Great Western After schools club based at the Kingswells church are the youngest team taking part and are sponsored by local Kingswells company siGEN. New hydrogen and fuel cells technologies are developing to take over from combustion of fossil hydrocarbons. With it comes a need for more technicians, engineers and scientists who are at school today. Our children will grow up in a hydrogen and fuel cell world. The challenge opens up this world to them, some, we hope, will make it their career. The project has already given a hydrogen and fuel cell kit to every secondary school in Grampian free of charge, but any age can par- ticipate. The children use the kit in a model they make. They can make anything, from anything, to do anything. There are no rules, except safety and they can get help from anywhere for the limited engineering, even NASA if you can get them. This is what makes the project unique. The project makes science accessible to every one not just the science talented children. Agreement was reached thatALL KEY INDIVIDUALS ANDGROUPS in the communityshould be brought together inthe first instance, to progresswork on an audit of communityfacilities ie “Together we standetc” – K.CAN will progress thisnow, so my request to all theleaders in CommunityGroupings is to give this initia-tive your full support for thebenefit of our future communi-ty. It is easier to achieve ouraims as a formalised body asopposed to a few individualsworking on their own.

LOCAL PLANIt now appears that the pre-inquiry meeting could takeplace on Tuesday 15November, but check this dateagain. The inquiry itself couldstart in February 2006 and runfor a number of months.

WPRIt is presumed that theMinister, Tavish Scott will makean announcement in earlyOctober, so perhaps the pres-ent uncertainty will now soonbe resolved.

KINGSWELLS PRIMARYSCHOOL Delays here have been anongoing problem for a numberof months, leading to consider-able inconvenience to parentsand the School Staff. Someslight improvement in theefforts from the builders hasled us to near completion, andby the end of the OctoberSchool Holiday it is assumedthe ten-classroom extensionwill be complete. The Hallshould be ready by midNovember including the dryingout process on the floors.This does mean that the chil-dren will continue to havelunch in the Community Centreuntil the Hall is available. Thepriority will be to prepare theclassroom for the Primary 3class currently at Fairley Road,to move to the main School.Other classes will then bephased in and the Nurserychildren will move over theChristmas Holiday. Finally theimproved drainage to theFootball field is now completeand hopefully the pitch canshortly be in use.

The building will bea meeting place for the 12–16year old age group offering aplace to “chill out”, play pool,games etc and meet for socialinteraction in pleasant sur-roundings. Long term visionis being shown here and thisshould offer an attractiveoption for Youth in theNewhills, Bankhead andKingswells area.

MSP HAILS BROADBAND BREAKTHROUGH FORKINGSWELLS

SNP MSP for Aberdeen North, Brian Adam

The problems that many Kingswellsresidents have had in trying to con-nect to broadband may soon be over,thanks to trials of a new solutionwhich are set to begin in the villagein December.

A number of residents have beenunable to access the high-speedinternet service because their tele-phone service is provided via fibreoptic cable from Westhill telephoneexchange. BT’s main broadbandservice, ADSL, is a technologydesigned to run on the standard cop-per wire lines which serve the vastmajority of homes and businesses inthe UK.

SNP MSP for Aberdeen North, Brian Adam said: "I had a meeting with BTofficials about this situation and learned that the company is to a trial asystem which should overcome the problems with this type of fibre opticconnection. This trial is one of only two that are taking place in the UK andthe deployment of broadband equipment in street cabinets, rather thanthe exchange, will be used to overcome the issue.

“I have had a large number of e-mails and telephone calls from Kingswellsresidents who have been desperate for broadband and I am sure that theywill be delighted that BT has made this effort to ensure that they can final-ly be connected.”

Audrey Fotheringham, BT’s Aberdeen city manager, said:

“BT has been involved in regular dialogue with a number of Kingswells res-idents and Brian Adam over this issue. I’m really pleased that we’re nowable to announce that the only Scottish trial of a solution to the fibre opticissue will take place in the village.

“BT has invested more than £100 million making broadband available to97.8 per cent of Scotland’s homes and businesses and our contract withthe Scottish Executive will bring affordable broadband to all Scottish com-munities by the end of the year.

“However, even with every exchange enabled for broadband there will stillbe a small number of lines, such as those at Kingswells, which are unableto carry broadband because of technical limitations. BT is continuing towork in partnership with the Executive to resolve these issues.”

HAYFIELD VISIT On the 9th September, 24Kingswells 2nd Brownies visit-ed Hayfield Riding Centre. Weall had a tour round the sta-bles and met the horses,learnt a little about stablemanagement and then had apaddock walk on a pony. Itwas a truly wonderful experi-ence and we all enjoyed ourevening so much. Manythanks to Hayfield and all thestaff who were very kind,helpful and taught us somuch.

Changes tofireworkslegislation

As a result of concerns expressedby Police, Fire Service and LocalAuthorities, further changes havebeen made to the legislation relat-ing to fireworks in order toimprove the safe storage and sup-ply of fireworks and to reduce thedisturbance caused to citizens andtheir pets.

The principle changes broughtabout by the FireworksRegulations 2004, The Fireworks(Scotland) Regulations 2004 andthe Manufacture and Storage ofExplosives Regulations 2005 areas follows:

* Traders who wish to sell fire-works all year round must applyto their local authority for aLicence to do so. This applicationcosts £500. No trader in AberdeenCity has a licence to sell fireworksall year round.

* Traders who wish only to sell atthe prescribed times of the yearneed only apply to their localauthority for a Certificate ofRegistration. This costs £60 for anew application and £30 for arenewal.

* Registration means that thetrader can only sell fireworks forbonfire night during the prescribedtime, which is between 15thOctober and 10th November inclu-sive.

* Fireworks can only be sold frompremises that have been regis-tered with Aberdeen City CouncilTrading Standards Service underthe provisions of the Manufactureand Storage of ExplosivesRegulations 2005.

* A trader cannot be supplied with

more than 50kg of fireworksunless he holds a valid Licence orCertificate of Registration issuedby their local authority.

* A trader cannot supply anothertrader with more than 50kg offireworks unless that other traderholds a valid Licence or Certificateof Registration issued by theirlocal authority.

* There are also changes to therules concerning the storage offireworks on trade premises.Traders who apply for a Licence ora Certificate of Registration will beadvised of these at the time ofapplying.

Existing legislation makes it anoffence:

* for retailers to supply fireworksto any person under 18

* for fireworks to be supplied bytraders who are not registered orlicensed for their storage

* to hawk or sell fireworks in thestreet or other public places

* for a member of the publicunder 18 to possess fireworks in apublic place

* to use fireworks between 11.00pm and 7.00 am each night, withan exception to allow use untilmidnight on 5 November

* to set off fireworks in a public place* to supply aerial shells, aerialmaroons, bangers, mini rockets,air bombs, or fireworks with whichproduce sound pressure levelsexceeding 120 decibels

“In relation to the curfew, onlyprofessional display organisers canapply for dispensation to use fire-works after 11 pm, with an appli-cation required at least six weeksprior to the proposed display. Noapplications have been receivedby Aberdeen City Council.”

Station Manager Ally Birkett ofGrampian Fire and Rescue Servicesaid: “We want people to enjoythemselves, but our main concernis safety. Don’t take risks.”

Chief Inspector Adrian Watson ofGrampian Police said: “We believethat shopkeepers can play animportant role in keeping danger-ous fireworks out of the hands ofyoung people. If other shopkeep-ers follow the lead being showntoday that would go a long way tohelping reduce the nuisance offireworks being let off in thestreet.

Is your teenager safe in Kingswells?

Most weekend evenings see groups of teenagershanging out in the village centre. Most of thesekids are good, law abiding young citize n s .However, disappointingly, Kingswells is seeing anincrease in youth disturbances. A few weekendsago, the van belonging to the chemist -and the carparked next to it - were both seriously vandalisedin the car park outside the shop.

Do you have a teenager who goes out in theevenings? Are you always absolutely sure whatthey are up to? Have a chat with them. Find out ifthey go to “The Campsite” (if you don’t knowwhere or what it is – it is a clearance in the woodsbehind the Kingswood houses. Directions -walk upthe lane beside Cromar Gardens to where theKingswood houses are on the right, then enter thewoods on your left.) Unfortunately, teenage drink-ing, solvent abuse and drug use does go on hereand at various parts of Kingswells. Parents, pleasehave a walk round the village centre, or visit thecampsite at a weekend just to make sure yourchild is safe and well, and not causing a distur-bance.

Kingswells School2006 should (hopefully) see our new single siteschool completed and all nursery and primary chil-dren in our village educated together. We can thenput behind us a long history of overcrowding inour classrooms, a split site and an ‘extended’ peri-od of ongoing, on site building and disruption. Forthe first time in years, our children will have thewell-earned luxury (and rightful) spacious classareas and general-purpose rooms for music anddrama.

Back in 2002 we, the parents at Kingswells, wereconsulted on the future of schooling forKingswells. The Aberdeen City Council documentclearly stated “ Future housing developments willnot have an effect on the school roll. The councilhas decided that children from any future devel-opments will not be accommodated in KingswellsSchool.” It was this statement which was thedeciding factor for many parents to choose theoption of extending the existing school rather thanbuilding a separate new school.

However, before the school extension is even com-

plete, KCC can see a future when history will againrepeat itself…

The number of houses proposed for Phase OneGillahill, has been reduced because the developersthink that they can ‘force fit’ additional childreninto the school without the provision of a newschool.

KCC have been involved in the Maidencraig mas-terplanning exercise with Bancon consortium. Thedevelopers have already taken for granted thatthe school will accommodate children from earlyphases of their new housing development beforethey provide a new school.

People of Kingswells will be looking to ACC to hon-our the commitment in the consultation docu-ment… “children from any future developmentswill not be accommodated in Kingswells School”.

Local PlanThe Local Plan has been updated taking account ofsome of the comments received during the previ-ous consultation. Aberdeen City Council would likeyour views on the changes before 1st November,2005.

KCC have not discussed the changes in detail asyet. The local plan as it affects Kingswells has notchanged significantly. The changes are outlinedbelow.

The industrial land by the Park and Ride has beenremoved from the plan and has been left as greenbelt land. This is mainly because Historic Scotlandhas taken an interest in the land adjacent to theBroad Dyke. This should be safe from any devel-opment and is considered as a WIN.

The land identified OP39 has been returned toUrban Green Space as it is not required due to theschool extension. This is a WIN.

The land at Gillahill has been changed to FutureNew Communities. This means that it is still iden-tified as a possible site for housing, but not before2010.

This is seen as a partial win, but it would be bet-ter if this was taken out of the plan permanently.If you feel this area is worth preserving then you

The development near the Lang Stracht remainsas Future New Communities.

Cockers Garden Centre was planning to move far-ther along the Lang Stracht under a separate plan-ning application outside the Local Plan. This is nowincluded in the proposed Local Plan. This is a newaddition to the plan and everyone has the chanceto comment on this if they wish. The move effec-tively frees the original site for development.Although this area is outside Kingswells everyonehas the right to comment through the Local Planprocess.

Youth Group1. A reminder to the youths of Kingswells thatbadmington is an activity that runs withinKingswells Community Centre on Tuesdays 7 -9pm and any centre member is welcome toattend. (take your own rackets)

2. Members of the Youth Steering Group weredelighted by the attendance of a good number ofKingswells teenagers at their last meeting on the27th September. The enthusiasm of these youngpeople was inspiring and they produced manysuperb ideas and comments regarding yo u t hopportunity in this area for the group to consider.Thank you to all who took the trouble and we hopeto see you soon.

TheCommittee stated that, as with all community cen-tre facilities, as long as people are members of thecommunity centre they can have free use of thesecommunity facilities at the times when they arenot being used by an official let.”

The matter will be before the planning appeals

committee on Wednesday after councillors ear-

New Guide Dog Puppy.Hello everyone. This is Briony. I’m the newGuide Dog puppy in Kingswells. I’m a goldenretriever puppy aged 11 weeks. I should havebeen here sooner, but there was a problem and Icouldn’t come. But I’m here now and I’m look-ing forward to meeting everyone. I’m speciallylooking forward to meeting all the girls and boysat Kingswells School but I only arrived lastMonday after the school went on holiday. But Ihope to meet you all in the mornings whenschool starts again.

You will remember Miles the previous Guide Dogpuppy. He went off to Forfar in September forhis big school training and Mum says she hasheard that he is getting on fine and quite enjoy-ing all the new work. I may not become a work-ing Guide Dog as I believe that, if I’m suitable, Imay become a Guide Dog mummy and haveGuide Dog puppies of my own.

Though I haven’t met many people yet, I hope Iwill meet lots next Saturday 22 October at theCommunity Centre, when there will be a CoffeeMorning and Christmas Card sale from 9.30am to12.30pm in aid of Guide Dogs. So do try tocome along as I’ll be there and I would love tomeet you all.

Dear John It’s good to hear that our minutesare being read and thank you - weare always glad of feedback! To answer your query, CommunityCouncillors are elected every threeyears- if there are more candi-dates than places available.Otherwise, members may be co-opted to join at any time.Kingswells has never needed to goto election as we have alwaysobtained 12 or less members.Community Councils are run on avoluntary basis – the positions areunpaid. At Kingswells, we encour-age anyone who has an interest tojoin us and give the commitmentwhich they feel appropriate. Theamount of time one gives is up toeach individual. Summer monthstend to be quieter due to the ACCholiday schedule and we try totake advantage of that lull.However, we foresee an escalationof work soon with the Local Planand WPR looming. (At the heightof the AFC stadium planning appli-cation some of us were working inexcess of 40 hours a week onCommunity Council work - whichwas unusual but most definitelyrequired!) Unfortunately, some of our latestmeetings have been poorlyattended. We went ahead with themeetings on an informal basiswithout a quorum. Some of ourmembers are now working abroada great deal, others work awayfrom home during the week, andone member has been ill for sometime. However, their input is stillvery much valued and with mod-ern technology, we can all keep incontact by email. Our secretary,Ian, does a superb job of keepingall of us informed.

Some of our members are inter-ested in all aspects of Kingswells,while some feel more focused onone area – i.e. planning, environ-ment or the youth group. If youwere to join us, you could selectwhich area/ areas were of interestspecifically to you. We have a fewplaces still vacant and we woulddearly like to fill them. If you areinterested in joining us – pleasecome along and you will be mademost welcome. Our attendancesat recent meetings may have beendifficult – but our commitment toKingswells is still as strong asever!

Dear Kingswells News,Open Space Management.On behalf of the WellsideResidents Association we wel-comed teh article in teh AugustIssue Newsletter and we agreethat each area as defined byeveryone’s title deeds must nowhave a formal residents associa-tion. Had clear and definite infor-mation been available from tehdevelopers at the outset the pres-ent difficulties may have beenavaoided.The article does however containsome small inaccuracies.SMH did recently provide maps foreach propsed area. They did nothowever relate to the areas stipu-lated in owners title deeds andtherefore hidered the setting up ofassociations. The Wellside residents Associationdid not require ‘several attempts’to be formed but was hamperedby the aforementioned incorrectmaps.Our Association was set up andwas fully operational by early Julyand has had a successful first fewmonths. There are 127 houses inthe designated area and to date122 have contributed. We aresure the remainder will do so inearly course once they clearlyunderstand the legal requirementto do so.
