Dear Honourable Sir:

RE: Matters of urgent national importance and great public safety implications

On July 10th, 2011 I reported evidence to Health Canada, Canadian (and World) neurosurgery

leaders, members of the Canadian Medical Association, and other professionals which has

many millions of people talking around the world. The report pointed to increasing numbers of 

recent patient outcome studies where apoptosis due to cannabis extracts is reported in cancer 

 patients. In other words, we have identified that not only does a cancer-specific cytotoxicity of 

cannabinoids exists, but that this also appears harmless to healthy cells and tissue.

This is based on the premise that what keeps cancer cells alive, helps us to examine how the

cannabinoids CBD (cannabidiol) and THC (tetrahydrocannabinol) can unravel cancer’s vitality.

If this is the case, it could explain why certain patient outcome studies in Oregon (we wish to

share with you), attribute 85% and more savings in healthcare costs to cannabis extract treatment

studies. Even stage IV cancers are eliminated in months with few drugs and on an out-patient

 basis without hospitalization.

Very simply, what we see happening around the world, (as with the Seth Group – please see the

featured experiment at http://thesethgroup.org/featured_experiment.html), is that when THC

connects to the CB1 or CB2 cannabinoid receptor site on the cancer cell, it causes an increase

in ceramide synthesis which drives cell death. Because a normal healthy cell does not produce

ceramide in the presence of THC, is not adversely affected by cannabinoids.

I first became aware of this process was when Rick Simpson told me about how the Seth

Group (see link above) preformed parallel experiments testing the effect of ∆9-THC on

human brain cancer cells (glioblastoma multiforme, or GBM) and also on normal brain cells.

In the experiment, the herbal (cannabis) compounds underwent the same tests that a new

chemotherapeutic (pharmaceutical) agent would go through. The findings revealed cannabis’

  potent and remarkably specific anti-cancer effect: When both types of cells were treated with

the same concentration of ∆9-THC, after merely 20 hours, not only were ONLY the cancer cells

killed – but 100% of all previously living cancer cells had been killed. Animations and videos of 

these miraculous cancer-specific cell deaths (caused by ceramide) have been viewed by millionsalready. In the videos, the cancer cells seen in the lower right panel literally shrink away into

inanimate white spheres as ceramide triggers all cancer cell deaths when viewed by way of 

magnified time-lapse imaging.

It is already understood that ceramide disrupts the cellular lysosome, (the cell’s digestive system

that provides nutrients for all cell functions). Ceramide, and other sphingolipids, actively inhibit

 pro- survival pathways in the cell leaving no possibility at all of cancer cell survival.

This means taking therapeutic amounts of CBD and THC, steadily, over a period of time,

keeps metabolic pressure on this cancer cell death pathway.

How did this pathway come to be? Why is it that the body can take a simple plant enzyme and

use it for profound healing in many different physiological systems? This endocannabinoid

system exists in all animal life, just waiting for its matched exocannabinoid activator.  Naturally, we expect that the health industry and Canadians in general will find this of great

interest and promise. Indeed, Dr. Robert Melamede, Professor of Biology at the University of 

Colorado has confirmed that our own endocannabinoid system covers all cells and nerves; it

is the messenger of information flowing between our immune system and the central nervous

system (CNS). It is responsible for neuroprotection, and micro-manages the immune system.

This is the primary control system that maintains homeostasis; our well being. In fact, there is

mounting research which consistently indicates that the deprivation of cannabinoids, or human

endocannabinoid deficiencies, are increasingly attributed in studies to growing numbers of 

disease and human suffering / ailments ranging from everything from depression to ADHD.

“With advances in basic and clinical neuroscience, many gaps have appeared in the traditional monoamine

theory of depression that have led to reformulation of the hypotheses concerning the neurobiology of depression.

The more recent hypotheses suggest that melancholic depression is characterized by central glucocorticoid

resistance that results in hypercortisolemia, which in turn leads to down-regulation of neurotrophins and

subsequent neurodegeneration. Examining the neurobiology of depression from this perspective suggests that the

endocannabinoid system may play a role in the etiology of melancholic depression. Specifically, pharmacological

and genetic blockade of the cannabinoid CB1 receptor induces a phenotypic state that is analogous to melancholic

depression, including symptoms such as reduced food intake, heightened anxiety, increased arousal and

wakefulness, deficits in extinction of aversive memories and supersensitivity to stress. These similarities between

melancholic depression and an endocannabinoid deficiency become more interesting in light of recent findings

that endocannabinoid activity is down-regulated by chronic stress and possibly increased by some antidepressant

regimens. We propose that an endocannabinoid deficiency may underlie some of the symptoms of melancholicdepression, and that enhancement of this system may ultimately be a novel form of pharmacotherapy for treatment-

My own observations indicate that Cannabis Indica strains appear associated with fastest tumour 

shrinkages, while Cannabis Sativa strains appear associated with improvements in respect of 

other symptoms including depression and PSTD. I have also observed that inhaling smoked

cannabis is among the least-effective and least preferred delivery methods (notwithstanding that

Health Canada distributes dried cannabis to patients and prohibits resins or tinctures), while oral

applications and ingestion of organic tinctures and oils including cannabis-infused teas was oftenassociated with medical marvels without any unwanted side effects (including intoxication).

Consuming moderate doses of cannabis (THC and CBD) orally also tends to improve focus,

mental clarity, mood, sensory perception, critical thinking and even memory. This has been

 borne out for thousands of years of recorded human history – and more recently, in thousands of 

studies.

endocannabinoids? Here we see that endocannabinoids have their origin in nerve cells right at the synapse. When

the body is compromised through illness or injury it calls insistently to

the endocannabinoid system and directs the immune system to bring healing. If these homeostatic systems are

weakened, it should be no surprise that exocannabinoids are therapeutic. It helps the body in the most natural way

To see how this works we visualize the cannabinoid as a three dimensional molecule, where one part of the

molecule is configured to fit the nerve or immune cell receptor site just like a key in a lock. There are at least two

types of cannabinoid receptor sites, CB1 (CNS) and CB2 (immune). In general CB1 activates the CNS messaging

system, and CB2 activates the immune system, but it’s much more complex than this. Both THC and anandamide

activate both receptor sites. Other cannabinoids activate one or the other receptor sites. Among the strains of Cannabis, C. sativa tends toward the CB1 receptor, and C. indica tends toward CB2. So sativa is more neuroactive,

and indica is more immunoactive. Another factor here is that sativa is dominated by THC cannabinoids, and indica

is predominately CBD (cannabidiol).

It is known that THC and CBD are biomimetic to anandamide, that is, the body can use both interchangeably. Thus,

when stress, injury, or illness demand more from endogenous anandamide than can be produced by the body, its

mimetic exocannabinoids are activated. If the stress is transitory, then the treatment can be transitory. If the demand

is sustained, such as in cancer, then treatment needs to provide sustained pressure of the modulating agent on the

homeostatic systems.

Typically CBD gravitates to the densely packed CB2 receptors in the spleen, home to the body’s immune system.

From there, immune cells seek out and destroy cancer cells. Interestingly, it has been shown that THC and CBD

cannabinoids have the ability to kill cancer cells directly without going through immune intermediaries. THC andCBD hijack the lipoxygenase pathway to directly inhibit tumor growth. As a side note, it has been discovered

that CBD inhibits anandamide reuptake. Here we see that cannabidiol helps the body preserve its own natural

endocannabinoid by inhibiting the enzyme that breaks down anandamide.

This brief survey touches lightly on a few essential concepts. Mostly I would like to leave you with an appreciation

that nature has designed the perfect medicine that fits exactly with our own immune system of receptors and

signaling metabolites to provide rapid and complete immune response for systemic integrity and metabolic

We know that humans have recorded the benefits of cannabis for many thousands of years. It has

 been deemed to be the most important medicinal plant on earth, yet it has never been named as

the cause of any human deaths. It seems to me that anyone who stands in the way of, or disputeshuman- cannabis interdependence is either ignorant or depraved.

Given all this, naturally, one is to expect that changes to many Canadian programs must include

significantly augmented therapeutic cannabis research including health care cost and survival

/ recovery outcome study analysis, immediate and safe public access to quality medicinal

cannabis, and wide-spread public awareness programs aimed at dispelling cannabis myths, and

encouraging natural health (chemical-free) alternatives to healthy living. I am happy to report

that since my father won his battle with cancer after abandoning toxic treatments in favour of 

herbal cannabis, I have been connecting associates who, like myself, will stop at nothing to

advocate these truths; we hold them to be self-evident.

Indeed, Justice Taliano’s recent landmark decision in St. Catharines, Ontario, illustrated reasons

why much of vital cannabis important study and research has been severely neglected, ignored,

and perverted / obscured. Indeed, the chapter entitled “The Influence of the Pharmaceutical

Industry” provides for a clear picture into the murky and depraved world of toxic pharma narco-

trafficking and

highly-organized corporate crime. We know that many trillions in collective fines, settlements,

and penalties are paid by corporate gangsters such as Perdue Pharmaceuticals, who lobby

for immunity from our laws in order to be allowed to carry on marketing / trafficking toxic

substances to sick and addicted Canadians. This is not acceptable.

What is worse, today, I report with great alarm, that I have now been provided evidence

that within at least the Children’s Aid Society of Durham Region (in Oshawa, Ontario), so-called “training certificates” have been issued to trainees who were given training materials

which consisted of manipulated / distorted facts and falsehoods in respect of what are described

as “marijuana myths”.

Publishing neither any singular mention of any peer-reviewed or referenced Canadian scientific

or statistical Canadian fact, finding or inference, nor indeed any singular peer review reference,

authority, or source save and except for misleadingly guised (American) Treatment Episode

Data Set (TEDS) lies beyond reckless. Indeed training materials used as recently as last week,

and published by the Addictive Drug Information Council in Vancouver, BC (www.adicbc.com)

entitled “Marijuana what’s the big deal?” contain what one senior Vancouver-based Canadian

  publishing editor described in 2005 as being “full of misinformation and untruths.” [See:

March 12, 2005 correspondence from Barb St. Jean to the Vancouver-based Addictive Drug

Information Council].

In her letter, Ms. St. Jean goes on to state that: “If your organization continues to distribute or 

 produce for distribution (including web) this false and blatant prohibition propaganda material

our consortium will be forced to seek what ever means necessary to have it removed. Accurate

Education is Mandatory - but the distribution of propaganda materials paid for by prohibitionist

and distributed to our children through the DARE program will not be tolerated any longer. We

will be in contact early this week.”

I note that although the website: www.adicbc.com appears to no longer function, and the fact that my investigation

has revealed that the registered Name Servers (dns2.zid.com and gold1.zid.com) list the domain’s current status

as “Locked”, the site appears printed beneath “RCMP ‘K’ Division Drugs and Organized Crime Awareness Service

Edmonton (780) 412-5461 Calgary (403) 526-6461. I have now also tied past administration registration of the

website to a Pat Leamon of the R.C.M.P. ([email protected]) from Vancouver B.C.

The domain appears to remain registered until April 12 2020, and was created on April 11, 1996 by Gabriel

Thomas Leclerc, of Adicc Imagination Strategique Inc., [email protected] (514) 272-3422 6718 rue Chambord

Montreal, PQ H2G 3C3, however, as of today, the domain appears to be operated via EvoPlus Ltd. NOTE: At least

two domains, hca- media.com and d1-eniro.com, both of which were registered via EvoPlus Ltd were reported

to redirect users to a fake online anti-virus scanner on the Clicksor advertising network. The resulting scareware

 pushed onto the victim’s computer is Security Shield which was also seen in Hijacked by G-oogl-e. Additionally,

EvoPlus Ltd., is also the registrar of phg-media.com, which has made the news twice on StopMalvertising in twodistinct malvertisements campaigns during the month of July 2010:

Given, however, the stark reality that this Conservative government, led by PM Harper, does

not appear to give credence to valid scientific evidence, and that mounting hostile and unlawful

attacks, against medicinal cannabis patients and their leaders and advocates are now fully out

of control all across Canada, we are now witnessing a mass series of crimes against humanity.

Extraordinary remedies may be required for this situation, and I write to you, as leader of the

Opposition now, before sweeping new proposed changes to our nation further deprive humans

here of their rights, and move us further into a fascist police state where mandatory minimums

drive our economy.

I can state that as a party who was denied access to justice at (but still attended to be ignored by)

the Ontario Court of Appeal, where Justice Taliano’s historic April 11th decision was stayed on

June 22

nd

, this Federal Government continues to pervert facts, obscure reality, and skirt justice in a

relentless campaign of lies in respect of valid cannabis science and moreover, in respect of vital

matters of human health, public safety, and even the public purse. (NOTE: parties were barred by

the Court from intervention although they were prepared to argue that they were affected parties

to the interlocutory order sought by the Federal Crown). We heard Kevin Wilson for the Crown

tell lies to the Court based (once again) on junk science and founded in deception. Whether Mr.

Wilson actually believed the lies he stated, or has been duped by junk science remains to be

found.

The Senate Special Committee on Illegal Drugs released “Cannabis: Our position for a Canadian

Public Policy” in September 2002. The Report concluded:

”The Committee has endeavoured to take the pulse of Canadian public opinion and attitudes and to consider the guiding

 principles that are likely to shape public policy on illegal drugs, particularly cannabis. Our report has attempted to provide an

update on the state of knowledge and the key issues, and sets out a number of conclusions in each chapter.•

Billions of dollars have been sunk into enforcement without any greater effect. There are more consumers, more regular 

users and more regular adolescent users;

Billions of dollars have been poured into enforcement in an effort to reduce supply, without any greater effect. Cannabis

is more available than ever, it is cultivated on a large scale, even exported, swelling coffers and making organized crime more

 powerful; and

There have been tens of thousands of arrests and convictions for the possession of cannabis and thousands of people have

 been incarcerated. However, use trends remain totally unaffected and the gap the Commission noted between the law and publiccompliance continues to widen. It is time to recognize what is patently obvious: our policies have been ineffective, because they

are poor policies.

INEFFECTIVENESS OF THE CURRENT APPROACH Clearly, current approaches are ineffective and inefficient. Ultimately,

their effect amounts to throwing taxpayers money down the drain in a crusade that is not warranted by the danger posed by the

substance. It has been maintained that drugs, including cannabis, are not dangerous because they are illegal but rather are illegal

 because they are dangerous. This is perhaps true of other types of drugs, but not of cannabis. We should state this clearly once

and for all, for public good: it is time to stop this crusade.

PUBLIC POLICY BASED ON GUIDING PRINCIPLES However much we might wish good health and happiness for everyone,

we all know how fragile they are. Above all, we realize that health and happiness cannot be forced on a person, especially not by

criminal law based on a specific concept of what is morally "right". No matter how attractive calls for a drug-free society might

 be, and even if some people might want others to stop smoking, drinking alcohol, or smoking joints, we all realize that these

activities are part of our social reality and the history of humankind.

A CLEAR AND COHERENT FEDERAL STRATEGY Although the Committee has focused on cannabis, we have nevertheless

observed inherent shortcomings in the federal drug strategy. Quite obviously, there is no real strategy or focused action. Behind

the assumed leadership provided by Health Canada there emerges a lack of necessary tools for action, a patchwork of ad hocapproaches varying from one substance to another and piecemeal action by various departments.”

Indeed, Supreme Court of Canada Justice De Justice Deschamps (dissenting) said in 2003:

301 The harm caused by using the criminal law to punish the simple use of marihuana far outweighs the benefits that its

 prohibition can bring. LeBel J. notes that the fact that jail sentences are rarely imposed illustrates the perception of judges that

imprisonment is not a sanction that befits the inherent dangers of using marihuana. In the case of the appellant Caine, Howard

Prov. Ct. J. also observed that the prohibition had brought the law into disrepute in the eyes of over one million people. These are

exactly the kinds of reactions that are indicative of the arbitrariness of the impugned provisions. As I have already mentioned,

and as Howard Prov. Ct. J. observed, when the state prohibits socially neutral conduct, it exposes itself to the risk of eroding its

credibility.

302 Canadian society is changing. Its knowledge base is growing, and its morals are evolving. Even if it was once the case, and

in my view it never was, the prohibition against cannabis is no longer defensible. My analysis leads me to conclude that the little

harm caused by marihuana casts doubt on the appropriateness of state intervention in this case. When I weigh the prohibition

Meanwhile, earlier this month in Mexico, human rights activists and families of victims of 

violence piled into 13 buses and more than two dozen cars to set out on a 12-state tour that endedin Ciudad Juarez, Mexico's most violent drug war city on the U.S. border. In fact, I suggest

that because mainstream media all but ignored this historic event, most Canadians still remain

unaware of Harper’s ramped up war on cannabis, drugs, freedom and natural living planned for 

the spring. "We hope the authorities realize this is a national emergency and if they don't (listen),

Please help us to stop this from happening in Canada. I look forward to your anticipated reply,

are in the process of implementing a massive and co-ordinated public awareness campaign in

order to empower folks to stand up for human rights in Canada.

Our lobby endorsed Liberal candidate and former Federal CDSA Crown Bev Hodgson’s bid for 

Justice Minister Nicholson’s seat in the past election, on the sole ground that she was the only

candidate in our riding who took time to visit our licensed medicinal cannabis operations in

 Niagara Falls. She told us that she was ready to bring focus to the increasingly urgent need for 

Canadians to have what she described as an “adult conversation” about cannabis medicine and

failed public health polices in general. I think that the NDP has much higher aspirations and look 

forward to continue to work hard municipally, provincially and at the federal level with your 

 party for a better future.
