GUTERSLOH - German media con-glomerate Bertelsmann, which con-trols record company BMG Entertain-ment, music publisher BMG MusicPublishing and (with Luxembourg -based CLT) Europe's largest broad-caster CLT-UFA, will come under newleadership next year.
The Bertelsmann board has appoint-ed 44 year -old Thomas Middelhoff aschairman, effective from October 1998.Middelhoff will succeed Mark Wossner,who has steered the company since 1983and will retire next year. The appoint-ment of Middelhoff signals Bertels-mann's determination to establish thegroup at the top end of the multi -mediamarket. Middelhoff joined in 1986 andwas appointed board member withresponsibility for strategic businessdevelopment and multi -media in 1994.

BIRMINGHAM - Relaxing commercialradio legislation and developing nation-al networks with local affiliate stationsare advances that must be undertakenif the U.K. radio market is to grow.
That was the message delivered byJean -Paul Baudecroux, founder andchairman of Paris -based radio groupNRJ, to 400 delegates at the RadioAcademy's Radio Festival inBirmingham on July 7. It was the firsttime a top-level radio executive fromoverseas had delivered the RadioTimes Lecture at the annual three-daymeeting of U.K. radio broadcasters.
"It seems reasonable to suggest a lit-tle more flexibility from [the RadioAuthority] concerning stations' promis-es of performance," Baudecroux told thedelegates. "Since the U.K is certainlythe first country of the world for musicalcreation, it must be evident to you thatthe creation of music is extremely fluc-tuating and [some] categories are diffi-cult to determine as you do in [the RAs]

On the issue of syndicated networks,Baudecroux said, "Syndicating local sta-
tions to a network is an effective way todevelop financially sound FM stations.It is the linchpin of the American [broad-casting] system. The presence of leadingbrands in local markets also boosts thelocal advertising market."
At the Festival, Baudecroux revealedNRJ is applying for the North West
regional commercial licenceadvertised by the RadioAuthority, in partnership withan "established media compa-ny." He did not specify a for-mat for the licence, which hasa potential audience of nearly
five million adults and includesLiverpool and Manchester.Another group at the Festival
also confirmed it will apply for thelicence. The consortium involves BobGeldof's TV production company Planet24, the Radio Partnership, formerVirgin Radio programme director MarkStory, and Wayne Bickerton, formerchair of the Performing Rights .Society.Story says the bid will be with a "softrock" format.
Britannia rules U.K. singles marketby gbm Ferguson
LONDON - U.K. artists sold a recordnumber of singles in their home coun-try last year, while U.S. artists' shareof British album sales dropped to itslowest level since the mid -'80s.
According to the BritishPhonographic Industry's StatisticalHandbook 1997, released on July 9,almost 61 percent of the singles sold inthe U.K. last year were by British acts,while U.S. artists were responsible for28.5 percent of album sales, downfrom around 39 percent five years ago.
The value of trade deliveries in theU.K. last year rose by 6 percent to atotal of £1.08 billion, according to theBPI. PolyGram had the largest marketshare of both the U.K. albums and sin-gles markets, at 20.4 and 19.2 percentrespectively, although both those fig-ures were down slightly on 1995. Sony,with 12.4 (albums) and 16.3 percent(singles) was in second place, followedby EMI (11.8/10.1 percent, respectively),the Spice Girls -fuelled Virgin (10.7/9percent), Warner Music (9.6/10.2 per-cent) and BMG (8.3/10.8 percent)-its"highest album share since 1987."
In terms of the music sold across theU.K. last year, 53.1 percent of albumsbought were by British artists whileU.S. acts' share went down to 28.5 from30.5 percent. Canadian artists, drivenby the success of Alanis Morissette andCeline Dion, went from 2.7 percent ofthe albums market in 1995 to 5.7 per-cent last year. The BPI notes, "U.K.artists' share fell slightly, but 53.1 per-cent share is still the second highestproportion in the last ten years."
The CD format now accounts for
almost 77 percent of all U.K. albumshipments, with cassette and vinyl ataround 22 and 1 percent respectively.Over 208 million album units wereshipped in 1996, with a value of E904.5million. The budget CD album marketis currently thriving in the U.K.,according to the BPI, with sales of 21munits representing a virtual trebling ofsales over the past five years.
The handbook also shows the dom-inance of the CD as the soundcarrierof choice in the flourishing U.K. sin-gles market, with almost 62 percent oftotal sales in 1996. The value of tradedeliveries of singles totalled £120 mil-lion in 1996, with over 5,800 titlesreleased. The average retail price ofCD singles, according to the BPI, is£4.49 (incl.VAT)-a price which hasstayed stable since 1991.
However, the BPI concedes that-asa result of singles being "priced aggres-sively"-upon release, consumers "willnot normally have to pay more than£1.99." The current U.K. practice of giv-ing free stock to retailers, a major con-tributing factor to that price anomaly,has attracted much criticism from vari-ous sectors of the U.K. industry.
This week, the InternationalManagers Forum added their voices tothat criticism in a statement whichalso attacked current chart formatsregulations (see story, page 4). In thestatement, Ian McAndrew and ColinLester of the IMF council said "thecredibility of the [CIN-compiled U.K.singles] chart will not be restored untilfree goods are strictly controlled oroutlawed altogether."
The Handbook also indicates thatthe U.K. independent record retail sec-
tor-seen by labels as a vital compo-nent in breaking new artists-is con-tinuing to fade.
Between 1994-when definitionswere changed-and 1996, the numberof large indies dropped from 282 to 251;medium-sized stores from 397 to 361;and small stores from 601 to 595. Thosedefined as "other" indie outlets havedropped from 800 to 400 in that time.
However, the Handbook notes, "Themost important development in thestructure of the retail music market inthe U.K. in the last couple of years hasbeen the entry of the major supermar-ket chains." Danish labelis 'exporterof Nazi rock'by Charles Ferro
COPENHAGEN - Danish label NSRecords and associated company NS88have been exposed as producers anddistributors of Nazi rock music to Ger-many and other European territories.
The information was released byGermany's Bundesamt fur Verfas-sungsschutz (Federal Bureau for theProtection of the Constitution). Theproduction and use of Nazi music/mate-rials is prohibited in Germany (unlessused in a legitimate historical con-text)-this is not the case in Denmark.
According to Danish daily newspa-per Berlingske Tidende, NS Records isoperating a mail order business from apost office box address in Copenhagen,and has around 20 CD titles which canbe despatched to buyers in Germanyand other European countries.
The record company's mail-ordercatalogue features the company logo inGothic print, with a picture of theImperial German eagle with its clawsin a swastika. The catalogue does notgive a telephone number, instead ask-ing prospective customers to write tothe PO box number without using thename of the companies. The NS releas-es are sold on the black-market, butGerman officials and anti -racist watch-dog groups in Germany and Denmarkare concerned that the records are well -produced and the music could beappealing to some, although the mes-sages contained in the lyrics are clear.
Danish publisher Demos, whichmonitors right-wing groups inDenmark, claimed in a recent newslet-ter that NS records was founded a yearago by a 24 year -old, Marcel Schiff.
The revelations follow controversylast year surrounding the Danish cul-ture ministry's decision to grant Naziradio station Radio Oasis a licence. Itwas subsequently closed down by thelocal radio authority.
The current state of Danish lawmeans, however, that no action is likelyto be taken by Danish authoritiesagainst the label.

Chart rules under fire in U.K. and NorwayOslo demands end to pricing rule; Managers want U.K. formats changesby Kai Roger Ottesen
OSLO - A ruling by Norwegian compe-tition authority Konkurransetilsynetsis forcing local IFPI affiliate GGF tochange its chart eligibility rules toallow all CDs-irrespective of whole-sale or retail price-to qualify for itsalbum listings.
In a letter to GGF (which compilesthe official Norwegian charts),Konkurransetilsynets signalled itsintention to demand changes. "All prod-uct sold through reporting record storesshould be included on the chart, regard-less of published price to dealer andretail price," it wrote. The letter has alsobeen copied to leading retail chains andother relevant parties for their opinions,with replies requested by August 11.
The competition authority made theruling following a complaint by classicalbudget label Naxos, which claimed thatthe official Top 40 album chart was anti-competitive because of the exclusion ofCDs priced below Nkr129 ($18).Following Naxos' complaint, GGFallowed albums with a retail price belowNkr129 onto the chart, but with areduced weighting.
Another major theme of the com-petition authority's letter to GGF wasthe general market price of CDs inNorway. The authority is a long-standing advocate of allowing parallel
imports as a way of providing compe-tition to drive down domestic prices.The Norwegian parliament is due todebate the issue later in the year, andthe conservative Hoyre Party is alsoaddressing the issue in its currentelection manifesto (a new parliamentwill be elected in September).
"Normal full price CDs are, accord-ing to GGF, between Nkr150-170 [$21-$231," stated the Konkurransetilysnetsletter. "The authority is aware that thisis considerably higher than the prices inother countries. In the U.S., CDs aresold at a little more than Nkr100."
The letter adds that the authorityfeels prices in Norway "are artificiallyhigh." It concludes, "It is therefore desir-able to have more competition betweenthe record companies."
Mats Nilsson, chairman of GGFand managing director of WarnerMusic Norway, says the labels are notsurprised by Konkurransetilsynet'sattitude. "It's a strange pronounce-ment, which looks more like a politi-cal statement," he states. "They havenot commented as much on the actualNaxos case as they do on parallelimports and prices.
"They're probably a little sensitive,"he suggests, "about parliament not lis-tening to their viewpoints on parallelimports [when they were made illegalby the government in 19931."

LONDON - Artist managers are call-ing for a re-examination of rules gov-erning the "official" U.K. singlescharts, claiming that the present sys-tem is "forcing" acts to produce toomuch material.
The International Managers' Forum(IMF) is calling for tighter controls onthe number of formats eli-gible for the chart, whichit says places greatdemands on artists' timeand creativity. Under therules of chart compilerCIN, three different for-mats of a single can cur-rently count towards anact's chart entry.
In the U.K., manylabels issue singles in several differentformats, with each format containing itsown versions, mixes and exclusivetracks which are unavailable else-where. Fans who want all of the tracksfrequently end up buying all three ver-sions in the first week of release, help-ing to give the single a high chart debut.
One of the industry criticisms of cur-rent arrangements is that the chart lifeof singles is too short, with recordsentering high in the first week thenquickly dropping.
The IMF is currently canvassing theopinions of around 750 artist managerson the issue, including members andnon-members. The organisation's chair-man, John Glover, says that results sofar indicate a widely -held view thatrecord companies' appetite for exclusivetracks for the multiple formats is askingtoo much of artists.
The IMF now wants to find ways tochange the practice while still offering
consumers value for money, hesays. Glover reports that theorganisation is in the process ofsetting up a meeting with CINin order to express its concerns.It is likely to propose that thethree -format rule remains, butthat CD singles are limited tocarrying two tracks only. TheIMF is also in favour of sepa-rate chart for 12 -inch vinyl sin-
gles-which still find a vibrant marketin the U.K, but are generally unrepre-sented on the official charts.
However, CIN director CatharinePusey says that the IMF's concernsshould not be directed towards thechart body. "It's not really an issue forus," she says. "Chart singles may haveup to four tracks and up to three for-mats but there's no reason why it has tobe that many. This is really somethingthat artists, managers and record com-panies can sort out among themselves."

STOCKHOLM - Rumours that recordsales in Sweden crashed by up to 25percent in 1996 have been shown tobe an exaggeration in official salesfigures released by IFPI.
In fact, the figures show that in1996 the Swedish music market fellby 8.4 percent compared with 1995 interms of revenue (Skr1,585 against
Skr1,699). The actual number ofunits also fell, by just under four per-cent (from 26,509 to 25,590).
Although the figures are clearly adisappointment to the music industry,they are relatively positive comparedto figures which had been bandedabout during the year. They may alsoserve to calm industry fears about thefuture trends on the Swedish domes-tic market, although falling sales

One worrying trend for theSwedish domestic labels is that,although sales of foreignartists held relatively steady,sales of Swedish artists fellby some 20 percent between1995 and 1996. The best-selling foreign album of1996 was Alanis Morri-ssette's Jagged LittlePill, while the best-selling "home-grown" CD was Tfrom the veteranartist TomasLe din. NRK DJs 'guilty' of promoting own interestsby Kai Roger Ottesen
OSLO - Following articles in theNorwegian press which they original-ly described as "libellous," seniormanagement at public broadcasterNRK has been forced to admit thatthree DJs at its national CHR net-work P3 promoted their personalcommercial interests on air.
Five DJs were originally accusedin the press; two were subsequentlycleared by NRK management. Theremaining three have been severelyreprimanded by station bosses. A co-operative project between NRK andScandinavian Records has also beenhalted because of the controversy.
Tove Fugelsnes, acting managingdirector of P3, admits: "It isuncomfortable to read in thenewspapers about on -air situationswhich we did not actually hear. Butthere are many hours [of output] to
listen to, and we don't have theresources to monitor everything."
Fugelsnes adds that the three DJsin question were afforded a substantialamount of freedom because of their"artist" status and their expertknowledge of rap and techno.
"We have investigated all ourfreelancers," continues Fugelsnes."They're the best in their ownrespective field and we want thesepeople. Therefore, we have to acceptthat they have a life outside P3."
In May, rap music specialistTommy (Tee) Flaaten received awarning from music director NilsHeldal about playing "too much"Warlocks-a group Flaaten hadproduced and released on his ownrecord label, thus receivingmechanical royalties. The DJ wassubsequently suspended by P3 for ashort time following furtheraccusations, which proved to

Strangefruit, who are both club DJsand recording artists, have alsoreceived reprimands from NRKmanagement because ofannouncements on P3 of forthcomingindependent appearances at various
clubs in Norway, and for promotingtheir own CDs on the air.
To prevent such conflicts ofinterest from happening in thefuture, P3 says it will hire an extramusic producer to monitor its outputmore closely. New and morerestrictive contracts will be writtenfor presenters, and the guidelineswill be outlined more explicitly tonew employees. The control of non-playlisted material is to be increased,and the on -air playing of, or thediscussion of, records and other areaswhere presenters have financialinterests in must in future be clearedby P3's music director.
In a further move, one of NRK'scommercial companies Aktivum-(which currently handles exploitationof programme material), will nowhandle the marketing and promotionof all P3 special projects such asbranded CD releases.

LONDON - London market -leader95.8 Capital FM is going head -tohead with cross-town danceoutlet Kiss 100 FM andpublic CHR network BBCRadio 1 for the Saturdaynight club audience byadding a four-hour "cuttingedge" new dance music slot.
The show, which startedon July 5, marks a returnto specialist dance programming forthe commercial CHR outlet, and isbeing presented by Jeff Young, aformer club DJ and presenter onRadio 1 and Kiss FM. Young has alsoworked as A&R manager forPhonogram Records.
"It is a confident move for us," saysCapital FM programme controller PeteSimmons. "We have always played afair mix of dance music on a Saturday
night. But we wanted to package thatmusic with a top line club DJ, andJeff's experience fits the bill."
Simmons contends that thepressure is on competingstations, as "Capital FM getsthe biggest audience on aSaturday night, so otherstations have to go head -to -head with us. The dance showis a way of maintaining ourposition at the top, growing theaudience and piling on the
pressure for other stations."Young will competing against
established dance personalities onKiss FM such as Graham Gold, Paul"Trouble" Anderson and Carl Cox. Onnational network Radio 1,

hear morning show presenter AlejoGarcia devote 10 minutes of airtimeto a bitter attack on Angel Sanchez, ajournalist on Catalan daily newspa-per El Periodico, who had written acritical piece on Garcia and Radio 1.Accusing Sanchez of being "deceit-ful", "a liar", and "sectarian," Garciathen claimed that "more than half'the 400,000 listeners lost by RNE inthe most recent audience survey hadbeen lost by the station's news pro-grammes. Angry fellow journalists atRadio 1 immediately wrote to LopezAmor to complain that Garcia hadused RNE microphones "to exercise apersonal defence," and that he had"offended RNE workers and in par-ticular those linked to news pro-grammes." Within two days Garciahad been sacked and replaced byCarlos Herrera, a 41 -year -old presen-ter from Andalucian public networkCanal Sur Radio.

BillboardPreserving recordings has become akey concern of major labels but an"untold number of recordings, oldand not so old, have been thrownaway, mislaid, left behind, and evensold for scrap," reports Music &Media's sister publication. L'ExpressFrancis Dreyfus is best known in themusic business as the man behindJean -Michel Jarre's international suc-cess for the past two decades. What isless well recognised, reports theFrench weekly news magazine in anin-depth profile, is that Dreyfus is agenuine jazz fan. He decided four yearsago to create a jazz label which wouldtreat artists with the same attentionand resources that pop acts benefitfrom. Dreyfus Jazz is now home to actsas diverse as pianist MichelPetrucciani, accordion player RichardGalliano, the Mingus Big Band andMarcus Miller. Altogether, his opera-tions employ 20 people in Paris and itsturnover for 1996 reached FFr 70 mil-lion ($12.3 million). Stockholm searches for 'personality'by Keith Foster
Just over three years after its incep-tion, Stockholm's commercial radiomarket is beginning to mature,with niche music formats startingto add colour to a radio dial previ-ously awash with advertiser -friend-ly AC. Yet, compared to otherEuropean cities, one importantingredient still seems to be miss-ing-that of `*rsonality" radio.
Sweden lagged behind most ofEurope in accepting the con-cept of commercial radio, butwhen change did come, itwas radical.
The non -socialist coalition govern-ment of the early '90s decided to set theairwaves free (although "free" camewith a price tag), and almost overnight,Stockholm became one of Europe's mostcompetitive radio markets. Ten frequen-cies were auctioned off to the highestbidders, and the hunt for the city's 1.25million potential adult listeners was on.
Since then, although the number offrequencies has stayed the same, theroster of stations has changed. Thosewho fell by the wayside at an earlystage were stations with an unsoundfinancial base and those with ambitionsbeyond music programming, such asStorstadsradion (sport and local news)and Radio Q (women's interests). Prettysoon Stockholm was full of stations allseeking a similar (advertiser -friendly)audience demographic and using varia-tions on the AC format to try to get it.
The age of varietyCritics of the government's auctionmethod of licence allocation raised
their voices, querying the lack of vari-ety on the airwaves. The generalresponse from Sweden's commercialradio operators was, however, that thiswas a young industry, and that moretime was needed for it to develop.
Since the middle of last year, themarket itself has provided an answerto some of those critics. As radio com-panies realised that the centre ACground had become too crowded for allthe stations to be financially viable,outlets which were formerly AC -for-matted have been reworked to servevarious different niche markets.
Stockholm already had a classicalstation (Classic FM), and a modernrock station (Bandit 105.5), but overthe last year or so they have beenjoined by a soul/dance station (Power106) and an easy -listening format(Soft Favorites 104.7). With Energysupplying CHR, Vinyl playing its '60sgold, and City, Mix Megapol,Klassiska Hits and Rix varying theirAC formats, the listener is at last ableto find most types of modern music onthe airwaves of the Swedish capital.

"We've come along way," hesays. "In terms offormats, we nowhave a widerange, with gold,AC, CHR, rock-pretty muchevery genrewithin modernpopular music.Another sign ofthis maturingprocess is thatradio has steadilycaptured more ofthe advertisingmarket. After justover three yearsof existence, radio
has won three percent of the overalladvertising market, and it could go upto four percent this year."
However, one area where Swedishcommercial radio still trails many ofits European neighbours is in thedevelopment of its own on -air person-alities. Ask a selection of Stockholmerswhat they listen to on the radio andthey'd probably be able to name theirfavourite stations, but few would comeup with the name of a presenter.
Part of the problem is thatSwedish radio in general does nothave much of a tradition of creatingradio stars. Public broadcasterSveriges Radiohas always beenkeen to promoteprogrammes rat-her than individ-ual presenters.Former radio per-sonalities such aschat show hostsKristian Luukand TomasTengby or comedy:performer HenrikSchyffert had togo to TV beforebecoming house-hold names.
It's all in the nameSurprisingly, after a period of poach-ing during the dawn of commercialradio, stations have been reluctant torecruit big -name personalities fromthe public broadcaster.
Johan Lindstrom, who reports onthe radio scene for Swedish musicmagazine Topp 40, says there arethree reasons for this. "There's a gen-eration gap when it comes to presen-ters at Sveriges Radio," he claims."There are a lot under 35, and someover 50, but in-between there's a biggap. CLT, the owners of Soft Favorites,tried to recruit, but couldn't find any-body that fitted what they wanted."
As to the other reasons, Lindstromcontinues: "First, it's all about money,as usual. The big names are expen-sive, and stations want to keep wagecosts down. The other reason is thatmany of the stations are very tightlyformatted, and the DJs have strictinstructions on what they can say,when they can say it, and how longthey've got to say it in."
Unlikely conditions, then, in whichfor personalities to develop. But thereare one or two exceptions. Severalstations, such as Radio City, Banditand Radio Rix, are increasingly try-ing to vary their output by concen-trating on breakfast shows featuringthe "zoo" format-i.e.two or more pre-senters with more licence to joke,banter or wander from the script.
Raising the LevyNiklas Levy was one of the few starsrecruited by in the early days of thecommercial sector from Sveriges Radio.
He was tempted by a station's offerto broadcast live from a restaurant,

presenting a type of show new toSwedish radio. The show collapsedafter input from consultants (of whomLevy has less than fond memories),but he now fronts a breakfast show onhot AC broadcaster Radio Rix, calledDream Start. Together with UlfElfving, who presents an afternoontalk show at the same station, Levy isone of the few commercial presenterslikely to be stopped and recognised ona Stockholm street.
"It's hard for stations to market indi-vidual programmes, but Rix are workingon the principle that, if you capture youraudience at prime time in the morning,
they're morelikely to staywith youthroughout theday," says Levy.
The DreamStart pro-gramme,which runsbetween 06:00and 10:00every weekdaymorning, hasthree presen-ters and reliesstrongly on thechemistrybetween them.
Levy says he's getting more responsefrom listeners to this show than anyother he has presented during his 20 -year radio career-which begs thequestion why such programmes arenot more often the normin Stockholm.
"I suppose it's still a financialthing," Levy reflects. "Commercialradio still isn't making profits, and thecheapest form of broadcasting ismusic. Even our show is still basedaround music. It's true there aren'tmany high profiles in radio here, but Ithink changes could happen whenmore money comes in. Maybe we'lleven get talk radio-I hope so! Lotscould happen in the next three years."
Press to playLevy says one problem stations face inpromoting their own personalities is alack of interest from the press.
"Radio reviewers just aren't cover-ing commercial radio," he notes. "Ithink they've just written it off assuperficial music programming-butthe fact is, over 30 percent of the pop-ulation listen to commercial radio, sosomebody should be writing about it!"
Whatever the reasons, it seems thatthe commercial stations in Stockholmat some not -too -distant point will beobliged to confront the long-term ques-tion of personality radio.
The most listened -to station in thecity is still Sveriges Radio's regionaloutfit Radio Stockholm, with its tra-ditional strengths of news, weatherand traffic updates, supplemented bypersonality presenters. Eating intothat station's large audience sharemight involve more than simply find-ing the right music mix.

There's a set of romantic principles which the musicindustry claims to hold dear: labels should build long-term relationships with artists, instinctive belief in a pro-ject will be rewarded, accountants need not overrulevisionaries, great music will find its audience. Strangelyenough, Nonesuch Records has succeeded by actuallyadhering to these ideals, writes Chris Marlowe.
Nonesuch is quite rightlyrenowned for being thehome of such cutting -edgecontemporary classicalmusic giants as Philip
Glass, John Adams and Steve Reich.And yet it also rescued the antiquepiano rolls on which George Gershwinrecorded his own compositions, fore-saw the sales potential of Don Byron'sjazz crossover Bug Music, heard theappeal a Bulgarian women's choircould have on Le Mystere Des VoixBulgares and recognised the massiveinternational hit latent in the previ-ously unknown Henryk Gorecki'sThird Symphony.
This haven of eclecticism wasfounded in 1964 by Jac Holzman as abudget classical offshoot of his thenfolk -oriented Elektra Records. Underthe directorship of Teresa Sterne itexpanded beyond licensing product, atrend which was rewarded whenNonesuch's recording of CharlesWuorinen's Time Encomium won the1970 Pulitzer Prize for Music.
Sterne left in 1979, a few yearsafter Elektra and Nonesuch werebought by Warner Communications,and the label rather drifted along untilcurrent label director Robert Hurwitz
joined in 1985. Under Hurwitz,Nonesuch has enjoyed a resurgence ofpopularity which is now resulting inan enhanced European profile.
David Bither, senior VP interna-tional marketing, notes, "Bob Hurwitzhad come from ECM, so he very clear-ly knew the European potential fornew music, for the kind of artists thathe was hoping to build Nonesucharound. Having become part of theWarner Classics operation, we have ateam around Europe who are dedicat-ed to Nonesuch as a significant part oftheir daily business. And there's noquestion that has resulted in everincreasing visibility for our artistsand, indirectly, for the label."

audience that's not being served bymainstream releases. "Nonesuch isalmost creating that broader audi-ence," he believes. "I like to see it asa bridge."
He's well aware that traditionalmarketing approaches are irrelevantto most Nonesuch recordings. "You'renever going to get Philip Glass push-ing the button for the NationalLottery," Kaurich jokes. Instead, heconcentrates on cultivating a networkof specialist radio programmers, jour-nalists and other key people.
Kaurich explains, wIla my mind it hasto be done one by one by one, like anunderground network. If you're enthusi-astic about the repertoire and generallyknow what you're talking about, I thinkpeople are going to listen to you."
Accordingly, Kaurich identified over30 regional U.K country music pro-grammes which might be interested instretching as far as Bill Frisell's newalbum, Nashville. Don Byron's BugMusic was brought to the attention ofjazz programmers everywhere.Vartina's Kokko ended up staying inthe European World Music ChartPanel's top ten for three months, anachievement that Bither attributes toKaurich's excellent job of seeking outappropriate radio and press. Kaurichremarks, "We're just having to lookoutside the boundaries of classicalmusic-and the classical managers'!"
Bither concurs, "Nonesuch encom-passes a very diverse set of music,which means every record has to bedealt with individually. There's not
one place to go for each recordthat we do."
That being said, theentire Gorecki phe-
nomenon simplywould never have
happened without radio airplay."It was begun out of Classic FM,"
Bither recalls. "At the time they werejust getting off the ground and theyembraced that record. And there weare -200,000 plus records in Englandalone!" He has great hopes for dupli-cating that incident with otherNonesuch releases.
Bither says, "I think our repertoire,not being traditional classical music,lends itself to it. There's no way togeneralise over the whole continent ofEurope, but I do think that in somecases there are people out there whoembrace this, people who are lookingfor something that does have some-thing vital and fresh in it."
The road to self-discoveryThe usual Nonesuch approach to pro-motion could be described as ensuringthat Nonesuch releases get placedwhere the audience will discover themfor themselves.
In practice, this recently led to avery successful label -specific cam-paign with Virgin Retail Europewhich focused on 25 titles which wereavailable on listening stands.
Soundtracks are another way ofluring potential buyers down theNonesuch road. A major priorityfor later this year will be themusic Philip Glass is writing forKundun, the controversial filmabout the early life of the DalaiLama which Martin Scorsese isdirecting for Disney.
An even less mainstream pro-ject is Floyd Collins, a musical bynew discovery Adam Guettel thathad only a brief off-Broadwayappearance. "Bob Hurwitz had somuch faith in this music that herecorded it," Kaurich recalls. "Now

it's really taken off. Copies are findingtheir way to Cameron Mackintosh andTrevor Nunn and other opinion form-ers." Guettel, who happens to beRichard Rodgers' grandson, is a typical-ly long-term artist development projectfor Nonesuch.
Another way listeners are attractedto Nonesuch releases is by whatKaurich calls cross-pollination. DawnUpshaw not only sings on her own IWish It So album, but her talents canalso be heard on that record -breakingGorecki symphony and on works byRichard Goode. The Kronos Quartetperform music by Philip Glass. Thecritically acclaimed Steve Reichrecording of Different Trains featuresPat Metheny.
"Nonesuch listeners all seem tocome to the same house, but they takea different voyage to get there," is howKaurich puts it. Fans of any particularartist find themselves led almost sub-liminally to discover others throughthis interrelated lineage.
Non -pop press pays offNon -pop artists making themselvesavailable for press and performance isa relatively recent phenomenon thathas paid off for Nonesuch.
The Kronos Quartet were ground -breakers in this respect, and they'redrawing attention to both their cur-rent Pieces Of Africa and their forth-coming Early Music with three majorEuropean tours during 1997.
"Early Music couples medieval musicwith 20th Century music like JohnCage. What's fascinating is that you cansee this sort of millennium bridgebetween the two," suggests Kaurich.
Another recent example of thatapproach is Gidon Kremer, who endeda recent sabbatical to begin a series ofconcerts which will bring him tomany European cities by the
Hisof this year. HiHommage APiazzollarecording hasalready soldapproxi-mately150,000units, pri-marilyin Europe.
"Releaseslike that becomestandard bearers forNonesuch and what
we're doing," Bither declares. "Youstart, as you always must, with agreat record. Astor Piazzolla is a com-poser of the first rank, and Gidon'srecord has captured that better thananyone else since Astor himselfwas alive.
"Then," he continues, "we had atremendous amount of co-operationfrom Gidon himself in doing promo-tional work. As obvious as that mightsound, in the straight classical worldit's not uncommon for a record to beout and for the artist or conductor ororchestra to be touring an entirely dif-ferent repertoire."
Kremer is also now back in the stu-dio working on a sequel which will fea-ture Milva, a singer of "intellectualcabaret music" who enjoys a strongcult following particularly inGermany, Italy and France.
It takes courage to stick to idealis-tic convictions, so it's reassuring thatdoing so is paying off for Nonesuch."Nobody wants to hear the sameBeethoven symphony for the 50threcording," Kaurich summarises."They are reaching out for new things.Nonesuch has been there all along,and I think people are even moreready than ever before to take it on."

NEW MUSIC LESSONSThings have not been easy for the average Italian independentlabel over the last two years. A domestic compilation market
that became saturated tothe point of almost totalmeltdown, a distributionwar between the country'sleading independent opera-tors and a weak singlesmarket all left their markson the scene. In the originalItalo house boom, Milan -based New MusicInternational was amongthe market leaders. "Timeschanged and we knew we
had to reorganise," says company presidentPippo Landro. `We've stopped doing distribution, instead we'reconcentrating on the production side."
New Music's newly focused approach seems to be payingoff. The label has charted with several recent releases inItaly, including Clutch's Mad Desire, La Fuertezza's 2 TheNight and Tic Tic Tac by Los Locos. Landro says: "Our firstobjective is to establish ourselves in Italy, but alongsidethat, we're pushing hard to reclaim foreign business."Concerning past errors, Landro is philosophical. "The inde-pendent sector here suffered," he notes, "when it put out toomany mediocre records, but that was then. LONDON - Sony Music Entertainment (SME)has established a database of internationalproducers and engineers to aid the company'sA&R work.
The database launch was announced bySME senior VP Peter Asher at a two-daymeeting of 60 Sony Music A&R executivesfrom 16 European territories and SouthAfrica held in London from June 19-20. Themeeting was called by SME presidentContinental Europe Paul Russell and Asher.Its aim was to underline the importance ofA&R for the company's business, toacknowledge the growing significance ofEurope as a source of repertoire and toincrease the exchange of ideas andinformation between different territories.Asher organised the session, in co-operationwith SME senior VP G/S/A Jochen Leuschnerand Sony Soho Square MD Muff Winwood.
Two full-time employees maintain theA&R database, which is situated in New Yorkand accessible on-line by all SME affiliates."The smaller territories in Europe havecaught up [with the traditional A&Rcountries] because the technology needed to
create contemporary music is available toeveryone," says Asher.
SME invests 13 percent of its annual netsales into A&R. Asher believes this roughlyequals the industry average. "The gamble is abigger one than it used to be," adds Asher,who began his industry career in 1968 ashead of A&R at The Beatles' Apple Records."What we learn from smaller territories isthat you still can produce a hit record on asmall budget. Market size forces smallerterritories to economise."
Italian duo Paola & Chiara and Greeksinger Anna Vissi, both acts developed bysmaller SME companies, were the objects ofmuch attention from other group membersduring the A&R meeting. Vissi recorded anEnglish -language track, Forgive Me This,which was originally aimed at the U.S.market. It was picked up for German releaseby Tom Strobele, managing director of SMEGermany's Portrait label.
Paola & Chiara, winners of this year'sSanremo Song Festival, have been earmarkedfor an international release. "Our Italiancolleagues experimented with English, Frenchand Spanish language lyrics," says Asher."English worked extremely well for [Paola &
Chiara] and theyopened for MichaelJackson's Italiandate [June 18 inMilan] on his currentEuropean tour."
This year'sEuropean A&Rmeeting waspreceded by asimilar event lastyear. Asher revealsthat a thirdmeeting is alreadyplanned for earlynext year. He adds:"We plan to havethese A&R get-togethers atintervals shorterthan a year."

EMI launches trend outletby Renzi Bouton
PARIS - EMI France is launching Osmose, alabel for "new music," as part of a strategy tar-geting niche markets.
Osmose will be developed through theOdeon Label Group-one of EMI France'sfour sources of repertoire together with EMI,Chrysalis and EMI Classique & Jazz-andsupervised by Odeon Records director JeanMareska. EMI France president GilbertOhayon describes the label as providing"intelligent music, mixing far -away rhythmsand futuristic sounds."
Osmose will be an A&R-driven label,centring on projects developed bycomposer/producer Andre Manoukian; he willserve as the label's A&R manager.Manoukian, who has composed and producedthree albums for Virgin -signed, jazz -orientedsinger Liane Foly, says: "Major companies
cannot afford any longer to wait two yearsbetween signings and releases, when musictastes change as fast as they do now. TheFrench market is starting to become as short-lived as the U.K. scene and [label] structuresshould be less rigid."
Manoukian says Osmose will develop itsown projects as well as sign licensing deals.The new label combines the distributioninfrastructure and sales force of EMI withproject -based partners in marketing andpromotion. 'When it comes to marketing andpromotion, we will work as much as possiblewith independent companies which are quickto react and flexible," says Manoukian
Osmose is currently developing threeprojects. One of them is Spirit Of Rumi, aconcept album produced by Roger Mason andfeaturing a guest appearance by Israeli singerNoa. The album is scheduled for releasein September.

Perfecto moves into Redby Paul Sexton
One of the most successful brand na es incrossover dance music is expanding its empire.
Perfecto, the East West subsidiary headedby club DJ, remixer and recording artist PaulOakenfold, launches its second spin-off label,Perfecto Red, this month. The new imprint isdesigned to embrace the "funkier, chunkier"side of Perfecto's output, including jungle, souland other sub -genres, and to allow the stableto develop long-term album acts.
The new label arrives twoyears after the establishmentof Perfecto Fluoro, created as ahome for the operation's moreunderground dance projectssuch as Virus, Juno Reactorand The Man With No Name.
Perfecto Red takes a bow on July21 with Jimi Polo's ExpressYourself, first released in1992 when Perfecto waspart of BMG, and now fea-turing remixes byMousse T. Other upcom-ing releases includematerial by Quivver,who first appeared onA&M with Saxy Lady in1994 and charted onPerfecto the followingyear with Believe InMe; and Rubbadubb,created by DennisCharles and RonnieWilson, well known aswriters and producersfor Eternal and otherFirst Avenue artists.

Red and Fluoro are the offspring of a pros-perous parent. Perfecto itself has enjoyed greatcrossover success in the U.K. with artists suchas BT, otherwise known as American producerBrian Transeau, and tracks like Loving You

New York born Simone Jay (née Jackson) isno exception. She enjoyed success asco -writer or singer on a number ofdance tracks before striking out on herown with her own debut single, Wanna B LikeA Man on Virgin Italy's new VCI label on April28. The single made the Italian Top 10 in lateMay, and has stayed there ever since-hittingthe No.1 slot last month.
VCI became operational in January, buthad delayed releasing any material untilJackson was chosen by VCI label managerMario Nicoletti to launch the label with herhigh profile cross -over dance/pop hit."Simone's music has its roots in dance, but sheis also a very strong songwriter with vocalqualities," says Nicoletti, who joined VCI fromthe Italian independent label Flying Recordsin January.
After a spell in the U.S. Army, Jay crossedthe Atlantic to find her break. In 1993, she
met Italian producerRoberto Zanetti whose own DWA label has hadsuccess with Eurodance releases by DoubleYou, Corona and Ice MC. MMBigot 'let go'by PolyGram

PARIS - Mercury Francemight be "in good health,"according to a companystatement, but the label'sgeneral manager YvesBigot has been unexpect-edly let go by PolyGram.
The July 9 announce-ment was made through
a brief statement, which reads: "Oneyear before the [football] World Cupand a month after the return of the leftto government, Yves Bigot and Poly -Gram have decided not to continuetheir collaboration."
Mercury deputy general managerYann-Philippe Blanc has been namedas Bigot's replacement. Both Bigot, andPolyGram Disques president PascalNegre (who hired Bigot three years ago)were unavailable for comment. Howev-er, sources suggest there was "a sort ofcultural misunderstanding" betweenBigot and Negre.
According to the official press state-ment, Bigot (who prior to his involve-ment in the record business in the early'90s was a journalist and a radio pre-senter) has recently signed a deal withpublishing company Grasset for a seriesof books "not necessarily centred on theshow -business."
Bigot remains "for the moment"president of French music awardsorganisation Victoires de la Musique,according to the statement.

Kiss 105. As a matter of course, the dealmust also secure the approval of U.Kregulator the Radio Authority.
Other major radio groups, includ-ing Capital Radio and Emap Radio,were "very interested" in buying theKiss stations, but decided that theprice was too steep. An Emap insidersays, "It was quite an attractiveprospect. But in reality it was toomuch money. We can use that moneyto invest elsewhere."
Chrysalis Radio already ownsregional dance station Galaxy 101,which covers Bristol and South Wales.It also operates two AC outlets in theshape of Heart 106.2/London and Birm-ingham -based regional station 100.7Heart FM, and the group has made itknown that it is pursuing further newcommercial radio licences.
The deal could also be a profitableone for Kiss 100 FM/London ownersEmap Radio, who own the rights tothe Kiss brand -name in the U.K. andhad licensed it to Faze FM for use onthe Manchester and Leeds stations. Itis understood that Chrysalis mightkeep the Kiss name for its new acqui-sitions, which means that it will haveto reach a licensing agreement withEmap. Sources say talks on the mat-ter between Chrysalis and Emap arealready underway.
Eyre leaves Capital for TV postby Mike McGeever
LONDON - Capital Radio group chiefexecutive Richard Eyre is leaving thecompany-and the radio industry.
He has been appointed chief execu-tive of U.K. commercial television'sITV Network. Eyre, who leaves Capi-tal on September 30 after being at itshelm since December 1991, will besucceeded by the company's groupmanaging director, David Mansfield.
Eyre has been credited both withhelping the commercial radio industryto grow and expanding Capital from aradio company to a more broadlybased entertainment group. He cameto the radio industry after a successfulcareer in the advertising industry, lat-
terly with ad agencyBartle, Bogle Hegarty.His annual salary atITV is understood to beclose to £500,000.
David Mansfield,Capital's new chief exec-utive, joined the companyfour years ago as com-mercial director. He waspromoted to managingdirector following thegroup's recent proposedacquisition of RichardBranson's Virgin Radio(Music & Media, May 17), a take-overwhich is still awaiting Radio Authori-ty approval. At that time Eyre wasalso promoted, from managing direc-
tor to chief executive.A replacement for Mansfield's cur-
rent position of group managing direc-tor has yet to be announced.
SBS to invest in Italy's Radio 105present owners, the Hazan family. 105president Alberto Hazan was unavail-able for comment at press time, but hepreviously confirmed negotiations weretaking place with "foreign groups."
Music & Media has learnt that thedeal will involve SBS acquiring a 25-30percent stake Radio 105's holding com-pany Finelco, with an option on furthershares which could take SBS' stake inthe Italian broadcaster to a majorityshareholding within the next few years.SBS will not, however, be taking sharesin AC network Radio Montecarlo or theradio advertising sales house 99 Publici-ta, both also owned by the Hazan family.
With Radio 105 valued at around L20billion ($12 million), the deal is expected
to be worth between 5-6.7 billion lire ($3-4 m). SBS managing director Peter Ben-son refuses to confirm whether his com-pany has been negotiating with theHazan family, but does say that SBSwas exploring "several options" in theItalian media market. Recently, theSwedish group acquired minority stakesin two Italian TV networks, with optionsto buy further shares.
In a separate development, 105's sis-ter network Radio Montecarlo (RMC)has been warned by Italy's mediawatchdog to return its studios to thePrincipality of Monaco, as RMC's licenceto transmit nationally on FM through-out Italy is contingent on its pro-grammes originating from outside of

its premises in Monaco following dis-agreement with RMC France over analleged $1 million debt owed by Hazan'soperation to the French -owned RMCholding company, which operates RMCFrance from the Principality.
Although the dispute with RMCFrance was settled last February, RMCItaly has continued to transmit fromMilan, where the station had moved toin the interim. Hazan says that the com-pany is waiting for new premises to becompleted before the station moves backto the Principality, and in the meantimeRMC Italy will continue to broadcastfrom Milan.
U.S. heavyweight lined up for IFPI chairmanship
Fine, who has held the post for thepast six years and was re-elected inApril for a further two-year term.
However, Fine (68) agrees that theorganisation's future must be in themost capable hands. "My concern hasalways been that [the IFPI board]thinks of a successor," says Fine, whoexpresses respect for Berman's skills.
The proposal to have Berman suc-ceed Fine has not yet been presentedto the main IFPI board. But ifapproved, the appointment wouldplace an American at the head of abody that has been widely regarded-and occasionally criticised-as beingvery European. It would also improveat a stroke IFPI's connections andinfluence with the U.S. government.Unlike Fine, the 59 year -old Bermanwould be a full-time chairman.

VIVE LE ROCK'N'ROLLEMI France's imprint Odeon Records will releaseHolly Days, a tribute album to Buddy Holly in Octo-ber. It features French acts such as Eddy Mitchell,Lio, Arno, Philippe Lafontaine and Claudia Philipscovering 20 Holly compositions. All lyrics have beentranslated into French by Boris Bergman, whosereer took off in the early '70s, when he wrote thelyrics to the Aphrodite's Child 1968 European hitRain And Tears. "The album is a overview of BuddyHolly's far too short career," says Jean Mareska, di-rector of Odeon Records.
SOLO DREAD ON A DOWNBEATDreadzone lead singer Earl 16 has signed a solo con-tract with the Warner Music Germany's Downbeatlabel. It's the second high profile signing of an inter-national artist for Downbeat after Rockers HiFijoined the Berlin -based label in 1996. Dreadzone'sown latest album, Biological Radio, (Virgin) is dueon July 28. The first solo project by Earl 16 underhis deal will be a single, Steppin' Out, which will fea-ture a rernix by Boy George. An album is scheduledfor release before the winter.
MUCH ADOOA ABOUT NOTHING?Dutch dance act DooA from Utrecht needed only sixweeks to get a record deal after Dutch public CHRstation Radio 3FM took up their case. In April,Radio 3FM put a demo of Crazy If I Do by DooA onits playlist in a new category for unsigned acts,launched in January after the station's re -structur-ing. After six weeks the band was signed up by Ar-cade's CNR Music label, which released the trackimmediately as a single. Since then, Crazy... hasspent five weeks in medium rotation on Radio 3FM,with 7-8 plays per week.
BBC AIRS U2 TRIPLE BILLU.K. national TV channel BBC 1 is planning a triplebill of U2 programmes to celebrate the start of theEuropean leg of the band's PopMart tour. The serieskicks off on July 17 with a documentary on the mak-ing of current album Pop (Island). On July 18, BBCRadio 1 presenter Jo Whiley co -hosts chart show rIbpOf The Pops from Rotterdam's Feyenoord stadiumand later introduces 30 minutes of live coveragefrom the opening night of U2's European dates atthe stadium.

U.K. music retailer HMVsold some 3,000 CD sin-gles of Oasis' D'You KnowWhat I Mean? (Cre-ation/Sony) during aspecial one hour midnightopening on Monday, July7. HMV opened 20 of its100 U.K. outlets between
midnight and lam on July 7, the official releasedate of the single. According to sources, the centreof the action was based in Manchester-the band'shometown-where 250 CDs went over the counterwithin less than an hour. It's the first time thatHMV has opened its doors outside regular shoppinghours for a single release. It's reported that, whenthe cash registers closed in U.K. retail outlets onMonday evening, the single had sold a staggering162,000 units. Oasis' new album, Be Here Now, isdue out on August 21.
The final curtain fell on the biggest party of thisyear's Loveparade even before the Berlin street car-nival started... OTR hears that the ParadiseLoveparade Weekend for 20,000 ravers, scheduledfor July 12 at Berlin's Max Schmeling indoor arena,was cancelled due to disagreements between organis-er TERA and Velomax, the company which oper-ates the venue. CHR station Energy 103.4-whichhad secured the broadcasting rights to the event-swiftly organised an alternative event with the DJsoriginally booked for Paradise. The station took overEiswerder island for an open air event featuringRobert Miles, Marusha and George Morel.
French sources tell OTR that the replacement ofYves Bigot by his deputy Yann-Philippe Blanc asgeneral manager of Mercury France (see page 20)might just be the first step in a wider restructuringand consolidation of PolyGram Disques by compa-ny president Pascal Negre.
OTR hears that Paul Schouwenaars, MD atDutch chart compiler Rabo Top 40, has beeneffectively suspended for an undetermined periodof time. It seems that Schouwenaars had a dis-agreement with Rabo Top 40 chairman LexHarding, who also heads Dutch music TV chan-nel The Music Factory (TMF), which broadcaststhe chart. Sponsored by the Rabo bank, the RaboTop 40 is one of two Dutch pop charts, along withto the Mega Top 100, which is endorsed byHolland's major labels.
Former head of BMG France's dance labelNN'B, Nanou Lamblin has joined Sony MusicEurope's Dancepool operation. Lamblin is
responsible for international A&R and will spendmost of her time on the road-or rather, in the air-jetting beteen the branches of Dancepool's extensivelabel network. In her new role, Lamblin reports toSME VP Dancepool Guy Brulez in London.
