My heart leaped up with delight when I behold the houseful presence of Members, Member Associations and

Industrialists related to plastic on the eve of 28th Annual General Meeting of the Federation held at The Knots Banquet,

New Delhi on 27th June 2016. This is a symbol not only of unity but awaken-ness of the industrialist also. In other

words this is an example that the members have gained their faith in the working of the Federation, as well. As such I

express my thanks to all the participants who made the event a success.

This is also a matter of our pride that the Honorable Chief Minister of Delhi Shri Arvind Kejriwalji graced the Dias as

Chief Guest of the Annual General Meeting to hear the problems relating to Delhi MSME’s face to face.

We expressed our gratitude to the Chief Minister for his giving recent relaxation of VAT on Plastic Waste and Footwears.

This act on the part of His Excellency shows his generousness towards the trade and plastic industry. Another issue

related to Delhi Government that placed before him were:

• Circle rate of land levied on industrial plots is higher than that of actual prevailing rate of land in the market.

• Labour laws may kindly be made industry friendly, also.

• Un-authorized industrial areas, which are earmarked to be regularized, may be provided with necessary amenities for their smooth functioning.

• PU Footwears many be placed under “O” category rather than “R” one. PU Footwears are already placed in green category in neighbouring

Haryana as there is no pollution involved while processing.

• Fire fighting services may be equipped with foam and other foolproof equipments and number of fire stations may be increased according to the

requirement of different areas.

His Highness the Chief Minister heard all the issues patiently and in his speech he assured of considering the circle rates of industrial areas on

priority.

I have every hope that the various issues and concerns brought to the notice of the Chief Minister in the meeting and through our Memorandum

submitted to him will be considered in the overall interest of the trade and industry of Delhi. He informed the participants that his Government is

committed to help the trade and industry and the problems of the industry will be considered on merit and he also advised the participants to remit

VAT in time and honestly. This will strengthen his hands to reduce the rate of VAT upto 2% only.

At present, the Indian plastic industry is in a miserable condition due to various reasons as well as Government’s apathy towards its protection and

growth. The Government’s plan to boost infrastructure, contain inflation, spur manufacturing, simplify investment processes and speed up project

implementation is on the anvil. The plastic raw material which is short in supply in the domestic market is to be imported in India and with the levy of

anti dumping duty. The input cost on such imported material becomes high. The cost of finished goods made from such raw material becomes much

more than the landed cost of the finished goods so imported. This leads to unwarranted import of finished goods causing injury to the domestic

industry for its survival and mars the concept of ‘Make in India’. Your Federation brought this matter to the notice of Honorable Prime Minister and

Finance Minister, as well.

Currently, there are 44 labour laws under the purview of Central Government and more than 100 under State Governments, which deal with a host of

labour issues. Unfortunately, these labour laws protect only 7-8 percent of the organised sector workers employed at the cost of 93 per cent

unorganised sector workers. The entire gamut of the labour laws should therefore be simplified, clubbed together wherever possible and made less

cumbersome to make the environment more employment friendly. Friends, this is one of the important issues affecting the growth of trade and

industry and it require Government urgent attention.

Your Federation has submitted a representation to the Hon’ble Prime Minister and Hon’ble Finance Minister to consider excise duty on non leather

footwear at par with the Leather footwear of MRP above Rs.1000/- @ 6% instead of 12% and also treat footwear as footwear only irrespective of

material used in its manufacturing keeping in view of the overall interest of the small scale footwear industry which will help the economy to create

more employment and meet the Prime Minister drive of “Make in India” and increase exports also.

In the end I request all the members to strengthen the Federation by deriving more members, with the induction of more members, the Federation will

be more strong. Also contribute with advertisement in the Monthly Magazine brought out by your Federation in the interest of its members and

Industry.

Shri G.C. Dhamija while welcoming the participants in large number initiated the compeering of the meeting and requested Shri Subhash Jagga to address the gathering. Shri Subhash Jagga welcomed the President and the team of the Federation in organising the AGM and thanked the participants in large number at the AGM. He stated that individually one cannot solve the problems individually but can collectively sort out most of the problems of the industry. He stated that the footwear industry has a great future in the coming years as lot of exports has now been started and competition amongst ourselves should be avoided otherwise our competitive will take advantage of situation. Shri Prakash C Jain, Chairman of Bawana Chamber of

Industries while thanking the Federation in organising the AGM informed that he is representing more than 16000 small entrepreneurs located in and around Bawana and out of these
