Dear Colleagues,

In selecting the theme for the 2013 Technical Conference and

Exposition, we were influenced by the continual trend we are

facing – how do we address increasing regulatory requirements

AND address failing infrastructure in a cost-effective manner.

Once the Great Wolf Conference Center was selected for the

venue, the theme was easy. “Howl You Get the Water So

Clean” and “caPturiNg the beast” are conference themes that

incorporate the conference venue with our organizational

message!

OWEA President-Elect Dan Sullivan put the call out for papers addressing the traditional

topics as well as current trends such as nutrient removal, asset management, design-build,

integrated planning, etc. The response was overwhelming, with more members offering to

share their facility’s silver bullet than available program space would allow. This conference

will truly be presenting the best our organization has to offer.

We extend an invitation to ALL operators, manufacturers, administrators, students, and

consultants to participate in this upcoming conference. Building upon last year, various

attendance durations/options are available on the registration form – surely you will find

an option to fit your budget.

Speaking of budget, the Great Wolf Conference Center has extended our organization

an unbelievable rate of $117/night. This includes waterpark access for up to four guests

per room, as well as complementary internet access and parking. Located just north of

Cincinnati in Mason, Great Wolf includes a spacious modern conference center to allow all

conference activities (except for the golf and plant tour) to take place on-site. In addition

to the on-site waterpark, Great Wolf Lodge is adjacent to Kings Island Amusement Park, so

bring the family along. While you are learning how to capture the nutrient beast at your

facility, your family can be tackling the Beast roller coaster at Kings Island.

While the primary focus of the conference is the technical program and networking

opportunities, in keeping with the conference theme, we plan to introduce the “Wolfman

Scramble” to the golf event; a Monday “Teen Wolf” movie night; a “Howling Good Time”

Meet & Greet with dueling pianos, and a member appreciation give back opportunity at

the Annual Banquet.

The Butler County Department of Water and Sewer’s Upper Mill Creek (UMC) Regional Water Reclamation Facility (WRF) has a rated capacity of 16 million gallons per day (mgd) and presently treats an average of 8.5 mgd of wastewater. The plant, which discharges into the East Fork of the Mill Creek, services a wide area that includes Liberty and West Chester Townships as well as parts of the City of Sharonville. While most of the flow originates from residential and commercial sources, the facility does have a significant industrial base. The County’s approved Pretreatment Program monitors about 30 significant industrial users in the area, including food processors, chemical and pharmaceutical manufacturers, and metal finishers, among others.

The original UMC plant was built in 1981 and received capacity expansions in 1993, 1999 and 2005. UMC is staffed by 6 certified operators 8 hours per day and monitored the remaining hours by the LeSourdsville Regional WRF via Supervisory and Control Data Acquisition (SCADA) software.

UMC’s main treatment process is activated sludge, using 2 oxidation ditches with biological nutrient removal (BNR) capabilities. By utilizing Anaerobic and Anoxic tanks prior to the oxidation ditch, the plant achieves Phosphorous (P) release in these un-aerated tanks, then subsequent luxury uptake - or removal - of P as the flow enters the aerobic volume of the oxidation ditch. From the ditch the flow feeds by gravity to 3 clarifiers. Here the solids settle to the bottom of the tank and are removed by wasting pumps or recycled back to the anaerobic tank using return pumps. A recycle stream from the oxidation ditch is also returned to the anoxic tank. The plant also has a back-up chemical delivery system that feeds Sodium Aluminate in cases where the biology can’t fully treat the wastewater to comply with effluent P limits – currently set at 1 mg/L (monthly average).

Wasted sludge feeds directly to the Centrifuge and is dewatered and hauled to Metropolitan Sewer District (MSD) incinerators or Rumpke to be landfilled. The clear water from the top of the clarifiers flows over weirs and travels to the effluent. Here the flow is treated with ultraviolet (UV) disinfection and then aerated one last time by cascade aerators as it leaves the plant.

The evening will begin with a Social Reception at 6:00 p.m. Your energy and spirits will rise listening to the Jump ‘n’ Jive Show Band from 6 -7 pm. At 7 pm, witness the ceremonious 5S Induction and the “roast worthy’ introductions of this year’s inductees.

The banquet will start at 7:30 pm. This year’s banquet program will honor those receiving WEF Awards, presented by WEF Representative Matt Bond. Next will be the passing of the Ohio Water Environment Association gavel from outgoing President Tom Angelo (l) to President-Elect Dan Sullivan (r).

The Jump ‘n’ Jive Show Band is a non-profit and their proceeds fund buying instruments for junior and senior high school students!

Matt is director of planning and asset management and wastewater practice leader with Black & Veatch, a global engineering, consulting, and construction company where he is also an associate vice president in the Dallas office. Matt has specialized expertise in advanced wastewater treatment, nutrient removal, biosolids management, wet weather management, and infrastructure asset management.

Matt spent nearly three years working for Johnson County (Kansas) Wastewater. As Deputy Chief Engineer, he was responsible for all existing infrastructure capital improvements projects and coordinated the development of the overall annual CIP program for the wastewater system that serves approximately 500,000 customers. He also helped lead a major strategic planning and asset management project for the utility.

A WEF member since 1985, Matt has held multiple leadership and committee roles within WEF. He led the staff and Board committee that prepared the 2011-2012 strategic direction, and he served on the Steering Group for the Committee Leadership Council. For the Government Affairs committee, he was a lead chapter author of the 2009 Technical Submission to EPA on Removal of Nutrients with Currently Available Secondary Treatment Technology. He previously chaired the organization’s Long-Range Planning Committee and was a member of WEF’s House of Delegates from 2001-2004.

Matt served on the Board of the Kansas Water Environment Association (KWEA), including President (2006-2007) and WEF Delegate (2001-2004), and received the Arthur Sidney Bedell award for extraordinary service to KWEA.

Matt is a registered professional engineer in several states, and a certified Class IV wastewater treatment plant operator in Kansas. He received his B.S. and M.S. degrees in Civil Engineering from the University of Missouri where he was inducted into the Academy of Distinguished Alumni in 2012.

August 26-29, 2014 In 2011, President-Elect Dan Sullivan had a vision, One Voice for Water, Unum Vocem aqua, and initiated a process that resulted in the two premier Ohio water associations teaming up and working together to hold a joint water professionals conference in 2014.

Even as the OWEA 2013 Conference Committee is busy planning for this year’s Technical Conference and Exposition, another group of committed volunteers from Ohio WEA and Ohio AWWA are working on this first joint water professionals conference in Ohio. The joint conference will be held August 26-29, 2014 at the new Hilton Columbus Downtown and Greater Columbus Convention Center, which are connected by a stunning glass skywalk.

2013 Technical Conference and ExpositionEXHIBITOR CONTRACT - TERMS AND CONDITIONS

1. We hereby contract to participate in the Exhibition on Tuesday, June 18, 2013, at the Ohio Water Environment Association’s (OWEA) 2013 Technical Conference and Exposition and agree to pay the selected registration package fee: Exhibit Booth Member $700 Exhibit Booth Nonmember $850 Extra Booth Attendant $50 for an 6’ deep x 10’ wide booth, with a draped and skirted table (6’ or 8’) and two chairs. The registration fee includes one full conference registration and admission to all conference activities for the primary booth registrant. Payment is due prior to booth assignment.

2. Additional personnel participating in the exhibit will be charged $50 (includes Exhibition admission and brunch, separate seating area available for exhibit staff) and must register as Additional Booth Attendants prior to the conference so name badges are available. Additional personnel interested in attending the social events and/or meals other than brunch on June 18, 2012 must purchase tickets in advance or at the registration desk. To preregister additional personnel for the full conference, register online at www.ohiowea.org or use an “Attendee Registration Form”, available at www.ohiowea.org or by emailing [email protected] .

3. We agree to all the terms of the “Liability & Responsibility Clause”, which is part of this contract.

LIABILITY AND RESPONSIBILITY CLAUSE

1. In signing this Exhibitor’s Contract, the exhibitor agrees to assume the entire responsibility and liability for losses, damages, and claims arising out of loss or damage to the exhibitor’s displays, equipment, and all other property brought upon the premises of and shall indemnify and hold harmless the OWEA, The Great Wolf Lodge and Conference Center, the agents, servants, and employees of each organization for any and all such losses, damages, and claims.

2. The exhibitor also agrees that the OWEA, and/or The Great Wolf Lodge and Conference Center will not be responsible for any injury, loss or damage that may occur to the exhibitor, the exhibitor’s employees or property, or to any other person prior, during, and subsequent to the period covered by the Exhibitor Contract; provided said injury, loss or damage is not caused by the willful negligence or wrongful act of an employee of the The Great Wolf Lodge and Conference Center and agrees to expressly release the OWEA, The Great Wolf Lodge and Conference Center of such liabilities and to indemnify the OWEA, and/or Great Wolf Lodge and Conference Center against any and all claims for such injury, loss or damage.

3. It is mutually agreed that it is the duty of each exhibitor to install exhibit in the assigned exhibit booth prior to 8:00 am on Tuesday, June 18, 2013 (set up times 5:00-9:00 pm on Monday, June 17 and 7:00-8:00 am on Tuesday, June 18); and to dismantle the exhibit no later than 6:00 pm June 18, 2013 (tear down time 5:30-6:00 pm on Tuesday, June 18).
