OnJune3,AungThan,thenorthernwardadministratorofMyebonTownshipinRakhineStatewasarrestedandtakenintocustody.Accordingtotheadministrator’sson,AungThanNaing,asecurityforceteamarrivedonfourmotorbikesattheirhomethemorningofthearrest.Theteamof]iveorsixmenworeamixofpolice,military,andciviliandress,andtookhisfather’snational ID cards before they brought him to the Myebon Township Police Station forinterrogation. The family denies anywrongdoing on the administrator’s part and anxiouslyawaitshisreturn.
AungThan’sarresthasraisedfreshfearsamongruralandvillagetractadministratorsinthetownship as the military continues to detain local of]icials on counterterrorism charges(under suspicion of associationwith the Arakan Army). EarlyonthemorningofJune9,thechairoftheArakanNationalParty(ANP)inMaeiTownofTaungupTownship,MyoLwin,wasarrestedbythemilitary.AccordingtoDawKhinMarWin,the local of]icial’swife, the tactical operations commander, theNo. 3ward administrator ofMaeitown,and30soldierstookherhusbandawayinhandcuffs.Themilitaryhasreleasednoof]icialstatementaboutthearrestofMyoLwin(akaMaungKae)andBrigadier-GeneralZawMinTunof theTatmadawTrueNewsInformationTeamcouldnotbereachedwhenphonedfor comment on the local of]icial’s arrest. Nine villagers between 20 and 25 years old were arrested on June 26 by patrolling armytroopsnearKatthapyayvillageinKyuakphyutownship,causinganumberofvillagersto]leeinfearandmovetoKyaukphyutown.

On June 5, the army arrived at the Kyaukkote Village, Minbya Township, Arakan State andarrested seven villagers: Maung Soe, Thein Aye Kyaw, Myat Lin Gyi, Kyaw Soe Lin, KhaingNyeinSoe,WinZawOoandLamaungThein,chairmanoftheCommitteeonthePreventionofCoronavirus.Amongtheseven,LaTheinwasbeatenbythearmy.Besidesthis,theyouthsinthevillagewerealsoaskedtotakeofftheirshirtsandthearmycheckediftheyhadtattoosornot.

OnJune10,ZawHtay,whowasontheexpressbusofShwePyiThitthatdepartedfromSittweto Yangon,was arrested at the checkpoint in Ann Township, Arakan State. On June 13, theMilitary News Agency reported that Zaw Htay was a member of Arakan Army (AA) anddelivering food for them. Although the report mentioned that Zaw Htay was from DagonVillage,MyebonTownship,ThanHlaing,theVillageheadmanofDagondeniedthathewasaresidentinthevillage.

On June 11, the army arrested Wai Hla Maung from A Poutwa Village, and Mae La fromPyanechaungVillageinKyauktawTownship,ArakanState.BothofthemwerearrestedbythearmyattheentranceofAPoutwaVillageafterreturningfromPyanechaungVillage.
LocalAbbotfromMraukOoTownshipAbductedbyMilitarytroops
Oneof twomendetainedby themilitary fromLeik SinPyin village inMraukOoTownshipremainsmissingafteramilitarycolumnenteredthevillage.KyawSein,aged55,wasreleasedbefore the troops left the village, but the local abbot, ThanMyintHtay, aged 30,was takenawaytoLinHmweTaungMountainwherethemilitaryisstationed.
Accordingtoavillageleader,soldiersleftwithMyintThanHtayincustodyaround6pmontheevening of June 14. Residents ]led when troops arrived at the village, leaving their homesemptyandlaterreturnedto]indseveraloftheirhomeshadbeensearchedandransackedintheprocess.Clothesandotheritemsweretaken,withonewomanreporting300,000kyatandapairofearringsmissingfromherhome.

Two village administrators inMyebon Township, Rakhine State remain in detention facingterrorismcharges.MaungZaw,theadministratorofAnguYwarThitvillage,andKyawMyint,administrator of Ywar Thit Kay village, were arrested on May 30 by military and policepersonnel.AccordingtoPeThan,aPyithuHluttawrepresentativefromMyebontownship,thetacticalmilitarycommanderstationedintheareatookthetwoawayforinterrogationwhilethetwomen’shousesweresearched.Atleast]iveofMaungZaw’srelativeshadtheirhomessearchedaswell.

TwoMenfromMrauk-UFaceTerrorismChargesafterSix-MonthDetention
PolicehaveopenedacaseagainstSeinWinMaungfromMinbyaTownshipandSeikPharChayfromThabyaykanvillageofMrauk-UdistrictundertheCounter-TerrorismLawafterthearmydetained them on November 29, 2019. They were detained for six months before beingtransferredintopolicecustodyinMay.
SeinWinMaungwas arrestedby government soldiers nearTinNyohospital onhisway toThabyaykanvillage inMrauk-UTownship.On thatday, thesoldiers tookSeinWinMaung tothe Linmwaytaung Pagoda hill in Mrauk-U Township, where he was allegedly beaten andinterrogated.Thenextday,hewastakentothemilitarydetentioncentreinSittwebymilitaryhelicopter,accordingtohiswifeDawTinWin,whosaidheraccountwasbasedonUSeinWinMaung’s recollection. Seik Phar Chay was arrested while drinking water at a house at theentranceofthevillageonhiswaybacktohisvillage.OnMay12,No.1SittwepolicestationtransferredtheduotoMrauk-UpolicestationonsuspicionofhavinglinkstotheArakanArmy(AA).Thepolicehave]iledacaseagainstthemunderSection50(j)oftheCounter-TerrorismLaw.
OnMay19, theywere remanded into custodyat theMrauk-UTownshipCourt.On thatday,theymet their families. Currently, SeinWinMaung is beingdetained at theMrauk-UPoliceStation.SeinWinMaungandSeikPharChayappearedbeforetheMrauk-UTownshipCourtonJune1.TheirnexthearingwillbeonJune15.
ArmyProsecutes47FarmersinKholaminSouthernShanState

Infantry Battalion Num. 66, based in Namsang Township, con]iscated 1,353.33 acres offarmlandsfrom64farmers.TheInfantryBattalionNum.66,basedinKholamSub-township,prosecutedthefarmersinNamsangTownshipCourt.
Duringfrequentmeetings,thearmyhasbeenpressuringfarmerstocomplywithitsdemands,according to local farmers. TwoYouthsCampaigningagainstonYearAnniversaryofInternetBaninCharged
On June 21 it had been one yer since the internet services had been suspended in seventownships in Rakhine and Paletwa Township in Chin State. Two youthswere involved in acampaign to demand the resumption of internet services on June 21 in Kyaukphyu, soonafterwardstheywerechargedunderSection19ofthePeacefulAssemblyLaw.Thetwoyouthsare from the Thada Yinthwee New Generation Youth Group. Another woman, from AnnTownship,whowasalso involved in thecampaignhasundergonequestioningbythepolice.Ma Aye Aye Naing the chairwoman of Ann township’s New Generation Youth Group toldNarinjarathatshewasalsobeinginvestigatedbypoliceforcampaigningagainsttheinternetblackout which had been photographed and posted on Facebook. A witness said that thecampaigners“werenotnoisy”,“Wehavebeenshutofffromtherestoftheworld,andwewanttobeconnected,that’swhywedidthis”.
Rakhine Nationalists Appear in Court Charged with Maintaining Links with ArmedGroups.

TRIALSFiveSarPyinVillagersFaceThirdTerrorismTrialHearing,MilitaryOfTicerQuestionedbyCourt
On June4, ]ivemen facing chargesunderSection52(a)of theCounter-TerrorismLawwerequestionedby theNo. 5MilitaryOperationsCommand at a police station inArakan State’sTaungup Township. ArrestedProminentArakaneseNationalsRemandedforFourthTimeOn June 16, several prominent public ]igures fromTaungupTownship, Rakhine State,wereremandedforthefourthtimesincetheywerearrestedforterrorismoffenseslastmonth.
ZeyaKyaw,ChairofTaungupTownshipDevelopmentAffairsCommitteeSanNgwe,amemberofthesamecommittee;SithuKyawZan,theyoungerbrotherofZyarKyaw;andWaiThaung,ViceChairoftheArakanNationalParty(ANP)forTaungupTownshipwerearrestedbetweenMay 9 and 24. The four men, since charged under Sections 50(a) and 52(a) of theCounterterrorismLaw,havebeenbroughtrepeatedlytotownshipcourtstofacecharges.
OnMay11,ZeyaKyaw,SithuKyawZan,andWaiThaungappearedatTaungupTownshipCourtand received their ]irst 2-week detention. The threewere then transferred to Rangoon viamilitaryplaneanddetainedataninterrogationfacilityinMingaladonTownship.OnMay24,thenorthOkkalapaTownshipCourtinRangoonextendedtheremand. OnJune2,SithuKyawZanjoinedtheotherthreemenatThandweTownshipCourtwheretheyweregivenathird2-weekremand.ThefourreturnedtoThandweTownshipCourtonJune16,forafourthremandtolastuntiltheirnexttrialhearingsetforJune30.
12ResidentsArrestedwhileTransportingRicetoIDPAppearinFirstCourtHearinginKyauktawTownship
On June 23, 12 people who were detained on April 4 while transporting rice bags forinternally displaced people (IDPs) in Kyauktaw Township appeared before the Mrauk-UDistrictCourt.Another54peopleareapparentlywantedinconnectionwiththecase.
The 12 defendants were arrested at the No. 9 Mobile Operations Command gate aftertransporting 150 bags of rice from the Kyauktaw Township General AdministrationDepartment.Thegrouphadintendedtodeliverthegovernment-providedricetotheresidents

of theNyaungChaung IDPcamp.A totalof15people, includingsome IDPsand theNyaungChaung village-tract clerk, Ohn Naing, were arrested on April 4 and subsequently chargedunder Sections 50(J) and 52(B) of the Counter-Terrorism Law. Three of the detainees areunder18andweregrantedbailbutwillalsostandtrialseparatelyattheKyauktawTownshipCourt.Familymembers insist that thedefendantshavebeenwrongfullyaccused.TheirnextcourthearinghasbeenscheduledforJuly7.
SecondTrialofFiveKyaukseikVillagers
OnJune5,]iveKyaukseikvillagersfromPonnagyunTownshipinArakanStateappearedbeforethecourtofSwitteforasecondtime.The]ivemenwerebeatenandtortured,whichcausedapublic outcry after a videowent viral, and charged under Section 50(e), 52(a) of the Anti-Terrorisms Law. Captain Tint Naing Tun of the 550 Battalion ]iled a case against them. OnApril19,thearmyarrestedatotalof38peoplefromKyaukseikVillageandreleased33peoplewhiletheremaining ]iveweredetained.ThecourthassetanadditionalcourtdateforJune12.

ThreeMembersofPeacockGenerationGroupFaceAdditionalPrisonSentences
OnJune11,MaubinTownshipCourtsentencedthreemembersoftheyouthThangyatgrouptoone-year imprisonment under section 505(a) of the Penal Code and section 66(d) of theTelecommunications Law for their controversial Thangyat (performance art) allegedlydisparagingthearmylastThingyanfromApril13to16.Thiswasinadditiontotheoneyearimprisonment’shandeddownbyPyaponTownshipCourtandDedayeTownshipCourtpriorto this hearing. The Three members have hence been handed a cumulative three yearsentence.
Thearmyactedasprosecutoragainst thethreeyoungmen,whowereZeyarLwin,PaiPhyoThuandPaiPhyoMin.TheywerechargedbyLieutenantColonelMyoMinOofromtheYangonRegionMilitaryCommand.

OnJune2,ajuvenilecourtinMrauk-UTownshipinArakanStatereleasedaminorfromLekkavillageandthreeothersfromKyauksepyinvillageduetolackofevidenceafterbeingsuedbythemilitaryunderterrorismcharges.
The threeminors fromKyauksepyin villagewere detained alongwith 22 other villagers byarmytroopsinJune2019onsuspicionofhavingtiestotheArakanArmy(AA).Thethreeweresued in the juvenile court inMrauk-U, and the22others at the SittweDistrict Court undersections 50(a) and 50(j) and Section 52(a) of the Counterterrorism Law. Out of the 22villagers,17werereleasedinMayduetolackofevidenceand]iveothersarestillontrial.
TheminorfromLekkavillagewasarrestedalongwith26othersbythearmyinApril2019intheirvillageonsuspicionofhavingtiestotheAAadayafterthegrouplaunchedanattackonatemporarymilitaryoutpostandapolicebattalioninMrauk-U.Thevillagersdeniedhavingtiesto theAAand the relativesof the27men later claimed theywere torturedduringmilitarydetention.

On June 6,Myint Soe, fromDoepite Village in Rathedaung Township in Arakan State,wasreleased by theNo.3 Border Guard Force (BGF) based in ButhidaungTownship after beingdetainedformorethanamonth.OnMay2,ataround4pm,unidenti]iedtroopsshotsixBGFsoldiers, who were drinking alcohol at a shop in Donepite Village and two of them wereinjured.
After the incident,Myint Soewas taken by the BGF on suspicion of the incident. AlthoughMyintSoewasarraignedinButhidaungTownshipCourtfromMay8toJune7underSection50(a) of the Terrorism Act and remanded in custody for two weeks, the BGF eventuallyreleasedhimonJune6.

On June 1, the Arakan Liberation Party (ALP) released a statement claiming the BurmesegovernmentholdssomeculpabilityfortheabductionsofthreemembersbytheArakanArmy(AA).
On May 23, 15 AA members abducted Khaing Maung Khin and Khaing Maung Lone, (twomembersofALP’sarmedwing),fromtheirhomesinRabetchaingVillage,PauktawTownship.OnMay 31, ten armedAAmembers on ]ivemotorbikes rode into Sarpyin Village, TaungupTownshiplookingforthehomesofalocaladministratorandWinHlaing.Theywereunableto]indthe localadministrator,butarrestedWinHlaingaround8pmthatnight, tellinghiswifethattheyweretakinghimforinterrogation.
TheAAspokespersonclaimedthattheAAdidnotarrestWinHlaing,butmadenomentionofthe two othermen.When AA of]icials were contacted by the ALP, they were told that theabducteeswerebeingdetainedforinterrogation,andofferednoconcreteanswerastowhentheywouldbereleased.

On Friday, June 5, 51 ward and village-tract administrators in Myebon Township, RakhineStateresignedfollowingthemilitaryarrestofthreelocalof]icials latelastmonth.ByJune8,thisnumberroseto62outofthetotal68administratorsinthetownship.ThisleftonlythreeMyebonadministratorsactiveintheirpositionsacrossatownshipwith9wardsand59villagetracts.
ThemassresignationresultedfromgrowingfearsofmilitaryarrestamongMyebonof]icialsafter three townshipadministrators:AungThanofMyebontown,MaungZawofAnguYwarThitVillage, andKyawMyintofYwarThitKayVillage,werearrestedby themilitary in lateMay. Farmers in southern Shan State’s Hsihseng Township are expected to go to trial since themilitaryhasoptedtonotwithdrawtrespassingchargesagainstthemregardingalanddispute.
Thefarmers,whoareof]icials fromthePa-Oself-administeredregion,andof]icials fromthemilitary’seasterncommandmetataGeneralAdministrationDepartmentof]iceonJune4todiscuss how to resolve land issues stemming from the army seizure of the farmers’ land.However,theydidnotcometoanyagreement.
According to SanWinMaung, headmanofAungChanThaward inHsihsengTownship, thefarmers demanded that the army allow them to work on their farmland, to withdrawtrespassingchargesagainstmorethan70farmers,tounblockaroadandtoreturn29tractorstofarmers.Hestatedthatthepolicereturnedthetractorsintheeveningbutthatthearmydidnotwithdrawthechargesagainstthefarmers,meaningtheyhavetogototrial.
194civil societyorganizations(CSOs), includingmanyethnicPa-Oorganizations, releasedajointstatementon June3accusing themilitary’sLight InfantryBattalion#423and#424ofcon]iscating the farmland, destroying farmers’ crops, prosecuting and threatening farmers,and seizing their tractors. The joint statement also noted that the farmers were facingeconomic hardships amid the ongoing COVID-19 pandemic. The chair of the Pa-O YouthOrganizationKhunOohassaidthatifthesituationdoesnotchange,theywillsendapetitionlettertothevicepresidentandlaunchacampaign,involvingastrikewithfarmers.

FreedomofSpeechandExpression
Limits on freedom of speech and expression remain a fundamental challenge to the
democratic transition in Burma, these are important human rights essential for any
successfullydemocraticsociety.InJunethisyear,Burmaexperienceditsworstrecentmonth
in this deteriorating human rights situation. This month three members of the Peacock
Generation group were sentenced at Pyapon, Dedaye and Maubin Township Courts under
Section505(a)ofthePenalCodeforexercisingfreedomofspeechandexpression.Inaddition
tothis,MyoMinTun,theleaderoftheyouthnetworkfromRamreeTownship,ArakanState,
faced ]ines under Section 19 of the Peaceful Assembly and Peaceful Procession Act. Two
youths from the Thandar Yin Thwee Generation Youth Association in Kyauktaw Township,
Arakan State, and Five activists including Si Thu Aung (Saung Ka), executive director of
ATHAN,wereallchargedunderSection19ofthePeacefulAssemblyandPeacefulProcession
Law.
New laws have beenpassed to prevent freedomof speech and expression, and are used in
tandemwithout-datedcolonialeralawstolimitfreedomofexpressionandspeechinBurma.
This demonstrates how repression of our human rights will likely continue in the coming
years.As longasour fundamental rightsare continuallyoppressed through the law,people19

will only continue to lose their civil rights. Therefore, the government responsible for
implementingdemocracyareencouragedtoupholdtheserightsbyadheringtoademocratic
standardoffreedomofspeechandexpression.
Below is a graph of the data compiled according to the Assistance Association for Political
Prisoners (AAPP) data for the six months from January to June 2020 of those arrested,
charged, sentenced and released under Section 19 of the Peaceful Assembly and Peaceful
Procession Act, Section 500, 505 (a) of the Penal Code, and Section 66 (d) of the
Telecommunicationlaw.
LandIssues
LandissuesremainachallengeforBurmaduringthistransitionperiod, farmerscontinueto
sufferdisproportionatelyfromtheeffectsoflanddisputes.DuringJune,atotalof47farmers
were charged for planting and plowing on military land in Loilem Township, Nansand
Township,andKunlongTownshipinShanState(South).Moreover,themilitaryappliedforan
additional sentence against 22 farmers who have already been convicted of each offense.
Farmers not only lost their ancestral land, these charges and prosecutions created further
dif]iculties. On June 15, a press conference for the Fourth Annual One Year Anniversary of

statedthatthecon]iscatedlandandmorethan100,000acresoflandweregivenbacktothe
originalownersunderthecurrentgovernment.However,manyfarmerscontinuetolosetheir
land compared to the national average which brings particularly negative effects for the
farmersinvolved.Therefore,thegovernmentmustactpromptlyinresolvingthelanddisputes
withoutdelay.Indoingso,AAPPurgesthegovernmenttopromoteandprotecttherightsand

farmerswhohavebeenchargedandprosecuted.
ConsequencesofconTlictinethnicareas
DuringJune,armedclashesbetweenthemilitaryandethnicarmedgroupsareintensifying,as
are the repercussions for the indigenous peoples. In particular, as the con]lict continues in
ArakanState,arrests,prosecutions,disappearances,deaths,injuries,andintimidationrise.In
June, due to the con]lict between themilitary and theArakanArmy (AA) 56 civilianswere
arrested;theywerefromSittwe,Taungup,Kyauktaw,Myebon,Minbya,Mrauk-U,Ponnagyun,
KyaukphyuandRathedaungTownshipsinArakanState.Inadditiontothis,16civiliansfrom
MyebonandKyauktawTownships,ArakanStatewerechargedunderSection50(e)and52(b)
of theAnti-TerrorismLaw.Four civilians fromMrauk-UandKyauktawTownshipsalsowent
missing inArakanState. Thesecasesareextremelyserioushumanrightsabuses,andboth
sidesneedtoengageinpoliticaldialogueinordertoprotectciviliansfromthecon]lict.

Government to put in place measures to prevent the spread of COVID-19 for indigenous
peoples.

On June 26, we recognised the UN International Day in Support of Victims of Tourture.
However,inBurmavariousformsoftorturecontinuetotakeplaceacrossthecountry.During
June,ThaungTun, a residentofMyaingtharyarVillage,ThabeikkyinTownshipwas tortured
andshotdeadby twopoliceof]icerswhilehewasclimbingup to themountaintopwithhis
friendMinThu,whomanagedtoescapewiththehandcuffsstillonhishands.Furthermore,11
policemen,oneuniformedandtenwithout,arrivedattheShweLaMin restaurantandbeat
therestaurant’sownerandthreatenedhimwithagun.Inadditiontothis,aciviliansuffered
severe injuries after being tortured by the military in Aakgyi Village, Kyaukme Township,
