Indeed. In the Quran there are 2 forms of this word. One is with the Fatah (on top of Alif) and one is with Kasra (under Alif). If it comes int the beginning it will have a Kasra. But if it comes in the middle it will have a Fatah.

A thick covering or veil. The root is شغ ى . What does شغ ى mean? It means to have unconsciousness. What happens when you are unconscious? It’s like a veil on your brain. You are not able to understand or think.
