The West is leading the way in the development and use of advanced energy
resources. States are charting their own path to a cleaner energy future despite
the lack of action at the federal level. These leaders will discuss the opportunity
to better integrate state efforts in the west and how industry can play a critical
and active role in moving toward a 100% clean grid.

PLENARY SESSION 2: UTLITY LEADERSHIP Utility Action for an Advanced Energy Future
Moderator: Lisa Frantzis, Senior Managing Director, AEE
FEATURED SPEAKERS: • Jeff Guldner, President, Arizona Public Service Company (APS)
• Nancy Sutley, Chief Sustainability Officer, Los Angeles Department of
Water and Power (LADWP)
• Steve Wright, General Manager, Chelan County Public Utility District (PUD)
Throughout the West there is a bold vision from elected officials, the advanced
energy industry, and utilities of a 100% clean energy future. How are utility
companies leading the charge to move toward a cleaner western grid? What
are the challenges to achieving your clean energy goals as quickly as possible?
This session will feature top utility executives working to accelerate the
transition to a cleaner western grid.

Breakout 1-A
Corporate Renewable Procurement in the West: Which States Have it Right?
Moderator: Caitlin Marquis, Director, AEE
PANELISTS: • Bill Carroll, Salt River Project (SRP)
• Bobby Hollis, Facebook
• Scott Olson, Direct Energy
Across the west, states have taken different approaches to enable corporate
renewable energy transactions: full restructuring, direct access for
nonresidential customers, community choice aggregation, utility programs, and
negotiated one-off utility/buyer deals all exist in various forms in the region.
What approaches have worked well, and are they replicable? What role do
3
other policy changes—from regionalization to coal securitization to
electrification to 100% clean energy standards—have on opportunities for
corporate procurement?

Canyon 4-5
Breakout 1-B
Role of Demand Side Resources on a Clean Energy Grid Moderator: J.R. Tolbert, Managing Director, AEE
PANELISTS: • Kari Binley, ecobee
• Matt Golden, Recurve
• Mona Tierney-Lloyd, Enel X
As western states move forward with new policies that will result in a 100%
clean electricity system the question of how we get there becomes real. Will we
rely strictly on utility scale investments on this transition or, will we ensure that
demand side and distributed energy resources are a key tool in meeting our
energy needs. This panel will dive into the role that demand side resources
play in transitioning to 100% clean energy.

PLENARY SESSION 3: REGIONAL MARKETS Broader Regional Energy Markets in the West: What Are the Options, What Are the Benefits, and How Do We Get There?
Moderators:
• Suedeen Kelly, Co-Chair, Energy Practice, Jenner & Block (former FERC
Commissioner)
• Tom Starrs, Vice President of Market Strategy and Policy, SunPower
FEATURED SPEAKERS: • Phil Pettingill, Director of Regional Integration, California Independent
System Operator (CAISO)
• Paul Suskie, Executive Vice President and General Counsel, Southwest
Power Pool (SPP)
Regional energy markets are a key tool for integrating more clean and
advanced energy resources into the Western grid, and an opportunity to
expand markets for advanced energy technologies. With efforts to expand the
full CAISO now stalled in the California legislature, stakeholders are actively
4
exploring other options for achieving the benefits of broader regional markets.
Participants will engage in a friendly debate around various options on the
table, the benefits they could capture, and their strategies moving forward.
1:30 pm - 2:20 pm BREAKOUT SESSION 2 (CHOOSE ONE)
Location: Grand
Canyon 2-3
Breakout 2-A
Challenges and Opportunities for Siting Renewable Energy Projects Moderator: Dylan Reed, Director, AEE
PANELISTS: • Maya Batres, The Nature Conservancy
• Johnny Casana, Pattern Energy
• Marina Solomon, Recurrent Energy
As renewable energy investment grows across the West, many challenges exist
with the ability to site projects in a timely manner due to local, state, and
federal requirements. Strong state policy, coupled with helpful federal policy,
has driven investment in renewable energy, but ongoing opposition from a
variety of groups can harm market penetration for the industry. Join this
session to hear from key stakeholders on the challenges and opportunities
associated with siting renewable energy projects.
Location: Grand
Canyon 4-5
Breakout 2-B:
Financing the Transition: Making the Switch to Competitive, Clean Power
and Jobs
Moderator: Amisha Rai, Managing Director, AEE
PANELISTS:
• Jessie Audette Muniz, Apex Clean Energy
• Senator Chris Brooks, Nevada State Senate
• Steve Fischmann, Commissioner (District 5), New Mexico Public Regulation
Commission
As seen in New Mexico, California, Colorado, and elsewhere, changing
economics and policy trend lines are overtaking the West. A growing
momentum of political will and financial tailwinds is spurring along paradigm
shifts increasing customer choice and modernizing the grid. How did we get
here, and what’s next for stewarding the advanced energy transition so it
delivers prosperity for all? As incumbent resources are phased down in favor of
clean and cost competitive advanced energy solutions, how can the advanced
energy industry and policymakers make sure the transition is providing
economic stability, development, and reliability for the states and region as a
5
whole? What does it all mean for the workforce? Join this session to hear
advanced energy leaders shed light on specific market and policy case studies
tackling these questions.
2:30 pm - 3:15 pm
Location: Grand

PLENARY SESSION 4: ELECTRIFYING TRANSPORTATION Transportation Electrification Liftoff in the West
Moderator: Josh Cohen, Director, Policy, Greenlots
FEATURED SPEAKERS: • David Bobzien, Director, Nevada Governor’s Office of Energy
• Sarah Propst, Cabinet Secretary, New Mexico Energy, Minerals, and Natural
Resources Department
• Laura Rennick, Energy Bureau Chief, Montana Energy Office
• Will Toor, Executive Director, Governor’s Energy Office, Colorado
Western Governors are signaling a desire for action on transportation
electrification. This session will bring together leaders to discuss the big strides
their states have taken recently and discuss the opportunities that the western
states have for coordinated leadership given that the interest in electrification
and vehicles themselves cross state lines. The speakers will evaluate strategic
questions: What best practices need to spread across the western states?
Could an enhanced version of the 2017 Regional Electric Vehicle (REV) West
Plan MOU between 8 western states serve as a vehicle for collaboration? What
should the Governors aim to accomplish through a joint strategy?
3:20 pm - 4:05 pm
Location: Grand
Canyon 6
PLENARY SESSION 5: COMMISSIONERS’ PANEL Leading from the West: Commissioners’ Panel
Moderator: Ryan Katofsky, Managing Director, AEE
FEATURED SPEAKERS: • Jeffrey Ackermann, Chair, Colorado Public Utilities Commission
• Bob Burns, Chair, Arizona Corporation Commission
• Hayley Williamson, Commissioner, Public Utility Commission of Nevada
Public utility commissions have the job of translating energy policy goals into reality while maintaining affordable and reliable energy services. To close out discussions on the potential for western states to reach 100% clean energy, in this session we’ll hear from Commissioners who are on the front lines of implementation. What role are Commissions playing in achieving their state’s goals? What are the tools in the regulatory toolbox for getting there? What are the challenges and opportunities?
