the time to venture to theMuseum and Heritage

building has been com-

pletely repainted and

came to the Heritage Vil-lage in 1999. Te admin-istration building, also

known as Berry Cottage, will hopeul ly be completethis year and ready or the

all.But all o these build-

ings require plenty o

maintenance and restora-tion work in order to pre-pare them or the public

eye. So ar, the Heritage Village has relied on vol-unteers to help with this

process by using their in-

dividual skills to help out.

Te average age or volun-teers is about 75 to 80, sothe Museum and Village is

looking or some youngermuscle to help out.

Some o the volun-

teer activities include the yearly cle an-up o t he site, looking ater tours, gen-

eral maintenance, andhelp with the restorationprocess o the artiacts.

“Again, it is through the wonderu l talent that wehave in this community

that we are able to put to-gether the Heritage Day.

We call on amily andriends to help put this onand it is just so ortunatethat we have members

rom the community thatcan do that.

Tis Fun Fest Week-

end, Heritage Village heldits annual Heritage Daysin which sta dress up

in traditional garb andmembers rom the com-munity are invited to take

part in a pioneer churchservice and stay or localentertainment and ood.

nection. Te Minister o Culture, Heritage andourism, Flor Marcelino,

brought greetings romthe Province.

“Volunteering gives

me a sense o pride in

 what the people o the

past have accomplishedand I just wanted to helpout as much as I can,”

commented Pat Skatch.“We are so grateul to the

people that have estab-

lished it and are still work-ing to enhance the build-ings. We don’t want to see

it go down rom here.”

Re: MINNEDOSAREGIONAL EVENS

CENRE (MREC)FINANCIAL RECAP

JULY 8, 2013

Dear Editor,

At the public meetingJanuary 17th, 2012 we were told that the own

had committed Minnedosa taxpayers to a $3.5 mil-lion debenture over 25 years, and a $50.00 levy perproperty (apparently no one on council knew this

was a tax). Tere was however no mention, at thismeeting or others, that Minnedosa taxpayers weregoing to pay millions o dollars, beore the debentureand additional taxes. In the Financial Recap they state that the ‘own contribution’ (taxes) have paid$1,297.621, and the anticipated debenture is still at$3.5 millio n. Why? Tis means that Minne dosa tax-payers are unding $4.8 million o MREC already, inaddition to additional taxes. Te $1.3 million already spent, must be subtracted rom the $3.5 million de-benture, leaving the debenture at $2.2 million andthe recap total at $4,718,523.

Te note, “own debenture is a maximum. Ide -ally it will be less then shown” is a ridiculous absur-dity. Minnedosa taxpayers have already prepaid $1.3million, o course that will reduce the debenture by that amount. How many more millions will councilspend and still stick us with the ull debenture ormultiples thereo? Where are the 25 year ice rentalagreements?

Te easibility study, taxpaye rs will pay or it, e s-timated $50,000, MREC will assist. Why? Why doesMREC not pay or it? MREC spent over a quartermillion dollars on undraising, why not pay someexpenses. Fundraising to undraise, now that is a vi-

cious circle; and on top o that get Minnedosa councilto pay your e xpenses, what a deal! Te goal o und-raising, that is voluntary donations, was set at $3.7

million. MREC is $2.5million short o that goaland under no circum-stances should taxpayersbe ooting the dierence!

R e a l b u i l d e r s would have had an inde-pendent easibility study done our years ago; be-

ore spending $1.3 million tax dollars and a quartero a million dollars in undraising. What an impressive (or not) list o donors, which

make up 2 0% o the total Financial Recap. Tat leaves80% contributed by non-voluntary contributors (tax-payers). Why not list all the non-voluntary contribu-tors? How many o the undraising voluntary donorspay Minnedosa property taxes? And what alse inor-mation and fction were they told?At a meeting with CAO Ken Jenkins he said, “…

when M REC ge ts built , the town will own it…” Why? Why is t here no r egional incorporat ion? Minnedosataxpayers will be subjected to a $3.5 million deben-

ture, additional taxes (levies), and the ongoing losseso MREC. While Minnedosa taxpayers struggle withhigh taxes and diminished essential services, the AgCommittee (“No Stone Unturned”) and its buddies

will be laughing in the ir beers.Te website lists $2,516 ,144 in big red numbers

with sub totals in very small black print. Tis is obvi-ously meant to impress and deceive.

Te MREC Financ ial Recap July 8 , 2013 and t helist o donors as printed in Te Minnedosa ribune  July 12, 2013 is a clear sign o desperation and dis-honesty by council and MREC.“Better is the poor that walketh in his integrity,

than he that is perverse in his lips, and is a ool.” Prov.19:1

Hello, greetings, andhello. Welcome again

to Cops’ Corner. Your lo-cal RCMP did a lot o stu, arrested some people, and wrote some tickets asper usual. Tere were 65calls or service this timearound.Fun Fest weekend has

come and gone. Ater alate night shit I was awo-ken by some sirens Sat-urday morning. I blamethe RCMP (kidding) and

when I got u p and lookedoutside there was a paradehappening on Main Street.I went out and enjoyed theparade and it was great tosee the town streets flled

with people. Tank youto all the volunteers andpeople who were respon-

sible or making Fun Festsuch a success again this

year. Te social kept o-f cers busy, but overall Inoticed people having agreat time. I heard posi-tive reviews on the livemusic as well. I also en-

joyed walking throughthe social while working, and conversing with thepeople I came into con-tact with. Several people

were arrested that night, and alcohol may or may not have played a actor.(It did)

Tere were fve moretra c collisions in ourarea during this time pe-riod. I I have said it once,I have said it a milliontimes… there are more ac-cidents in summer withgood road conditions, then during the winter

when the roads are ter-rible. Slow down, and ar-rive alive. ake an extraf ve minutes to arrive at

your destinatio n, and gothe speed limit.

Cst. Benoit had hiseyes peeled or speedersthis week. He caught amale travelling 149km/hrin a 100 km/hr zone. Cst.Benoit is known to writea air amount o tickets, and there was no way this

Manitoba driver was get-

on Friday, July 12th. Atermaking a mud pit in the

yard, the kids were able to

run, jump, and soak in allo the muddy goodness.Tere is nothing quite like

the squishing o mud be-tween your toes and pretty much everywhere else.

Te students you see hereposed or their pictures

ater enjoying the morn-ing by getting stuck in themud.Mud Day was launched

at the World Forum in2011 by Bishnu Bhatta inNepal. He believed that,

“Development o a childhas always been correlated

 with Mother Nature and as

an individual we have tomake children acquainted

 with nature.” He contin-

ues to describe how MudDay began in the village o Panchkal. Te concept was

to make the world a betterplace by bringing peoplecloser to Mother Nature.

“Te program let a very good impression in Nepal, not only or the children,

but also or the locals and visitors. Children neverstopped asking questions

about soil, mud, and wa-ter; they seemed interac-tive.”

Mud is actually one o

the most useul materialsout there. In Malawi, theirclothes are made o mud

and other Organic Mat-ter. You can also use mudas cement and it helps to

regulate body temperature while keeping certain in-sects away. Mud also has

anti-infammatory prop-erties, and soaking in themud, with all o its miner-

als, can help to alleviateaches, muscle pains, andeven psoriasis.

Just a couple o weeksago, I was in Erickson andhad my own version o

Mud Day. As I was headingto watch the Erickson 4-HBee Club Achievement, I

got completely stuck in a

muddy area, right besidethe arena. You don’t know embarrassment until you

are the lone person stuck in the only wet spot inan entire eld. Did I also

mention that it happenedin ront o around 50 peo-ple? When revving up the

engine didn’t help, I decid-ed to leave it until the endo the night. I was lucky

enough to know a cou-ple o olks out there thatcould help me out. When

two people couldn’t push

it out, more and more o

the community memberscame around to help. Mud

 was fying everywhere and

I had already lost my fipfops to the muddy disas-ter. We did nally get it out,

but by then the mud hadclaimed a couple victims.

At the end o the night, they

were still able to smile andI’d like to think that I wasable to provide a little en-

tertainment or the event.Tank good ness there wasa hose there to wash us all

down!

dangered species in Mani-toba. Te small butterfy,no bigger than a nickel,

has smaller populationnumbers than the Panda. It is known to only inhabit

17 elds in southeasternManitoba, specically tall, grassy areas. Tere

“While many peoplethink o the panda as anendangered species, thePoweshiek skipperling

is rarer and right here inour backyards,” said Cary Hamel, conservation sci-

ence manager with theNature Conservancy o Canada in Manitoba. “I

we don’t gure out why the population is declin-ing so quickly and why the

butterfy is dying o, we’llhave lost another impor-tant species that used to

live in the tall prairie grass.

Te cross-border collabo-ration with researchers will

hopeully save this species

rom urther decline or ex-tinction.”

Te adult butterfy isactive or approximately three to our weeks in late

to ten days. Adults are o-ten ound on black-eyedsusans, their avourite

ood. T e Nature Con-servatory o Canada hasbeen closely monitoring

these numbers. However,researchers rom Winni-

peg, Michigan, and Min-nesota are using this timeto monitor populations inManitoba. Te Minnesota

Zoo is also partnering in-ternationally to establishan emergency conserva-

tion breeding populationat the zoo. Tis will helpto ensure that the species

survives.“Tis endangered

butterfy is acing the real

and immediate threat o global extinction, not only in Manitoba but across

its entire range,” said Erik Runquist a Butterfy Con-servation Biologist at the

Minnesota Zoo. “Butter-f ies are sensitive to en-

 vironmental change and

serve as “canary in thecoalmine” indicators o prairie health. Poweshiek

skipperlings are not theonly prairie butterfy insteep decline, and imme-

he days are getting no-ticeably shorter with

daylight hours now havingdecreased by over 36 min-utes. Te rate o decreasepresently is approximately two minutes per day and

will be almost three min-utes per day by the end o July. Our daylight hourspeaked on June 21st ataround 16 hours and 21minutes and will be as o

July 19th approximately 15hours and 45 minutes.T e loss in daylight

hours is important to notesince plant growth and ma-turity begins to slow signi-icantly. Tis slowed growthmeans that any additionalertility or even ungicideapplication at this time canprolong maturity to a point

over this past week hascertainly become morepronounced with somecrops now having gonedown or the second time.Generally lodging at early heading will see the bulk o the crop recover howeverit now becomes extremely prone to lodging as the

crop flls. Yield losses aretypically more signifcantthe earlier the crop goesdown. A crop that lodgesearly will recover throughthe ormation o “elbow

joints” at the lowest stemnodes. Lodging in cere-als is oten a result o boththe genetic makeup o theplant and adverse weatherconditions, such as rain,

 wind, and hail.High nitrogen ertil-

ization also causes plantsto be more susceptible to

lodging. Tis is due to the

lush growth which also

provided an excellent en- vironment or the spreado disease. In addition, increased plant densi-ties, heavier seeding rates, shading, and high mois-ture content especially under cloudy and humidconditions, have beenound to increase the ten-dency o cereals to lodge.

Lodging can be themost limiting actor in at-taining high yields romincreased nitrogen er-tilization, especially dur-ing humid conditions.

Te e ects o lodging on yield losses depend on thegrowth stage o the plant, the weather conditions a-ter the lodging has takenplace, and the severity o lodging. When a crop lodg-es beore owering, thestem may regain their up-right position i avourable

weather conditions pre- vail. Under adverse weath-er conditions, however, thecrop will easily be lodged, resulting in deormed headand shrivelled kernels. I a

crop lodges sometime ater

owering, the heads will

not regain their upright po-sition. At this stage, kernelnumbers are not aected, but the grain weight may be severely reduced. Yieldlosses are greatest when acrop lodges during the tendays ollowing head emer-gence. Yield losses at thisstage will range between15- 40%.
