    Settlement positive for ratepayers by Ayla Miller

    The $5,375,000 payout to the Kaipara District Council by the Auditor-General for auditing issues identified during the Mangawhai Wastewater scheme is positive news for ratepayers, says chair of commissioners, John Robertson.

    We are about to start looking at the next Annual Plan which is from July 1, 2016 to June 30, 2017 so this settlement will come into the mix of the considerations, he said.

    An inquiry found that KDC had failed to adequately perform its responsibilities

    to the community in connection with the wastewater scheme.

    It was alleged that some poor decisions made by the council during this time could have been avoided had the Auditor-Generals office performed its responsibilities appropriately.

    Big screen for fishing contestA prize of $1,000 has been put up by an Auckland film company as an added attraction to the Pahi Boating and Fishing Clubs angling contest on Saturday April 9, with the days activities forming the centrepiece of a feature film and the producer seeking local people to appear as extras on the day.

    Simon Mark-Brown of Republic Films has been a director of short movies and documentaries for nearly 30 years and he is excited to be producing his first feature film, entitled The Catch.

    Its the story of a small Kaipara seaside village hosting its annual fishing contest, he said.

    Fishing stocks are down so the very future of the contest is in doubt. But the prize pool is life changing. A large fish is caught before the competition. The temptation to cheat is high. Will this situation destroy friendships, the competition, the town?

    Republic Films has been working on this film based on a true story for over ten years. It might even be a new genre an eco-drama a story where the ramifications of human/planet interaction are clear.

    All the crew and actors are doing the film as a labour of love low wages and as it is being self-funded that is very much appreciated. The Kaipara is an enchanting place that gets better with every visit the people are friendly the support we have had is incredible. We are looking to make people proud of their home.

    We are very happy for locals to participate, to come see the process

    and be involved. We especially need people in the Pahi fishing contest and the prize giving afterwards that we are filming.

    In the fishing clubs contest itself there will be prizes for the heaviest Snapper, Gurnard, Kahawai, shark and stingray. Ten decoy ducks will also be released down harbour on the day, and buying a ticket in the duck hunt entitles a finder to a prize at the after-match event, with dinner, byo drinks and music.

    Tickets are $20 per adult and $10 for kids under 15 and available on the day at the clubhouse, or from Paparoa Hotel and Maungaturoto Autos during the week, said club commodore, Mike Donald.

    Mr Robertson said the $5.3 million settlement, along with the councils acceptance into the New Zealand Local Government Funding Agency in February which will enable the council to borrow at lower more competitive rates, is positive news for ratepayers.

    To Kaipara ratepayers the reduction in debt is significant. It will bring debt down to below $70 million and that has a flow on effect to rates and the interest cost of the $5.3 million will no longer be there. It is a small impact when you spread it across 14,000 ratepayers but it is an impact, said

    Mr Robertson. It is one of the factors deciding the next rating change and it will have a downward pressure rather than an upward pressure.

    However Northland MP Winston Peters says there is nothing positive in the payment from the Auditor-Generals office.

    In reality, the Auditor-Generals office failed to do its job and as a result the Kaipara sewerage schemes $30 million blowout costs landed firmly on the backs of ratepayers. This miniscule settlement will do little to alleviate their burden.

    Matariki plans get underway by Ayla Miller

    For many, Matariki Maori New Year is a time to celebrate and Kumarani Productions are looking for organisations to help bring the free Spirit of Matariki community event to life.

    Kumarani Productions managing director Jenny Huriwai says organisers are hoping to get as many community groups on board as they can to help make the event, to be held on June 12, bigger and better than ever.

    We are wanting to hold a vibrant event with a variety of different organisations involved and we would like to see more people come along and enjoy it.

    This year we are hoping to run rolling workshops throughout the afternoon and we would like to have more games for the children. The day is free so everyone

    can participate in the celebrations.Jenny says they are also looking for volunteers to help on the day and welcome any resources people can lend them such as stage equipment and a generator. Groups who are interested in having a stall at this event can register their interest with Jenny on [email protected] or call 021 126 7710.

    Those who would like to help organise the event are encouraged to bring their ideas along to a meeting at the Town Hall on April 8 at 3pm.

    Big turnout forfestival of horsepowerMud was flying and engines revving in Mangawhai on Easter Saturday, during the opening round of the 2016 Polaris New Zealand Offroad Racing Championships, which saw the best race drivers in New Zealand compete for the top spot on the podium.

    An estimated crowd of 1,500 gathered to watch the short course from sites overlooking the Hilltop Road track with spectators and competitors coming from as far away as Wellington.

    It is probably one of the best events the sport puts on, says track designer and Off Road Association New Zealand racer, Nick Leahy.

    All the racers loved the track. Everyone was catered for throughout the day with bouncy castles and quad bike rides for the children. People arrived and didnt leave so that was a testament to how well it was going.

    Seventy-six competitors took part, which Nick says is a huge turn out for a short course race. And while it may not have been a marathon, the twists, turns and high-flying jumps laid out to challenge the drivers were an ample test of their mettle and their machinery.

    Hosted by Counties Manukau Offroad Racing Club, the event is back in Mangawhai by popular demand, but Nick says it might be a while until another one is held there as there are 12 clubs in the North Island who share national rounds and only three rounds a year. Other clubs will have to put on

    a spectacular display to match the action and scenery offered by round ones Hilltop Road site.

    There were some exceptional competitors on the day including Holly Russell who won the Leader Products Kiwitruck youth category in a new US built truck. She beat all the boys, won Driver of the Day and the feature round.

    We would like to thank all the local sponsors who came on board and all the volunteers that helped out, Nick says.

    This event was the first of seven national championship rounds, with the all-in final to be held in Twizel at Labour Weekend.

    Strong response for consultationMore than 1,000 submissions have been made to the Taharoa Domain Draft Reserve Management Plan and draft by-law with an estimated 200 suggesting they would like to speak their submissions at hearings.

    Chair Peter Winder says he is pleased with such a strong response from the Kaipara community.

    There are aspects of the draft plan that are contentious and its good that the public have decided to voice concerns and additional thinking around how we develop this treasure.

    We manage the Taharoa Domain, on behalf of the community. There are many and varied perspectives within our community, and many different user requirements to be considered. The feedback we have received is a good indication that people want to be involved and want to see the best outcomes for the Kai Iwi Lakes and the Domain for now and for future generations.

    Hearings are set for April 12 and 13 from 8.30am to 8.00pm at the Northern Wairoa War Memorial Hall in Dargaville.

    Once the Taharoa Domain Governance Committee have considered all submissions they

    will decide the amended plan in June ready to present for recommendation to council in July.

    Learning to reduce wastePouto School children had the chance to learn about the lifecycle of an aluminium can amongst other things as part of a waste minimisation education programme in conjunction with the Love Kaipara, Reduce Reuse Recycle Project.

    The project is managed by Victoria del la Varis-Woodcock and the pilot educational programme aims to teach pupils about how they can reduce the waste pile by recycling, composting and sensible shopping.

    The children learnt how long rubbish takes to break down, and how littering and landfill impacts on the environment.

    The children really enjoyed the lessons, said Ms del la Varis-Woodcock. They were amazed at how many resources such as oil and minerals go into producing plastics and aluminium and tin cans, and

    how important it is to recycle them. Pouto School principal Margie Ormsby says the children took a lot away from the programme and especially appreciated the hands on activities.

    This year we have more of a focus on recycling things at school. We recycle our Milk in Schools cartons and we have gone a step further where we also recycle our scraps as well.

    Next to participate in the programme is Tangowahine School in May, and will work to complement the schools current focus on sustainability and taking care of the environment.

    The second annual - Leading The Charge Road Trip from Cape Reinga to Invercargill this April aims to promote electric vehicles (EVs) by giving Kiwis test drives to demonstrate the electric car sensation sweeping the world.

    The fleet taking part will be in Whangarei for an all day-long gala event on April 7, offering test rides and the chance to view a wide selection of EVs at the Canopy Bridge and Cameron Street Mall. The road trip itself begins April 6 at Cape Reinga with an Iwi dawn blessing. The cars will be stopping in Kaeo (11.30am-12.30pm), Paihia (1.30-2.45pm) and Kawakawa (4-6pm) for meet-and-greets.

    A fleet of EVs will be stopping in about 40 towns and cities and will be joined by local EV enthusiasts and their cars during the 2000km, 17-day journey to raise awareness of this fast-growing electric car revolution.

    The all electric Tesla Model S, can accelerate from 0-100kmh in 2.8sec using ludicrous mode, faster than almost all other production cars. The Model S has a range of more than 400km and costs about 12 dollars to charge-up on home grown electricity. The Model S will take pride of place on the road trip and at show-and-tell events.

    Another drawcard, for the first part of the journey, will be Californian Chelsea Sexton, who leapt to fame after featuring in the documentary Who Killed The Electric Car, which investigated why 1000s of the first generation EVs were taken off the road, crushed and buried in the Nevada Desert just over a decade ago.

    Northland EV advocate Joe Camuso, who owns NZs first electric taxi in Whangarei, says e-cars reduce greenhouse-gas emissions, save money in fuel and operating costs, run on 100% New Zealand made electricity instead of imported oil, this is keeping money and jobs in NZ.

    Charge.Net, 100% Kiwi owned, is the main sponsor of the road trip. They are well on their way to saturate the country with fast-charging stations. Northpower, REV-UP- (Regional Electric Vehicle Utility Project) and retail electric power company Ecotricity are also supporting the initiative.

    Charge.Net, collaborating with Northpower and REV-UP, has installed four fast-charging stations in Northland more than any other region in NZ- stations are located in Kawakawa, Dargaville, Kaiwaka and Tikipunga complimenting Northpowers fast-charger in central Whangarei, giving the region the best EV infrastructure in New Zealand. Maybe this is why Northland also boasts having the highest per-capita uptake of EVs in NZ with over 80 Electric Cars on our roads? Charge.nets built-out has accelerated with 15 sites currently under construction.

    New Zealand now has more than a dozen operational fast-charging stations now and, as of February, the number of EV owners had more than doubled on the previous year to 1057.

    A grateful recipient of assistance from the Returned Service Association Poppy Fund is giving back to the organisation by donating a hand-crocheted poppy adorned throw, which will be raffled to help raise money in this years appeal.

    Last year Carol McEwen would have been facing a cold winter if it wasnt for some help from the Northern Wairoa RSA Poppy Fund which helped her replace her only source of heating.

    Through the Poppy Fund I was able to get a new free standing fireplace and chimney installed, she says.

    The Poppy is a symbol of remembrance and hope and represent sacrifices made in the past and the present.

    Carol has a strong connection to the RSA as her husband served in Malaya and her father served in the Second World War.

    I enjoy crocheting and it was a way to say thank you for the assistance the RSA gave me last year, and it will mean they can raise money for their fund, she says.

    RSA support advisor, Harry Baycroft, said this is the first time a recipient has done something like this in the many years he has been involved.

    Culture to hit the stage by Ayla Miller

    A festival of culture and kapa haka is set to hit the stage at Otamatea High Schools Te Tai Tokerau Festival on April 13 and 14.

    Thirty schools are confirmed to be performing at the festival which is in its 41st year.

    Organising committee spokesperson, Thomaseena Paul, says this years festival has the theme of kaitiakitanga which means guardianship and protection and in keeping with this the event has a number of new initiatives.

    We will have sign language interpreters and bilingual presenters to protect our language and ensure that everyone is able to engage fully, she says.

    The event will also have a zero waste target which means food providers will be using biodegradable plates and cutlery.

    The target audience of rangatahi youth are catered to with a Maori games section, photo competitions using the hashtag #ttf16 on Facebook and 15 second Instagram video competitions. We have also included a new part this year the

    inaugural whakangahau section. This is to give our youngsters a vehicle to showcase their creative talents in a five minute performance from opera to contemporary dance.

    Health, iwi and educational providers will be in attendance to care for our people as well as an array of good kai stalls and onsite there will be a traditional in the ground hangi served in kono.

    There are also spot prizes up for grabs donated by sponsors in the local community including Northtec and Te Runanga o Ngati Whatua.

    Passing onskills in Vanuatu by Ayla Miller

    Previously a gateway coordinator at Dargaville High School, Claudia Guthrie-Oehlinger is a third of the way through her Volunteer Service Abroad assignment in Vanuatu, where she is setting up a literacy and numeracy programme.

    The posting is for two years and she is based in the Santo region. Claudias work will ensure women have access to health advice regarding non-communicable diseases and improve their opportunities to earn an income.

    The locals are all really grateful for the help. There are quite a few a-ha moments which are really nice and we have learnt a lot from each other, she says.

    Her aim is to establish literacy and numeracy programmes that are completely community owned so they will continue once she has left the island.

    We aim to give someone in each village the resources and skills to teach the programme in a way that suits their community.

    She says there is a close knit group of volunteers on the island that are all there for different purposes.

    They all have different skills and they are people I would never have

    come across if I hadnt taken up this opportunity but our work on the island means we all have something in common. Our work isnt about us or what we want. It is about the locals and them taking ownership and drawing skills from us.

    Setting sights on success by Ayla Miller

    As football season kicks off, the Northern Wairoa Senior Mens Football team are setting their sights on success, and coach Sam Green hopes to rally together two teams for next season.

    The team of around 25 members are looking for another 10 players at any level to make up a larger squad. Sam says they hope to involve as many players this season to increase the teams overall experience on the field.

    Like any sports team we are always looking for more players. We are trying to build up the squad throughout the season so everyone will get some experience as opposed to putting in a team next year and getting them to start from scratch.

    We want to involve as many people this year and give them experience and that will set them up for next season. Last year the team won the Stafford

    Choat Plate making them the first third division team to win it.

    It was an exceptional thing, says Sam. This year we will work from last years success but we do have a strong eye on next season because we think thats the way forward for the club.

    The team is made up of players from 15-years-old to 50-years-old and players originate from all over the globe.

    We are quite a cosmopolitan team. We have players from Vanuatu, South America, Germany and Fiji, which we enjoy, and there is a nice social side with lots of good friendly banter.

    Simple ways to winter warmthWhile thousands of New Zealand homes have taken a step up in the living environment stakes, with government-subsidised insulation programmes, winter still means colder temperatures and higher heating costs.

    There are some simple steps towards more comfortable living in cooler weather and one to start with is closing curtains each night.

    Radiant energy gathered through windows during the daylight hours can be held within during the early hours of darkness, before a warm bed and a hot water bottle or electric blanket fills the bill.

    Close your curtains and lower blinds immediately after dusk. They also add insulation and reduce draughts.

    Walls are better insulators than glass but they still get cold and let out lots of heat, and believe it or not, you can reduce energy loss by covering them with pictures or mirrors. Even a simple

    poster adds an extra layer of insulating air, raising internal surface temperatures by around 1C and cutting lost energy by a quarter.

    Its perhaps a modern twist on the tapestries that used to line the walls of stone castles to keep out the chill in ancient times.

    Another hint well stocked bookshelves are a great insulator. One interior designer quips that thermally at least, printed books are far superior to their electronic counterparts.

    Doors can let in draughts, and being thin and sometimes glazed can be very poor insulators, falling to 1015C on cold nights. Covering your door and the surrounding wall with a thick, lined door curtain can eliminate pretty much all the heat loss.

    If you are warming up with a heater or fireplace, you can keep the heat in with the use of a screen these will reflect some warm air back, making it snug all round.

    Another little known tip is that how warm you feel in a room depends

    on where you are, even though air temperature is the same throughout. You will feel warmer if you position yourself closer to the inside of the house because the cold external walls are further away. So try and place your furniture next to an internal wall.

    If the head of your bed is next to a cold external wall you can counter this somewhat by using a solid headboard. Or just move the bed away from the wall for the winter.

    Two great alternatives to a high winter power bill are at the disposal of everyone in the Kaipara. Both firewood and a reliable gas supply make all the difference when temperatures drop, but both require a little planning ahead to work out warm and toasty.

    The Anzac theatre in Dargaville was transformed with camo netting, a tin shack, antlers and even a full-size stuffed boar for the premiere of Taika Waititis comical and action-packed new

    film, Hunt for the Wilderpeople. Filmed on site in the rugged Uraweras, the story could relate very well to the crowd of swanny-clad Kaipara bushmen and women who enjoyed a slap-up dinner of fry break, wild pork and watercress before taking in the tale of a young Maori lad and his back-country mentor, Uncle Hec. With rural Kiwi humour and stunning performances from Rhys Darby, Sam Neill, and Julian Dennison, the premiere had a full house roaring with laughter.

    The bunny ears and face paint were out as kids of all ages came along to the Aratapus yearly party at Easter time, with games, music and lots of chocolate, this is one tradition which is certain to

    grow even bigger with time. This year saw more youngsters than ever enjoying the day with good weather and a Texan-style lunch on offer their parents were well catered for too!

    As you read this, the cast of Dargaville Little Theatres forthcoming play, The Rookie Black, White and Shades of Grey are gearing up to deliver a gritty slice of New York noir to the stage.

    The ambitious black and white production features some plot twists worthy of the great James Ellroy (L.A. Confidential), and will be performed in the shades of grey which dominated the silver screen in the days of Lucky Luciano and Al Capone. One to watch out for when it premiers in May.

    Food, wonderful food, goes the song lyric, and food along with some raunchy rock music awaits Kaipara diners at some of the districts great entertainment venues this April.

    It all starts with those exemplars of the rock and roll lifestyle, the Rolling Stones. Or at least, their musical doubles. Following up on a fantastic Fleetwood Mac tribute show earlier this year, the Northern Wairoa Hotel now present Brown Sugar the definitive tribute to Mick and the lads, performing hours of classic rock hits. Reminiscence for those of us who have seen the mighty Stones in concert, and an education for a new generation of rockers (tell them that their favourite bands owe everything to the old masters). Dinner and a show on the 9th.

    The Rolling Stones were famous for their outrageous excess in all things entertaining but its the King himself who comes to mind when you hear of the Three Furlongs Hotels Epic burger challenge.     There are likely many times when farmers wish they had an excavator at their disposal or indeed, the multi-role power of a big JCB backhoe. Certainly, resorting to a shovel and pick is far too labour intensive for workers on a busy schedule.

    Thats why a popular option is to invest in a small secondary machine like Kubotas B26 a compact combination of loader, mini tractor and backhoe which packs a lot of power and versatility into a diminutive frame.

    Kubota have kept the B26 simple while offering as many different roles for it around the farm as possible. With 26 horsepower on tap from a clean-burning and efficient little diesel mill, the B26 can tackle many tasks as a junior complement to the kind of large 100-plus hp tractors which are a rural mainstay. A standard three-point hitch enables the little Kubota to operate without its loader bucket or backhoe, both of which are easy to attach and detach with minimal fuss. This frees the B26 up for duties pulling a slasher, rotary hoe or power rake, to name just a few. That voluminous front bucket can be switched out just as easily for pallet forks or a bale spike, making it easier to shift everything from feed to palleted sacks, fencing timber or even cubic containers of liquids.

    With the buckets attached there are myriad jobs open to the B26, replacing the need to hire a small digger. Drainage

    work, infill, even prepping ground for small construction projects that backhoe is sure to pay for itself in a season or two.

    Ease of operator controls makes it no greater challenge to use than your mobile phone, and it gets far more work done than a mere shovel can. The front loader is a time saver when dealing with

    feed-out tasks, or handling the silage pit. The icing on the cake is that this small tractor features the same kind of systems to manage its power as bigger machines. Theres no need to stop to engage the PTO drive for example, and unlike some mini tractors the B26 comes equipped with true four-wheel drive capability.

    The contest was close for a start with the score never more than a couple of shots separating the pair.
