Newsletter Volume 43, No. 3 July, 2015 I hope everyone’s summer is going well. It has been a very challenging spring and early summer here in Kansas and in several other Midwest and Southern states due to abundant and frequent rains. The wetter than normal conditions have greatly complicated crop planting and weed control efforts. Things don’t always go as planned, but you simply make adjustments and move forward as best you can. WSSA also continues to move forward and address key weed science issues. One of the key issues that producers and the weed science community have been dealing with in recent years is herbicide resistant weeds. WSSA has been leading the charge to raise awareness of the importance of herbicide resistant weeds and best management practices to manage the problem on a local and regional scale. The Herbicide Resistance Education committee, under the leadership of David Shaw and several other members, has helped coordinate and host two herbicide resistant summits in recent years and brought together not only weed scientists, but also growers, commodity groups, crop advisors, regulatory agencies and sociologists to try and understand and develop better approaches to the wide- spread adoption of integrated weed management practices that help prevent the development and spread of herbicide resistance. It has been rewarding to see some of the publicity that WSSA has received in the popular press regarding these efforts. WSSA also has developed a good working relationship with EPA, largely as a result of the efforts of Michael Barrett and the previous EPA Subject Matter Specialists. WSSA has coordinated another herbicide resistance tour, this one hosted by Mike Owen and Amy Asmus in Iowa during July. The goal of the tour is to help EPA personnel improve their understanding of the resistance problem and the challenges growers face in managing resistance in a complex agricultural production system. A full report on the tour will be available following the tour. monitoring for resistance development as various herbicides go through thereevaluation process. We have established two working committees, one chairedby Larry Steckel and the other by Andrew Kniss, to work with Mike to addressthese questions and develop recommendations. The goal is to have WSSAboardapproved comments ready to submit to EPA during the public comment periodfor these reevaluations.Donn Shilling has started in his new role as WSSANIFA Fellow this spring by

spending some time in DC establishing relationships with USDA. We feelthat having Donn in this position will enhance the USDA understanding of theimportance of weed science research. Donn also plays a key role as chair of theScience Policy committee.Lee VanWychen continues to representWSSAon all things political in DC and

keep us up to date on emerging issues. Lee works closely with the Science Policycommittee and also communicates routinely with Michael Barrett and agencyfolks on important weed science topics. Please see Lee’s Washington Reportelsewhere in this newsletter to learn about the latest news in DC.WSSA is revisiting and updating our Strategic Plan. Vanelle Peterson has

chaired the Strategic Planning committee and the board hopes to adopt a newstrategic plan at the summer board meeting in July. Thanks to Vanelle and thecommittee for their efforts to update the strategic plan.One other business item that the WSSA board addressed this spring was to

extend the contract with Allen Press for management services and meetingmanagement through April of 2017. WSSA requested the one year extension toinsure that we would continue to have the services of Joyce Lancaster as ourExecutive Secretary through that time frame, which coincides with the date thatJoyce plans to retire. Obviously, Joyce will be hard to replace, but the board willhave to start the search for a new Executive Secretary within the next year.The 2016 WSSA annual meeting in San Juan, Puerto Rico next February will

once again be a joint meeting, this time with the Southern Weed Science Society.Kevin Bradley and Peter Dotray are serving as program co-chairs for the meetingand will be presenting symposia proposals and meeting plans to a joint meetingof the WSSA and SWSS boards in July. San Juan should provide an interestingvenue for our annual meeting with lots of new things to see and do whileattending the meeting. I hope to see many of you at the meeting next February.We appreciate your input on any weed science and society related issues.

CALL FOR PAPERS2016 SWSS/WSSA MEETING

INVITATIONYou are invited to submit titles and abstracts for

papers and posters to be presented at the Joint AnnualSWSS/WSSA Meeting in San Juan, Puerto Rico onFebruary 8–11, 2016, Monday to Thursday. Volunteerpapers may be presented orally in one of the section meet-ings or as a poster. An individual may personally presentonly one volunteer, non-poster paper. This rule will bestrictly followed. In addition to the volunteer paper, anindividual may present a poster, may be co-author ofpapers presented by other authors, and may present aninvited symposium paper.

DEADLINEAbstract Titles andAuthor Information must be submit-

ted electronically by October 1, 2015, to be considered.Those not submitted by this deadline will not be accepted.This deadline applies to symposium papers, as well asto volunteer papers and posters. Abstract texts must besubmitted by January 15, 2016. The programwill be postedon the WSSA website (http://www.wssa.net) and mem-bers will be informed when it is available by “ListServe”from Joyce Lancaster.

MEETING SCHEDULESVolunteer papers will be presented within a 15-minute

schedule. Concurrent sessions dictate that the timeschedule be strictly followed. To allow for introduction,transition of speakers, and questions, you should plan topresent your paper in 12 or 13 minutes. Papers shouldreport the results of completed research or other substan-tive information. Information should not have beenpresented at a previous WSSA national meeting. Ideally,research reported at the WSSA Meeting should bepublishable in Invasive Plant Science and Management,Weed Science, Weed Technology, or a similar scientificjournal.

SYMPOSIUM PAPERSSpeakers participate in symposia by invitation. Dead-

lines and procedures for preparing and submittingabstracts of symposium papers are the same as for volun-teer papers, except that the author must send a copy of theabstract to the symposium organizer.

COMPUTER AND PROJECTION EQUIPMENTThe WSSA and SWSS have adopted LCD projection for

PowerPoint presentations as the standard andwill be used

exclusively during the annual meeting. LCD projectors andWindows PC laptop computers will be supplied byWSSAmembers and coordinated by section chairs. Presenterswill NOT be allowed to use their own computers in thesessions. If possible, computers will be located on thepodium in each session. If this is not possible, an infraredremote providing forward and backward control on thePowerPoint presentation will be provided in each session.Screens, microphones, carts, and extension cords will con-tinue to be supplied by AV services and paid for by theSociety. In order to make this process go as smoothly aspossible, please follow the guidelines below.FORMATAll presentationsMUST be in PowerPoint (any version)

for MS Windows (PC compatible). PowerPoint 2010 willbe the software used. MacIntosh/Apple formats willNOT be supported. Your presentation must be saved as aPowerPoint show file. The section chairs have requestedthat ALL presentations be prepared and uploaded on theabstract submission site so that preloading prior to themeeting can be accomplished (see Submission of Presen-tations). Please limit the size of presentations to less than25 MB. No audio clips or sounds will be allowed. Videoclips are discouraged unless absolutely necessary. Power-Point animation is discouraged. Please contact the sectionchair or co-chair one week PRIOR to sending your pres-entation if you need to use a video clip. Limit fonts used inthe presentation to basic fonts, as not all machines mayhave the same choice of fonts. Examples of standard fontsare Times, Arial, Courier, Tahoma, or similar equivalents.Section chairs and computer operators are not responsiblefor changes in fonts, bullets, and other formatting at thetime of presentation. Use up-to-date virus protection soft-ware to avoid infecting the computers provided by thesection chairs.SUBMISSION OF PRESENTATIONSPresentationsmust be uploaded on the submission site

prior to the meeting. Section chairs must receive the pres-entation at least one week in advance of the meeting (nolater than February 1, 2016). Please coordinate with yoursection chair if you want to preview your presentation atthe meeting to ensure that the formats/fonts are all as youintended them to be. Due to the limited time and equip-ment, last minute editing is highly discouraged.Submission of files at the time of the presentation or atany other time during the session will NOT be allowed.

SUBMISSION OF ABSTRACTVolunteer papers, posters, and symposium papers all

require abstracts to be submitted electronically. To submitabstract titles/authors and abstract texts electronically,go to the Weed Science Society of America website(http://www.wssa.net).• After September 2, 2015, you will be able to access theTitle/Abstract Submission Page from theWSSAwebsite.Additional instructions will be provided on the Title/Abstract Submission Page.The Program will be printed exactly as submitted, other

than format and font changes for uniformity; therefore,proofread your submission very carefully. Primary contactauthors will receive an email indicating their abstract wasreceived and a later email confirming the section/day/timewhen and where the paper will be presented.

PREPARATION OF ABSTRACTFollowing are the guidelines for the preparation and

submission of an abstract. Be alert to additional instruc-tions that may appear on the site itself.1. Contents – The abstract should include a brief over-

view of essential aspects of experimental proceduresand should highlight significant results and theirinterpretation. Write the abstract so it consists entirelyof information. Do not include statements such as “Theresults of the experiments will be presented” or “Thesignificance of these results will be discussed.”

2. Formatting – Typing and format instructions will beprovided on the Title/Abstract Submission Page of theWSSA website. In the abstract, authors will be identi-fied by occupational affiliation and location, not bymailing address. Therefore, please type the title,author(s), the affiliation (institution, agency or com-pany), and location (city and state or country, but notthe zip code). When authors are from different locationsor affiliations, group authors by their affiliations/locations.Capitalize the first letter of all major words in the

title and end the title with a period. Include both thecommon and scientific names of weeds and un-common crop plants in the title (authorship of plantsis not necessary), but only the common names of her-bicides and well-known crop plants. You do not needto type the title in bold-face; the system will do thatautomatically. First names followed by initial (periodafter initial) should be typed before last names of allauthors. The site will provide a method for indicatingthe presenter, be sure to specify the presenting author.Do not include departments, divisions or zip codes. Donot abbreviate the word “University” to “Univ.”

3. E-mail Address – For better communication amongresearchers, place the e-mail address of the seniorauthor following the last sentence of abstract.

4. Herbicide nomenclature –A list of common and chem-ical names of herbicides approved by theWSSA is avail-able at http://wssa.net/Weeds/Tools/Herbicides/HerbicideNames.htm. When the common name refersto the parent acid, salt or ester forms used in the exper-iments should be identified at the first mention of thecommon name (e.g., methyl ester of diclofop). At thefirst mention of an herbicide application rate, listwhether the weight is acid equivalent (ae) or activeingredient (ai) (e.g., kg ai ha-1). If no common name isavailable, use its designation (trade name or code)followed by the full chemical name. If the chemistry isconfidential, identify the source (company) in paren-theses after designation.

5. Adjuvant nomenclature – Where possible, use theWSSAHerbicide Handbook, 9th edition (2007), p. 421–423;Weed Science (1985) 33 (Suppl. 1): 22–23; or the WSSAMonograph (1982) Adjuvants for Herbicides. Otherwise,use themost complete available chemical description ofthe adjuvant.

6. Weed nomenclature – Identify weeds by commonnames. At first mention of a weed, whether in the titleor text, follow the common name with the scientificname (underlined and in parentheses). Do not repeatthe scientific name in the text if given in the title. A listof WSSA approved common and Latin names ofcommonweed species can be found at http://wssa.net/Weeds/ID/WeedNames/namesearch.php. If there isno WSSA-designated common name, use commonscientific names from another source such as HortusThird.

7. Crop nomenclature – Scientific names for crop plantsare optional. They are not needed for well knowncrops, but should be included for less common cropsand whenever needed for clarity. Place scientificnames, underlined and in parentheses, following firstmention of the common name, whether in the title ortext.

8. Soil nomenclature – Include the soil series with tex-tural classification and the subgroup name using theterminology of the U.S. Dept. Agric. Natr. Res. Con-serv. Serv. publication, Soil Taxonomy, U.S. Gov. Print-

ing Office, Washington, D.C. 1988. For soils outsidethe U.S.A., use the local official terminology.

9. Measurements – Report all measurements in Interna-tional System of units (SI). Abbreviate units of mea-sure if preceded by a number. See Weed Science (2003)51:1029–1033 for additional suggestions andWSSAHer-bicide Handbook, 9th edition (2007), p. 431–434 formetric conversions.

10. Abbreviations – Use abbreviations as shown at http://www.peertrack.net/WSSA/WSSA_Dir_to_Contrib.pdfor CBE Style Manual.

11. Numbers – Use Arabic numerals for all numbers withtwo or more digits and for all measurements such astime, weight, length, area, quantity, or degree exceptwhen the number is the first word in the sentence.Spell out numbers when they are the first word in asentence or when they are less than 10 and not mea-surements.

12. Tables, figures, or literature citations – There will be asystem in place on the abstract submission site to addthese.

SUBJECT INDEXA subject index consisting of weed/crop names, herbi-

cides, and other key words will be included in additionto the author index. Providing key words to be used inindexing will be the responsibility of the authors. Words inthe title are not automatically indexed. Only key words pro-vided by the authors will be used. The abstract submissionsite utilizes a new key word system. There are drop downboxes for each type of subject with a listing of choices. It isrecommended that you utilize these pre-selected choices,but there is an area for authors to type in user defined keywords that are not found in any of the selections.

1. A maximum of five key words per abstract will beindexed. Most abstracts should only require two orthree words.

2. Prioritize key words based on the importance of a givensubject, especially for abstracts containing more thanfive weeds and herbicides. Use a priority ranking of(a) weeds and/or crops, (b) herbicides, other chemicals(including adjuvants) and other types of weed control(e.g., cultural, biological), (c) additional topic words orphrases.

3. Use scientific name of weeds, without authority. Genusplus species is considered one key word.

4. Genera names may be used when more than onespecies in that genus is mentioned in the abstract.

5. Use common names of crops (for less common crops,use scientific names without authority).

6. Use common names of herbicides and other chemi-cals (including adjuvants) or code numbers for exper-imental compounds.

7. Chemical class names, e.g., sulfonylureas, should beused when more than one herbicide in that class ismentioned in the abstract.

POSTERSThe information presented as a poster is very similar to

that presented as an oral paper, but it is presented on posterboard rather than orally at the meeting. Directions forpreparing a poster can be found under POSTER SESSION(see below). The difference between a poster and a com-mercial exhibit must be clearly understood. The commer-cial exhibits are presented by SustainingMembers ofWSSAand consist of educational information of a promotionalnature about products or services. Posters may be presentedby personnel of the same sustaining member companiesand may concern commercial products, but they mustpresent results of completed research with these productsrather than promotional material about them.

POSTER SESSIONThere may be split sessions for presentation of posters.

In addition to specifying Poster Session, authors shouldindicate a category from Section 1 through 14. Posterpresentations will be grouped by these categories.

1. Authors are expected to be at their poster during theperiod reserved for viewing the poster to answerquestions and to discuss their research with interestedparties.

2. Participants in Section 15, the Poster Session, will meetat a location designated in the program before thePoster Session begins to elect a chair-elect of the sec-tion for 2017 (Section Chair in 2018) and discuss recom-mendations for improvement of the Poster Session.

3. Poster Boards. One board 48 x 48 inches will beprovided for each poster. There will be no exceptionsto the rule of one board per paper. Posters should beno larger than this size.

4. Content of Paper. Text, graphs, and tables must beeasily read from a distance of 6 feet. Titles and headingsshould be larger and readable from a greater distance.

5. Because of cost and logistics, it will not be possible toprovide electrical connections, video equipment, orother special equipment for posters.

6. Groups of authors may present more than one poster,but at least one author must be present at each posterduring the time designated exclusively for viewing theposter.

MILKWEED, MONARCHS, ANDPOLLINATOR PROTECTIONThe issues of milkweed, monarchs,

and pollinator protection continues tobe a hot topic in Washington, D.C. Inmid-May, the White House, throughthe Office of Science and TechnologyPolicy, issued the Pollinator ResearchAction Plan. The plan focuses onincreasing honeybee and monarchbutterfly numbers through the crea-tion and maintenance of pollinatorhabitat. In conjunction with this effort,the EPA has also issued a Proposalto Protect Bees from Acutely ToxicPesticides.These regulations wouldprohibit the application of pesticidesthat are acutely toxic to bees duringbloom in crops where honey bee pol-lination services are contracted. The

comment period on these regulationswill remain open until July 29.On June 24, the EPA also published

a document in the federal registertitled “RiskManagementApproach toIdentifying Options for Protecting theMonarch Butterfly.” This document isthe start of the process which willdepend upon “(i) input from a diversegroup of stakeholders to identify andintegrate information with respect toinfluences on the population dynam-ics of the monarch butterfly and themilkweed plant; and, (ii) cooperationand collaboration from these diversestakeholders to identify activities thatwill balance weedmanagement needsacross varied landscapes with conser-vation of the milkweed plant.” The 30day comment period ends July 24.As a bit of good news regarding

pollinator protection, the Senate Envi-ronment and Public Works committeemarked up a six yr transportation bill(DRIVE Act, S. 1647) that includedan amendment from Sen. Gillibrand(D-NY) that WSSA supported whichencourages pollinator habitat alongtransportation right-of-ways. This isthe first time a provision like this wasincluded in the Senate to encouragepollinator habitat on transportationright-of-ways. Some of the provisionsin the amendment include: 1) conductor encourage integrated vegetationmanagement practices on roadsidesand other transportation right-of-way, including reduced mowing;2) enhance the development of habitatand forage for Monarch butterflies,other native pollinators, and honeybees through plantings of native forbsand grasses, including noninvasive,native milkweed species that canserve as migratory way stations forbutterflies and facilitate migrations of

other pollinators; 3) encourage lever-aging through partnerships and coor-dination with stakeholders in supportof pollinators and plantings of nativeforbs and grasses, such as environ-mental groups, research institutions,other agencies, businesses, and com-munity organizations; and 4) conductor facilitate research and demonstra-tion projects on the economic andenvironmental benefits and bestpractices for integrated vegetationmanagement, reduced mowing, andplantings of native forbs and grassesfor pollinator habitat, forage, andmigratory way stations for Monarchbutterflies and other migrating polli-nators.

EPA RESPONSES TO IARCREPORTS FOR GLYPHOSATEAND 2,4-DGlyphosate: In 1991 EPA concludedthat glyphosate should be classified asa Group E (evidence of non-carcino-genicity for humans) based on a lackof convincing carcinogenicity evi-dence and considering the criteriain EPA Guidelines for classifyinga carcinogen. Since then, EPA hasmonitored emerging research on thecarcinogenicity of glyphosate.

In 2014, EPA reviewed over 55 epi-demiological studies conducted on thepossible cancer and non-cancer effectsof glyphosate. Our review concludedthat this body of research does notprovide evidence to show thatglyphosate causes cancer, and it doesnot warrant any change in EPA’s can-cer classification for glyphosate. Thisis the same conclusion reached in 2004by the UnitedNations’ Food andAgri-culture Organization and affirmedthis year by Germany’s pesticide reg-

ulatory officials. In a fewmonths, EPAwill be releasing for public commentour preliminary human health riskassessment for glyphosate as part ofour program to reevaluate all pesti-cides periodically. EPA is aware of therecent International Agency for Re-search on Cancer (IARC) report andwill address it in detail in the prelimi-nary risk assessment. 2,4-D: On June 23rd, the IARC re-leased a scientific assessment whichretains the group’s previous classifica-tion of 2,4-D as a “2B carcinogen” (pos-sibly carcinogenic to humans). Thisresulted from the June 3rd, 2015United Nations World Health Organi-zation’s International Agency for Re-search on Cancer (IARC) meeting toreview the carcinogenic potential of2,4-D.

EPA reviewed 2,4-D in 2014 as partof its decision to register Enlist Duoand found that the data do not supporta cause and effect relationship betweenexposure to 2,4-D and non-Hodgkin’slymphoma. This is the same conclu-sion reached by an earlier review of theissue by the FIFRAScientific AdvisoryPanel.

2,4-D is currently undergoing regis-tration review, EPA’s periodic reviewof pesticide registrations to ensure thateach pesticide continues to satisfy thestatutory safety standard for registra-tion; that is, the pesticide can performits intended function with reasonablecertainty of no harm to people fromresidues in food and water and that itwill not cause unreasonable adverseeffects on the environment when usedaccording to the product label.

Through this program, EPA is ensur-ing that each pesticide’s registration isbased on current scientific and otherknowledge, including its effects onhuman health and the environment.

The scope of the registration reviewprocess is to evaluate previously con-ducted human health risk assessmentsusing the most recent scientificinformation, agency policies, and riskassessment methodologies in order toidentify data deficiencies and futureactions/work needed for the pesticide.The risk assessments and toxicologyfor 2,4-D will be revisited during thisprocess and will include IARC’sassessment after publication of Vol-ume 113 of the IARC Monographs.EPA will determine whether any riskmitigation is needed to address unrea-sonable risks to humans.

Currently, we expect to release forpublic comment the draft humanhealth risk assessment for 2,4-D inMarch 2016.

ILLINOIS FARM DATA INDICATESMIXING MOA’S MORE EFFECTIVETHAN ROTATING THEMArecently published study by weed

scientists at the University of Illinoisand USDA-ARS, looking at glypho-sate-resistant waterhemp, is providingvaluable evidence that points to man-agement practices as the driving forcebehind herbicide resistance, and thatherbicide mixing, as opposed to herbi-cide rotation, is the most effective toolin managing resistance.Pat Tranel said this is not the first

time researchers have presented evi-dence that herbicide rotation is not thebest resistance management strategy.“This paper is valuable because theseconclusions were obtained doing ourexperiment in a more ‘real-life’ fash-ion,” Tranel said. “This study con-firmed previous conclusions thatfarmers should use herbicide mixingrather than rotation.”

During the study, they evaluatedglyphosate-resistance incidences, aswell as landscape, soil, weed, andfarm-management data from 105 cen-tral Illinois grain farms, includingalmost 500 site-years of herbicideapplication records. Having this data,collected between 2004 and 2010,helped the researchers identify rela-tionships between past herbicide useand current glyphosate-resistanceoccurrences.Tranel said when glyphosate-resis-

tant waterhemp was first reported inIllinois in 2006, researchers working atthe site saw some fields that wereinfested with waterhemp, but adjacentfields that were free of the weed.“We asked, ‘what is different be-

tween these two fields? Is it what thefarmers are doing?’ We asked a retailapplicator to let us review all the man-agement practices data from 100fields—50 that have resistant water-hemp and 50 that don’t,” Tranel said.“We took the results of what farmers

have already done, and asked what isdifferent in the fields that have resist-ance versus the ones that don’t,” headded.After collecting the management

data, sampling waterhemp from thefields, and screening seeds from thefield for resistance back in their green-houses, the researchers analyzed thatdata for management factors mostassociated with resistance. Overall theresearchers examined 66 variablesrelated to environment, soil, land-scape, weed community, and weedmanagement.“We looked at every factor we could

think of in terms of management andlandscape,” Tranel said. “We foundthat it was management factors thatare the most important. It doesn’t mat-ter whether you’re next to a watercourse that might bring in new seed,what the waterhemp density of your

field is, etc. It’s what you did in yourfield that matters.“That’s what’s encouraging,” he

added. “It’s not inevitable that if yourfield is next to a water course, forexample, you will have resistance.”Aaron Hager, a co-author on the

study, explained that the occurrence ofglyphosate-resistant waterhemp wasgreatest in fields where glyphosatehad been used in over 75 percent of theseasons included in the analysis,where fewer MOAs were used eachyear, and where herbicide rotationoccurred annually. “Simply rotatingherbicideMOAs actually increased thefrequency of resistance,” he said.On the other hand, Tranel said that

the farmers who were using multipleherbicides per application were leastlikely to have resistance. “When usingan average of 2.5 MOAs per applica-tion, you are 83 times less likely tohave resistance compared to if youused only 1.5 MOAs per application,”he explained.“That’s pretty amazing that adding

one additional mode of action in yourtank reduces your chances of resist-ance by that much,” Tranel added.Hager pointed out that this strategy

will work only if each component ofthe tankmixture is effective against thetarget species. “Effective, long-termweed management will require evenmore diverse management practices,”he added.Another piece of good news for

farmers is that the researchers did notfind an association of proximity be-tween neighboring fields and resist-ance. “The good thing is not only doesmanagement matter, it’s what you doin your own field that matters. Even ifa neighbor’s resistance moves, it’s at asmall frequency. If you’re doing theright thing it will stay at a smallfrequency,” Tranel said.Although there may be some con-

cerns with herbicide mixing, Tranel

said it is still the best tool to manageresistance. One concern is the greaterexpense and environmental load ofusing multiple herbicides.Another concern is using the correct

mix of herbicides in the tank. Particu-larly as waterhemp becomes resistantto other herbicides, such as PPOinhibitors, mixing glyphosate and aPPO inhibitor, is not going to be a goodmanagement strategy if there is al-ready resistance to a PPO inhibitor,Tranel explained.“As we have new tools coming like

2,4-D and dicamba-tolerant soybeans,some people may think ‘I’ll throw in2,4-D with glyphosate, because that’susing twomodes of actions,’ but if youalready have glyphosate resistancethen you are not really using twoeffective modes of action,” he added.“We don’t say that mixing is the

end-all solution. What we saw fromthis study if success for farmers ismeasured by lack of resistance orlower frequency, then successfulfarmers use multiple herbicides perapplication.”

USDA RELEASES FEDERALNOXIOUS WEED DISSEMINULESID TOOLThe Federal Noxious Weed Dis-

seminules of the U.S. (FNWD) wasdeveloped by the USDAAPHIS Iden-tification Technology Program (ITP) incollaboration with the CaliforniaDepartment of Agriculture (CDFA).Most of the content in FNWD is a workof the U.S. Government and is in thepublic domain. The ID tool was devel-oped to enable accurate identificationof federal noxious weeds (FNW) dis-seminules and to assemble a set ofhigh-quality images of the dissemi-nules of all the FNW taxa. The ID tooland its identification keys were de-signed to be used by officials at U.S.ports responsible for identification ofplant pests. It may also be a useful

resource for seed professionals andanyone else with an interest in, or aneed to know about, the U.S. federalnoxious weeds and what their dis-seminules look like.The ID tool provides photographs,

text, and keys that aid in determiningwhether or not an unknown dissemi-nule (e.g., seed, fruit) found as a con-taminant in imported botanicals andagricultural products is a FNW and istherefore actionable. The total list of114 FNW taxa is broken down intosmaller groupings, first by Dissemi-nule type—Spores vs. Vegetative vs.Fruits & Seeds. This page describes thevarious types of disseminules repre-sented within the tool. Taxa withspore and vegetative disseminules aredescribed in fact sheets. The taxa withfruit and seed disseminules (furtherbroken down into three groupings:Poaceae, Fabaceae, and Other Fami-lies) can be separated using one of thethree associated keys. A Key to Keysassists the user in deciding which ofthese three keys is appropriate to usefor taxon identification. USDA-ERS REPORT ON THEECONOMICS OF GYLPHOSATERESISTANCE MANAGEMENTData obtained by USDA’s Agricul-

tural and Resources Management Sur-vey (ARMS), conducted every yeartargeting about 5000 fields and 30,000farms, alongwith data from the Bench-mark study (Shaw et al., 2011) showthat weed-management choices thataccount for the yield and cost effects ofglyphosate resistance and maximizereturns over time differ from those thatignore the effects of glyphosate resist-ance by: 1) using glyphosate duringfewer years; 2) often combining

glyphosate with one or more alterna-tive herbicides; and 3) most impor-tantly, not applying glyphosate duringconsecutive growing seasons. As aresult, glyphosate resistance is man-aged more cost effectively and thecumulative impact of returns is higherafter about two years of managingresistance instead of ignoring it.The findings of the USDAEconomic

Research Service (ERS) study suggestthat education about the negative con-sequences of glyphosate resistance andthe economic benefits of managingresistance, as well as the common-pool-resource nature of weed suscep-tibility to glyphosate and the potentialbenefits of cooperation, couldpromote resistance-managementpractices, encourage neighboringfarmers to collaborate in managingglyphosate resistance, and increaselong-term returns to corn and soybeanproduction.The USDA-ERS report “The Eco-

WOTUS RULE FINALIZED,18 STATES SUE

On June 29, the Waters Of The U.S.(WOTUS) rule was officially publishedin the Federal Register, and subse-quently, 18 states filed lawsuits in threeseparate federal courts seeking toblock the administration’s expansionof which waters are covered under thejurisdiction of the Clean Water Act(CWA). The rule will take effect Aug.25, but for judicial review purposes,the rule would be considered final onJuly 13.Texas, Louisiana, and Mississippi

filed a joint lawsuit in Houston assert-ing that the EPA’s final rule is “anunconstitutional and impermissibleexpansion of federal power over the

states and their citizens and propertyowners.” While the EPA has the au-thority to regulate water quality, thesuit says Congress has not granted theEPA the power to regulate water andland use.Similarly, Ohio andMichigan filed a

joint complaint in an Ohio federalcourt, while the following 13 states:Alaska, Arizona, Arkansas, Colorado,Idaho, Missouri, Montana, Nebraska,New Mexico, Nevada, North Dakota,South Dakota, andWyoming are seek-ing to have the rule overturned in aNorth Dakota federal court.The EPA and Army Corps of Engi-

neers first proposed the WOTUS rulein April 2014 and finalized it in May2015. The rule will reportedly addsome two million acres of streams and20 million acres of wetlands under thejurisdiction of the CWA.There is also legislation in both the

House (H.R. 1732) and Senate (S. 1140)that would repeal the WOTUS ruleand require the administration todevelop an alternative rule in consul-tation with state and local govern-ments. In May, the House voted261–155 to pass its bill. The Senateversion was passed by the Environ-ment and Public Works Committee inJune, but is awaiting a vote from thefull Senate. The Administration said itwould likely veto the House andSenate bills, so a two-thirds majoritywould be needed in both chambers.

U.S. IS 22,500 COLLEGEGRADUATES SHORT FORAGRICULTURAL JOBSA report from USDA’s National

Institute of Food and Agriculture(NIFA) and Purdue University,released in May, has found tremen-dous demand for recent collegegraduates with a degree in agriculturalprograms. An estimated 57,900 high-skilled job openings are availableannually in the food, agriculture,

renewable natural resources, and envi-ronment fields, the report found, butthere are only about 35,400 new U.S.graduates with a bachelor’s degree orhigher in agriculture related fields,22,500 short of the jobs availableannually.College graduates with a degree in

GMO LABELING BILL GETSA LOT OF ATTENTIONThe Safe and Accurate Food Label-

ing Act of 2015 (H.R. 1599) wouldrequire the FDA to regulate the distri-bution and labeling related to bioengi-neered foods. The bill was introducedinMarch and has had hearings in boththe House Agriculture and the HouseEnergy and Commerce Committees.H.R. 1599 defines the term “bioengi-neered organism” as an organism thatmeets the following three conditions:(a) the organism is a plant (or a seed, afruit, or any other part thereof), (b) theorganism contains genetic materialthat has been modified through invitro recombinant DNA techniques;and (c) the modification could nototherwise be obtained using conven-tional breeding techniques.H.R. 1599 would require food pro-

ducers to notify FDA of any bioengi-neered foods intended to be soldinterstate and would prevent the saleof any bioengineered foods notdeemed safe by FDA. The bill wouldprevent FDA from requiring the label-ing of bioengineered foods only on thegrounds that the foods are bio-engineered, however, the FDA couldrequire that alterations of nutritional

properties, allergens, or other charac-teristics of food be listed on foodlabeling.The second title of H.R. 1588

directs FDA to define the term“natural” for its use on food andbeverage products. The third part ofthe legislation directs FDA toestablish federal standards for foodproducers who choose to voluntarilylabel their product for the absence orpresence of bioengineered organisms.Finally, H.R. 1599 deals with the issueof preemption (the doctrine thatfederal law takes precedence over state

law) by affirming FDA as thenation’s authority for the use andlabeling of bioengineered foodingredients and would prevent statesfrom issuing their own food labelingrequirements. Although there appearsstrong support for the measure in theHouse, its path is unclear in the Senateand beyond.

Riley Foundation’s “Pursuing a Unifying Message:A University Perspective”The Charles Valentine Riley Memorial Foundation

released the proceedings of one day meeting on April 6 ofuniversity leaders and representatives of theAssociation ofAmerican Universities, the Association of Public and LandGrant Universities, and the Non-land-grantAgriculture andRenewable Resources Universities. Highlights from themeeting were:• Federal Investments. There was a shared recognitionthat an alarming lack of federal investment in food,agricultural and natural resources research exists in theUnited States.

• Societal Needs. A key element of a unifying messagemust be how food, agricultural and natural resourcesresearch addresses societal needs for the common good.Because it encompasses essential societal needs, it couldbe defined as “the people’s research.”

• Multiple Federal Agencies.Aunifying message shouldemphasize expanding the total funding portfolio acrossmultiple federal agencies, including U.S. Department ofAgriculture, National Science Foundation, NationalInstitutes of Health, U.S. Geological Survey and others.

• ASolution Supply Chain. Research investment fuels thesolution supply chain needed to address issues thatpeople are passionate about. A deficit of agriculturalresearch leads to a deficit of innovation. In turn, a deficitof innovation leads to a deficit of solutions.

• Jobs. Adequate research investment should also beframed in terms of employment opportunities, jobcreation and risks to jobs associated with emergingthreats to food and agriculture.

• Educated Workforce. Federally funded research helpsuniversities mentor and prepare the next generation ofscientists and specialists in food, agriculture and naturalresources. Industry, as well as public institutions, dependon this educated workforce to fill innovation jobs.

• Target Policymakers.Although communicating with thebroad American public is important, the unifying mes-sage should initially be targeted towards policymakers.

• Collective Efforts. As efforts continue on pursuing aunifying message, these words from Benjamin Franklinare particularly pertinent: “We must all hang together orassuredly we shall all hang separately.”

announced the release of the 2014 Annual Report onTechnology Transfer which details research innovations anddiscoveries that have resulted in inventions and patents thathave the potential to benefit the American public. Thereport included improved products, processes, technolo-gies, and services that may benefit U.S. agriculture and thepublic at large. During Fiscal Year 2014, USDA filed 119

patent applications and disclosed another 117 inventions.The following discoveries were highlighted by USDA:• Processes to eliminate up to 98-percent of the allergensfrom peanuts without compromising their flavor;

• A portable method for identifying harmful bacteria infood that could improve the response to foodborneillness outbreaks;

• A new method for mosquito control that specificallysilences genes in the mosquito so it does not pose adanger to other insects, including pollinators; and

• A soil nitrogen test that quickly and inexpensivelydetermines the total plant-available amount of nitrogenin the soil, which environmentally and economicallybeneficial.

AGree’s “Research & Innovation:Strengthening Agricultural Research”AGree released a report and set of recommendations on

agricultural research on June 24. The report focuses on themechanisms and funding of federal agricultural researchmore so than the substance. The AGree co-chairs stressedthat Congress has not seriously reviewed the structureof farm and food research and funding in decades andsuggested a serious conversation about those issues now,in advance of the 2018 Farm Bill. In addition to increasedcongressional oversight, other recommendations made byAGree include:• Making data and findings from publicly funded researchmore accessible;

• Increasing the integration between research, education,and extension;

• Reviewing research priorities via transparent processesinvolving stakeholders and end users;

• Re-integrating independent technology assessment intothe research priority review process;

• Targeting public research to areas unlikely to beaddressed by private industry;

• Increasing competitive grant funding for theAgricultureand Food Research Initiative, Sustainable Agricultureand Education Program, Organic Agriculture Researchand Extension Initiative, Specialty Crop Research Initia-tive, and Crop Protection and Pest Management GrantsProgram; and

• Making competitive grant funding available toresearchers outside of the land grant college and univer-sity system and eliminate the 2014 Farm Bill’s matchinggrant requirement for non-land grant institutions andorganizations.

Position Function

The incumbent will develop a nationally recognized scholarly research and teaching program supported by external funding sources that addresses critical applied weed management issues in Mississippi within various agronomic cropping systems. The incumbent will work as part of a multidisciplinary team using precision agriculture in research, instruction and outreach.

Essential Duties and Responsibilities

Research Expectations: Focus will be on an appropriate combination of applied weed biology/ecology, herbicide physiology, weed resistance to herbicides, plant (crop/weed) responses to biotic and abiotic stresses, identifying genetic inheritance of herbicide resistance in weed biotypes, and/or investigating physiological response of weed population/biotypes to herbicides. The incumbent will work closely with fellow Plant and Soil Science faculty within and external to Mississippi State University in a multidisciplinary, collaborative approach, as well as with faculty in Agricultural and Biological Engineering, Agricultural Economics, and Biochemistry, Molecular Biology, Entomology and Plant Pathology. The incumbent will also be expected to secure extramural funding to support research activities, publish research findings in appropriate professional research journals, make presentations at professional meetings, advise and direct graduate and undergraduate students, teach in areas of specialty, and actively participate in professional societies (membership, presentations, committee involvement, officer roles, etc.); these will be mandatory for promotion. The incumbent will be expected to support graduate student training and contribute to collaborative teaching in off-campus and campus-based educational programs in weed management. Additionally, the incumbent will participate in research, outreach and education programs in weed science/weed management related to precision agriculture.

This can be a 9-month or a 12-month position, negotiable upon offer, and is a tenure-track position in the Department of Plant and Soil Sciences. Level of appointment (Assistant or Associate) is commensurate with qualifications and experience. Anticipated appointment would be 65% Research and 35% Teaching/Instructional (CALS/PSS); negotiable upon offer.

Minimum Qualifications An earned Ph.D. (or A.B.D.) in agronomy, weed science, plant physiology, molecular biology, or a related field from an accredited institution of higher learning is required.

Acceptable candidate must have outstanding English verbal and written communication skills, experience in weed management, herbicide mode of action, plant physiology, statistics, experimental design, and/or the current molecular techniques required to conduct research. The candidate should be familiar with methodologies, tools, techniques, and/or concepts related to the application and use of precision agriculture in their discipline and related fields.

Will ABD's (all but dissertation) be considered? Yes

Preferred Qualifications

Experience in teaching and/or research focused on weed science with a strong background or emphasis in precision agriculture is preferred. Postdoctoral experience and a demonstrated record of peer-reviewed publications, and a willingness to address critical issues as a team member in collaboration with other scientists. Preference will be given to candidates with an established teaching and research record (including a substantial record of peer-reviewed publications, demonstrated ability to secure external funding, and an instructional portfolio), however recent graduates with exceptional academic credentials are also encouraged to apply.

JAMES RALPH HANSEN1922 – 2015

James Ralph Hansen, born on January 1, 1922, died peacefully on May 11, 2015.He was born on a cattle ranch in northern Arizona, the youngest of four childrenborn to Sena and James Hansen. He graduated fromHolbrookHigh School in 1939,continuing his education at the University of Arizona where he was a member ofthe horse cavalry ROTC.World War II interrupted his education. He enlisted in the Army Air Force and

was stationed in the Aleutian Islands in Alaska. During the war, he met his futurewife Evelyn Knezik at a USO dance held at Chanute Field in Illinois. He became acorporal and was attending the officer candidate school at Ft. Benning when thewar ended.After marrying Evelyn, they returned to Tucson where Ralph graduated with

a Bachelor and Master of Science on the same day in 1948 from University ofArizona. He then received his PhD in Plant Physiology from the University ofWisconsin, Madison in 1951. After teaching a year at the University of Kentucky,Ralph and Evelyn moved to Wilmington in 1952 where Ralph began his careerwith Hercules Powder Company. He worked for Hercules for almost four decades,starting as an agricultural researcher and later becoming the international salesmanager and operations manager for the agricultural chemical division. In thesepositions, Ralph travelled throughout the world.Ralph served as President of the Northeast Weed Society and served as a deacon

and elder for First and Central Presbyterian Church.Upon retiring, Evelyn and Ralph spent many happy years as volunteers and

staff at Longwood Gardens.Ralph was pre-deceased by Evelyn in 2014. He is survived by his children, Janet

Hansen and husband Bruce Drouin of Yarmouth, Maine, Eric Hansen and wifeNina of Lincoln University, Pennsylvania and Karen Hansen and her husbandRobert Schneider of Brooktondale, New York. He is also survived by four grand-children, Christopher, Sarah and Jonathan Drouin and April Hansen.
