CEDARFIELD PLANTATION HOMEOWNERS ASSOCIATION BOARD MEETING MINUTES – REGULAR SESSION

Landscaping Confirmed that pine needles have helped sediment on Stratton Farm sidewalk HO reported that branches on the back side of pool still need to be cleaned up so we’ll ask Superior to take care of them

Technology

Pool Flickering light reported by HO Ben pressure washed all of the outside: sidewalk, front entrance, all around flagstone. Cement holding flagstone in place is

in really bad shape and needs to be replaced Must fix: pool skimmers. We paid $750 for a plumber to snake the 2 skimmers on back side of pool but he didn’t find any-

thing, so next step is $700 for him to send a camera in and figure out why skimmers aren’t working. Can’t pass inspec-tion without skimmers working.

Water is working – issue with meter resolved Fans and lighting all working well Ben is pressure washing pool area and we still need to clean all the equipment; volunteers needed to scrub the chairs and

tables Security camera in front needs to be updated for better quality and maybe add another one. Other cameras were already

updated We will replace 2 out 4 speakers that are not working. We don’t know when we can open. Not opening in May – even if state opens pools, lifeguards haven’t started training yet

Men’s bathroom repairs: hinge on door completely ripped off; one of the urinals is constantly running Miscellaneous

HO complained about fence at Twin Trail & McCoy. Daniel took it down as a nicety, but it is rotten and termite infested

so we will just remove that section and not replace it.

OFFICER REPORTS

Treasurer Report: 2020 we are down about $11,000 compared to last year. Collected 82% of assessments compared to 88% of

assessments last year at this same time. Unpaid assessments at April 2020 are higher than at April 2019. Number of homes

behind in assessments has increased this year. Total Cash on hand at April 30, 2020 was $148,724, compared to $162,674

one year ago and $143,175 last month. Year to date cash expenditures through April 30 were $54,099 compared to $57,446

in the prior year and budget of $52,583. Pool costs were paid earlier in 2020 to get the pool ready for county inspections.

Costs are lower compared to 2019 because of some equipment and lighting repairs paid in the prior year. Landscape costs

are higher in 2020 because pine needles (pine bark mulch) was billed in April this year compared May in 2019. By next

month the 2020 year to date costs will more closely match the 2019 costs. Total cash expenditures through April 2020 were

lower than the prior year, and slightly higher than the YTD budgeted amounts.

COMMITTEE REPORTS

LANDSCAPE/MAINTAINANCE: On track with community pine straw to Pines Fines change over. Although, the entire C2 landscaping will not be completed due to short fall (to keep cost the same as the cost of Pine Straw this year, the Board went with an “dollar for dollar” or “breakeven” metric) resulting in the trail between Hollyhock and the pool not being done. All irrigation systems are operational. The sales of Pines Fines to homeowners for their homes is also on track. When monu-ment areas were improved more flowers were order, Treasure has asked for an itemized list of expenditures for accounting/allocation purposes. No work will be done to the hedges behind the pool this year.

ARC COMMITTEE: Fence installation & backyard in-ground pool approved.

SOCIAL COMMITTEE: Nothing to Report

POOL COMMITTEE: Looking to open during phase-2 or phase-3 depending on State restrictions. SCMG is currently training new lifeguards to be ready by June 1st at the earliest. The Board has and is continuously discussing options on how to follow the social distancing, hygiene, sanitation, and occupancy restrictions that will be imposed by NC by looking at the current SC public pool restrictions. Depending on what NC puts into place/policy, it may delay C2 pools opening until ALL areas of concern can be met and maintained throughout the pool season and ensure the safety of all whom visit our pool to the best of our ability.

Cedarfield 2 We have a pool board meeting Tuesday night. We will vote on when and how the pool might open. The pool committee has prepared a proposal to present to the board that would allow the pool to open under the guidelines of Gov Cooper. The tentative opening dates are June 6th or 13th. It’s also possible we won’t open until Phase 3. The basic stumbling block is SCM will not be a gate keeper to police guidelines so WE have to take on that responsibility. So there will be lots to do before we can open.

Pool information

Cedarfield Park The pool is OPEN!!! It will be open from approximately 9 AM until 8 PM daily. We have had to make a few changes, so please make sure to follow the additional rules, so that we can remain open.

1. Maximum number of people allowed in pool area is 30, with a maximum of 12 people in the actual pool at a time.

2. There are no chairs, tables or umbrellas out. You may bring your own. If you leave, even for a bit, you must take your things with you. You cannot "save" an area for later.

3. As we do not have lifeguards, the bathrooms and handles will only be sprayed down a few times a day. 4. Please only sit in the open areas. Do not sit in the areas that are taped off. We have had to limit the areas

for sitting to 6 sections. This has been done to allow for the proper amount of Social Distancing. 5. At this time, we are limiting the pool to only residents of Cedarfield Park. You may not bring in outside

guests. This includes family members and babysitters, etc that do not live with you. 6. The original pool rules are still in effect. Including, you must be at least 16 years old to swim without an

adult. If you are under the age of 16, you must be accompanied by an adult of at least 18 years of age. Proper ID will be required to verify age.

NOTICE: For your health and the health and safety of our community, please exercise social responsibility while on the premises. Neither the HOA, it’s Management Company nor the pool company can be responsible for preventing the spread of germs throughout the facility, including related to COVID-19. The facilities are open to use AT YOUR OWN RISK, and users are responsible for wiping down surfaces, social distancing within the facility as publicly recommended or required, and using personal protective equipment (gloves, masks, etc.) in accordance with CDC requirements. Individuals entering the facility are specifically warned that the HOA cannot guarantee the premises are sanitized to the degree that would prevent the spread of COVID-19. DO NOT ENTER IF YOU OR ANYONE IN YOUR HOUSEHOLD HAS A COUGH, FEVER, OR OTHER SYMPTOMS OF ILLNESS OR HAS TESTED POSITIVE FOR COVID-19 WITHIN THE LAST 14 DAYS.

Pet owners CAN be good neighbors:

1. Don’t allow your dog to bark non-stop for more than a few minutes. If you leave your

dog outside while you are gone, please ask a neighbor if the dog is a nuisance. Some dogs

suffer from separation anxiety and you may not realize it.

2. Don’t leave your dog chained up. Especially in the heat of summer or low temperatures

of winter. Provide adequate shelter, shade and clean water and for goodness sake, walk

them, play with them, engage. Why have a dog if you don’t interact with it ever? That is

torture for the dog...remember dogs are pack animals and you are their pack.

3. Clean up your dogs poop! This is just common sense.

4. Please put a name tag on your dog with your phone number.

5. If you have cats that wander freely, please provide a litter box somewhere near your home

so they won’t use your neighbor’s sandbox or flowerbed as their private bathroom.

6. Remember, many dogs are terrified of fireworks.

PLEASE don’t torture them for days and days. We

all expect to hear them on the 4th of July night,

but not the 2nd, 3rd, 4th and 5th! Be considerate

of your neighbors.
