    JUSTIFICATION

    In view of steep depletion of fuels and increase in demand of electricity, energy conservationhas become central focus for all efforts aimed at energy savings. Railway Board has issuedseveral guidelines on energy conservation from time to time. East Coast Railway has takenseveral measures towards energy conservation in line with Railway Board guidelines. With theadvent of better technology, non traction energy has considerable scope for achieving energyconservation. So a comprehensive proposal has been worked out for implementation of variousenergy conservation measures over East Coast Railway. The brief justification of each item isfurnished below:

    1. Programmable timer switches for street light system - Programmable timer

    switching system is a power management system for conservation of energy by facilitatingselection of switching operations through real time clock based on seasons and sunset/sun rise of the time zone. Generally, the switching system is often poorly maintained

    and managed, leading to large scale wastage of electricity. This timer provides theelectricity utility with the tool to both monitor and control energy usages. By this method,

    we can, not only minimize our manpower involvement but also conserve electrical energy.

    2. Occupancy sensors for lights, fans and air conditioners - The main feature of

    occupancy sensors for lights, fans and Air conditioners is that they sense the presence ofhuman body by thermal sensing and movement. It is well proven that occupancy sensors

    generates a substantial energy saving in most area of application with a short turn aroundand payback period with increase in lamp life, reduced maintenance cost, and automation

    of lights.

    3. Automation of pumps - The pumps provided at way-side station and at dispersed

    location of a single station for water supply to stations and different Railway colonies arebeing operated by the station staff or by a single electrical staff looking after more than

    one pump house. Especially during summer, lots of difficulties are being experienced inmaintenance of these pumps due to burning of windings due to dry running of thesepumps and a lot of electrical energy as well as water is being wasted in normal days dueto non switching off of the pumps in time. To avoid such leakage of revenue towards theenergy charges and for frequent maintenance, the work of atomization of pumps has beenproposed. The automation of pumps facilitates automatic switching ON and OFF, toggling

    of pumps, auto changeover in case of failure of a pump and protection against phasereversal, single phasing, over load, under voltage, over voltage etc.

    4. LED based name board - LED based lighting system is the most advanced

    upcoming system in the world. It is the most energy efficient lighting system available.Apart from lowest consumption of electrical energy, the LED has long burning hours, arehighly reliable and maintenance free. It has a low pay back period, reduced maintenancecost and high energy saving.

    5. Controlling of 70% and 30% of platform lighting by signal sensoring units oneof the important areas for saving of power exist is controlling of 70% and 30% circuits ofplatform lights. The system works by sensing the signal of the platforms and switching ON

    or switching OFF of platform lights within a stipulated time.
