The ceremony was attended by more than 300 dignitaries and officials, including Israel’s Minister of National Infrastructure, Energy and Water Resources Dr. Yuval Steinitz; French Ambassador Patrick Maisonnav; and executives from the project partner companies. Read more about the event here.

BrightSource continues to make significant progress in the permitting of the Qinghai Delingha Solar Thermal Power Generation Project. Recently, the company committed to signing new agreements with the project’s development partners – Shanghai Electric, Huanghe Hydropower Development Co., Ltd and Huanghe’s parent company, China Power Investment Corporation, (CPI).

During a series of meetings held during U.S. Ambassador to China Max Baucus’ trip to Qinghai province May 22-27, BrightSource initialed an agreement with Huanghe and Shanghai Electric to form a joint venture company for the construction of the Delingha project. Signatories included Xie Xiaoping, Chairman and Secretary of CPC Group of Huanghe, BrightSource Chairman and CEO David Ramm and Bi Chengye, General Manager of Shanghai Electric and BrightSource Solar Energy Co., Ltd. Qinghai Province Governor Hao Peng and Ambassador Baucus were also in attendance.

The signing marks a positive step toward completing the permitting of the Delingha project, which requires the issuance of the CSP Tariff by the China government. In the months ahead, the companies seek to finalize the joint venture company agreement.

Executives from BrightSource Energy, Huanghe and Shanghai Electric initial the joint venture company agreement in Qinghai province, witnessed by Ambassador Baucus and Governor Hao Peng.

In June, as part of the Fourth U.S.-China Renewable Energy Industries Forum (REIF), BrightSource signed a Memorandum of Understanding (MOU) with CPI and Shanghai Electric. The new MOU builds on previous Memoranda serving to guide the companies’ cooperation as they work to push forward the development of the Delingha project and commence construction this year.

Over the first few months of 2015 the Ivanpah Solar Electric Generating System has reached a number of important milestones, including the completion of its first year of commercial operation. The facility has continued to increase production as part of its planned ramp up, as examined in this article from Breaking Energy.

Of equal significance is new comprehensive scientific data on the facility’s avian impact after completing its first full year of avian and bat monitoring. According to a report recently released by the California Energy Commission and required by state and federal permit agencies, migratory bird mortality during the monitoring period was considered “low.” In addition, surveys detected no fatalities among federal threatened or endangered avian species. This is welcome news indeed to those who care about the potential of renewable energy and its immediate impact on the local environment. It’s also a reflection of the extensive efforts undertaken to help reduce avian mortality during every step of Ivanpah’s construction.

Released April 25 by the California Energy Commission, the Ivanpah Avian and Bat Monitoring Plan Annual Report, required by state and federal permit agencies and prepared by leading independent environmental consultants HT Harvey and Associates, presents a detailed analysis of data for the period October, 2013 – October, 2014.

China, Sub-Saharan Africa and emerging markets such as India are expected to be the major contributors to energy demand growth and consequent emissions in the coming decades. Fortunately, because clean tech is viewed as essential to meeting economic as well as environmental goals, there is growing policy support for renewables in these markets virtually across the board.

South Africa is a focal point for CSP and other renewables, having launched the largest renewable energy program on the African continent and relying on best practices learned in other renewable markets to guide procurement, program design and implementation. Its government is equally committed to diversifying its energy mix, until now predominantly based on coal. Recently, Bloomberg regarded the country as a bright spot for clean energy investment in Q1 2015, attracting approximately $3 billion in renewable investment. Read more here.

According to David Danielson, Assistant Secretary for Energy Efficiency and Renewable Energy, “A real highlight of the REIF was the formalization of partnerships through a recognition ceremony. The formal ceremony is of great significance in Chinese culture and helps to cement business and institutional relationships.”
