition among the student

The University will follow a system of Continuous Internal Evaluation. Throughout the term, the student will be tested on his / her ability to understand concepts, learn techniques and apply them to real life situations. At each stage of the course, the student would be able to assess his / her own performance and take measures for improvement.

The evaluation system is designed to ensure learning not only at a given point of time, but ensures internalization of knowledge with an ability to adapt and apply the same in their chosen professional life. A student performing less than the minimum standards prescribed by academic bodies would be required to do additional assignments and projects and demonstrate his / her competence to qualify for promotion to higher semesters.

The Continuous Internal Evaluation will be carried out under the following components. The teaching faculty however may add a few more components.

a) Practical exposure (Hospital postings/Industrial visit/Participation in outbound programmes)

b) Quizzes c) Class participation ( at the discretion of the teaching faculty) d) Assignments / projects / case analysis / presentations/ Class tests

JSSU 9.10 Course Credit Assignment

The entire evaluation systems (including these Regulations) comprising of the policies. procedures, mechanisms, guidelines etc. shall be designed, developed, evolved implemented and adhered to in order to meet the most fundamental basic characteristics of being: fair/just, unbiased, robust, reliable, and transparent. JSS University shall maintain appropriate level of confidentiality in terms of certain specific details, in order to achieve the above characteristics. The letter grade (A, B, C, & D, etc) indicates the level of academic achievement assessed on a decimal (0-10) scale.

The marks awarded to a course for which a student has registered, shall be based on the performance applicable. The distribution of weights among these components may be as follows:

End -Semester Examination: 75% Continuous evaluation 25% (To make up for 100%) Any variation other than the above distribution requires the approval of the JSS

University in advance. The marks awarded to a student in the various components of the assessment system shall be based together on an appropriate continuous internal evaluation scheme and performance in the end semester examination the JSS University shall evolve from time to time based on the recommendations of the Board of Studies.

Grace Marks of Maximum of 5 marks will be awarded to the student at the discretion of the Vice Chancellor, JSS University, Mysore.

The JSS University shall notify and or announce the details of the evaluation scheme, which the course is offered, so that there are no ambiguities to all students and teaching faculty concerned.

JSSU 9.11 Award of Class

JSSU 9.12 Description of class

Appropriate class will be awarded based on the specific details as prescribed by the JSS University. However, the minimum for passing is 50% marks in the end semester examination.

JSSU 9.13 Class Declaration

The final class will be based on the sum total of the marks awarded to the students in the Continuous Internal Assessment and the marks scored at the Semester end examination of the University.

While the Internal Continuous Assessment is finalized by the Teaching Faculty offering the subject, the Semester end examination Answer Scripts. Reports of the Independent Project work will be assessed jointly by two examiners one of whom will be the faculty offering the subject (Internal Faculty).

JSSU 9.14 Result declaration

a) The process of evaluation shall be in accordance with the guidelines recommended by the JSS University from time to time and the students shall be notified of all the factors included in the evaluation.

b) The Student Progress Report will contain the marks.

Ranks will be declared as per the University rules which will be communicated from time to time. However, any student who fails in any semester / passes in more than one attempt / absents from taking exam in the prescribed semester will not be eligible for rank / any award of distinction .

JSSU 9.15 Appeal for review of Grades

There is no provision for revaluation as per the rules and regulations of JSS University, Mysore. However, retotalling is permitted on payment of the prescribed fees as per the rules of the university.

JSSU 10.00 PAPER SETTING AND EVALUATION OF THEORY ANSWER PAPERS:

The question paper for the end semester examination will be set by the faculty suggested by the University.

JSSU 11.00 INDEPENDENT PROJECT WORK

a) The independent project carries 150 awarded by the external , internal guide and

Head of the Department . However, the project synopsis should get approved in

the beginning of III semester.

b) The topic and title of the independent project shall be chosen by the student in

consultation with the guide and co-guide, if any, as prescribed by the University

from time to time. However, modification of only the title but not the field of work

is permitted at the time of final submission.

c) The guidelines issued by the JSS University in this regard from time to time will be

notified to the students and it will be binding on the students to adhere to the same.

d) The progress of the Independent project work shall be monitored by the internal and external project guide.

e) The last date for the submission of Independent project work report shall be as per the last working day of the IV semester.

If in the opinion of the examiners appointed by the University, the independent project work report is acceptable with minor modifications for the passing grade the University will instruct the student suitably to incorporate the necessary modifications and to resubmit. After such resubmission, the Chairperson of MBA Hospital Administration Independent Project Work Evaluation Committee (MBAHMPWEC) will certify that the necessary modification has been incorporated. This will however entail a payment of fee of Rs.2000 that would be prescribed by the University from time to time.

JSSU12.00 ELIGIBILITY FOR PASS

a) There shall be term end semester examination at the end of each semester. To be eligible to have passed in any of the subject the student shall obtain

i. Minimum of 40 % in CIE ii. 40 % in each subject in term end examination iii. And 50% in aggregate of CIE and Term end examination iv. 50 % in CIE of Independent Project work v. 50% in external Viva Voce of independent project work

b) There shall be no restriction for promotion from first semester to second semester

c) A student is allowed to carry over all subjects till the end of the course however he will not be awarded the Degree certificate unless he clears all subjects of all semesters within the prescribed time.

d) Those students who have secured the minimum marks in CIE and fail in the semester end examination will be permitted to retain their CIE marks. If the student secure “Fail” class, the student will have to appear for the semester end examination in that subject in the subsequent semester.

e) If a student so desires there shall be provision for rejection of his /her latest

semester results of University examination only. However this will be applicable to only those subjects in which the student is declared to have “Passed” by obtaining either “II ” class. The rejection of performance will be with respect to the subjects opted by the student for rejection in that particular term semester examination. The internal assessment marks awarded in the subjects shall however be retained. Rejection is permitted only once during the entire course.

f) If the rejection of the University examination results of the semester happens to be of the first semester, the student will be eligible to register to the ensuing second semester. However, during the second and third semesters, all such rejections will be counted to arrive at the eligibility to register for subsequent semesters as per clause JSSU12( c ) above.

g) Application for rejection shall be submitted to the Registrar (Evaluation) of the

University, through the College duly recommended by the Department and forwarded by the College within thirty days from the date of announcement of results.

JSSU.13.00 TERMINATIONS FROM THE PROGRAMME

A Student shall be required to leave the University without the award of the MBA Hospital Administration, under the following circumstances.

i. If a student fails to earn the degree within prescribed time by the University. ii. Based on disciplinary action suggested by the Department or college or the

University

Note: Under any circumstances of termination, the conditions specified in Permanent Withdrawal (refer: Clause No JSSU 8.20.) shall also apply.

JSSU.14.00 ADMISSION CANCELLATION:

If at any time after admission, it is found that a student had not in fact fulfilled all the requirements stipulated in the regulations or found to have declared false information at the time of admission or is proved beyond doubt that the student’s conduct is detrimental to the interest of the students, hospital environment, college, and society in

any form whatsoever, including possible misinformation etc. the JSS University will cancel the admission of the student.

JSSU 15.00 ELIGIBILITY FOR AWARD OF MBA- HOSPITAL ADMINISTRATION DEGREE

A student shall be declared to be eligible for the MBA Hospital Administration if he/she has:

(a) Fulfilled the course requirements

(b) Met all the requirements for a minimum pass in CIE, semester end examination, independent project work

(c) No dues to the Department / University, and any other centers

(d) No disciplinary action pending against him / her.

MBA Hospital Administration will be awarded at the University Convocation in person for the students who have met all the requirements for the award of the said course. during the preceding academic year. MBA Hospital Administration will be awarded in absentia to such students who are unable to attend the Convocation. Students are required to apply for Convocation along with the prescribed fee.

JSSU 17.00 COMMITTEES

The following Boards and Committees shall be constituted for the MBA Hospital Administration programme.

BOARD of STUDIES (BOS)

There shall be one BOS- MBA Hospital Administration for the entire University. The Board of Studies shall play a vital role in prescribing the curriculum.

CONSTITUTION

i. The Dean, Faculty of Management Studies, will be the Chairman ii. Three senior members of the teaching staff of the department shall be

nominated as members. iii. At least Two external members comprising of representative of the Hospital

Industry and one meritorious alumnus shall be nominated. iv. The Dean may recommend to co-opt as members

a. Experts from outside the college, whenever special courses of studies are to be formulated

b. Any other member of the same faculty v. The term of Office of Members of Board of Studies shall be two years; however

it may be extended by any period decided by the Registrar JSS University.

MEETING NOTICE

i. The Board of Studies shall meet atleast twice a year. ii. The Chairperson of the BoS shall schedule the BoS meeting and the Registrar,

JSS University shall give notice of meeting atleast seven days in advance to the members

iii. Atleast five members shall constitute the minimum quorum to hold the BoS meeting.

iv. The Chairman may, with the approval of the University convene emergency or extraordinary meeting of Board of Studies.

DUTIES AND FUNCTIONS

i. Design and recommend the syllabi, frame/ revise and recommend curriculum keeping in view the objectives of the stakeholders and submit the same for consideration and approval of the University.

ii. Recommend Text Books, Journals and Reference Materials, Design and recommend pedagogy.

iii. Prepare scheme of examinations. iv. Prepare the panel of teachers and subject matter experts and specialists for the

examinations. v. Advise on control, plan and execution of academic activities.

vi. To make periodic review of the course curriculum and to recommend to JSS University any modifications thereof.

vii. To draw up general time table for the MBA Hospital Administration course and finalize the academic calendar to be put up to the University for approval.

viii. Monitor the implementation of the academic activities and provide guidance in curriculum assessment, evaluation process.

vi. Conduct at least one meeting each semester and send the resolutions to the Registrar.

vii. Any appropriate responsibility or function assigned by the University from time to time.

MBA Hospital Administration Committee (MBAHMC):

i. There shall be a MBA Hospital Administration Committee (MBAHMC) as per the constitution given below

ii. The Secretary shall be nominated by the chairman on rotation basis for a period of one year

iii. The Chairperson may co-opt and/or invite more members including at most five outside experts.

iv. The quorum for each meeting shall be Five.

Functions (Highlights):

i. To monitor the conduct of MBA Hospital Administration Programme. ii. To ensure academic standard and excellence of the MBA Hospital Administration

offered by the department. iii. To oversee the performance of each of the Student in each subject, iv. To develop the curriculum for the MBA Hospital Administration course and

recommend the same to the BOS. v. Moderation (only if and when found necessary) in consultation with the subject

matter experts and approval of the finalized CIE scores, before submission of the same to the Registrar (Evaluation).

vi. To consolidate the registration of the Student and communicate to the Registrar. vii. To consider any matter related to the MBA Hospital Administration programme

viii. To conduct at least two meetings each semester and send the Resolutions of the meeting to the Registrar and also to maintain a record of the same in the department. Any appropriate responsibility or functions assigned by the University Bodies or the Dean of Faculty of Management Studies or the Board of Studies and Board of Examination.

GUIDELINES FOR DOCUMENTING LEARNINGS OF PRACTICAL EXPOSURE

The objective of practical exposure is to gain insights into the administrative and functional aspects in a

hospital.

It is firmly believed that learning will be more meaningful only when the conceptual and theoretical

inputs given in the lecture classes are complemented by a study of practical situations.

Students are thus expected to undertake a study in a hospital and cover various departments. They are

required to interact with personnel in various sections and make an independent study and carry out an

analysis of the practices, situations, issues of concern, as also identify major aspects of good practices

and systems installed in such hospitals.

This has to be done in the perspective of each of the subjects of the MBA Hospital Administration

course.

Students are required to login recommended hours of study and furnish certification from the hospital

authorities to that effect.

Students are encouraged to write articles based on their study and present their observations and findings in subject seminars. Students will be guided to prepare and submit papers for publishing in journals. This is an opportunity to enhance their competence and thereby add value to their credentials. Format

The students are required to submit a report of their study to the respective teaching faculty in the

format recommended by the teaching faculty of each subject.

Report contents

The report should reflect a wider reading and understanding of the subject and related to the practical

situation as observed in the practical environment detailing their observations, experiences, analysis and

learning.

Students are encouraged to enhance the quality of their reports by including primary data, photographs,

formats, and other such relevant attachments to evidence the quality of learning and expression.

Report length

There are no limitations on the write-up under each major topic of every subject. However, the record

must be Concise, Concrete, Correct, Complete, Comprehensive, and Clear.

The Practical Exposure Record must be hand written in the prescribed record book.

At the end of the study of every subject, the students have to submit a consolidated report neatly types

as per the following format. This consolidated report should comprehensively cover the various aspects

covered in a given subject and also establish linkages with the concepts of other subjects.

INDEPENDENT PROJECT WORK

Project work provides a capstone experience where the student synthesizes theory learned and applies

it to real world problem solving in health care organizations. The intention is to test the student’s ability

to integrate the knowledge gained in major subjects into an applied management project. The project

will have enterprise wide applicability to a hospital. The student will develop and present a deliverable

product that could be implemented by management to improve their organizational performance,

specifically with analysis and recommendations for policy and strategic improvements.

The objective of the Project work is to put to test the student’s ability on the following skills

WHAT IS A PROJECT ?

A project is a systematic study of real situations or a problem intended to either resolve the problem

situation or develop a framework for improvement. It entails problem identification, data collection,

data analysis and interpretation leading to valid conclusions, suggesting areas for improvements and

developing an improved system.

Why Project work?

Project work is a good opportunity to put to test what has been learnt through the course and practice.

The purpose of including project work in the MBA Hospital Administration course is to provide an

opportunity to the students to relate the theoretical inputs received with the practical situation through

a process of identifying an area or situation for investigation and applying management concepts in a

systematic verifiable manner.

Students should thus use their imagination and understanding of the subject to pick up simple topics

that will be of benefit to them and to the hospital. The project should not be so large or so complicated

that they will not be able to complete within the time allotted. They should take the help of their guides

and other faculty whenever they need clarifications.

Students are expected to carry out an original piece of activity in any of the hospital departments that

they have visited and submit a report in the recommended format. The discussions should reflect a

wider reading and understanding of the subject.

Approach

1. Identify a study area which interests you and where you think there is scope for investigating of existing situation or gives an advantage to the Hospital Administration..

2. Formulate a topic for the activity that you wish to do 3. Discuss this with the faculty guide and secure approval for your research study. State the

reasons why you have chosen this topic and what you will be doing as an original activity 4. Submit your topic to the Head of Department with the faculty guide recommendation for

approval.

HOW TO IDENTIFY A PROJECT WORK?

Before selecting an area for study and identifying the following questions have to be answered by the

student.

a. Objective of the project . Is there a real need for investigation? b. Has the organization recognized any problem areas or areas of concern that require

management investigation? c. If the situation or problem is investigated and a new approach is suggested, will the

implementation bring about quantifiable improvement in the situation? d. Does the situation render itself to quantitative and qualitative data collection? e. What management principles can possibly be applied? f. Can live factual data (primary data) and past records (secondary data) relevant to the

situation be collected? g. Can the issues be discussed fearlessly with those responsible and those affected by the

situation? h. Can the analysis and findings that emanate from the study be developed into a generic

model? REPORT OF INDEPENDENT PROJECT WORK The students are required to submit a report of the independent project work the format for which will be notified by the University. The students are expected to demonstrate qualitative and quantitative research methods complete with supporting data and interpretation.
