1. कला उत्सव – एक ववरा्सत

कला उत्सव, मानव ्ंस्साधन ववका्स मतं्ालय, भारत ्सरकार की वर्ष 2015 ्ेस एक ऐ्सी पहल ह,ै वि्सका उद्शेय माधयवमक सतर के ववद्ाव ््षयों की कलातमक प्रवतभा को पहचानना, उ्ेस पोवरत करना, प्रसततुत करना और विक्ा में कला को बढ़ावा दनेा ह।ै मानव ्ंस्साधन ववका्स मतं्ालय माधयवमक सतर के ववद्ाव ््षयों में ्सौंदय्षबोध और कलातमक अनतुभवों की आवशयकता और इ्सके द्ारा ववद्ाव ््षयों में भारत की ्समदृ्ध ्सांसकृवतक ववरा्सत और ववववधता के ज्ान प्रदान करने को मान्यता दतेा रहा ह।ै कला विक्ा (्ंसगीत, नाटक, नतृय, दृशयकलाए ँ एवं लवलत कलाए)ँ के ्ंसदभ्ष में की िा रही यह पहल राष्ट्रीय पाठ्यचयाया की रूपरेखा — 2005 की अनतुि्ंसाओ ंपर आधाररत ह।ै

हालाँवक, भारत में कला एवं कलातमक कौिल प्राप्त करने की परंपराए ँ प्राचीन काल ्ेस रहीं हैं, परंततु ववद्ालय सतर पर अभी भी कलातमक प्रवतभा को पहचानने की एक अचर प्रवरिया ववकव्सत हो रही ह।ै हमारे यहाँ कला के माधयम ्ेस ्सीखने– व्सखाने की वरषों पतुरानी परंपरा रही ह।ै ऐ्सी परंपराए ँवय वततगत अवभवय वतत को

िहाँ ्सामतुदावयक सतर तक ले िाने में ्सहायक होती हैं, वही उनका प्रभाव और योगदान ्समाि के ववका्स पर पररलवक्त होता ह।ै

कला विक्ा को एक ऐ्ेस माधयम के रूप में माना िा ्सकता ह ै िो ववद्ाव ््षयों में ्सौंदय्षबोध का ववका्स करने के ्सा्-्सा् ही उनमें कला के वववभन्न रूपांे, रंगों, धववनयों और गवतओ ंके प्रवत ्ंसवेदनिीलता उतपन्न करे। यह भी प्रमावित तथ्य ह ैवक कला का विक्ा में ्समन्वय, रचनातमकता, ्समसया ्समाधान, कलपना-ि वतत के ववका्स और बेहतर अवभवयवतत को बढ़ावा दतेा ह ै।

कला उत्सव वर्ष 2015 में आरमभ हुआ, सककू लों में कलाओ ंके उत्सव की वह पहल ह ैिो प्रतयेक वर्ष आयोवित हो रही ह।ै इ्स उत्सव को वर्ष 2016, 2017 एवं 2018 में भी मनाया गया। विल़ा/राज्य/राष्टीय सतर पर कला उत्सव की ्ंसरचना इ्स प्रकार की गई ह ैवि्समें कला प्रसततुवतयाँ एवं प्रदि्षवनयाँ ्सवममवलत हैं। कला उत्सव की ्ंसरचातमक प्रवरिया, ववद्ाव््षयों को भारत की िीवतं पारंपररक कलाओ ं के ्समझने, अनतु्ंसधान एवं प्रसततुतीकरि करने में ्सहायक होती ह।ै यह उत्सव ववद्ाव ््षयों में भारत की विल़ा/राज्य/राष्टीय ्सांसकृवतक ववरा्सत और उ्सकी िीवतं ववववधता के प्रवत िागरूकता लाने एवं उत्सव मनाने का मंच प्रदान करता ह।ै यह उत्सव न केवल ववद्ाव ््षयों में बवलक उन्ेस ितुड़े ्सभी वयवततयों में भी ्ंससकृवत का प्रचार/प्र्सार करता ह।ै भववष्य में यह उत्सव, विलपकारों, कलाकारों और ्ससं्ाओ ंको ववद्ालयों के ्सा् िोड़ने में ्सहायता प्रदान करेगा।

कला उत्सव, प्रवतभागी ववद्ाव ््षयों के िीवन-कौिल को बढ़ावा दनेे में भी मदद करेगा िो भववष्य में भारतीय ्संसकृवत के दकूत के रूप में तैयार होंगे। कला उत्सव ववद्ालयों के माधयम ्ेस इन्ह ेमकूत्ष और अमकूत्ष ्सांसकृवतक अवभवयवततयों को पहचानने और ्समझने में

्सहयोगी होता ह ैऔर ्सही अ्थो में ‘एक भारत श्षे्ठ भारत’ का ्सपना ्साकार करने का अव्सर प्रदान करता ह।ैकला उत्सव केवल एक बार में ही ्समाप्त हो िाने वाली गवतवववध नहीं ह,ै बवलक यह कलातमक अनतुभव को पहचानने, खोिने, अभया्स करने और प्रदि्षन की ्समपकूि्ष प्रवरिया का प्र्म चरि ह।ै एक बार इ्स प्रवरिया का वहस्सा बनने के बाद, प्रवतभागी ववद्ा्थी अपनी िीवंत कला िलैी को प्रसततुत करने के ्सा्-्सा्, उ्स ्सांसकृवतक अनतुभव एवं मकूलयों पर अाधाररत िीवन विएगँे।कला उत्सव की पररकलपना एक ्समवन्वत मचं उपलबध कराने का प्रया्स ह,ै िहाँ ्सामान्य वव द्ा्थी और वविरे आवशयकता ्समकूह वाले वव द्ा्थी (वभन्न क्मताओ ंऔर वववभन्न आव ््षक-्सामाविक पषृ्ठभकूवम ्ेस आने वाले वव द्ा्थी) एक ्सा् अपनी क्मताओ ंका उत्सव मना ्सकें । यह उनकी प्रवतभा को पोवरत करने एवं वदखाने हतेतु, उवचत अव्सर एवं अनतुककू ल वातावरि प्रदान करेगा और ्सीखने एवं व्सखाने की प्रवरिया को और अवधक मकूत्ष, रचनातमक एवं आनंददायी बनाएगा। ्सभी वव द्ाव ््ष यों द्ारा – ्सामान्य छात्ाए,ँ छात्, वंवचत वग्ष ्ेस आए वव द्ा्थी त्ा वदवयांग द्ारा एक ्सा् मचं ्साझा करने ्ेस बहुत ्सी पकूव्षगामी ्सामाविक रूवढ़याँ टकूटेंगी।

2. कला उत्सव के वलए विशावििदेश

2.1 कला के प्रकार राष्टीय कला उत्सव 2019 का केंद्र-वबंदतु वक्सी भी पारंपररक/शाासत्ीय/लोक/्समकालीन कलारूपों, िवैलयों ्ेस ्ंसबंवधत होगा। प्रवतयोवगता हतेतु वनमनवलवखत कलारूप ्सवममवलत वकए गए हैं—

्ंसगीत (कंठ) ्ंसगीत (वाद् वादन) नतृय वचत्कला

2.2 पात्रता्सरकारी, ्सरकारी ्सहायता प्राप्त ववद्ालय और गैर ्सरकारी ववद्ालयों के 9वीं, 10वीं, 11वीं और 12वीं कक्ा के ववद्ा्थी कला उत्सव, 2019 में भाग ले ्सकते हैं। प्रतयेक राज्य एवं ्ंसघ िाव्सत प्रदिे में गैर ्सरकारी ववद्ालय एवं अन्य कें द्र ्सरकार के ्ंसस्ानों (िै्ेस ्सी.टी.ए्स.ए./एन.्सी.ई.आर.टी. के डेमोन््सेटिन मलटीपप्ष्स सककू ल/रेलवे सककू ल, बी.ए्स.एफ./्सी.आर.पी.एफ./आमथी/एयर फो्स्ष/कैन्ट बोड््ष्स/एन.डी.एम.्सी. इतयावद) के ववद्ालय अपने राज्य में वि़ला सतर एवं राज्य सतर की कला उत्सव प्रवतयोवगता

में राज्य/्ंसघ िाव्सत प्रदिे के अन्य ववद्ालयों के ्सा् प्रवतयोवगता में भाग लेंगे। के.वव.्सं. और न.वव.्स. अपने सतर पर अपने ववद्ालयों में प्रवतयोवगता आयोवित करेंगे और चारों कला रूप में चयवनत दो ्सव्षश्षे्ठ टीमें (एक के.वव.्सं. के ्सभी चारों कला ववधाओ ंकी और एक न.वव.्स. के चारों कला ववधाओ ंकी) राष्टीय कला उत्सव की प्रवतयोवगता में भाग लेने के वलए भिेेंगे। इ्स प्रकार राष्टीय कला उत्सव में कतु ल 38 दल (36 राज्य/्ंसघ िाव्सत प्रदिेों के और कें द्रीय ववद्ालय ्संगठन एवं नवोदय ववद्ालय ्सवमवत का एक-एक दल) भाग लेंगे।

2.3 राष्ट्रीय कला उत्सव वववभन्न राज्यों/्संघ िाव्सत प्रदिेों/के.वव.्ंस./न.वव.्स. द्ारा चतुनी हुई श्षे्ठ प्रवववष्टयाँ, उपरोतत ववि्षत वगषों/श्वेियों में अपनी प्रवतभा का राष्टीय कला उत्सव िो वक वद्ंसबर, 2019 में नयी वदलली में आयोवित वकया िाएगा, में प्रदवि्षत की िाएगँी। राष्टीय सतर की प्रवतयोवगता में कला के प्रतयेक चयवनत के्त् ्ेस ्संबंवधत कला के विक्क/कलाकार/वविरेज् का अलग-अलग वनिा्षयक मडंल होगा। वहीं पकूरे काय्षरिम के दौरान मडंल के ्सदसय रहेंगे। ्सभी राज्यों/कें द्र िाव्सत प्रदिेों/के.वव.्सं./न.वव.्स. ्ेस आग्रह ह ै वक वे कृपया नई िानकारी के वलए कला उत्सव की वेब्साइट (http://www.kalautsav.in) दखेते रहें।

2.4 प्रवववष्ियाँ इ्स वर्ष, प्रतयेक प्रसततुवत/प्रवतयोवग ता एकल रहगेी, न वक दल के �प में। हर प्रसततुवत का मकूलयांकन राज्य/्ंसघ िाव्सत प्रदेि/के.वव.्सं./न.वव.्स./दो प्रसततुवतयाँ अ्ा्षत् एक छात् एवं एक छात्ा प्रवतयोवग ता हतेतु भेि ्सकते हैं। इ्स प्रकार प्रतयेक राज्य/्ंसघ िाव्सत प्रदेि/के.वव.्सं./न.वव.्स.द्ारा अवधकतम आठ प्रवववष्टयाँ, पकूव्ष में 4 ववि्षत कला (पैराग्राफ 2.1) में भेि ्सकते हैं।

नोट – राज्यों/कें द्र िाव्सत प्रदिेों ्ेस आने वाले दलों के वलए त्ा उनके ्सा् आए (अनतुरक्कों के वलए) एवं प्रवतभावगयों की सवीकाय्ष ्ंसखया के आधार पर आवा्सीय ्सतुववधा एन.्सी.ई.आर.टी., नयी वदलली द्ारा उपलबध कराई िाएगी। इ्सकी ्सचकूना प्रवतभावगता के वलए ्सभी प्रवतभागी ववद्ालयों को दी िाएगँी।

राष्ट सतरीय कला उत्सव की (प्रसततुवत/प्रवतयोवगता) केवल प्रामाविक छात् एवं छात्ा द्ारा में ्ंसबंवधत ववद्ालय के अवधकाररयों/कला विक्क, विवक्का, वविरेज्ों के वनददेिन में तैयार की िानी चावहए। इन प्रसततुवतयों में वक्सी भी प्रकार के बाहरी, वयाव्सावयक, पेिावर कलाकार की आववृ �ा/्सवममलन सवीकाय्ष नहीं होगा। हालाँवक, ्सभी ्ंसबंवधत गवतवववधयों में ववद्ालय के विक्क/विवक्का का माग्षदि्षन अपेवक्त एवं वांछनीय ह।ै

प्रतयेक राज्य/्ंसघ िाव्सत प्रदिे/के.वव.्सं./न.वव.्स. के द्ारा प्रसततुत प्रवतभावगयों की अवधकतम ्ंसखया वनमनवल वख त ह—ै

प्रतयेक राज्य/्ंसघ िाव्सत प्रदिे/के.वव.्ंस./न.वव.्स. द्ारा एक विवक्का, प्रवतभागी छात्ा के वलए त्ा एक विक्क, प्रवतभाग कर रह ेछात् के अनतुरक्क के रूप में अपने अपने दल के ्सा् आएगँे।

वदवयांग छात्/छात्ा के वलए एक अवतररतत अनतुरक्क, िो वक उनके माता/वपता अ्वा उनके विक्क अ्वा विवक्का हो ्सकते हैं, की सवीकृवत ह।ै

इ्स प्रकार प्रतयेक राज्य/्ंसघ िाव्सत प्रदिे/के.वव.्स./न.वव.्स. आठ (8) प्रवतभागी ववद्ा्थी एवं 2 या 3 विक्क/अनतुरक्क अ्ा्षत ्कतु ल 11 ्सदसयीय दल भिे ्सकता ह।ै

2.5 पुरसकार प्रतयेक वविेता (प्र्म, वद्तीय एवं ततृीय स्ान पाने वालों) को प्रतयेक कला रूप में िीती गई रावि, वविेता राज्य/्ंसघ िाव्सत प्रदेि/के.वव.्सं./न.वव.्स. के खाते में वडविटली स्ानांतररत की िाएगी। वविेता प्रवतभावगयों को एक टरॉफी और एक मेडल प्रदान वकया िाएगा। प्रतयेक प्रवतभागी को प्रवतयोवगता में प्रवतभावगता के वलए एक प्रमािपत् भी प्रदान वकया िाएगा।

प्रतयेक कला रूप में पतुरसकार रावि वनमनवलवखत ह—ै

्सभी नोडल अवधकाररयों ्ेस अपेक्ा की िाती ह ै व क वे ्सभी वयवततगत रूप ्ेस प्रवववष्टयों की िाँच करेंगे त्ा पररविष्ट I एवं II पर वदए गए प्रपत्ों को भरकर अपलोड करने/ भिेने ्ेस पकूव्ष उनका प्रमािीकरि अवशय करेंगे।

3.1 ्सगं्रीत (कंठ) — एकल प्रसतुवत प्रसततुवत की अववध 4–6 वमनट की होगी। तकनीकी ्साि और उ्ेस हटाने, प्रसततुवत के व लए आने अ्वा िाने के वलए 5

वमनट का अवतररतत ्समय वदया िाएगा/ का प्रावधान ह।ै प्रसततुवत वक्सी भी मान्य िैली/पद्धवत — पारंपररक/ िासत्ीय/लोक/्समकालीन

आवद में हो ्सकती ह।ै ्सांगीवत क प्रसततुवत वक्सी भी भारा अ्वा उपभारा में हो ्सकती ह।ै ्संगीत वाद्ों पर ्संगतकार ववद्ालय के व िक्क हो ्सकते हैं। प्रवतभागी एक वनवशच त ेटक/वनृ्दवाद् की ्सहायता लेकर गा ्सकते हैं। ्सांगीवत क

प्रसततुवत दे ्सकते हैं। इ्स वस्वत में टीम को अपना वाद् सवयं लाने होंगे।

3. राष्ट्रीय सतर पर प्रवतयोवगता के वलए मापिडं

प्रवतयोवगता के आयोिक द्ारा प्रवतभावगयों काे ्ंसगीत वाद्यत्ों, िै्ेस — तबला, ढोलक, ढोल, नाल, हारमाेवनयम, तानपतुरा, की-बोड्ष आवद में ्ंसगतकार की आवशयकता की अवग्रम ्सकूचना, नोडल अवधकारी द्ारा भरकर त्ा प्रमावित करते हुए वनधा्ष वरत प्र्म – पररविष्ट I के ्सा् अवशय िमा करा दें।

प्रवतभागी के ्सा् केवल एक ्ंसगतकार िो वक उनका विक्क भी हो ्सकता ह,ै ही मान्य होगा, अन्य कोई नहीं। वदवयांग प्रवतभावगयों के वलए दो ्सहायक, िै्सा वक पकूव्ष में ववि्षत वकया गया ह,ै मान्य होंगे।

प्रसततुवत की गायन िैली/पद्धवत, गीत का मकूलपाठ ववरयक ्सांराि को अवधकतम 100 िबदों में ्समावहत कर वनधा्षररत पररविष्ट I के ्सा् अवग्रम रूप ्ेस अवशय भेिें। इन प्रपत्ों को नोडल अवधकारी द्ारा भरकर भेिने के बाद इ्सके िमा वकए िाने की ्सतुवनवशच तता ववद्ालय अपने सतर भी कर लें।

3.2 ्सगं्रीत (वाद्य वािि) — एकल प्रसतुवत प्रसततुवत की अववध 4–6 वमनट की होगी। तकनीकी ्साि-्सज्िा, प्रसततुवत के व लए तैयार

करने के वलए और प्रसततुवत के बाद उ्से हटाने त्ा पतुनः प्रसततुवत हतेतु तैयार करने के वलए 5 वमनट का अवतररतत ्समय रहगेा।

प्रसततुवत वक्सी भी मान्य िैली/पद्धवत — पारंपररक/ िासत्ीय/लोक/्समकालीन आवद में हो ्सकती ह।ै

इ्स शे्िी में कोई भी भारतीय ्ंसगीत वाद् का वादन वकया िा ्सकता ह ै(तबला, मदृंगम, व्सतार, ्सराेद, बाँ्सतुरी, वगटार, वायवलन, वीण्ाा, ्संतकूर, िहनाई आवद)।

प्रवतभागी काे प्रसततुवत हतेतु वाद् सवयं ही लाने होंगे त्ा इ्स ्ंसबंध में वक्सी भी प्रकार का भतुगतान या खच्ष की पररपकूवत्ष आयोिक द्ारा नहीं की िाएगी।

वेिभकूरा, मंच-्सज्िा और मंच का ्साि ्सामान, प्रसततुवत ्से ्संबंवधत होना चावहए।

नतृय प्रसततुवत वक ्सी भी शे्िी /प्रकार की — पारंपररक/िासत्ीय/लोक/्समकालीन – हो ्सकती हैं। (आिा की िाती ह ै वक नतृय श्ेिी/प्रकार की ्सकूचना त्ा ्संगतकार वाद् आवद आयोिक के माधयम ्ेस चावहए हों तो इ्सकी पकूव्ष ्सकूचना वभिवा दी गई होगी त्ा इ्सकी पतुवष्ट भी प्राप्त कर ली गई होगी।

्ंसगीत लाइव/पहले ररकरॉड्ष वकया गया हो ्सकता ह।ै वेिभकूरा और मेकअप ्साधारि, प्रामाविक, ववरयगत और प्रसततुवत के अनतुरूप

ही होने चावहए। ्सेट, वेिभकूरा की वयवस्ा टीम/दल द्ारा सवयं ही की िाएगी। ्सांगीवतक प्रसततुवत की िैली एवं गीत आवद का मकूलपाठ ्सारांि, अवधकतम ्सौ

िबदों में, नोडल अवधकारी द्ारा िमा कराए िाने वाले प्रपत् पररविष्ट I, के ्सा् ्संलग्न कर आयोिक के पा्स अवशय भेि वद या िाना चावहए।

3.4 वित्रकला वचत्कला की प्रवववष्ट /प्रवववष्टयाँ वक्सी भी िैली – पारंपररक/आँचवलक, क्ेत्ीय/

्समकालीन में एवं वक्सी भी माधयम – वाटर कल्स्ष/ रेियरॉन््स/ तैलीय रंग/पेंव्स ल आवद की हो ्सकती हैं।

इ्स कला रूप में प्रतयेक प्रवतभागी की एक ही वचत्कला के माधयम ्ेस प्रवववष्ट मान्य हाेगी।

मान्य प्रवतभागी ्ेस यह अपेवक् त ह ैवक वो राष्टीय कला उत्सव – 2019 के प्रवतयोवगता स्ल पर ही वचत् बनाए।ँ अपने ्सा् पकूव्ष में बनाया गया कोई भी व चत् नहीं लाए।ँ

Kala Utsav 2019 — Guidelines

1. Kala Utsav—The Legacy

Kala Utsav is an initiative of the Department of School Education & Literacy, Ministry of Human Resource Development (MHRD), Government of India, launched in 2015, to

promote arts in education by nurturing and showcasing the artistic

talent of school students in the country. The Ministry of Human

Resource Development recognises the importance of aesthetics

and artistic experiences for secondary level students, which play

a major role in creating awareness of India’s rich cultural heritage

and its vibrant diversity. In the context of education of Arts

(Music, Theatre, Dance, Visual Arts and Crafts), the initiative

is guided by the recommendations of the National Curriculum

Framework 2005 (NCF 2005).

Though India has a long tradition of art and artistic practices,

a uniform process of identifying artistic talents in school

education is yet developing. We also have the tradition of using

arts in the process of learning. These traditions also show

us the creative expansion from the individual to the community,

which contributes towards the overall development of

the society.

Arts education may

Kala Utsav was

started in 2015 since then it has been regularly organised

every year, i.e., 2016, 2017 and 2018 as a celebration of art

forms in the school system. The District/State/National

level Kala Utsav has been structured as an art festival to

include performances and display of exhibits. The design

of Kala Utsav helps students explore, understand and

showcase their artistic talent of practicing different art forms.

This event gives students the opportunity to understand

and celebrate cultural diversity at school, district, state and

national levels. It not only spreads awareness among students,

but also creates awareness of India’s cultural heritage and

its vibrant diversity among other stakeholders. Further, this

will help to promote networking of artists, artisans and

institutions with schools.

Kala Utsav helps in enhancing the various skills of the

participants and prepare them as ambassadors of our culture.

It helps the school students in identifying and understanding

our diverse tangible and intangible cultural expressions while

practicing ‘Ek Bharat Shreshtha Bharat’ in true spirit.

This is not a one time activity but the beginning of a complete

process of identifying, exploring, understanding, practicing,

evolving and showcasing the artistic talent. Once part of the

process, the participants do not just perform a piece from their

living traditions, but rather live that cultural experience.

As an effort to mainstream students with special needs

(differently abled and from diverse socio-economic

backgrounds) and celebrating their abilities, Kala Utsav

is envisaged as a fully integrated platform. It provides an

opportunity and favourable environment to nurture and

showcase the talents of children with special needs (CWSN)

and help in making learning more concrete, creative and

joyful. Sharing the stage collectively by boys, girls, students

from disadvantaged groups and students with special needs

will be a precursor in breaking many existing stereotypes.


2.1 ART FO RMS

The focus of Kala Utsav 2019 will be in any of the styles of traditional/

classical/folk/ contemporary art forms. The following art forms will

be included for competitions:

Instrumental Music

Dance

Painting

2.2 ELIGIBILITY

Students of Classes IX, X, XI and XII of any Government,

Government-aided and Private Schools can participate in Kala Utsav

2019. Private Schools and schools of other Central Government

Organisations/Local Bodies (like CTSA/ Demonstration

Multipurpose Schools (DMS) of NCERT/Railways Schools, BSF/

CRPF/Army/Airforce/Cantonment Boards NDMC, etc.) located in

the State/Union Territory will participate at the district and state level

competitions, along with the other schools of the State/UT. The KVS and NVS will hold competitions amongst the KVS and NVS and the winning teams will participate as two separate teams from KVS and NVS at National Level. Thus, total teams participating at the National Level will be 38 [36 States/

UTs+KVS+NVS].

2.3 N ATIO N AL LEVEL KALA U TSAV

The best of the entries from State, UT, KVS, NVS in all the mentioned categories will showcase their talent during the National Level Kala Utsav which will be held at New Delhi in December 2019. For the national level competitions, in every area of art, there will be a separate jury consisting of experts drawn from educators/practitioners/scholars of the respective art forms. Members of the jury will remain same for all the days of the event. The State, UT, KVS, NVS are advised to regularly visit the Kala Utsav website (http:// www.kalautsav.in)

for announcements and status updates.

Note: The boarding/lodging arrangements for the participating

teams (with their escorts) as per permissible number of

participants for each art form from the States, UTs, NVS,

KVS shall be made by NCERT, New Delhi.

2.4 EN TRIES

This year, all competitions will be Solo and not in Groups. State/

UTs, KVS and NVS can send two entries each, i.e., one male and one

female student in each art form. Thus each of the State/UT, KVS,

NV shall have total of eight entries in the 4 art forms as mentioned

in paragraph 2.1.

Entries for Kala Utsav, will have only student performers who

will prepare under the supervision of the school authorities. No

involvement of professional artists or performers will be accepted.

However, the teachers will be guiding/facilitating all related activities.

The maximum number of participants recommended in the team of

the State, UT, KVS and NVS is:

Thus, every State, UT, KVS and NVS will send a team consisting of 8

student participants and 2–3 teachers/ escorts i.e., a maximum of 11

persons from a State/UT and KVS/NVS.

2.5 AWARD S

All the winners (1st, 2nd and 3rd) will be awarded with cash prize*,

a trophy and medals in each art form. All participants will be given

a certificate of participation. The Cash awards in each art form are as under:

First prize : ` 25,000/-

Second prize : ` 20,000/-

Third prize : ` 15,000/-

* It would be pertinent to mention that the awarded cash prize would be digitcally

transferred in State Education Department's Account.


3. Guidelines for National Level Competitions

All Nodal Officers should personally see the entries, fill up the Declaration forms for the authentication given in Annexure I and

II and verify it before uploading/sending them.

3.1 MU SIC (VO CAL) SO LO

The duration of the performance will be 4–6 minutes.

An additional 5 minutes will be given for technical setting/ removal, arrival and dispersal for the performance.

The performance can be in any shaili/style — traditional, classical, folk, contemporary etc.

Music recitals can be in any language or dialect.

Costumes, settings, props and properties should relate to the presentation.

Musical instruments can be played by teachers.

Participants are allowed to sing on recorded tracks or using the orchestra team. The teams have to bring their own tracks. etc.

The organisers of the competition will provide accompanists such as tabla, dholak, dhol, naal, harmonium, keyboard. Please give your exact requirement in advance along with the form (Annexure – I) submitted by the Nodal Officer.

3.4 PAIN TIN G

The entry in painting category, can be in any style (traditional/

regional or modern/contemporary) and any medium (water

colours, oil colours, crayons, pencils, acrylic, etc.).

Each participant will be permitted one entry only comprising of

a single painting.

Participants will be expected to paint on the spot during the Kala

Utsav. They should not bring any painting made earlier.

They need not bring painting material with them but they can bring

their own brushes and other tools required for the competition.

Painting material will be provided at the venue. The specifications about art material will need to be given in advance (for example,

oil colours, acrylic, crayons, water colours, pencils, etc.) along with

the form (Annexure – I) submitted by the Nodal Officer. The size of painting will not be more than 2 ft. × 3 ft.

Participants may be asked to narrate about the painting's theme/

content/demonstrate before the jury.

The participants will be responsible for packaging and taking back

their art work(s).

All the teams will be provided adequate space for working and

display.

in advance, in not more than 100 words along with the form

All the entries from the States and UTs shall be approved by the Secretary, Education and in respect of KVS and NVS they shall be approved by the respective Commissioner before they are forwarded to the national level. The number of members of the teams should be as per the norms mentioned in paragraph 2.4. Only 2–3 escorts will be allowed from every State, UT, KVS, NVS to accompany students. No extra personnel from the State will be provided lodging/boarding or allowed entry to the competition venue. It will not be possible to accommodate extra people from any State, UT, KVS, NVS due to security reasons and paucity of space. The competent authority of the State, UT, KVS, NVS must ensure that teams are sent for the national level competitions strictly following the guidelines. If extra officials/personnel accompany the teams, then 2 marks per additional official/personnel will be deducted from the State/UT team score of the art form concerned.

4. Role and Responsibilities of the State/UT Secretary/Commissioners

In order to maintain smooth functioning of the Kala Utsav, it is requested that teachers/escorts accompanying the teams must ensure observance of proper discipline by students. The teachers/escorts of the respective team shall be held responsible for any misconduct by the team and in such cases the organisers will be forced to take action which may include deduction of marks from the overall evolution and debarring the State, UT, KVS, NVS for one year from participating in Kala Utsav. Teachers and students will ensure that there is no damage to infrastructure, furniture, etc., and that none of the participants indulge in any sort of misbehaviour or improper conduct. Before the teams are sent for national level competitions, the State, UT, KVS, NVS should brief the participants to co-operate with the local organisers and authority. Teachers/Escorts must keep a strict vigil on their team’s activity during the whole event. The students/teams found to be indulging in any form of misconduct/misbehaviour during the event shall be disqualified forthwith.
