The American Recreation Coalition (ARC) has selected six federal programs and efforts as recipients of the 2013 Beacon Awards. Beacon Awards were first presented by the American Recreation Coalition in 2005 and recognize outstanding efforts by federal agencies and partners in harnessing the power of technology to improve public recreation experiences and federal recreation program management. AGENCY NEWS The Department of the Interior’s 2013 Share the Experience contest is underway. This year, a new Let’s Move Outside! photo category will encourage families to explore the outdoors and lead active lifestyles. Let’s Move Outside! is part of First Lady Michelle Obama’s Let’s Move! initiative to raise a healthier generation of kids. The winning photograph will appear on the 2015 America the Beautiful pass. Secretary of the Interior Sally Jewell has announced $4.2 million in grants to support conservation employment and mentoring opportunities for more than 600 young people ages 15-25 on public lands across the country. The grants, which support the Obama Administration’s efforts to develop a 21st Century Conservation Service Corps (21CSC), include $1.27 million from the Bureau of Land Management (BLM) and the Bureau of Reclamation (Reclamation), which helped leverage $2.65 million from the National Fish and Wildlife Foundation (NFWF) and $275,000 from Wells Fargo. The grants, awarded through a competitive process, will support 22 projects on public lands throughout the West.

They are funded through the America’s Great Outdoors: Developing the Next Generation of Conservationists initiative. In addition to providing valuable conservation work experience, the grants will result in more than 1,000 volunteer opportunities to expose young people to the great outdoors. Bureau of Land Management The Bureau of Land Management recently presented its Making a Difference National Volunteer Awards. The volunteers selected for this year’s awards were: Ray and Linda Panter, Central Yukon Field Office, Alaska; Annette Froehlich (Lifetime Achievement), Las Cruces District Office, New Mexico; Joshua Barlow, Price Field Office, Utah; Upper Ridge Wilderness Association (Lifetime Achievement), Redding Field Office, California; Illa Willmore (Lifetime Achievement), Upper Missouri River Breaks National Monument, Montana; and Pat Williams (Milestone Award), Red Rock Canyon National Conservation Area, Nevada. Warren J. Trogden, Sr. Challis Field Office, Idaho, is the winning BLM employee. In Fiscal Year 2012, more than 30,000 volunteers contributed more than 1.1 million hours of their time in assisting the BLM. That is the equivalent of 637 work years. National Park Service The 2013 Midwest Region Partnership Awards were recently announced. The Midwest Region Partnership Awards recognize successful community and interagency partnerships both within and beyond park boundaries. This year, the Midwest Region Partnerships Council chose to acknowledge additional nominations in two categories with Merit Award recognitions and it is also the first year that two National Heritage Areas are receiving awards. USDA Forest Service Last month, U.S. Forest Service Chief Tom Tidwell announced the awarding $772,820 to help national forests enhance or establish More Kids in the Woods and Children’s Forests programs in 16 states and the

U.S. Virgin Islands. Including more than $1.49 million in partner contributions, this award is part of the more than $2.26 million dedicated toward connecting American children to the great outdoors. U.S. Fish and Wildlife Service The U.S. Fish and Wildlife Service recently signed a memorandum of understanding with the Friends of the Migratory Bird/Duck Stamp, formalizing a commitment by both organizations to cooperatively support and promote the Migratory Bird Hunting and Conservation Stamp, commonly called the Federal Duck Stamp. The Friends of the Migratory Bird/Duck Stamp promotes public appreciation of how appropriate wildlife-dependent recreation can be conducted on refuge lands. Unlike many other independent Friends Groups, however, this group is not connected to a single national wildlife refuge or refuge complex. The MOU emphasizes mutual cooperation by the Service and the Friends to promote the wise habitat investments made through the Federal Duck Stamp; educate people about the many wildlife species that benefit through the stamp, including waterfowl, shorebirds, wading birds, songbirds and many other wetland-and-grassland-dependent species; and inform the public of the many opportunities on national wildlife refuges to reap the benefits of their Duck Stamp purchase. We’re back in the saddle, Southwest style, preparing for the 2014 APPL Convention and Trade Show, scheduled for February 23–27 in Albuquerque, NM. There are several items to report: The Request for Proposals (RFP) for educational sessions has been posted and session proposals are starting to come in. The theme for the 2014 Convention has been selected - The Art of Partnerships. Given the thriving arts scene in Albuquerque, we decided to tie the theme to that local community, with its vast resources and levels for engagement. More importantly, however, is the implied “art” inherent in the crafting of public lands partnerships. Although there are some basic tenets, there are lots of various interpretations and methods - art, if you will - to building and maintaining successful partnerships. Thus, the theme is perfect for enriching and interactive educational programs, focusing on the “art” of effective partnerships that create lasting public connections to our nation’s treasured public lands. FEDERAL UPDATES The Joint Committee on Taxation (JCT) to the House Ways and Means Committee has released a report on comprehensive federal tax reform. The report does not include specific policy recommendations, but does provide an extensive analysis of all aspects of the Internal Revenue Code and summarizes suggestions for reforms submitted to eleven bi-partisan tax reform working groups. The working group on charitable issues, led by Rep. Reichert (R-WA) and Rep. Lewis (D-GA), conducted meetings with experts to investigate subjects such as the private foundation excise tax, unrelated business income, and commercial operations of nonprofits. Regarding the law relating to charitable nonprofits, the JCT report provides background information (at pages 19-58) about the present law, and specifically identifies (at pages 491-497) comments the Committee and Working Group received on charitable deductions (including to retain or change the deduction as it relates to donations of finances, property, and inventory); tax-exempt status (including unrelated business income tax and operating rules for public charities and private foundations); reporting, disclosure, and tax administration; and the IRA charitable rollover incentive. All of the suggestions and comments submitted

On April 25, two refuge Friends members testified before the House Natural Resources Subcommittee on Oceans, Wildlife and Insular Affairs regarding two bills concerning the Refuge System. Mary Harper of the Friends of Forsythe NWR in New Jersey testified on the first bill, the Volunteer and Community Partnership Act of 2013 (H.R. 1300), which would reauthorize an important act that encourages the FWS to enter into partnerships and train volunteers, a work force that accounts for 24% of all work done on national wildlife refuges annually and contributes almost 1.6 million hours – the equivalent of 766 full-time employees, which has a dollar value of almost $35 million. Ed Graham of the South Eastern Wildlife and Environmental Education Association (SEWEE) in South Carolina testified on the second bill, the National Wildlife Refuge Review Act of 2013 (H.R. 638), which would revoke authority from the FWS to establish new refuges administratively, even though they must go through a rigorous public process to do so. Ninety percent of all refuges have been created using administrative authority. Graham’s testimony is available at http://bit.ly/1197rlt. A third bill, the Refuge System Semipostal Stamp Act of 2013 (H.R. 1384), was also under consideration by the Subcommittee and was strongly supported by both Ms. Harper and Mr. Graham in their testimonies. This critical piece of legislation would create a new semipostal stamp for purchase from the U.S. Postal Service nationwide. Modeled after the successful “Vanishing Species” stamp, which sells for 55 cents and whose proceeds go to help protect species like tigers and rhinos in other countries, this new stamp would help address the operations and maintenance backlog of the National Wildlife Refuge System. The Mount Rushmore Society (Society) donated $35,000 to the National Park Service to extend Mount Rushmore National Memorial's Evening Lighting Ceremony. Historically, the Evening Lighting Ceremony, which includes a ranger program, the Freedom: America's Lasting Legacy movie and lighting of the sculpture, has been held from Mother's Day until the end of September.
