REQUEST FOR PROPOSAL TO PROVIDE
ENGINEERING DESIGN SERVICES 1. Invitation: Sealed proposals for engineering design services for the Wood Haven Technology Park project
will be accepted at the Roanoke Valley-Alleghany Regional Commission (administrative agent of the WVRIFA), 313 Luck Avenue, Roanoke, Virginia, 24016 until 4:00 PM local time, Monday, July 22, 2019. Interested firms are required to download the full Request for Proposal from the Authority’s website under ‘Purchasing’. Any addenda, if needed, will be posted at this location on or before Monday, July 17, 2019.
2. General: The Western Virginia Regional Industrial Facility Authority (Authority) is seeking proposals from
qualified engineering firms to provide planning, assessments, engineering, design services, permitting services, bid assistance, construction engineering, construction management and other services as may be required to complete future infrastructure improvements for Phase 1 of the Wood Haven Technology Park. Although the full extent of the engineering services will be defined through negotiations with the selected firm, considerable experience in designing functional and appropriate infrastructure projects is preferred.
3. Scope of Services: The project will involve engineering and permitting work as required to support the
Phase1 development of the Park. It is anticipated that the Phase 1 development will result in a +/- 50-acre pad. Please Refer to Exhibits on Pages 4-7 of this RFP.
Individual Projects May to Support the Development of Phase 1 include the following
a. Clearing of Existing +/-30-acre Wooded Area
b. Master Grading and Storm Water Management Plans Entire +/-50 Acre Phase 1
c. Phased Grading and Storm Water Management Plans for Initial +/-20 Acre Pad
d. Industrial Access Roads
e. Comprehensive Landscape Plan
f. Utility Infrastructure
g. Other Projects as May be needed to support the development of the park,

4. Contents of Proposals: Each proposal shall include a detailed scope of services for all engineering design services listed herein and present solid evidence of the firm’s qualifications to perform the work. Each proposal shall present the proposing firm’s understanding of the project(s) along with the proposed approach to executing the design(s). Additionally, each proposal shall identify all key project personnel proposed for this project along with relevant experience of such individuals on similar projects.
All prospective proposers are required to review the complete Request for Proposal. Proposers must acknowledge review of the complete Request for Proposal within the proposal.
All proposals shall be printed double-sided on 8-1/2” x 11” paper and bound by a single staple in the upper left-hand corner. All proposals must be received in sealed envelopes or packages with the statement “Proposal Enclosed” along with the name of the firm and the proposal title typed or written in the lower left-hand corner. Proposing firms shall submit one (1) original and two (2) hard copies of the proposal, as well as one electronic copy on flash drive or compact disc. Proposals shall be as thorough and detailed as possible so that the Authority may properly evaluate the capabilities of the Offeror to provide the required services. It is not the intent of the specifications to be proprietary, or to exclude any individual, business or firm.
5. Selection Process: The selection of one or more firms will be made in accordance with the procedures outlined
in the Code of Virginia § 2.2-4301.3. a, Procurement of professional services. The Authority reserves the right to accept or reject, in whole or in part, any and all proposals and to waive informalities. Selection criteria will include, but not be limited to, the following:
A. The proposing firm’s understanding of the project(s) as outlined herein
B. The proposing firm’s project approach outlining the execution of the project design(s) from the initial field investigations through final completion of the project(s) as outlined herein
C. Qualifications and experience of the firm and of the individuals on the proposed project team; desired qualifications include:
a. Technical capabilities of the firm with respect to the specific requirements of the project(s) including tasks related to site development, particularly within the context of economic development initiatives.
b. Qualifications and experience of the individuals who will perform and supervise the work requested by the Authority; desired qualifications include a minimum of ten (10) years experience in grading plan design, utility project design, and other tasks affiliated with site development.
c. Performance of the firm and proposed project team in similar situations and projects.
d. The ability to dedicate necessary staff to complete the requested services in a timely manner.
6. Proposal Guaranty: The Offeror must guarantee not to withdraw a proposal during the period of ninety (90) days following the due date or until a contract is signed; that if such proposal is accepted the Offer will accept and perform under the terms of this RFP, the proposal and any subsequent negotiation and resulting contract.

7. Award of Contract: The Authority shall engage in individual discussions with offerors deemed most fully
qualified, responsible and suitable on the basis of initial responses and with emphasis on professional competence to provide the required services. Repetitive informal interviews shall be permissible. Such Offerors shall be encouraged to elaborate on their qualifications and performance data or staff expertise pertinent to the proposed project, as well as alternative concepts. These discussions may encompass nonbinding estimates of costs. The Authority may enter into a contract with one or more successful engineering consulting firm to perform the engineering design services, in part or in whole, described herein. The Authority reserves the right to negotiate and award all or part of the contract to the selected firm. The Western Virginia Regional Industrial Facility Authority reserves the right to reject any or all proposals, to waive any informalities, and to award the contract to the firm deemed to be in its best interest.
8. Statement of Non-Discrimination: The Authority does not discriminate on the basis of race, color, national
origin, sex, age, disability, religion, or any other basis prohibited by state law relating to discrimination in employment. The Authority does not discriminate against faith-based organizations in accordance with the Code of Virginia § 2.2-4343.1.

10. Work Previously Completed: Please note that the owner is in possession of topographic surveys, Phase 1 environmental, wetlands delineation, threatened and endangered species reviews, a preliminary engineering report, and master plan.
