The companies voluntarily discussed wage adjustments in Febru- ary, 1947, and offered a 10 per cent increase to the employees oflhe stores. If at any time the union had accepted the 4-company offer, all employees would have received the increase immediately, retroactive to February 3. The union rejected the offer.
