Political News

A group of vocation students known as Archiva Chuai Chart (vocational students for the

nation) reportedly plans to hold a protest tomorrow (July 30) in a show of support for

Prime Minister and Defence Minister Prayut Chan-o-cha amid ongoing anti-government

rallies nationwide held by the Free Youth group and the Student Union of Thailand

The vocational students for the nation invited the public on social media sites to

join its planned rally at the Democracy Monument at 14.00 hrs on July 30. It said

the purpose of the rally is to defend the monarchy.

The group once read out a statement opposing the Free Youth Group’s stance,

criticising the Free Youth Group of publishing fake news to mobilise crowds and

the Great punishes Dictator” invited the public to join a flash mob rally against

the government near the Monument of King Taksin in Bangkok’s Wong Wian

Yai on the same day (July 30) from 17.00 hrs. The group is associated with the

Free Youth Group.

Many fears of the potential for clash between rally goers of both groups that may

lead to the incident similar to the October 6, 1976 uprising as the protest sites are

only 4 kilometres apart.

The man behind the Archiva Chuai Chart (vocational students for the nation) as MCOT

TV reported this morning is a person who was behind many of the student movement that

helped the People’s Democratic Reform Council (PDRC) that was lead by former

Democrat party’s secretary-general – Suthep Thaugsuban and then de-facto leader of

Action Coalition for Thailand (ACT) party that won a mere 5-seats in the parliament.

Danai Tipyan , was the leader of the Archiva Chuai Chart (vocational students for

the nation)

He had also contested the election in Thungsong district in the south of the

country but did not win a seat from that constituency.

The leader of the student movement Panupong ‘Mike’ Jadnok came out to say that the

movement of the student will likely

That the movement would gradually raise its protest as time goes although he did

not mention to what degree it would be raised to.

In relating to planned rallies, the government has no plans to block student rallies as long

as they are held in line with the rule of law.

Deputy Prime Minister Prawit Wongsuwan has no problem with student rallies as student

protesters have a right to peaceful public gatherings, according to Panitan

Wattanayagorn, security adviser to Gen Prawit.

Meanwhile Mongkutwattana Hospital director Rienthong Nanna, who also founded a

hard-line royalist movement, launched a campaign “a project to end the future of the

young demonstrators” while student-led protests have been planned in a second week.

Dr Rianthong’s campaign urged employers to boycott any job seekers who

participated in the ongoing anti-government protests.

He wrote on his Facebook page:

“First, volunteers should quietly infiltrate and take the photos of these

people who joined the god damned protests. Try to make sure the photos

Red Bull heir Vorayuth “Boss” Yoovidhya case and prosecutors’ decision to drop all

charges against him, which has sparked public outrage, continues to be the “talk of the

town” with a number of developments around the case.

National police chief Pol Gen Chakthip Chaijinda has signed an order to appoint a

10-member fact-finding committee to review the Royal Thai Police Office

(RTPO) ’s decision to support prosecutors to drop all charges against Vorayuth of

reckless driving causing death.

Pol Gen Chakthip has appointed a fact-finding committee to look into the

way police handled the issue and determine if it was in accordance with

due laws and regulations. The panel, which is headed by Pol Gen Satawat

Hirunburana, has 15 days to complete the inquiry, according to Deputy

police spokesman Pol Col Kissana Phathanacharoen.

The statute of limitation in this high-profile hit-and-run case, in which Pol Sgt

Maj Wichian Klanprasert, a motorcycle policeman, was killed on Sukhumvit

Road in September 2012 would not have expired until 2027.

The Office of Attorney (OAG) itself decided to set up a 7-member working team

headed by Deputy Attorney General Somsak Tiyawanich to look into the handling

of the case. The panel has 7 days to conclude on whether the inquiry could change

the prosecution’s decision.

The Anti-Corruption Organisation of Thailand (ACT) and a group of 32 law

lecturers from Thammasat University joined the call for both agencies to clarify

their positions.

The groups called for Prime Minister Prayut Chan-o-cha to come up with

guidelines to restore public confidence after the decision to drop the charge was

signed by Deputy Attorney General Nate Naksuk while Assistant Police Chief Pol

Lt Gen Permpoon Chidchob signed on behalf of the police chief not to challenge

the prosecution’s decision.

In response, Gen Prayut reportedly said he felt uncomfortable with the

widespread public criticism of the decision, by public prosecutors not to

pursue the case against the Red Bull heir.

The House Committee on Law, Justice and Human Rights headed by Phalang

Pracharat Party (PPRP) MP Sira Janejakha said it has invited representatives of

the OAG and the RTPO to clarify reasons behind the prosecutors’ decision to

drop the charge and the police’s decision not to challenge the OAG’s decision

today (July 29).

Three activists came out to say that they have evidence to prove that Vorayuth

had illicit chemical substances, including cocaine, in his system during his fatal

hit-and-run in 2012.

Veera Somkwamkid, Secretary-General of the People’s Network Against

Corruption; Anon Nampa, a human rights activist lawyer; and Taejing Siripanich,

Secretary-General of the Don’t Drive Drunk Foundation, posted on their

Facebook pages that the evidence was never been mentioned in the police

investigation file.

The 3 referred to a copy of a letter by Vichan Peonim, head of the Forensic

Pathology programme at Mahidol University’s Faculty of Medicine at

Ramathibodi Hospital, made to the head of the faculty’s Department of

Pathology. The document dated on October 1, 2012, was “about the substances

found in the body of Mr Vorayuth Yoovidhya as requested by the Thong Lor

Police Station”. The document showed that Vorayuth’s body contained

Alprazolam, Benzoylecgonine, Cocaethy­lene and caffeine.

Alprazolam, commonly sold under the brand name Xanax, is used to

manage anxiety disorders. The drug is classified as a Type 4 stimulant,

and it is highly regulated in the kingdom, the letter said. Alprazolam

residues can normally be detected in urine from one to five days after the

drug is consumed.

Benzoylecgonine is the main metabolite found in cocaine, which can still

be detected in blood for as long as 28 hours after ingestion. Cocaethylene

is a substance formed when cocaine is mixed with alcohol, the document

said.

A new Super Poll survey found a majority of people, 95.2%, want political office holders

and politicians to invite prosecutors and police to clarify their decision not to pursue

further legal action against Red Bull heir Vorayuth “Boss” Yoovidhya while 87.7%

perceived the intention by politicians to summon prosecutors and police to explain

themselves as an attempt to buy time to ease public pressure on the case. The same poll

said a majority of people, 88.7%, wants the government to broadcast live explanations

over Red Bull heir's case from prosecutors and police. A majority of respondents, 91.1%

said they could not trust the justice system.

In addition, the same poll found a higher percentage of people who support rallies

organised by student activists following prosecutors and police’s decision not to

arraign the Red Bull scion. The poll said 70.5% of respondents support student

rallies, up from 53.9% while 91.8% said they could not trust senior figures in the

government and the state agencies.

The poll was conducted on 1,281 people throughout the country on July 26-28 to

compile their opinions on “People’s reliance on justice system”.

The opposition Pheu Thai Party asked the Senate to lend helping hand for constitutional

amendments.

Somkid Chueakong, Pheu Thai MP for Ubon Ratchathani, asked senators to call a

meeting to show its clear stance in pushing for amendments after the Senate has

signed support for the issue.

Somkid pointed that the making of current senators who are serving a 5-year term,

as prescribed by the NCPO-sponsored constitution, is part of the problem as the

charter allows them to facilitate the return to power of Prime Minister Prayut

Chan-o-cha for 8 years. The Pheu Thai MP said there is no point to call for a

dissolution of Parliament as long of the current constitution remains

undemocratic. He called for the government to initiate the charter amendment

process and respect student protesters’ demands by inviting them to express their

calls at Government House or the country is at risk of widening political turmoil.

But Senator Kittisak Rattanawaraha said he could accept all criticisms against the

senators but ask for the current senators not to be scrapped, saying that they have

only been in office for over a year. He said he is ready to accept a proposed

amendment to change an extra power to vote for a prime minister should the

proposal is agreed upon by a majority of the Senate.

Economic News

The Ministry of Finance is set to revise down the country’s growth domestic product

(GDP) forecast for this year to a contraction of 5-6%, from a previous estimate of 2.8%.

The downward revision is in line with the National Economic and Social Development

Council (NESDC)’s projection.

The Finance Ministry’s Fiscal Policy Office (FPO) expects to reveal its latest

economic growth figures tomorrow (July 30) after suspending its economic

growth forecast for 3 months.

The FPO is expected to cut its economic growth forecast for this year to a

contraction 5-6% after taking into account economic impacts of the virus

epidemic on domestic spending, unemployment in industrial and tourism

sectors, drought, political uncertainty and student protests. Other external

factors that come into play are a global recession that caused Thai exports

to fall drastically.

The NESDC, the Thai Bankers’ Association (TBA) and the Finance Ministry

expect the second quarter of 2020 to be the worst performance in the entire year.

Economic figures are expected to pick up in the third and fourth quarters of 2020

after easing of the lockdown measures which will allow business activities to

resume.

The Excise Department’s tax revenue for the first 9 months of this year fell short of target

by 95.1 billion baht or 19.54% year-on-year.

The Department amassed 391 billion baht for the first 9 months of Fiscal year

2020 (October 2019 – June 2020), 11.65% lower than the same period of last

year. The decline is attributed to the virus outbreak that caused economic

activities to stall and a drastic slowdown in domestic consumption.

Excise tax on fuels fell short by 28.5 billion baht or 15.24% while the beer and

liquor taxes were also off target by 12.8 billion baht or 19.46% and 850 million or

1.82%, respectively. The tobacco excise fell short of target by 10.3 billion baht or

17.99% while excise tax on cars fell 38.4 billion or 37.3% below target.

The 41st Bangkok International Motor Show which was held between July 13 and 26 saw

orders placed for 22,791 cars, down from 37,769 cars in the previous edition.

Of the total orders of 22,791 units, 18,381 are car orders and 4,410 motorcycle

orders.

Toyota had the highest number of car orders –3,745 units. Mazda came second

with 2,365 orders while Honda was ranked third with 2,001 cars, auto show SET

listed organiser Grand Prix International Plc (GPI) said.

GPI chief operating officer Jaturont Komolmis said bookings were met by each

carmaker’ expectations as most people are careful with their spending as

sentiment was dampened by the virus outbreak.

A total of 1,049,046 visitors attended the 14-day auto show.

The National Economic and Social Development Council (NESDC), formerly the

National Economic and Social Development Board (NESDB), is said to clash with the

Ministry of Public Health after the former tried to block the ministry’s plan to pay

frontline public health volunteers an extra 500 baht for 19 months.

Sukhum Kanchanapimai, permanent secretary for public health, insisted that

public health volunteers deserved 500-baht bonus payments for 19 months (from

March 2020 to September 2021) since they put their own lives at risk from the

virus.

Meanwhile Tossaporn Sirisamphan, NESDC’s secretary-general, said he plans to

ask the Cabinet to approve a budget of no more than 3.622 billion baht to pay

public health volunteers from March 2020 to only September 2020, citing the

resolution of the NESDC’s budget panel to deduct the proposed extra monthly

payments from 19 months to 7 months.

The price of gold rose by more than 450 baht per baht weight in the morning trade on

July 28 following a surge in global gold price to nearly US$2,000 per ounce. This has

caused the Gold Traders Association to adjust gold prices 16 times before announcing its

last price before the market close.

At close yesterday (July 28), gold closed at the highest at 27,050 baht in the

Thai history since 2011, with the buying price of gold bars at 28,700 baht per

baht weight and selling price 28,800 baht.

It is said that gold closed at the highest as investors are still purchasing hold as a

safe-haven asset amid uncertainty over US-China tensions, the Covid-19

pandemic and a weakening dollar.

Thailand logged in 2 new COVID-19 cases among Thai troops who returned from a

training course in Hawaii last week.

The 2 new cases, aged 22 and 25, tested positive on July 26th, while in quarantine

at Ambassador City Jomtien Hotel in Pattaya, and were sent to a hospital in

Bangkok for treatment.

The cumulative infections in Thailand to date are 3,297, with 3,111 recoveries

and 58 deaths. 128 others are still in hospital. There has not been a case of locally

acquired infection reported in Thailand for 64 consecutive days, according to the

Centre for COVID-19 Situation Administration (CCSA).

Interior Permanent Secretary Chatchai Promlert has instructed all provincial

governors to develop measures to deal with concerts and to ensure that concert

organizers comply with those measures or face legal action. The Interior

Ministry’s move came following concerts by popular singer Jennie in Nakhon Si

Thammarat and Krabi on July 24 and 25 where social distancing was not
