The recovery from the pandemic is expected to be slow and to be uncharted territory. AGC, along with the business community at large, is concerned about the impact that current state rules and regulations could have on the recovery. As we reported in our April 20th Monday Morning Quarterback; dozens of organizations have signed on to a letter to Governor Newsom requesting an Executive Order that will "pause non-essential state regulatory functions that will not impact measures designed to protect imminent harm to human health." With last week's grim news, you would expect the California Air Resources Board (CARB) to slow down the steady march of new regulation, right? Wrong, they are doubling down with a whole new regulatory scheme piling on to existing regulations on diesel trucks. Last week, CARB adopted a first-in-the-world rule requiring truck manufacturers to transition from diesel trucks and vans to electric, zero-emission, trucks beginning in 2024. By 2045, every new truck sold in California will be required to emit zero-emissions. It also puts California on the path for an all zero-emission short-haul drayage fleet in ports and railyards by 2035, and zero-emission "last-mile" delivery trucks and vans by 2040.

CARB's reasoning included several factors. One is that air pollution from trucks disproportionately impact disadvantaged communities and burdens affected communities with health risks and pollution. Secondly, trucks are the largest single source of air pollution from vehicles, responsible for 70 percent of the smog-causing pollution and 80 percent of carcinogenic diesel soot even though they number only 2 million among the 30 million registered vehicles in the state. Thus, CARB argues, regulating trucks further is an important component of the State's efforts to meet its aggressive greenhouse gas reduction goals. The rule requires phasing in available heavy-duty zero-emission technology starting in 2024 with full transformation over the next two decades. This sends a clear signal to manufacturers, fleet owners, and utilities that, if they wish to purchase fleet vehicles in California in the coming years, they will be required to invest in zero-emission trucks. In the coming months, CARB will also consider two complementary regulations to support last week's action. The first sets a stringent new limit on NOx (oxides of nitrogen), one of the major precursors of smog. This will require that new trucks that still use fossil fuels include the most effective exhaust control technology during the transition to electric trucks. There is also a proposed requirement for larger fleets in the state to transition to electric trucks year over year. Last week's action was preceded by multiple CARB regulations to transition to zero-emission passenger cars, cleaner diesel fuel and improved technologies to limit diesel emissions for all trucks and buses. Over the past few years, CARB has also set rules to electrify buses used by transit agencies and shuttles at the state's largest airports by 2030. The new rule lays out different expectations of sale rates for different types of diesel vehicles like pickup trucks, school buses, tractor-trailers and delivery vans. By 2035, for example, half of pickup trucks and delivery vans will need to produce zero emissions. Members who have fleets larger than 50 trucks should prepare to respond to a survey from CARB about their fleets in 2021.

Are you ready for some golf? I know we are!

Yes, there are going to be changes because of COVID-19 restrictions, but we feel that we can still put on a fun tournament, while also being mindful of the safety of all our members and guests.

One of the changes is no shotgun start. Instead, golfers will be assigned consecutive tee-times in the order that they register. The tee times will be filled as the registrations come in.

Golfers will be required to wear

masks in the common areas, like registration, club house, and when you talk to the exhibitors. Your masks can come off when you play golf. The AGC will be providing masks/gators to all players. Keep in mind that there's a chance we may return to a shotgun start. If that happens, we'll inform everyone immediately. Another change is there will be no dinner after golf. As an alternative, we will have a breakfast burrito/coffee/juice station for golfers in the morning group, and a lunch station for the afternoon group. In addition, all players, sponsors, volunteers and committee members will be required to sign an "Assumption of Risk" form relating to COVID-19. Anyone participating in this tournament MUST sign the form before they are allowed at the event. The form is included in the registration information. To ensure your spot, register now .
