Scaling up of nature-based solutions in support of urban resilience

In January 2020, ADB will publish a practitioner’s guide to NBS, with a special focus on water, cities, and transport

Move upstream - Gather political support to prioritize nature-based solutions in wider urban development and climate change policies and plans; city vision; innovative financing models; and incentives, including fiscal incentives for resilient development.

Revisit project appraisal tools to integrate nature-based solutions especially in economic and financial analysis.

Build capacity for downstream implementation through integration of nature-based solutions in design standards, asset management systems, procurement processes, and community awareness processes.

Humanitarian Response Mozambique & Climate Change Challenges

Humanitarian assistance- 760,000 children <5 screened for Acute undernutrition- 2,420 SAM treated- 434,899 children vaccinated against cholera- 1,000,000 people received emergency water- 1,85 million people in need (HRP 2019) - 116 transit camps- 1,435,000 people assisted on WASH- 389 million USDs Humanitarian Response Plan 2018

Increased impact on Humanitarian actors and donors:- Humanitarian fatigue (e.g. IDAI was the 11th depression of 2018-2019) and 813 extreme climatic events

were registered in 2018- Size of the intervention: immense areas flooded (21 districts on 69)- Volume 1.85 million (note: in 2018, 90 million people received humanitarian assistance) - Regional crisis specificity (IDAI touched simultaneously Mozambique, Malawi & Zimbabwe= 2.2 Million

people in need in total)- Donors fatigues, especially on recovery (funding gap 2019 = 87% on 102 million USDs)- Access constraints (a lot of the Mozambique intervention was done by air)- Multiple actors to coordinate: WASH (32), Health, Nutrition, Education and Protection

How Climate change impacts Humanitarian action?Increased impact on populations• Access to food (crops, markets, infrastructures, stocks) drought an floods

• Water borne diseases (diarrhea, cholera, ARI) lack or excessive water

• Vector borne diseases (malaria, dengue) pathogen endemicity, excess of water

• Reduced access to clean water and to health structures

• Displacement of population (150 million climatic migrants expected 2050 / 70 million FDP)

• Psychological distress due to repetitive shocks

• Poverty spiral

Solutions for Humanitarian Response:

• Improve coordination mechanisms (Clusters)

• Secure Humanitarian funding (currently WASH is 4.5% of HFA)

• Lower humanitarian costs by preparedness

• Develop early warning systems

• Promote Rapid Response Mechanisms at global (FST) and national levels (RRM)

• Increase CVA assistance

• Increase protection projects, especially on migrants

• Improve our humanitarian carbon foot-print (mitigation) by localization and DRM
