    Just as I was nishing wring this, news came in regarding the death of my colleague, MP Jo Cox -a new MP and mother of two ny chil

    dren. We cant rush to any conclusions about the circumstances of her death and I am not going to. I can say however that MPs, our sta, coun

    cillors and many others in public life have to live with abuse, aggression and threats as part of our daily lives. And many people feel that this has,

    for various reasons, got worse in recent years (and maybe even in recent weeks). We need, at the right me, to take a long look at why this may

    be and what we can do about it. Yet it should also be said that I and my team are also overwhelmingly treated with courtesy and kindness,

    thanked when we help and even when we cant always get the result people want. We must there for hold on to the goodness and decency of

    the majority of people whilst trying to nd ways of dealing with the uglier side of our dealings with each other.

    But rst and foremost, our hearts go out to Jos family, friends and the community she loved and represented so well for all too short a me.

    Europe-why I am vong remain

    Were on the eve of the EU referendum -and it will probably be the most important vote you will cast in a generaon. Yet, truthfully, its been a

    dispiring few weeks, marred by hysteria, myth-making and half-truths -such as the Leave campaign doubling the amount the UK pays for EU

    membership and then painng the false gures on the side of its bus ,to take just one example.

    This referendum -like others before it, is also increasingly about something more and dierent from the specic queson being asked. It is as

    much about how people feel about identy in a fast-changing world (including the impact of migraon), who are the winners and losers in a

    globalised economy and the eects of austerity since the worldwide crash-as it is about membership of the EU. That makes the debate much

    more complex and more deeply emoonal. Crically, June 23rd cant be the end of a vital conversaon.

    Yet the risk is that a vote for exit from Europe on the 23rd WILL mark an end. The die will be cast and the consequences will have to be livedwith. I dont want us to take that risk.

    Of course the EU is far from perfect-theres much more we need to do to improve how it works. We as policians havent done well enough in

    either explaining the value of negoated agreements and compromises in our naonal interest, or seng out clear, measurable goals for im

    provement. Meanwhile, the connuing fall-out from the global nancial crisis on the one hand, and the implosion of Syria and t he wider refugee

    crisis on the other, have added to the challenge of promong European co-operaon as a force for good and order in a tough world.

    Yet I believe that it is. I ve been campaigning to vote remain, and Ill carry on doing so unl polls close on the 23rd. And heres why:

    European co-operaon emerged out of the ashes of the worst wars in human history. We should be proud of our recent history of p eaceful

    compromise -and we cant take it for granted. Watch this video by former Prime Minster Gordon Brown.

    We pay into Europe, of course, but it s a ny proporon of our naonal wealth, and we get far more back in investment and trade. 26.5 billion

    is invested in Britain by EU countries every year. The EU is Britains biggest export market: almost half of all of Britains exports go to the EU.

    Exports to the EU are worth 227 billion a year to the Brish economy. Trade would connue if we vote to leave, but we would sll have to fol

    low EU rules when we do business there. Meanwhile, we would have given up our say in the making of those rules. Surely it is beer for Britain

    to have a seat at the table and a say in making the rules?

    Millions of Brish jobs are linked to EU membership. Independent research by the Naonal Instute of Economic and Social Research shows

    over three million Brish jobs are linked to our trade with Europe. If EU countries buy less of our goods and services, UK jobs are put at

    risk. Above all, it will be our young people whose future is most at risk. The young are most pro-European in their outlook -we, the generaon

    who are their parents and grand-parents, must think about their interests.

    Brish workers benet from EU agreements on workers rights -fought for by Labour -including the right to holiday pay, paid maternity and

    paternity leave, an-discriminaon laws, equal pay and protecon for agency workers. Leaving would allow this or a future government to cut

    back on employment, social and environmental protecons. This would be a race to the boom and erode rights we now take for granted.

    From organised crime to protecng the environment, the challenges we now face dont respect naonal boundaries but do require internaonal

    co-operaon. For example, thousands of criminals, including terrorists, have been arrested under the European Arrest Warrant. Britain has also

    taken a lead in a range of environmental campaigns in Europe from climate change to air polluon. The EU enables European countries to form

    one negoang bloc which amplies Brish inuence in climate discussions.

    Being in the EU enhances Britains global inuence and allows us to take our place at the top table. The so power of the EU has been a major

    factor in locking human rights and democracy into the polics of the Connent. And at a me of connuing instability, from the Ukraine to the

    Middle East, we need more co-operaon, not less.

    Vong to remain is a posive choice-

    giving us the opportunity to benet from our membership but also the scope to keep working to makethings beer. A Leave vote is unlikely to be something we can change in my lifeme. So please -do use your vote, make your voice heard and

    lets make the next steps we take as a country be forward, not back.

    Westminster Council to switch o CCTV as nancial pressures bite ever deeper

    Westminster Council has announced its intenon to switch o all of its crime and disorder cameras across the city, due to the cost of replacement of ageing equipment (1.7million) and running costs (1m annually).This comes only three years aer Conservave Council Leader Cllr

    Philippa Roe declared in her budget speech thatWestminster has been a beacon in the use of pubic ream CCTV for many years. Our camera

    depoyments are proporonate, appropriate, based on evidence of need and have a cear vaue in protecng our communies.

    Financial pressures are becoming so acute that the council cannot maintain the system they made central to their crime and se curity agenda for

    so long. It is important to keep reviewing the best means of ensuring an eecve crime and security response, and I recognise that the current

    CCTV network needs further investment to remain operaonal. However we are deeply concerned that this decision is primarily nancially driv

    en and that an alternave strategy is not yet in place. It must also be seen in the context of a drasc reducon in police capacity (down by

    around a third since 2011 locally), and the cancellaon of all council support for the Westminster Youth Service. The public will understandably

    demand reassurance that there will be no increase in risk owing from this decision and Westminster Council must be construcve in its en

    gagement with the new Mayor, MOPACand other key stakeholders to safeguard the public.

    There are parcular concerns in wards outside the centre of Westminster where public spaces are less likely to be covered by TFL or private

    CCTV cameras. My council colleagues and I are calling on the council to provide reassurance that areas that have had a high number of incidents

    recorded on the current camera network such as Harrow Road and Church Street wards won t be le without support.

    If cameras are switched o or transferred from council control we, want Westminster to use the money saved to make clear and specic com

    mitments to delivering public realm security works, such as improved lighng, and supporng the work of the Integrated Gangs Unit and other

    human security measures.

    Growing concerns about 16 storey Hathaway House scheme in Woodeld Road

    Local councillors and I have submied our arguments against the proposed development in Woodeld Place, which includes a 16 storey tower

    on the Hathaway House site. I believe there is a strong case for a wider master-plan for this area, drawn up in partnership with the local commu

    nity, and we should not be proceeding piece-meal with a awed scheme such as this. Here is our full leer of objecon:

    Full objecon by Cllr Adam Hug and Karen Buck MP on behalf of the Westbourne Ward Cllrs, Westminster Labour Group and the Member of

    Parliament for Westminster North (May 30th 2016)

    Westbournes Labour Counciors (Cr Adam Hug, Cr David Boothroyd and Cr Papya Qureshi) and Karen Buck MP are wring to make a further

    objecon about the proposed pans for the redeveopment of Hathaway House on Wooded Road. Buiding on the inia objecon submied on

    our behaf by Cr David Boothroyd in Apri and foowing past discussions with the deveoper and the counci, there are a nu mber of concerns

    about the scheme that have not been addressed and mean that we do not beieve the panned scheme shoud proceed.

    At its heart, the ward counciors beieve the currenty proposed scheme is too ta for the area in which it is proposed, that the current scheme

    does not deiver enough or the right mix of aordabe housing and coud undermine residena and environmenta amenity.

    At 16 stories high (G+15) this proposa is dramacay higher than the surrounding area. Whie the north of the site on Wooded Road woud be

    sighty higher and bukier than the surrounding properes and the tower woud dominate the oca skyine, potenay bocking ight to the

    neighbouring Athone House care home and reducing the residena amenity for peope iving in Grand Union Cose and other o wer rise housing

    and oces on Wooded Road, incuding the Licensed Taxi Drivers Associaon (LTDA) and new deveopment of the Harrow Road poice staon.

    The deveopers contenon that the presence of towers on Afred Road/Torquay Street and the Treick Tower in Kensington shoud faciitate this

    deveopment shows a fundamenta ack of understanding about the oca geography with both exampes a signicant wak from the HathawayHouse site. As Cr Boothroyd has aso pointed out previousy, Counci poicy DES 3 and its stated approach to panning are n ot to take precedence

    from the other ta buidings in the (much wider) area as the appicant currenty seeks to do. If the scheme was to receive panning permission it

    shoud be revised to reduce the height of the tower signicanty, potenay providing the space esewhere on the site.

    Whie it is wecome that the scheme proposes to buid the aordabe housing on site, at 19% by unit type (15 properes) the proposed deveop-

    ment fas far short of the Councis aready ow aordabe housing targets (35% in sites outside of the Centra Acvity Zone such as Wooded

    Road, and 30% overa). Westminster Labour cannot support a scheme that does not deiver at east a poicy compiant eve of aordabe hous-

    ing. The proposed rent eves and size mix are aso not to be supported. We woud want to see an aordabe component that in cudes a signi-

    cant provision of socia housing to hep tacke Westminsters chronic waing ists and overcrowding probems, and ensured that any intermediate

    housing products are both for rent and are genuiney aordabe to househods earning beow 40k per year, the demand for whi ch has been

    idened in the councis dra Housing Strategy. The size mix of the aordabe housing shoud aso incude at east some 3 bed famiy units.

    The provision of oce space may potenay add some benets in terms of supporng oca food and drink outets. However as the scheme pans

    to use the new oce space to repace the exisng CNWL oces in centra London this is not directy creang new jobs, beyond potena ceaning

    and security jobs that are not restricted to the proposed use of the space. Any new oces shoud incude a signicant proporon of the loor

    space to be used by oca sma businesses and startups to provide new jobs and opportunies for oca peope.

    A number of oca residents have passionatey made the case that by proposing to buid on the car park area it removes the ony potena site for

    accessibe pubic, and potenay green, space on the north side of the cana between Lie Venice and the HaPenny Steps. We support residents

    desire for part of this scheme to be used for pubic access green space, a garden ony accessibe to residents and users of the new deveopment

    woud not meet pubic need.

    Wooded Road aso experiences a high eve of trac as it forms cut through going from Harrow Road south to Great Western Road. Therefore

    we woud ask the Counci to reconsider the requirement for parking provision for 64 parking spaces, ooking to reduce this number, potenay

    making the residena scheme car free given the proximity to pubic transport routes. The oca area is experiencing a wave of redeveopment,further adding to the pressures on Wooded Road, any buiding trac woud need to be carefuy and stricty managed if the scheme was to

    proceed. The cana itsef coud be expored as a potena aternave route for the provision of buiding materias to/remova of spoi from the

    site.

    At a strategic eve the scheme has the potena to prejudice the sowy emerging Harrow Road Management Pan that woud seek to pace this

    site within a more cohesive and integrated panning framework for the area. There is a strong case to deay any deveopment on this site so that

    any new buidings meet the wider objecves of oca residents and the counci that wi be idened over the coming months.

    For a these reasons idened the Westbourne ward counciors, Westminster Labour Group and Karen Buck MP ca for the rejecon of these

    current pans for the redeveopment of Hathaway House.

    What Ive been doing in the last month: Out and about in Westminster North

    Maida Vale

    It was wonderful to nally get together with residents from Didbin House, in the newly re-opened tenants hall -which has been unavailable for

    years! Thanks to the excellent eorts of Polly Roberston and others from the tenants group, it now hopesto start a programme of acvies for

    older residents and for families. Local councillor Rita Begum and I are commied to helping fund -raise for acvies and to furnish the room for

    events.

    Lancaster Gate

    The Halleld estate AGM was, as always, well aended by lessees and tenants, and inevitably the long-standing (7 years so far!) Major Works

    programme dominated the proceedings. I have undertaken to organise another LEASE lessee advice session and invite Halleld residents

    amongst others, and havenow booked the Stowe Club on September 10th

    for that purpose. A further invite will come round, but if you would

    like to reserve a place now, please drop me an e-mail (whether or not you are on Halleld). I have also been taking up the recurrent problem of

    rough sleeping on the estate with CityWest Homes and the Council.

    Church Street

    I joined residents from Blackwater, Lambourne and other blocks last week, along with Cllr Grahame, to discuss their concerns about the pro

    gress of the Church Street regeneraon programme, the neglect of their blocks during the (now long delayed) period before renewal, and everyday issues such as cleaning.

    Improving road safety

    Local parents have been lobbying for improved road crossings at a number of points in and around Harrow Road. I was pleased t o see work

    starng last month at the juncon of Elgin Avenue and Shirland Road -but then everything seemed to stop! Now we are told July 10th

    for com

    pleon, so ngers crossed (via Tim Roca)

    Pub news

    We now await the conclusion of the planning inquiry into the wrongfully-demolished Carlton Tavern in Maida Vale, and congratulate the cam

    paigners (and the Council) in pung a powerful case to the inquiry for the re-building of the pub. Heres how the BBC reported it:

    Deveopers who knocked down a 1920s west London pub shorty before it was to be given isted status have been caed thugs and vandas.

    Loca and community acvist John Simmance made the comments at a pubic inquiry into the demoion of the Carton Tavern. Mr Simmons saidthe pub had survived the Bitz, the Westway buid and 1960s housing deveopment. Deveopers CLXT Ltd knocked down the pub ast year despite

    being refused panning permission to buid 10 lats. The oca authority ordered it to be rebuit, but the deveopers refused. Westminster City

    Counci and oca campaigners said it shoud be rebuit brick by brick.

    Unfortunately, permission was granted this month to convert the former Chippenham pub into a shop, despite a strong local campaign and sup

    ported by the Council.

    In Parliament

    the never-ending housing crisis

    With housing connuing to dominate my postbag, I spoke in the recent debate on Aordable housing in London, drawing parcular aenon

    to the boasts of (some) developers as to the health of the luxury housing market. Simply put, there seems to be land for luxu ry properes, oen

    sold abroad, somemes scarcely lived in, whilst the majority of people are squeezed by rising rents and a shortage of decent but ordinary

    homes to buy or rent. You can read my speech here.

    I also wrote an arcle for Inside Housing magazineon how homeless households are geng moved further and further from their originalhomes and communies-and why this maers.

    Select Commiee work

    Im a member of the cross-party Parliamentary Work and Pensions commiee which has been looking into the background to the collapse of

    Brish Home Stores, and parcularly, what happened to the pension fund. You can watch us quesoning former owner Sir Phili p Green

    Invesgatory Powers Bill

    The Joint Commiee on Human Rights, of which I am also a member, has produced this report on the governments Invesgatory Powers Bill.

    I was very pleased that the Government accepted several of Labours demands on the Invesgatory Powers Bill as it returned to the Commonsrecently.

    The concessions included: An overarching 'Privacy Clause' to ensure that privacy is at the heart of the Bill; A historic commitment that trade un

    ion acvies cannot be considered sucient reason for invesgatory powers to be used; Assurances that the double lock process includes

    power for Judicial Commissioners to scrunise the decision to issue a warrant, not just the process.
