July-September2018 VOL. 2 NO. 5 PCL Joins 3rd Asian Councils Forum in Tokyo, Japan The 3rd Asian Councils Forum held in Tokyo was participated by the member countries/regions: Taiwan, Hong Kong, Japan, Philippines and Vietnam. The 15-member Philippine Delegation, headed by Philippine Councilors League (PCL) National Chair Danilo Dayanghirang was at the forefront of this important event, as the Philippines was the 1st ACF Convenor. ACF’s goal is to promote, share and create awareness of the potentials of each member country and understand the unique culture, customs and heritage, among other things. On August 20, the participants visited the National Diet of Japan, for both the House of Representatives and the House of Councilors. The 3rd ACF delegates were welcomed and given a tour of the premises after a brief talk by Deputy Chief Cabinet Secretary Yasutoshi Nishimura on Japan’s Legislature, to include systems and procedures on how laws and ordinances are being passed. As part of the Program, a tour of the Meiji Shrine was included in the day’s itinerary. Cebu Provincial Federation President Hon. Earl Oyas was invited to take part in a formal SANPAI, a religious service paying homage to the shrine. The delegates were able to watch a Gagaku performance (Japanese classical music) and were served traditional green tea with the Chief Priest. In the evening, a welcome reception was held at the Tsuru, East Hall of the Hotel New Otani. Hon. Matsuda Yoshiaki, Councilor of the Kanagawa Prefecture and the President of the Executive Committee opened the night with a robust greeting, paving the way for the Guest of Honor, Prime Minister Shinzo Abe. In his speech, Prime Minister Abe highlighted the importance of cooperation and the development of trade relations between and among neighboring countries in Asia and other Regions. He lauded the creation of the Asian Councils Forum and wished everyone success. He also took time to take commemorative pictures with all the guests. To clarify urgent matters and concerns regarding the 3rd National Executive Officers- National Board Meeting and Continuing Local Legislative Education Program in Zamboanga City on September 19-21, PCL National President Luis Singson called for an emergency meeting on 29 July 2018 in Quezon City, Metro Manila. Regional Chairperson and Chapter Host Myra Paz Abubakar reported to the NB Members the status of her preparations in the city. As per NP Singson, he wanted to negotiate with the hotels, caterers and local suppliers to achieve the best price for PCL. He added that any amount of surplus can be allocated to the local host or to the PCL Hotel he aspires to realize. Due to limited number of rooms in Zamboanga City, the PCL National Board decided not to accept walk-in delegates and fix to a 1500 the maximum number of participants. Provincial Federation Presidents and City Chapter Presidents were then advised to inform all their councilors to have a massive information dissemination on the said policy. The deadline of prepaid registration was scheduled on 7 September 2018. All interested attendees should immediately transmit their deposit slips to the PCL National Secretariat to be recorded and reserved their rooms, according to PCL National PRO Beethoven Bermejo, Accommodation Committee Chairman. PCL Joins 3rd Asian Councils Forum in Tokyo, Japan The 3rd Asian Councils

Forum held in Tokyo was participated by the member countries/regions: Taiwan, Hong Kong, Japan, Philippines and Vietnam. The 15-member Philippine Delegation, headed by Philippine Councilors League (PCL) National Chair Danilo Dayanghirang was at the forefront of this important event, as the Philippines was the 1st ACF Convenor.

ACF’s goal is to promote, share and create awareness of the potentials of each member country and understand the

unique culture, customs and heritage, among other things. On August 20, the participants visited the National Diet of Japan, for both the House of Representatives and the House of Councilors.

The 3rd ACF delegates were welcomed and given a tour of the premises after a brief talk by Deputy Chief Cabinet Secretary Yasutoshi Nishimura on Japan’s Legislature, to include systems and procedures on how laws and ordinances are being passed.

ULAP 88th NEB Meeting

88th Union of Local Authorities of the Philippines National Executive Board (NEB) Meeting on August 8, 2018 at the DILG-NAPOLCOM Building in Quezon City, Metro Manila. Philippine Councilors League is represented by National Vice-Chairman Elmer Datuin of Baguio City. During the said meeting, the body adopted the following resolutions: (1) ULAP RESOLUTION NO. 2018-12 “ A Resolution Requesting President Rodrigo Duterte to Direct the Development Budget Coordination Committee (DBCC) and the Department of Budget and Management (DBM) to Desist from the Practise of Deducting, Contrary to Law, the Cost of Devplved Functions and Services from the Mandated IRA, Beginning FY 2019 and Thereafter” (2) ULAP RESOLUTION NO. 2018-13 “ A Resolution Earnestly Appealing to President Rodrigo Duterte

and the Respondents to Desist from Filing a Motion for Reconsideration on the Supreme Court Decision on “Congressman Hermilando Mandanas, et al. vs. Executive Secretary Ochoa, Jr. et al Re: G.r. NO. 199802/G.R. NO. 208488, Promulgated on July 3, 2018 (IRA Computation).

On the said meeting, the significant presentations were discussion on IRA and CODEF by Governor Hermilando Mandanas of Batangas, review and clarifications on the proposed provisions on Federalism by former CJ Renato Puno and Hon. Arthur Aguilar, Chairman of the Consultative Committee, preparations for the Midterm Elections by Commissioner Al Pareno and program and policy updates relative to Local Governance by Under Secretary Austere Panadero of DILG.

The Budget Reform Package (BRP) of the Duterte Administration aims to shift the budget process from an obligation based to Annual Cash-Based Appropriations which provides that payments for contractual obligations delivered until the end of the fiscal year may be settled until the end of the Extended Payments Period (EPP)-I.e., three-month period following the end of the fiscal year.

• Program/project transfer to LGUs from national agencies, such as the Department of Health’s Health Facilities Enhancement Program (HFEP) and the Department of Agriculture’s Farm-to-Market Road (FMR) project, should be disbursed within the fiscal year.

• Financial assistance and other support (thru the Local Government Support Fund), LGUs have until the end of the following fiscal year to utilize the transfer, i.e., 2-year life.

• Similar to budgets of the national government, unspent appropriations after the end of the Validity period will lapse. Unexpended balances of funds tranferred to LGUs will revert to the National Treasury.

On the other hand, the internal Revenue Allotment and the Special Shares of LGUs from the Proceeds of National Taxes and Fees will have no such limitation. These statutory shares will be valid until fully expended as these are their lawful share.

A draft template ordinance was distributed to operationalize FOI and to provide guidelines. As part of the OGP National Action Plan, PCOO underscored the importance of the LGUs in creating a more open government via local mechanisms for the implementation of the President’s Executive Order on FOI. Subject to style, the pro formal ordinance may be used in drafting an FOI ordinance for consideration and approval by the local Sanggunians.

A draft DBM-DOF-DILG Joint Circular adopting the Modified Format of the Statement of Receipts and Expenditure (SRE) of LGUs and updated guidelines on its preparation and submission was distributed. The revised SRE reporting format is intended to serve as a source/reference for the preparation of other reports required by the oversight agencies from; while the guidelines intended to define the roles local treasurers, budget officers and accountants in the preparation of SREs. It should be noted that BARANGAYS and local assessor’s are now being required to comply with the reporting requirement. The SRE covering the actual, current and budget years shall be submitted by the LGUs to the DOF-BLGF, through the LGU Integrated Financial Tools (LIFT), strictly within the timelines that may be prescribed in the advisory to be issued by the DOF-BLGF for the purpose.

ADOPTING THE OFFICIAL POSITION PAPER OF THE LEAGUE OF PROVINCES OF THE PHILIPPINES ON THE PROPOSED

SHIFT FROM A UNITARY TO A FEDERAL SYSTEM OF GOVERNMENT THROUGH CHARTER CHANGE

Whereas, the League of Provinces of the Philippines supports the call of President Rodrigo Roa Duterte for the shift of the system of government from that of a unitary to a federal one;

Whereas, the League has created a Special Committee on Federalism to study the various proposals brought forward on the proposed shift to a federal government;

Whereas, the Committee has studied and presented to the League, in its General Assemblies the results of its studies and their corresponding recommendations;

Whereas, during the 3rd National Executive Board Meeting of the LPP, held on 20 October 2017, the members therein present drafted an official position paper on the proposed shift to a federal system of government. The same was circulated among the entire membership for their concurrence and was thoroughly discussed and approved during its 4th LPP General Assembly meeting held on January 11, 2018;

Now therefore, be it resolved, as it is hereby resolved, that the League of Provinces adopt the Position Paper on the Proposed Shift from a Unitary to a Federal System of Government Through Charter Change as its official stand on the subject matter.

Resolved further, to attach a copy of the subject position paper as an integral part of this resolution and to disseminate the same to all concerned stakeholders and to the public to solicit their support;

Resolved finally, to furnish copies of this resolution and its corresponding attachment to President Rodrigo Roa Duterte, the Senate of the Philippines and House of Representatives, Senate President Aquilino Pimentel III, and, House Speaker Pantaleon Alvarez, for their information and appropriate action.

Official Position Paper of the League of Cities of the Philippines (LCP)

On the Proposals that Seek to Revise the 1987 Philippine Constitution

INTRODUCTION The League of Cities of the Philippines supports the proposal that seeks to amend the Constitution through a Constitutional Convention. Specifically, the League wants to introduce amendments on Article X Local Government to give genuine local autonomy and spur development in the countryside. Despite its many positive features that are worth preserving, the 1987 Constitution has not enabled us to rebuild our various institutions for good governance. We continued with our counter-productive unitary system with powers, authority, and resources centralized in the national government at the expense of local government units. DISCUSSION

1. Is there a need to amend or revise the Constitution? Why or Why not?

Yes, the League of Cities of the Philippines believes it is time to revisit, review and revise the 1987 Constitution. We also think that we modify not only the economic provisions, but its entirety. The revision should not be piecemeal. The 1987 Constitution, to be sure, has served its purposes well, particularly in upholding our democratic and human rights. But there are many new challenges and developments that must be confronted and addressed, which may be beyond the ambit of the current basic law. THE LCP supports the move towards the conversion of our system of government from presidential/unitary system to federal system. We believe the federal system would provide for genuine and greater autonomy to the regions and the local governments.

There would be no more "Imperial Manila" that lords over the allocation of our national resources that, ironically, come from the regions. The federal system would allow us to manage our own resources and directly benefit from them. It gives us better opportunities at charting our own development based on our needs and resources, depending on our own efforts. A case in point is that while regional development is tackled in the Regional Development Councils (RDCs), we still need to pass through many review and approval processes of the national government. In many instances, we need to lobby with concerned national agencies and even national politicians to get our projects off the ground. We think that the states or autonomous regions under the federal system of government would be able to develop and implement big projects, without too many hands and heads that complicate and delay decision making and action. We all know that corruption occurs when too many hands are dipped into a project. ON A particular note, we also bat for longer terms of elected local officials. Three years are too short for a good local executive, who may be forced to immediately engage in various ways of politicking and patronage politics just to ensure a next term. As to how many years should be added to the terms of local officials, we would leave to the constitutional assembly.

2. What are parts of the Constitution should be revised? Why? Basically, the declaration of principles and state policies as well as other provisions that would cater the need in changing the form or system of government must be revised. For instance, from Presidential/Unitary to Federal systemadopt a charter change to effect the necessary changes in the governance, local autonomy-more defined decentralization of powers and administration, global competition in terms of doing business with local and foreign investors, public officials accountability. To alter the taxing system, the shares of LGUs from the national wealth taxes as well as to its shares in the utilization and development of natural resources.

To realize this goal, amendments have to be introduced on Article 10 by giving greater fiscal and administrative autonomy to local government units. The local government units can, by law, be granted greater shares of taxes paid by producers or traders of consumer goods and services which are presently paying taxes in municipalities or cities where their headquarters are located. In the language of the Local Government Code, this is called the situs on tax.

3. Should the amendments or revisions be proposed by a Constitutional Convention or by the Congress itself acting as a constituent assembly? Why?

We are in favor of the revisions to be proposed by Congress itself acting as a constituent assembly to save the government from spending billions and instead, to allocate the same to a more urgent projects or programs. As to whether the process of forming the constitutional assembly either by popular election or converting Congress into a constituent assembly, we suggest that we consult our people by way of an inclusive and extensive survey targeting a good number of respondents, and conducted by truly independent and reputable groups. CONCLUSION The League supports the revision to the Philippine Constitution because it is necessary and relevant. We need a charter that can adapt to our fast-changing world. Amending the Constitution should be financed and supported by Filipinos.

Bidding of Kits and Souvenirs for the 3rd NEO NB CLLEP

Quezon City. On July 21, 2018 PCL National President Chavit Singson scheduled a formal bidding of kits and souvenirs for the upcoming 3rd National Executive Officers-National Board Meeting and Continuing Local Legislative Education Program in Zamboanga City on September 19-21, 2018.

On his report dated 23 July 2018, Chairman Earl Tidy Oyas of Cebu disclosed that two parties submitted their proposal. Items presented during the bidding were: travelling bag, jacket, polo shirt, planner/notebook, ID set

(lace, card and jacket) and Zamboanga Batik bag with additional Php 200 worth of local delicacy totaling Php 1,200 per set.

It can be recalled that on 12 July 2018 upon the instruction of National President Singson, Executive Director Cuadra posted announcement on bid invitation to the PCL Official website, Facebook Community Page and Viber groups. The approved budget per package is Php 1000. Interested parties were told to directly submit their samples to the scheduled bidding on 21 July 2018.

Aside from NP Singson, also in attendance were National Executive Vice President Benny Brizuela, National Secretary General Jay Pimentel, Regional Chairperson and Kits Committee Chair Earl Tidy Oyas, Regional Chairperson and Local Host Myra Paz Abubakar and Executive Director Esther Cuadra.

The recently-concluded 3rd Asian Councils Forum (ACF) held last August 19-21, 2018 with the theme “Living Together in Asia” paved way to the realization of a more secure and safe Asia with dynamic potentials by taking into account the themes and outcomes from previous gatherings in the Philippines (2016) and in Taiwan (2017) aimed at shedding insight on successful collaboration efforts by Asian countries and regions through economic revitalization and crisis management measures.

The forum was graced by no less than the Prime Minister of Japan Shinzo Abe himself as the Welcome Dinner’s Guest of Honor. During the three-day event, a joint manifesto was duly signed by chief delegates from Hongkong, Taiwan, Japan, Philippines and Vietnam. The document officially stated opportunities for economic developments brought by mutual interactions of the members from Asian regions and of development of safe and secure cities, confirming the necessity of further strengthening cooperation. Further, agreed on the expansion and development of international exchanges in the local

level fostering mutual understanding and trustful relationships among culturally diverse regions through promotion of exchange in a wide range of fields among people of all ages across industries, governments, and academia.

The ACF was established in 2016 by local government assembly members to create a new political partnership network within the Region of Asia.

NC Dayanghirang lauds the creation of PCL National Sgt-At-Arms

Davao City. Philippine Councilors’ League (PCL) National Chair Danilo C. Dayanghirang commended the brilliant move of a retired military officer of AFP and now a 1st termer SB Member of Pantabangan, Nueva Ecija, Col. Bienvenido B. Reyes PA (Ret) for proposing the creation of a PCL National Sergeant-at-Arms.

Currently being prepared for endorsement to the PCL National Executive Officers – National Board (NEO-NB), the creation of such office as proposed shall have the following functions but not limited to, namely: (1) to enforce discipline and maintain orderliness during major activities;

(2) to monitor security of all delegates during gatherings; (3) to coordinate with local enforcement agencies security situation per engagement area; (4) to caution erring and misbehaving convention delegates; (5) to assist members on security and peace & order problems; and, (6) to perform tasks NEO/NB may direct.

“I thank the good SB member for coming up with this move. Like the Senate and the House of Representatives, both have Sergeant-at-Arms primarily important to take care of the order of the house. It is definitely a yes from me!” Dayanghirang said.

June 20, 20182nd Quarterly NEO-NB Meeting & 5th Series of CLLEPJune 18-20, 2018 at Iloilo City Convention Center

The registration for PCL delegates started at 6 in the morning on June 20, 2018 at the Iloilo City Convention Center. Philippine National Police and Presidential Security Group implemented strict security measures on screening luggage. Around 1 in the afternoon, the program started with PCL National President Danilo Dayanghirang from Davao City who gave the delegates his welcome message. Representing Chairman Raymund Liboro of the National Privacy Commission, Ms. Elisa May Cuevas presented a lecture on Data Privacy. The discussion focused on the rationale of the law, how their agency intends to protect personal information and their appeal for support to the Sanggunian members. After her talk, PCL General Legal Counsel Atty. Rey Oliver Alejandrino facilitated an open forum. Councilors from Biliran, Camariñes, Leyte and Nueva Ecija gave their queries. The Q&A centered on GSIS, DICT and FOI concerns which were both answered by Ms. Cuevas and Atty. Alejandrino.

At 3 in the afternoon, the formal program commenced with the doxology and Philippine national anthem by John Lacson and JBLMU Choir. As a surprise to all delegates, the PCL Hymn was led by the original composer/singer Councilor Dante Beriong. The PCL Creed was led by Councilor Rose Marie D. Doromal, former Vice Mayor and Treasurer of PCL Iloilo Chapter. On behalf of Regional Chairperson Maria Sheila Gange, the welcome remarks was delivered by Iloilo City Chapter President Jay Treñas. Honorable Jerry Treñas as the distinguished guest gave his message. Being a former councilor, former City Mayor and now the Representative of Iloilo, he talked about the

on June 20-22, 2018 in Iloilo Citysociety’s expectations to the councilors thus inspired them to excel and make a difference. Honorable Ted Tupas, Provincial Federation President of Aklan introduced Presidential Political Adviser Atty. Francis Tolentino. The former MMDA Chairman extended appreciation for being invited in the said event. He touched the role of Barangay in his talk as there are new members in the Sanggunian who recently joined ABC President and SK Chairperson. He disclosed his idea of having a national government agency on promoting culture and heritage in order to protect the Filipino values and artifacts. He encouraged the PCL members to assist him in creating the said office.

The program was temporarily held awaiting the arrival of President Rodrigo Roa Duterte. Intermission numbers were given by Bailarines Dela Isla. A short surprise birthday greetings and song/dance numbers were rendered as well to PCL National President Luis “Chavit” Singson who will celebrate his birthday on June 21, 2018.

The RTVM showed the live coverage of President Duterte’s activity prior to arrival at the ICCC. At past 7 in the evening, the President arrived. At the entrance, he was welcomed by PCL National Chairman Dayanghirang, National President Chavit Singson, Iloilo Provincial Governor Arthur D. Defensor Sr., and Representative Jerry Treñas. The background music being played while he was walking to the hall and being greeted by the PCL Officers and Members was Freddie Aguilar’s “Para sa Tunay na Pagbabago”.

Immediately after everybody has seated, the second part of the program started with Governor Arthur Defensor delivering his welcome address. PCL National President Luis “Chavit” Singson was called to render his report to the plenary. He enumerated various projects and accomplishments of PCL under his reform agenda.

NP Singson divulge his immediate plans and programs for the League. As the highest ranking Cabinet Secretary, DILG Secretary General Eduardo Año introduced the President of the Philippines. The PCL Officers and Members attentively listened to the President’s message. He emphasized the programs of his administration on anti-corruption and anti-drugs.

After PRRD’s speech, the photo opportunity started with the following sequence: National Officers, NB, NEO and per Regional Members. The lady of ceremony was Ms. Madelle Estaya.

During lunch time at the ICCC, on behalf of TESDA Director General Guiling Mamondiong. Regional Director Gaspar S. Gayona, Ph. D. Ed D, CESO III of TESDA XI Davao Region arrived. He delivered the DG’s message and talked about the Fourth Industrial Revolution, a phenomenon wherein substantive changes are being felt in the labor, employment and education spheres globally where technology continues to advance at a very fast pace. He then promoted the 21st century skills in order to cope up with the current needs: complex problem solving, critical thinking, creativity, people management, coordinating with others, emotional intelligence, judgment and decision making, service orientation, negotiation and cognitive flexibility. These skills could uplift the socio-economy, transform character and efficiency in the Philippine public service. RD Gayona left a challenge to the Councilors to inculcate the 21st century skills to the community.

Atty. Odilon Pasaraba of DILG-Bureau of Local Government Supervision discussed about values which enable the environment for the next generation to shine. He emphasized on organizational capacity as the said learning will enhance government service. After his presentation, Mr. Jose Denver Calo- Assistant Division Chief of DILG BLGS LGRD discussed about the legislative award award, its objectives, criteria and line up of proposed activities.

Honorable Lin Chin-chang, President Taiwan Local Councils Representatives Community Forum served as distinguished guest sharing their country’s best practices.

He also invited the councilors to join the 3rd Asian Council Forum in Tokyo, Japan on August 19-21, 2018.

Atty. Bernadette Huggins, as one of the resource speakers, presented significant points on anti-smoking. She provided a template on Comprehensive Smoke Free Ordinance as their NGO’s recommendation to the Sanggunian members.

After the messages and presentations of the guests, PCL National Chairman Danny Dayanghirang gave his accomplishment report likewise shared the Investment Incentives Code of Davao City to the audience. After him, PCL National Treasurer Sharon De Leon Macabebe presented the financial status of the League.

During the break, five intermission numbers were rendered by Emman, a local talent from the Visayas singing alternative songs.

At 2 in the afternoon, Honorable Sarah Duterte Carpio arrived. Two intermission numbers were rendered by Ruffy Buenavides. Provincial Federation President of PCL Aklan Honorable Julius Tajanlangit introduced Mayor Carpio.

As the Keynote Speaker, Atty. Carpio extended her gratitude for the invitation. She appealed to all regarding fight on illegal drugs and call for everyone to carefully assess oneself before running for elections. The presidential daughter urged the councilors to grab the opportunity for continuing education. After her message, a photo opportunity was held per region. The hosts were Cinderella Gabasa and Chester G. Sales.

During the Closing Dinner which started at 6 in the evening, the program started with a prayer by Councilor Arvin L. Losaria, Secretary General PCL Iloilo. The PCL Creed was lead by Hon. Laurence Anthony Gorriceta, PRO PCL Iloilo. Hon. Licurgo P. Tirador, Provincial Federation President of PCL Iloilo gave the welcome Address. On

behalf of Mayor Jose Espinosa III, Councilor Candice Tupas delivered his message to the delegates.

Dinner host Congressman Ferjenel Biron, M.D., Representative of Iloilo 4th District gave inspirational message to the councilors and talked about streamlined business procedures.

The VIPs being recognized were Vice Mayor Jeffrey Ganzon, 4th district Board Member Bryant Paul Biron, Mayor Braeden John Biron, Iloilo Vice Governor Christine Garin, Congresswoman Sharon Garin AMBIS OWA Partylist.

The night’s Keynote Speaker was Presidential Spokesperson Atty. Harry Roque who was delighted to be invited by PCL hence he could share his advocacy and thoughts for inspiration. Atty. Roque highlighted the role of PCL to the community likewise expressed his support to the League.

The performers were Binanog Dancers and the talents lingered on the evening with the PCL Got Talent contest joined by councilors who presented their individual talents in dancing, singing and playing of instruments. The members of the Board of Judges were Councilor Eduardo J. Piano- Head of Olongapo City Arts and Culture Council, Film Professor from UP Film Institute UP Diliman and graduated from Moscow Film Institute in Russia with Master of Arts in Film Direction; Councilor Rose Marie Doroman, 4th term, former Vice Mayor of Dumangas, Iloilo and Treasurer of PCL Iloilo Chapter and Honorable Jay Treñas, City Chapter President of Iloilo. The result of PCL Got Talent was validated by PFP Marion Francis Marcos. During the awarding, PFP Corging Tirador, PFP Marion Francis Marcos and PFP Prescilla Marcos assisted.

Councilor’s League denounces killings of members

The Philippine Councilors League (PCL) strongly denounces the killing of Councilor Isagani Ambaoa Joson of Lagayan town in Abra who was shot dead inside his house in Poblacion Wednesday night, August 8.

Joson is the fifth PCL member killed this year. Alfredo Alvarez and Zaldy Mallari, both in Cagayan, were gunned down in July and May, respectively. Ronilo Mamaclay of Saranggani was killed in June and Alexander Alicaway of Cebu was slain in an ambush last March.

“The deaths of Hon. Joson and other PCL members killed in the previous months are greatly felt by the organization. Councilors are only doing their jobs as legislators and should not be killed,” Dayanghirang said.

PCL National Chair and Davao City Councilor Danilo C. Dayanghirang along with National President Luis ‘Chavit’ Singson and the rest of the league’s members and officers expressed condemnation on the councilor’s murder.

Dayanghirang continues to provide assistance to sectors such as indigenous people and cultural communities, Persons with Disabilities (PWDs), senior citizens, victims of disasters and calamities, and among others.

Luis “Chavit” Singson called on all Councilors in the country to commemorate the Philippine Councilors League Week on September 1-7, 2018 by spearheading activities of their choice within their jurisdiction.

With the 2018 theme

“Public Service Above Self: A Firm Stand for a Responsive Leadership”, NP Singson said the PCL Local Chapters are free to choose which activity they want to organize as per Memorandum dated 25 June 2018 signed by him and NC Dayanghirang. During the first week of September,

activities such as outreach projects, seminars, sportsfest, tree planting, or flag raising sponsorships can be done.

According to NP Singson, the PCL National Secretariat organized a healing eucharist mass to be aired at ABS-CBN on September 2, Sunday at 6 in the morning. Afterwards,

the group went to Senior Citizen Sanctuary Center in Mandaluyong for the gift giving. The highlight of the PCL National’s PCL Week Celebration was the Ceremonial Signing of MOU on Federalism Advocacy between Philippine Councilors League and Department of the Interior

and Local Government on September 11, 2018 at the DILG Main.

Executive Director Esther Cuadra likewise reminded the Presidents to submit their post activity report to the PCL National Secretariat for information, file and recognition purposes.

Dear brothers in the Philippine Councilors League:

Our warm greetings of peace, love and happiness to all local legislators! It is another quarter and we

cannot thank everybody enough for the strong cooperation and support being extended to the

League as your beloved organization. Rest assured we are doing our best to fulfill our duties as your leaders.

CONTINUING EDUCATION. Article 17 of the Philippine Councilors League Constitution and By-Laws

creates the PCL Legislative Academy. This PCL Program is responsible for the capability building of the PCL Members

other local legislators and public servants. As we all recognize the significance of education, we all

should take note that this is not just for the youth. Education is equally important to the Councilors as there is a need to continuously equip ourselves with the latest trends, technology

and additional knowledge.We need formal education. This will help us to be hired,

promoted or in the least, be recognized in the society. Let us support the PCL Legislative Academy in their objectives of helping you finish Baccalaureate, Masteral or Doctoral courses.

T h e s e curricula are specially designed for the requirements as public servants in the course of your responsibilities and commitment in the government.

On 31 May to June 2, we have organized a learning activity in Legazpi City, Albay Province. To Governor Al Francis Bichara, Mayor Noel Rosal and all participants, thank you for making this event successful. In the near future, we hope more delegates will be joining this kind of activity hence acquire more skills and build camaraderie with each other.

FEDERALISM. Together with the Office of Assistant Secretary Jonathan Malaya, we shall sign a partnership agreement through Memorandum of Understanding as DILG’s Advocacy Partner. Secretary General Eduardo Año has warmly acknowledged this proposal and ordered the Legal Department to enhance our draft MOU.

ANTI-CORRUPTION. Together with Office of the OMBUDSMAN, we are now regularly conducting ITAPS Seminar (Integrity, Transparency, Accountability in Public Service). Apart from the PCL National, several LGUs through the PCL Local Chapters are now organizing these ITAPS Seminars in their respective jurisdictions.

LOCAL LEGISLATIVE AWARD. DILG will launch LLA as a nationwide program to all Sanggunians. As our project since 2006, we are deeply honored on this move. Let us all support this project and continue to be prime movers in the excellence for local legislation.

SHARING OF BEST PRACTICES. We are strengthening this program because we perceive the need to assist each other to perform well. In all activities of PCL, the local host presents various accomplishments which we can emulate. This will enhance local government capability. On top of this, we have invited the Provincial Federation and City Chapter Presidents to share their outstanding legislative measures to the P C L Members during the Plenary Session. We dream of making a positive change in the whole nation through the simple ordinances we can implement within our respective jurisdictions.

REFORM AGENDA. Noting that LGU funds be invested to the right priorities, efficiently and effectively utilized, we recognize the regulations being set by the Commission on Audit, Department of Budget and Management and Department of the Interior and Local Government. We are continuously disallowing excessive expenses and managing well the PCL Funds. As we go through this strict process, we hope to receive full support from our dear PCL Officers.

Our NEO NB CLLEP is not perfect, however we strive to discover various ways to serve you better. We need everybody’s cooperation to make this possible. Once again, thank you for the patience and commitment to PUBLIC SERVICE ABOVE SELF.
