The purpose of this Technical Informations is to inform all BKI Customers regarding the amendments and new regulations adopted by IMO.

Information

Referring that a comprehensive review for amendment of G8 guidelines should be carried out immediately, and ship owners who have installed BWMS approved against the current G8 guidelines prior to the revised guidelines should not be penalized, etc. In this particular, elements to be included in the review of G9 guidelines are provided as follows: 1. testing being performed using fresh, brackish and marine waters; 2. testing considering the effect of temperature in cold and tropical waters on operational

effectiveness and environmental acceptability; 3. specification of standard test organisms for use in testing; 4. challenge levels set with respect to suspended solids in test waters; 5. type approval testing discounting test runs in the full-scale testing that do not meet the D-2

standard and the results of test runs being "averages"; 6. type approval testing realistically representing the flow rates the system in approved for; 7. any differences between type approval protocol of member States; and 8. any items raised by, and any data arising from, the Study on the implementation of the ballast

water performance standard described in regulation D-2 of the Convention and any other relevant information provided within the timeline for the review of G8 guidelines.

In order to make engines fueled solely by gaseous fuels comply with provision of regulation 13, the definition of “marine diesel engine” given by regulation 2.14 is revised, as follows: “Marine diesel engine means any reciprocating internal combustion engine operating on liquid or dual fuel, to which regulation 13 of this Annex applies, including booster/compound systems if applied. In addition, a gas fuelled engine installed on a ship constructed on or after 1 March 2016 or a gas fuelled additional or non-identical replacement engine installed on or after that date is also considered as a marine diesel engine”.

Applicability of the requirements for a for bunker delivery note Regulation 18.5 reads as follows: "5 For each ship subject to regulations 5 and 6 of this Annex, details of fuel oil for combustion purposes delivered to and used on board shall be recorded by means of a bunker delivery note that shall contain at least the information specified in appendix V to this Annex." Regulation 18.6 reads as follows: "6 The bunker delivery note shall be kept on board the ship in such a place as to be readily available for inspection at all reasonable times. It shall be retained for a period of three years after the fuel oil has been delivered on board." Interpretation: For the application of these regulations, they should be interpreted as being applicable to all ships of 400 gross tonnage or above and, at the Administration's discretion, to ships of less than 400 gross tonnage

This guidelines revokes 2012 Guidelines on survey and certification of the Energy Efficiency Design Index (EEDI) by addressing the following issues:

Ships with dual-fuel engines:

- The used of ratio of caloric value of gas fuel to total marine fuel was agreed on a case by case basis. Fuel tank volume will be the base of such ratio calculation, with filling rate 0.95 for LNG tanks.

- There should be one EEDI assigned to a ship.

Survey and certification of EEDI for LNG carriers: A proposal to use the actual fuel consumption measured during the sea trial was not agreed.

Speed trials and model tests: Water temperature and water density to be included in the list of items to be taken into account during the calibration process in accordance with ISO ISO 15016 2002

These guidelines apply to any EGC unit as fitted to fuel oil combustion machinery, excluding shipboard incinerators, installed on board a ship.

The purpose of these guidelines is to specify the requirements for the testing, survey certification and verification of EGC systems under regulation 4 of MARPOL Annex VI to ensure that they provide effective equivalence to the requirements of regulations 14.1 and 14.4 of MARPOL Annex VI. These guidelines permit two schemes: Scheme A (unit certification with parameter and emission checks and Scheme B (continuous emission monitoring with parameter checks). For ships which are to use an exhaust gas cleaning system in part or in total in order to comply with regulations 14.1 and/or 14.4 of MARPOL Annex VI, there should be an approved SOX Emissions Compliance Plan (SECP). This guidelines SUPERSEDES the 2009 EGCS Guidelines adopted by resolution MEPC.184(59).

The ships not in compliance with amended regulation 3.3 (oily bilge and oil residues systems are not separated) shall be arranged to comply with regulation 3.3 not later than the first renewal survey carried out on or after 1 January 2017

The requirement on the separation between oily bilge and oil residue systems has been applied to the ships constructed on or after 31 Dec' 1990 in accordance with the applicable unified interpretation to MARPOL Annex I, consequently, those amendments will retroactively apply to ships constructed before 12 Dec' 1990 which oily bilge and oil residue piping arrangements are not separated from each other.

This resolution designates the south-west part of the Coral Sea, as defined in annex 1 to the present resolution, as an extension of the Great Barrier Reef and Torres Strait PSSA pending the final adoption of the associated protective measures for the PSSA, as set out in annex 1 of document NCSR 2/23; It invites Member Governments to recognize the ecological, social, cultural, economic and scientific attributes of the Coral Sea area, set forth in annex 2 to the present resolution, as well as its vulnerability to damage by international shipping activities, as described in annex 3 to the present resolution; and request ships to act in accordance with such protective measures.

Having in mind that regulations 5.1 and 5.2 of the annex to the Hong Kong Convention as a parent to this guidelines require that ships shall have on board an Inventory of Hazardous Materials which shall be prepared and verified taking into account guidelines, including any threshold values and exemptions contained in those guidelines, developed by the Organization, The need to improve the guidance on threshold values and exemptions, as contained in the aforementioned guidelines, Sub-Committee on Pollution Prevention and Response, at its second session, in inevitable and needed. This 2015 guidelines supersedes the guidelines adopted by resolution MEPC.197(62). The guidelines invites Member Governments to apply the 2015 Guidelines as soon as possible, or latest when the Convention enters into force.

sea. Furthermore, it assigns the shipper as responsible to classify and declare whether a solid bulk cargo is an HME or non-HME. The provisions are the ones found in the 2012 Guidelines for the

Further, paragraphs 1 to 3 of regulation 55 are amended to add provision of deviations from regulations of low-flashpoint fuel.

In addition, new Part G containing two new regulations (56 and 57) is added. Regulation 56 regulates the application date of ship using low-flashpoint fuel and provides statement that IGF

Code should not apply to IGC Code ships even the IGC Code ships utilize low-flashpoint fuels that

are not cargo. Moreover, Regulation 57 requires mandatory compliance to IGF Code for ships using low-

flashpoint fuel, except as those qualifying criteria in Regulation 56.
