The Neighborhood Complete Streets Commission would like to welcome you to its first Funding Hearing.
The Neighborhood Complete Streets Commission will be considering the following capital street improvement projects, in the following order:
• 13th Street S from Walter Reed Drive to S Highland Street (Douglas Park)
• 7th Road S from S Dinwiddie Street to S Greenbrier Street (Arlington Mill)
Time will be allotted for speakers. If you wish to speak regarding a project, please fill out a speaker slip by 3:00pm on July 8th. The Speaker Sign Up form can be found on the Neighborhood Complete Streets webpage. Due to time constraints, speakers will be limited to three minutes to comment on a project.
If the Neighborhood Complete Streets Commission recommends the project for funding, the project will be forwarded to the Arlington County Board. The Board will consider these projects at their July 18, 2020 meeting.

“The sidewalk is not contiguous on one side of the street and at parts, due to the disrepair of the sidewalk, there are no sidewalks. The sidewalks are very narrow and in bad shape. It would be significantly challenging for someone with a physical disability to use the sidewalk. Most pedestrians walk in the street. There is a fair amount of traffic that uses 13th as a through street between Walter reed and Glebe. In addition to several families with children, these few blocks also are home to a group home for folks with intellectual disabilities making the need for this to be a safer street of higher priority.”

$600,000, subject to adjustment as project enters detailed design phase
Project Goals
The goal of this project is to provide a continuous, grade-separated sidewalk on one side of 13th Street S, between S Walter Reed Drive and S Glebe Road. This includes providing accessible ramps and improved crossings to increase safety and access for all people using this neighborhood street connection.
Sidewalk is already provided on the south side between S Highland Street and S Glebe Road, but no suitable sidewalk is provided between Walter Reed and S Highland Street. The existing curb ramps have obstructions and do not meet the standards of the American Disabilities Act (ADA). Additionally, the existing sidewalk on the north side of S 13th Street between S Walter Reed Drive and S Irving Street is narrow and at-grade, allowing cars to drive and park on the sidewalk. This project seeks to make improvements to address these deficiencies while balancing preservation of on-street parking and avoiding relocation of existing utilities.
Public Engagement
County staff developed preliminary concept designs for two options to address the safety concerns on 13th Street S. With the support of the NCSC, staff took the following steps to gather public feedback on the project and options:
• Met on-site with the President of the Douglas Park Civic Association (April 2019)
• Arranged multiple on-site meetings with property owners in the project area (various fall2019 & winter 2020)
• Presented at the Douglas Park Civic Association (November 2019)
• Hosted a project webpage with project plans and opportunities to provide feedback(continuous)
• Provided an online feedback form linked to the project webpage and promoted throughcounty communication channels (December 2019)
• Presented at the NCS Capital Projects Open House, with opportunities to ask questionsand provide feedback to staff (December 2019)
Results
Staff considered the feedback received from the public and adjacent property owners, existing utility conflicts, and the need for multiple permanent easements when evaluating the proposed project plans. Staff opted to pursue Option 1, which provides a sidewalk on the north side of 13th Street S between Walter Reed and S Highland Street. This option meets the project goals of providing a safe, accessible sidewalk connection within the existing site constraints and in collaboration with directly affected property owners. In order to incorporate feedback received about on-street parking and storm water conditions, project designs were updated to include more extensive driveway aprons as well as curb and gutter work.

Please allow this letter to serve as an endorsement of the 13th St South Complete Streets Project by the Douglas Park Civic Association. The project will support safe walking in an area of Douglas Park with high traffic volumes and a large number of families with young children. I have had the pleasure of working with Project Manager Michelle Stafford over the past year to develop strategies for the street, culminating in a presentation to a general meeting of the Douglas Park Civic Association in November 2019. The project concept received overwhelming support from the attending members and is supported by the majority of affected residents.
I urge the Commission to approve this project and bring it forward to the Arlington County Board.

Hi Michelle,
Thanks for taking the time to come out and meet with us last Tuesday about the sidewalk project. We recognize that it's a difficult task to balance the individual needs (and preferences) of homeowners and residents, and we appreciate that you have been willing to take our concerns into consideration.
I wanted to summarize what we discussed last week so our position is clear. We initially opposed the prospect of the sidewalk being built over our existing shoulder parking on the south side of the street because we would lose what we had thought of as our private parking. Then as the project developed, we were more opposed to the idea of it being built on the north side of the street out of concerns that our shoulder area (which we did not know had an existing easement) would be utilized for public parking. This is our biggest concern, since our house is so close to the fence and people would be literally parking in our yard. We're also concerned that the addition of a sidewalk and curb on the north side of the street will add to our existing drainage problem. Currently, the street slopes downward toward our yard, and there is no curb or gutter in place to direct excess water.
We may have hit on a solution that would work for us. We would be happy if the county put in a curb on our side of the street, leaving an apron for our "driveway" in front of the gate. This would give us the flexibility to move our gate back several feet and create an actual private parking space, which we may do as we plan our yard/patio renovation this year. We recognize that this would eliminate the shoulder parking, but this would be preferable to leaving the existing parking without assurance that the north side of the street would not be marked "no parking". Now that we know we are unable to move our fence out due to the easement, our hands would be tied in that case. A curb would clearly delineate our property and prevent people from parking in our yard, but more importantly, it would redirect excess water flow toward a gutter and away from the foundation of our house.
We recognize that this may change the scope of the project, but ultimately we believe having a curb on both sides of the street makes sense on many levels. The timing would be right since the street will be under construction and the survey has already been done.
We look forward to further updates on this project and will be happy to discuss extending the front easement for the ADA compliant ramp.

NCS Proposed Project: 7th Rd S Intersection Improvements
Location
Nomination was 7th Road S from S Dinwiddie Street to Carlin Springs Road. Upon investigation, staff found that improvements have already been made between Carlin Springs Road to S Greenbrier Street by the Division of Transportation’s Transit Bureau. The proposed NCS scope of work partners with the Transit Bureau to continue this treatment along this corridor, providing additional improvements at S Greenbrier Street, reconfiguration of the intersection of 7th Road S and S Florida Street, and provide improvements along the frontage of Tyrol Hill Park.

“This road is a cut through and takes people from Columbia Pike to Carlin Spring Rd. It is heavily traveled during commute times. People speed down this road at a ridiculous pace. It is so dangerous for the many children who live in our community. Speed bumps would make such a difference.”

“As 7th Road South winds downhill and becomes S. Dinwiddie, it is absolutely treacherous! Less than a month ago a man flipped over on a moped as he attempted to make the curve. Parents attempting to cross the street to access Tyrol Hill need to pray to God they don't get hit by a bus or idiot driving while texting. And the bus traffic/road rage at the intersection of S. Dinwiddie & Columbia Pike looks like something out of a scene from Deathrace 2000!! (If you don't know that movie, google it...). Furthermore, attempting to turn left onto S. Dinwiddie as one exits the Columbia Pike Plaza is akin to a real-life frogger game.... the ever-popular 80's cult videogame classic is bringing retro to real time! I drive up and down this hill every day and am always on the lookout for the multitude of pedestrians who attempt to cross the street. Suggestions: Add some speed bumps, or how about a couple of pedestrian bridges? I haven't even mentioned how weather affects this rollercoaster of a road. Add rain and/or ice and you may as well skip that trip to King's Dominion!! Seriously, I hope my colorful commentary will inspire you to take a look at this street before it's too late.”

Estimated Project Cost (approximate)
The total project is estimated to cost approximately $600,000, subject to adjustment as project enters detailed design phase. DOT-Transit Bureau will fund $126,000 and NCS will fund $474,000.
Project Goals
This nominated street location ranked highly on the NCS potential project list due to the speeds, history of crashes, dense development patterns, and connection to other transportation facilities including transit, bike facilities, and Columbia Pike. The goal of the project is to reduce the ability to speed on the street by providing two additional “pinch points” where the street is narrowed, narrowing multiple pedestrian crossings and providing improved transit stops in the process.
This project will be undertaken in partnership with Arlington’s Division of Transportation – Transit Bureau, both for funding and implementation.
Public Engagement
County staff developed a preliminary concept design to address the safety concerns on 7th Road S. With the support of the NCSC, staff took the following steps to gather public feedback on theproject and options:

Results
Staff considered the feedback received from the public and through internal review, and revised the drawings accordingly. This project will be undertaken in partnership with the Transit Bureau, with design services provided through the NCS program, and implementation and funding responsibilities shared between NCS and the Transit Bureau.
