There will be free swimming from 5:00 p.m. to 7:00 p.m. and free hotdogs to the first 400 people. Hotdogs will be served starting at 7:00 p.m. and the movie will begin at about 7:55 p.m. The movie this year will be Paddington. After a deadly earthquake destroys his home in a Peruvian rainforest, a young bear (Ben Whishaw) makes his way to England in search of a new home. The bear, dubbed "Paddington" for the London train station, finds shelter with the family of Henry (Hugh Bonneville) and Mary Brown (Sally Hawkins). Although Paddington's amazement at urban living soon endears him to the Browns, someone else has her eye on him: Taxidermist Millicent Clyde (Nicole Kidman) has designs on the rare bear and his hide. MOVIE IN THE PARK Tonight, June 5th, we will be hosting a Movie in the Park at Cortez Park. There will be free swimming from 5:00 p.m. to 7:00 p.m. and free hotdogs to the first 400 people. PHOENIX PUBLIC LIBRARY “EVERY HERO HAS A STORY” Cholla Library is hosting a kick-off event for families, “Every Hero has a Story.” Martial arts and music performance by Jade Moon Performing Arts Academy followed by face painting and crafts are scheduled. Families will have the opportunity to register for this year’s annual Summer Reading Program, “Every Hero has a Story.” The program’s focus is to reduce summer reading slide and assist children in maintaining the reading levels they achieve throughout the school year. Lots of fun activities with gifts and prizes that encourage family reading for at least 20 minutes a day. The program runs from June 1st through August 1st and is supported by Season for Sharing and Friends of Phoenix Public Library. CITY OF PHOENIX SUES FAA OVER AIRCRAFT NOISE

From a news release by the City of Phoenix Aviation Department:

• The City of Phoenix is filing suit against the FAA over 2014 flight path changes

• The FAA’s actions have caused the community extreme discomfort with many unable to sleep at night or pursue normal daily activities

• The FAA has withheld information and ignored reasonable solutions

“For the past eight months, the City of Phoenix has pleaded with the Federal Aviation Administration (FAA) to reduce the residential noise impact of changed flight paths in the Phoenix area on September 18, 2014. The FAA and airlines claim that these flight paths increase safety and provide fuel savings. After significant public outcry over the FAA having not held any public process about the changes, the FAA convened a working group earlier this year to find options for noise relief. But no real options were considered by the FAA. Last week the FAA and key airlines met to discuss options directly with Sky Harbor, however per a letter from FAA Regional Administrator Glen Martin today, no changes will be made to provide meaningful and comprehensive noise relief. Therefore, the City of Phoenix, on behalf of its residents, is filing a lawsuit against the FAA, alleging that the agency has created a negative impact on the Phoenix community without proper due process, notification and consideration. “For decades we have struck the right balance between operating an urban airport and protecting the quality of life of our nearby residents. The FAA upset that balance when they -- without notice – changed the departure routes at Sky Harbor,” said Mayor Greg Stanton. “Despite numerous attempts to resolve this, the FAA has not proposed any meaningful changes. Therefore we’re left with no choice but to sue.” While the City of Phoenix does not regulate flight paths, it has attempted to propose multiple alternative solutions that would dramatically reduce the number of residents affected while retaining 80% of the desired fuel and efficiency benefits of the controversial new routing. None of these options will be entertained by the FAA.” So, because Phoenix residents continue to suffer from the increased level of noise due to the recently implemented flight plans, and the FAA’s refusal to help find a realistic solution, the City has filed the lawsuit.

Nearly five children die every day as a result of child abuse in the United States

“Our single word to you at this moment is: EMERGENCY. Abused and neglected children of Arizona are at-risk and we are reaching out to mobilize your limitless love to revise our darkest night and change little lives in peril. This is a chance for us to come together and save the day.

Imagine innocent children, fifteen to thirty each evening, being pulled out of traumatic situations in the middle of the night. They are frightened, confused and upset. They’ve seen drugs, domestic violence and abuse. Local shelters are overcrowded or not equipped to safeguard these children. Their next few hours are in transit and chaos as the Department of Children’s Services has no place to secure them. They are driven around in the darkened cars of social workers and try to sleep under the halogen lights of city offices. It is one thing to be taken out of an abusive home and another to be abused by a system that seems not to care. The truth is that there are so many caring hearts at DCS and the City trying to aid these brave little survivors but they need all of us to pitch in, raise resources, volunteer, provide supplies and work with their offices to create lasting change. Childhelp, the Department of Child Safety and the City of Phoenix are rushing to the rescue to create a safe haven by converting space at the Childhelp Children’s Advocacy Center for 6 to 9 months. Children between the ages of birth-10 will remain 24 to 48 hours as their cases are triaged and permanent placement is determined. We already have 30 beds donated and are in the process of outfitting rooms. CITY MANAGER’S REPORT

ECONOMIC DEVELOPMENT & EDUCATION Community and Economic Development staff, in partnership with the Business Service Center staff, recently assisted Xerox with a customized recruitment for Call Center staff with an hourly wage of $14/hour. Xerox has a health care contract to assist with enrollment for health insurance and is looking to hire at least 20-30 individuals. Community and Economic Development staff hosted the West Fillmore Redevelopment Request for Proposals pre-proposal meeting on Monday, May 18. The West Fillmore site is one of the largest vacant parcels available for development in downtown. More than 85 interested parties attended the meeting in person or via webinar. The meeting provided an overview of the RFP and allowed participants to ask

questions about the process and the business opportunity. The deadline by which proposers must submit their questions is June 15. On May 15, Community and Economic Development staff visited Tuft & Needle, an innovative mattress company located in the Warehouse District. Two business partners who met in college launched the business approximately two years ago due to personal frustration with mattress buying. CED staff conducted research and provided the owners with information on schools, residential housing brokers, and services from the city of Phoenix. Community and Economic Development staff recently met with Leslie’s Poolmart, which employs 5,000 to 6,000 people nationwide and more than 700 in Phoenix, including 300 people at its Phoenix headquarters. Leslie’s has plans to open 30 to 45 more retail stores each year throughout the sunbelt states. Community and Economic Development and Street Transportation staff recently met with representatives from the Arizona Department of Transportation to discuss the Loop 202 South Mountain Freeway project. CED staff obtained an update on the project and was given the green light to conduct outreach to approximately 33 businesses that have been affected by the construction. CED staff, along with representatives from Planning and Development, will be meeting with a lead ADOT staff member on May 26 to discuss key details of each of the businesses to provide insight prior to conducting outreach next month. ADOT and the city of Phoenix have scheduled regular, monthly meetings to ensure effective communication as the project continues to unfold.

NEIGHBORHOODS AND LIVABILITY On June 21, Burton Barr Central Library will celebrate its 20th Anniversary Summer Solstice event with a day full of activities. Beth Lederman and Jazz Con Alma will perform live jazz, followed by architect Will Bruder, who will talk about the unique building features that create a visual effect of light and shadow at solar noon. Artists and community members will collaborate to create a unique artwork in hive @ central. An exhibit in Second Space Gallery will explore the history of Burton Barr Central Library, and Hance Park Conservancy representatives also will be on hand to explain plans for Hance Park’s redesign. Phoenix Public Library’s summer reading program for kids, teens and adults, “Every Hero Has a Story,” starts June 1 and runs through August 1. SUSTAINABILITY Surveys of the Tres Rios Wetlands and the surrounding vicinity are in progress to ensure compliance with the Endangered Species Act Safe Harbor Agreement. The City of Phoenix and the United States Fish and Wildlife Service have entered into a Safe Harbor Agreement to safeguard the ability to operate and maintain the wetlands without disturbing protected bird species. The surveys investigate what species are utilizing the facility, as well as any presence of threatened or endangered species. Investigation into permitted aspects ensures ecological sustainability and environmental compliance. The food scraps collected at Sky Harbor and composted at the City of Phoenix composting facility have come full circle. The mulch created from the compost will be used on trees at the airport. More than 100 pounds of discarded food is collected daily by Terminal 2 food and beverage providers for composting; this

equates to approximately 1.5 tons per month. The program will expand to other areas of the airport over time.

Infrastructure The Ritz-Carlton Hotel, which has 281 rooms, will begin a complete renovation in July, with an estimated budget of $9 million. Plans were submitted last week and are currently under review. The Pima Freeway (Loop101) interchange at 64th Street was opened to traffic on May 19 and the signal at 64th Street and Mayo Boulevard was fully activated. Additionally, the pedestrian signal at 19th Avenue and Montebello to allow pedestrians to cross from the Light Rail Transit train platform to Christown Mall was completed and opened to pedestrian activity on May 21. On May 20 and 21, Public Transit staff conducted public outreach for the proposed October 2015 service changes. Staff targeted the Metrocenter Mall Transit Center and the 19th Avenue and Montebello Transit Center for the service changes related to the Northwest Extension of light rail construction. The 19th Avenue Connector service is proposed to be discontinued in October 2015 as light rail construction is progressing to a point that traffic flow will be restored. In addition, Routes 19 (19th Avenue) and 60 (Bethany Home Road) will be removed from their current detours and returned to their original, pre-construction routing. Staff provided informational materials regarding the upcoming changes to approximately 180 riders of the 19th Avenue Connector on May 20; staff provided information to an additional 150 riders on May 21. Staff talked with passengers boarding and deboarding the connector at both the Montebello and Metrocenter Transit Centers. Several riders were disappointed that trips between Christown-Spectrum Mall and Metrocenter will require a transfer, but most understood that the service was intended as a temporary way to move passengers through the light rail construction zone.

WHAT WE DO MATTERS Neighborhood Services Department staff recently supported the Wilson School Community Mural work day. More than 20 students and residents participated in painting a mural on the side of the school. Reinvent PHX, Artlink, and Wilson School District sponsored the project that features a mural created by local artist Edgar Fernandez.
