Following Monday’s groundbreaking cer-emony, construction on Peachland’s Beach Av-enue, Centennial Way is offi cially underway. About thirty people at-tended the ceremony to listen to remarks from representatives of three levels of government and to witness them breaking sod for the new landscaping along the lake.

Mayor Keith Fielding opened the celebration by thanking all those

who have worked hard to bring this new vision of Peachland’s waterfront to this stage. He went on to emphasize the envi-ronmental aspects of the new walkway, drawing special attention to the xeroscaping approach that was incorporated in the design. He noted that the overall design would help to mitigate the effects of run-off wa-ter from the roadway en-tering the lake.

Provincial MLA Bill Barisoff highlighted the level of coopera-tion between levels of

government that helped bring the project to frui-tion. He mentioned that Peachland did a great job of getting the project ready for a funding ap-plication and in cooper-ating with federal and provincial authorities.

Federal MP Stockwell Day mentioned that he used to live in Peach-land and run along Beach Avenue. He said he often felt frustrated that there wasn’t a bet-ter pathway for runners, walkers and cyclists along such a beautiful part of Okanagan Lake.

He also placed this proj-ect in a wider context of stimulus spending to help communities create jobs during the current recession.

Total cost of the project is estimated at $3,390,000, with one–third coming from each of the two senior levels of government and the other third coming from development cost charg-es levied and collected by the District of Peach-land. There will be no new direct taxation pay-ing for construction.

After months of discus-sions, council this week fi nally adopted a green credit policy that will rec-ognize ‘grey area’ local food producing proper-ties by offering qualify-ing producers a break on their water bills.

Of the 135 irrigation meters installed in Peach-land, 90 are located on properties which are not in the ALR nor have Class 9 (farmland) assessment with the BC Assessment Authority. 54 of these properties are between .5 and 2 acres in size and some are signifi cant food producers, or what council has termed ‘grey area’ properties. There may also be additional lo-cal producers who could qualify, should they choose to install an irri-gation meter.

The District of Peach-land introduces the pol-icy as an initiative that will reduce greenhouse gas emissions by encour-aging and promoting lo-cal food production.

“This is our opportu-nity to try to do some-thing to encourage local food production,” Mayor Fielding said at the last

Committee of the Whole meeting.

Councillor Condon was also in favour of adopting the policy as a means of promoting sustainable growing practices.

“I will continue to sup-port this because I believe that there is a need for a recognition of the kind of conduct that this encour-ages,” he said.

The policy targets those who are signifi cant local food producers but don’t qualify for bona fi de ag-ricultural status. (Prop-erties with agricultural status already receive a preferred water rate.)

Now owners or occupi-ers of properties ranging in size from .5 acre to 2 acres, with a water meter, may qualify annually for a green credit towards their quarterly irrigation bill, under the following criteria:

• The area used for food production for di-rect human consumption is at least .25 acres;

• A water effi cient sys-tem is in place to irrigate food producing areas. Water effi cient systems include micro-jet or drip irrigation systems and soaker hoses. Additional water effi cient systems

may be approved by the Appeals Committee;

• A separate meter to record irrigation con-sumption must be either already in place or in-stalled at the property owner’s expense; and

• For qualifying prop-erties a $0.15 per m3 credit for irrigation water use will be provided on each of the two quarterly water bills for irrigation use up to the determined amount of water per acre (or portion thereof) as follows:

When the are of the property that is being uti-lized for food production is:

Category:1. ¼ acre x 315 m3 x

$0.15/m3 = $47.25/quar-ter

2. ½ acre x 630 m3 x $0.15/m3 = $94.50/quar-ter

3. ¾ acre x 945 m3 x $0.15/m3 = $141.75/quarter

4. 1 acre x 1250 m3 x $0.15/m3 = $187.50/quarter

5. 1.25 acre x 1565 m3 x $0.15/m3 = $234.75/quarter

6. 1.50 acre x 1880 m3 x $0.15/m3 = $282/quar-ter

7. 1.75 acre x 2195 m3

x $0.15/m3 = $329.25/quarter

• Any irrigation water use beyond the allocated amount indicated in the green credit table above will be charged at the regular residential water rate of $0.30 m3.

Property owners will need to apply for the cred-it annually by May 30 in the year that the credit is being applied for. The District of Peachland will inspect the property for compliance and will no-tify the applicant of their decision. If declined, the applicant will be provid-ed with reasons as well as information about the appeal process.

Council will establish an Appeals Committee, which will consist of 3 members of the public at large who will hear appeals to green cred-its policy decisions. The Appeals Committee will convene to consider ap-peals within ten working days of an appeal being submitted and will ren-der a decision on an ap-peal within 3 days of it being heard. The appli-cant may make a further appeal to council, and that decision will be con-sidered fi nal.

Green credit policy fi nally gets the go ahead

One of the many rea-sons why I fi rst put my name forward to stand for public offi ce was re-lated to taxation and ul-timately the desire to see

lower taxes here in Brit-ish Columbia. It is no secret that not so many years ago, ours was the most heavily taxed prov-ince in all of Canada. Over the past decade and some 120 tax cuts later, British Columbia now has the lowest in-come tax rates in all of the country. In fact there are over 300,000 British Columbians who no lon-ger pay any provincial income tax whatsoever. Most British Columbians now pay anywhere from 40% to 75% less in taxes today than they did in the past.

It is no secret that as taxpayers, the amount

of how much tax we pay to all levels of govern-ment is always an im-portant area of concern. However I also believe that as taxpayer’s we must also not lose sight of what it is we are pay-ing for. Provincial taxes pay for more than roads, bridges, schools and healthcare, they also pay for important and much needed programs, ser-vices and projects. One of these projects I had the opportunity to visit recently was the opening of the new Skaha Sun-rise Apartments. Long time residents might re-member this facility as the former Hansel and

Gretel Motel, perhaps at one point you may have even enjoyed a Bavarian meal at the restaurant. In recent years the facility had fallen into disrepair and was not far from be-ing condemned.

Not today. Today, the roof is new, the grass is again green, and the fa-cility, much like many of the residents, have a home they can be proud of. In fact, the name Skaha Sunrise is not only a fi tting name for this reborn facility, it was ap-propriately named by one of the residents. Skaha Sunrise is more thaan just another apartment building. The Skaha Sunrise Apartment com-plex is a unique part-nership between B.C. Housing, Interior Health and the Canadian Men-tal Health Association and is managed by the

Penticton and District Society for Community Living. Thanks to the efforts of these organiza-tions there are now 45 affordable supportive housing rooms to meet the needs of our commu-nities citizen’s who are most at risk of becoming homeless.

Touring this facility was a very rewarding ex-perience. To meet some of the residents fi rst hand and hear how living at Skaha Sunrise is making a real difference in their lives was one I will not forget any time soon. Of-ten some of the things that are taken for grant-ed by many of us in our day to day lives are now available to many resi-dents at Skaha Sunrise for the fi rst time in a long time. I cannot thank the staff, many volunteers and community organi-

zations that worked sohard for so many yearsto make Skaha Sunrisebecome a reality.

However as taxpayerswe must also recognizethat facilities such as thisone do not come withoutcosts attached. In thiscase, as taxpayers some$3 million was spent toacquire the former Han-sen and Gretel Motel siteand another $600,000was required to trans-form it into the SkahaSunrise apartment build-ing. A further $180,000will be provided by BCHousing in annual op-erational funding. Whiletaxes will never be apopular topic, some-times we must not forgetor overlook the impor-tance of a Skaha Sunriseand the real differenceit will make in people’slives living in our com-munity.

Tax dollars put to good use

Apparently out of touchMr. Hurd is apparently out of touch with the wants and needs of the Peachland

electorate. This curling rink or “mixed use facility” as he likes to call it was not voted down due to only seniors but also the young families (like us) who have absolutely no interest in a curling facility and would rather see our tax money in Peachland spent on facilities and projects that more than a couple hundred Peachlanders will use.

While I don’t disagree there is a high percentage of CAVERS in Peachland, which I am most certainly not one of, the fact remains a curling rink is not what Peachland needs for a new recreation facility and was shown to you very clearly by way of the referendum. Maybe council should have polled the people to see if they truly want-ed done with this grant (i.e.: would you like a curling rink over a hockey arena?)

I bet you’d be surprised at the overwhelming majority that would have chosen and voted in favour of that! There is a great deal of great projects underway in Peachland including the downtown revitalization plan, Beach Avenue mixed use path, and the Ponderosa development etc., which are steps in the right direction and this referendum shooting down the idea of a curling rink was in this voters opinion another positive step!

When I last wrote about the status of the Peachland non-profi t seniors housing project, it was to advise that the project remains a prior-ity for the municipality, that all of the municipal requirements necessary for a project partner-ship with BC Housing are in place, but that the project is ‘stalled’ until the provincial economy improves suffi ciently to permit BC Housing to make further investment in seniors housing initia-tives.

While each of these considerations remains essentially unchanged, I recently had the op-portunity to meet with Shayne Ramsay, Head of BC Housing, to discuss our project and to seek ways to advance its pro-gression. This meeting in Vancouver was also attended by Elsie Lemke, our Chief Administrative Offi cer, and by Gwyn Symons, a partner in the fi rm of CitySpaces, our project consultants.

The meeting was en-

couraging in a number of respects. Our project is well understood by BC Housing and there is a solid appreciation of the need that exists in Peach-land for serviced, non-profi t, seniors housing, and for private, serviced, seniors housing – these needs having been docu-mented extensively by CitySpaces and by UBC Okanagan studies. There is also a recognition that the site the municipal-ity has made available for the project is an out-standing property, ideal-ly suited to its purpose.

A boost to the project has come in two ways: fi rstly, by the opportun-ity to engage in a prob-lem solving discussion with BC Housing re-garding their fi nancial challenges and to dis-cuss ways to position our project such that we will be well prepared for change in their capacity to provide support in the future; and secondly, by BC Housing having indi-cated that they will sup-port an application from Peachland for funds to pursue the strategies we discussed through a new phase of study. This

study, to be undertaken by CitySpaces, will focus on the development of a partnership arrangement whereby we achieve our goal of creating 50 units of non-profi t hous-ing seniors by explor-ing opportunities for a contractual arrangement between the District of Peachland, an estab-lished non-profi t housing provider, private sector investors, and BC Hous-ing.

Public-private partner-ships of the kind envis-aged are often complex to design and imple-ment. However, our project consultants have considerable experience in developing such ar-rangements and it is clear that with provincial government policy en-couraging such partner-ships, it is a route that we will need to explore to advance our project to completion.

I will report further on these issues when the study has been formal-ized and progress has been made. Meanwhile, if readers wish to learn more about the approach we are taking, they are welcome to contact me.

Seniors Housing Update

Peachland’s fi rst ever Rose Show is set to take place on Saturday, June 26 at the Little School-house. If you’re a fan of fragrant blooms, you won’t want to miss the event.

The show takes place between 11 a.m. and 4 p.m. In addition to the fl oral event, there will be

a Rose Tea on the terrace. Admission to the show is just $1 and the tea is $2.

It’s still not too late if you’d like to participate in the show. Entries will be accepted on Saturday from 7 a.m. – 9:30 a.m. The Sowers and Growers Club will provide vases, however, entrants will need to bring their own containers for miniatures. The cost is only $0.25

On Sunday June 20, the Peachland Rid-ing Club held it’s third gymkhana of the sea-son with 24 riders ag-ing from the very young in the Pee Wee division to those in the Classic Senior Division. Our day was filled with eight events, including Thread the Needle, Flag Race, Keyhole, Stake Race, Pole Bending, Barrel Race and two surprise events. Over the course of the sea-son, competitors must compete in four out of six gymkhanas to be eligible for our yearend awards. The Peachland Riding Club holds clin-ics, fun days, and on

It is with great sadness that we announce the passing of Haydy Fuhrmann, wife of Gunter Fuhrmann. Mom will be so missed by her three children Michael (Josephine), Gabriele (Larry), Dani (Josh) and all of her grand and great grandchildren. Haydy was the centre of our world and provided the ‘glue’ to keep our family intact. We love her and will always remember her when we see a hummingbird or a small sweet rose. Born April 15th 1956 in Kelowna, B.C. Passed Away on June 7th 2010 in Kamloops, B.C. after a short battle with Cancer. Lori will be deeply missed and always loved by her family and friends. Lori is survived by her loving family, husband Bruce, sons Travis and Cole, her mother Dorothy Fenwick, father Roger Fast, brother Trent and sister Linda, grandmother Emily Gorden and many aunts, uncles and other family and friends. Lori was an avid gardener and loved her flowers. She was a vibrant woman who enjoyed every moment of life. Her grace, beauty, charm, love, quick sharp wit are what our memories are filled with. Lori would not stand for us fussing over her. She would want us to move ahead and take care of one another! That would be our Lori and we will keep her in our Hearts Forever. We love you Lori. In light of the mas-sive BP oil well leak in the Gulf of Mexico, there is great concern over the environment. Make no mistake; this spill is massive. A fr iend of mine sent me a link to a site where you can see how large the oil spill would be if it were in your neck of the woods. Appar-ently it would run from Chilliwack, Brit-ish Columbia, all the way to Banff, Alberta. Imagine traveling with the family for 8-10 hours and seeing the same stream of tar whenever you look out the window. Im-

agine what that would do to the forests, creatures and com-munit ies caught in its path! There is no way to mince words: this is a horrible catastro-phe.

But do Christ ians care? I mean, the church is not at the forefront of the catas-trophe the same way it would be if it was a humanitarian crisis, l ike the earthquake in Hait i or the Tsunami in Asia, at least as far as I know. It would seem that Christ ians are only interested in people, not porpoises, and souls, rather than

sea creatures. This presence -in-

one -area-but-absence -in-another causes many to scratch their heads. Are Christ ians merely part isan, car-ing only for their own pet agendas? Is their compassionate re -sponse to the world’s cares and concerns too narrow? These quest ions inst igate the following prob-lem: on a public level Christ ians are often dismissed as being in-terested in only one or two issues such as abort ion or same-sex marriage.

However, although

the Christ ian com-munity does not al-ways help themselves, when it comes to pub-lic concerns there is a much broader range of interest than many people realize.

The fact of the mat-ter is that Christ ians do care about the en-vironment. They care a great deal. And they care a great deal about a lot of things. The Christ ian con-science informs all of l i fe, both our individ-ual l i fe and life found in community.

You could go as far as to say that Christ ians—at their

best—are big-picture e n v i r o n m e n t a l i s t s , interested in the en-vironment of not only the natural world, but also the spir itual and cultural worlds they f ind themselves in.

Faith communities often engage these en-vironments through cult ivating and nur-turing practices. They can be seen cult i-vat ing spir itual en-vironments through worship and spir it-ual disciplines. They nurture cultural en-vironments through invest ing in the arts, funding food banks and shelters, and promoting fair econ-omies. And they cult i-vate natural environ-ments by cleaning up the streets of their town or pract icing simplicity and Sab-bath.

They also engage these environments through conserva-t ion and protection. This explains why there have been con-cerns over religious r ights in Canada. But it also explains why Christ ian groups have campaigned for fund-ing to remain for non-prof it groups who make a dif ference in

our communities, or for old growth forests to be protected.

No, not all Chris -t ians are big-picture e n v i r o n m e n t a l i s t s ; the same can be said about any society in Canada when the members don’t al-ways live up to the creed. Regardless, we should take note: as a movement, Chris -t ianity is interested in more than just a couple of hot button issues. The Christ ian conscience cannot be pigeonholed. At its best it operates under the convict ion that this world, our world is one worth cult ivat-ing and conserving. So when it comes to environmental disas-ters l ike the terr ible oil sl ick in the Gulf of Mexico, the church is (and should be) equal-ly as dismayed as the rest of the world.
