For a person arrested and held in policecustody, the removal of an item asculturally significant as Maori pounamucan be distressing.

Often, in parallel with police safetyregulations, the wax string holding apounamu pendant together has to becompletely cut.

In a recent initiative aimed atminimising the outcry caused by theremoval of pounamu, Kapiti police haveimplemented Project Pounamu, whichwill see greater respect and treatment inrelation to the handling of pounamu.

Project Pounamu involves having waxstring available in police processing areasfor Maori upon release, and is designed tohonour culturally-sensitive elements ofpounamu [greenstone], and associatedpersonal connections with the stone.

As part of the scheme, the wax stringhas been blessed by kaumatua Ake Tiakiand Don Te Maipi of local iwi Te Ati AwaKi Whakarongotai.

The step comes as part of an innovativepolice scheme

Turning of the Tides, aimed at creatinggreater positive ties between Maori andpolice.

Project mastermind constable LisaCampbell said the concept, foremost, isabout respecting Maori culture.

“It symbolises a small offer towardskeeping peace between police and Maoriby recognising and respecting theimportance of pounamu and, specifically, pounamu pendants.

Derelict farm undergoes revampDAVIDHAXTON

EYESORE: Plans are underway to pull down a former mushroom farm in Paraparaumu and replace it witha well-known outdoor furniture company. PHOTO: DAVID HAXTON / KAP180714DHMUSHROOM

A large outdoor furniture-makingcompany, Big Mac Slabs, isrelocating its factory fromMasterton to Paraparaumu.

The company intends toconvert a derelict 3.6 hectaremushroom farm in Mazengarb Rdinto its new base, with a view ofopening early next year.

The move, which has beenmonths in the planning, is tomake better use of transportationlinks, especially freight.

“The Wairarapa is a bit of apain to freight from, especiallybecause so much of our productgoes all over the country,” BigMac Slabs co-director Steph Smithsaid.

“And Kapiti is one of the biggerareas we supply furniture.”

She said there was lot of workto do to transform the oldmushroom farm, which closed in2002.

“There’s still 2500 mushroomboxes in those sheds which wewill be recycling.

“There are seven tunnelhouses, which would bedemolished because they haveasbestos roofs, and then there wasanother big building, which is just

under 1000sqm, which hastunnel houses, but are madeout of batts and silver foil andstuff, which will be dismantled.

“So we have to get rid of allof that before we can start.

“It’s a big mission, a very

expensive exercise, and we’re notdoing it lightly.”

At Thursday’s regulatorymanagement committee meeting,a council staff member said alimited notification was going outand there could be potentially 25

affected people.Mrs Smith was aware noise

could be an issue for some people.“The site is large and most of

the noise will happen in sheds, which are all going to be lined andstuff.

“It’s not going to be aparticularly noisy operation.

“It’s not like we’re a timbermill.

“We’re also planning to build ahouse and live there, which willbe between the factory and theother houses, so it’s not like wewant to live in an unpleasantenvironment.

“And our current neighboursare closer than what they will bein Kapiti and they’ve put inwriting that they haven’t got anyissues with us.”

Mrs Smith, who owns thecompany with husband AndrewHavard, said the company hadseven staff and would look toemploy another three in the newfactory, and would also make useof local suppliers too.

“From an economicdevelopment point of view, wewould be an asset.”

Big Mac Slabs, which helpssponsor the Kapiti SustainableHome and Garden Show, startedas a part-time business until goingfull-time at its rural Mastertonsite 12 years ago.

The company also has anoutdoor display site inPlimmerton, which has beenoperating for about five years.

“It shouldn’t have happened,”she said.

“I can’t believe it hashappened quite so close to home.”

Otaki Community Boardchairman James Cootes’ thoughtswent out to the Ayley family.

Zone manager overcomes rocky roadCLOEWILLETTS

FAMILY MAN: Dave Eliason’s introduction to his role as zone manager on the MacKaysto Peka Peka Expressway was not a smooth one, but the father of three is thankful tohave steady work lined up for his young family, following relocating to Kapiti fromWanganui. PHOTO: KAP170714CWDAVEELIASON

‘Everybody that works on theexpressway is part of a legacy, and being part of that is pretty

awesome.’DAVEELIASON

When Dave Eliason relocated fromWanganui to Kapiti to pursue a careerworking on the MacKays to Peka PekaExpressway, his family’s life had taken asudden turn.

In the midst of taking on thechallenging new role of zone manager atRaumati’s Poplar Avenue site, the fatherof three was given the news his newborndaughter, Cameron, was sick and wouldhave to undergo open-heart surgery.

“That was a bit of a major — starting anew job while she was in hospital forquite a while,” said the ex-small roadingbusiness owner, who lives inParaparaumu with his family and a now-healthy Cameron.

Travelling back and forth fromWellington’s Starship Hospital afterwork and in weekends became the normfor Mr Eliason, who had been workingon large roading projects in Wanganuiprior to his move.

“My partner found us a house inbetween all of that, and we shifted toParaparaumu while Cameron was stillin hospital.

“The idea of a shift originallyemerged because I’d had been keeping aneye on developments with theexpressway, since work in Wanganuiwas drying up.

“I got in touch with Stan Goodmanand it all took off from there.”

Relocating was a “big call” for MrEliason, with a young family in tow.

“You have to chase the projects a littlebit if you do this sort of work.

“We move around all over the place towhere the projects are, because if youwant the big bucks you have to movearound for it.”

With his Goodmans contractstretched out until the end of currentexpressway work, Mr Eliason saidanother key motivator was knowingother Roads of National Significanceprojects were in the line-up, “meaningthere’s quite a workload for the next 10 to15 years down here”.

Keen to stay in Kapiti, he also hopesGoodmans Contracting will follow onwith expressway work by securing theproject’s next Peka Peka to Otaki leg.

“At the moment we’re just focused ongetting this job done, but I do love ithere.”

While he enjoys the on-goingchallenge of his role, which sees himmanage the site and liaise closely withAlliance engineers, the once-upon-a-time machine operator said feedbackfrom the public is not always ideal.

“We get a bit of negative feedback

with the job, which is a bit dishearteningsometimes.

“We’re just doing our job, and we tryto do it as well as we can.”

Mr Eliason said, nevertheless, his

role is a fulfilling one, with the ability to“test you every day.

“Everybody that works on theexpressway is part of a legacy, and beingpart of that is pretty awesome.”

Judge rejects fluoride conflict claimDAVIDHAXTON

A High Court judge has rejected aParaparaumu resident’s claimsthat a former councillor had aconflict of interest when voting tocontinue adding fluoride to thewater supplies for the central partof the district.

Mike Woods went to the courtseeking a judicial review into hisallegation that former DeputyMayor Ann Chapman should nothave participated in a council voteon June 10, 2010, where councildecided to continue addingfluoride into the water supplies ofParaparaumu, Waikanae andRaumati.

He felt Mrs Chapman had aconflict of interest when the votewas taken because she was adeputy chairwoman of the MidCentral Health Board, whichsupported adding fluoride towater.

His court case was filed onOctober 29 last year, whichincluded detailed submissionsand supporting documentsincluding the minutes of thecouncil meeting.

Council filed a statement ofdefence saying Mrs Chapmanbrought and open mind to thecouncil decision-making, herposition on the health board didn’taffect her decision-making, she

had no pecuniary interest in thedecision and she had not breachedthe council’s code of conduct.

Judge J Collins dismissed MrWoods’ application for a judicialreview.

Collins said there was “nosuggestion” Mrs Chapman had apersonal interest in the decisionwhen she cast her vote. And,although she was an official of thehealth board, it didn’t mean “shemust have failed to put herobligations and responsibilities tothe health board aside when shecast her vote”.

“In my assessment, a fair-minded member of the publicknowing that Ms Chapman had

been clearly warned about theneed for her to bring an open mindto her decision-making and todischarge her responsibilities tothe whole council would not havereasonably apprehended that MrsChapman would have ignored thisadvice.”

Collins also said there was a“very significant time lapse”between the council voting andMr Woods’ application for ajudicial review, which meant adeclaration wouldn’t have beenissued.

“It is well established thatdelay in seeking relief by way ofjudicial review is a factor thatweighs against the High Court

exercising its discretion in favourof granting relief in judicial reviewproceedings.”

Mr Woods had a lot ofcriticisms about the judgement butwasn’t going to take the issuefurther as it would cost him toomuch financially.

His main beef was, “In future, any councillor, anywhere, who hasa conflict of interest need notdeclare it, as long as the chiefexecutive warns all councillors tohave an open mind.

“It’s quite mind-boggling whenyou think about theramifications.”

The cost to council in defendingthe case was about $14,000.

Liquor centreraises oppositionDAVIDHAXTON

QUESTION: Would you like to see this shop at Raumati Beach turned into a liquor centre?PHOTO: DAVID HAXTON / KAP180714DHSHOP

Opposition has arisen aboutplans to turn a RaumatiBeach grocery store into afull-scale liquor centre.

The district licensingcommittee has received anapplication from Red RoarLtd to convert the RosettaGrocery and Cellars into abottle store called RaumatiVillage Liquor Centre, whichwould be open seven days aweek from 9am-10pm.

The off-licence applicationcame up on the meetingagenda of a group of retailerswho are revitalising theRaumati BusinessAssociation.

The association has put ina submission to the licensingcommittee opposing theapplication.

“The retailers are up inarms about this because wefeel there’s enough problemswithout having another

liquor outlet in the village,”The Frock Shop owner JudeRiddell said.

“We all felt there was noneed to have it.

“There are alreadysufficient alcohol outlets inRaumati.

“It’s totally unacceptableto have another liquor outletin the area.

“Why do we want anotherone?

“We felt we had to make astand.

“There are problems atnight with young teenagers.

“I often find I have to washdown the footpath outside mystore in the morning.”

Madame Treacle ownerDianne Tester was “justhorrified that it’s even beingconsidered given theproximity to schools and thenature of the type ofbusinesses in this area”.

She said alcohol-relatedmisbehaviour wasn’t

uncommon in the area, including broken bottles, flower baskets being pulleddown and urination indoorways.

The Village Meats ownerMichael Law said there wasalready “hooligans in thearea” and getting anotherliquor outlet didn’t seemright for Raumati and wouldcreate more problems.

He often worked late andhas observed people drivingdrunk on mopeds, motoristsdoing donuts and lots ofbottles discarded.

Council environmentalhealth team leader JulieLloyd noted if the applicationwere to be granted, it wouldbe one type of off-licencereplacing another type of off-licence.

The off-licence applicationwas publicly notified for thesecond time on Thursday lastweek, at which time peoplehad 15 days to object.

Former soldier Alan Dempsey wasawarded an esteemed life membershipof the Royal New Zealand Returned andServices Association for his dedicatedrole as welfare officer at ParaparaumuRSA.

Celebrated in front of a packedcrowd on Saturday, the ceremony sawMr Dempsey awarded a badge andcertificate by national RSA chiefexecutive David Moger, who broughtlight to the Paraparaumu resident’soutstanding service in supportingKapiti veterans and dependents.

Paraparaumu RSA president ChrisTurver said it was Mr Dempsey’scompassion and humanity in dealingwith those in need that earned therespect and trust of the RSA’s 1100members and their families.

Describing him as a once “battle-hardened soldier” who is now a“modest and humble man, always readywith a smile,” Mr Turver thanked MrDempsey on behalf of ParaparaumuRSA for his extensive efforts.

In just five years as welfare officer, before recently stepping down, MrDempsey provided support for 350members or dependents and spoke at150 funerals.

Guests were also introduced todetails of Mr Dempsey’s extensivemilitary service in Malaysia, Borneoand Rhodesia, and the fact that until sixyears ago, he had not stepped into anRSA, nor had his medals mounted.

When he eventually took the leapand walked through the doors ofParaparaumu RSA in 2008, he found anorganisation that treated him so well,he wanted to stay.

Just one year later, following muchencouragement from his RSA peers, MrDempsey took over the role as welfareofficer — before finally having hisawards mounted.

“Over the last five years, Alan andhis welfare colleagues have madeParaparaumu RSA admired throughoutthe district for the care and respect theyshow for our members and dependantswho need support,” Mr Turver said.

Mr Dempsey’s contribution to theNew Zealand Army fell into place in1965 as a 20-year-old infantryman withthe first battalion of the Royal NewZealand Infantry Regiment.

In his first deployment to Borneo, heacted as lead scout for his platoonsection where he saw vigorous action

and was wounded when caught in acamouflaged punji pit.

A punji pit, Mr Turver described, isa hole dug in the ground and filled withsharpened and fire-hardened bamboostakes and covered in jungle debris.

Following recovery, an uneventfulsecond deployment to Borneo ensued, before Mr Dempsey left the army, gained educational qualifications andset off to travel 32 countries around theworld, where he worked as a schoolteacher.

“In the 1970s he was offered ateaching job in Rhodesia, (but) what hedidn’t know was all residents had tocontribute to the war effort,” Mr Turversaid.

“Because of his New Zealand Armybackground, Alan became a combattracker and saw extensive and violentactive service before returning to NewZealand three years later.”

Mr Turver said Mr Dempsey’s lifemembership award gave some idea ofthe concentrated work RSAs do behindthe scenes to assist veterans and theirfamilies in dealing with illness, failinghearing and eyesight, loss of mobility, hospitalisation and the effects ondependents.

Mr Dempsey, who will continue toprovide support to Paraparaumu RSA’snew support officer, Gary Moore, saidhe was “very humbled and emotional”.

Fluoridation Government’s decisionI am writing from the LocalGovernment New Zealandconference in Nelson, havingmoved the remit urgingGovernment to amend theappropriate legislation so theaddition of fluoride to drinkingwater is a decision made by theDirector General of Health, rather than local authorities.

In other words, the decisionon fluoridation must rest withGovernment.

It was reassuring to see thestance taken by Kapiti on this, overwhelmingly supported by atwo-thirds majority vote.

While some people may arguethe decision rests at local level, Idisagree. The current situationplaces councils and councillors

in an impossible quandary andratepayers suffer as a result.

Lacking the scientificknowledge to make a sure call onfluoridation, elected members dotheir best to consider theimmense volume of submissionsmade by diverse groups on eitherside of the debate.

Much of the submissionmaterial is highly technical. Thelobbyists are passionate and, attimes, demanding.

In this setting, differentcouncils make differentdecisions. Across two terms, councillors in one local authoritymay come to a different decisionto their predecessors in the sameauthority.

This year our own council inKapiti made its decision on an 8-2split in favour of supportingcontinued fluoridation.

This was the second time infive years we have been througha formal consultation process onfluoridation.

I am sure this won’t be the endof it. Every Annual Plan roundwe get submissions on the topic.

Kapiti is aware of theintensity of debate and is awarealso of the threat to all councils

— and ratepayers — of thepossibility of litigation thatarises as a result of this split inthe community.

Every time a council has to goto court to answer a challenge, the legal costs fall on theratepayers.

As South Taranaki andHamilton are well aware, thecosts can be onerous.

Ross Dunlop, mayor of SouthTaranaki, spoke for the remitand said that it has cost hisratepayers over $250,000 so farand doesn’t want these costs tofall on any other communities.

Why should ratepayers haveto pay for such litigation on anissue that really belongs with theDirector General of Health?

Clearly, that is where theresponsibility must lie. TheMinistry of Health has clearguidelines on fluoride. What theLGNZ needs is for these tobecome directives.

There is consistency in this.Already, Government sets thestandards for every other aspectof drinking-water quality.Government also sets thestandards for the quality of ourwaterways through the newNational Policy Statement forFreshwater.

Buildings and waterways maynot be owned by Government, but Government sets thestandards. Now is the time forGovernment to do the same withfluoridation of our water.

Big business has influence on town centreThe council is engaging with ourcommunities to jig-saw structureplans for the town centres ofParaparaumu and Waikanae.

There is some urgency to this aswe can see the Kapiti Expresswayproject, uncoiling itself like a giantsnake consuming sandhills, nativetree, wetlands and houses.

We all know the expressway isa game changer for the district. But there are others who disagreewhen it comes how ParaparaumuTown Centre (PTC) would beaffected. While council representsthe collective will of all ourcommunities it’s a brutal fact oflife that those with commercialpower have a significant say inhow our town centres evolve.

Those engaged with the PTC

consultation process should look atthe Environment Court decisiondelivered on March 13 where StHeliers Capital Ltd had appealedfor Plan Change 72A to be put onice and reviewed afresh under theProposed District Plan. Theyargued the expressway hassignificantly changed the planningframework to the extent that theprevious decision on PL74A wouldeffectively undermine thedevelopment of Paraparaumu as aregional hub. PL72A, also knownas the Wharemauku Precinct, is a

12 hectare block fronting Rimu Rd.It was rezoned for commercial andretail development.

Council’s position is that PL72Awill complement the existingcommercial and retail core andsupport the design of Rimu Rd as amain street. The existing70,000sqm of retail space isdominated by Coastlands with its52,000sqm of retail, a pedestriancount of 5 million per year and 1500people on the employment payroll.Coastlands, which helped shapePL74A, obviously supports KCDC’sposition. Against this entrenchedinterest is the new kid on theblock. St Heliers owns 46 hectaresfacing Kapiti Rd. It’s argument isthat the expressway is a gamechanger and developing

Paraparaumu as the regional hubwill require an east-west mainstreet orientated towards theexpressway and its intersection atKapiti Rd. Obviously they wantedopen competition whereas PL74Ais a managed control measuredesigned to increase the matrixbetween Coastland’s existingcommercial development andKCDC’s commitment to a vibrantcivic and cultural centre.

The facts on traffic projectionare interesting. At present SH1handles 27,000 vehicles per day(vpd). Post expressway, thecurrent SH1 route will have 17,300vpd while the new expressway willhave 12,100 vpd. By 2026 SH1 willhave 20,100vpd while theexpressway will have 13,900. And

most expressway users will bepassing through without stopping.KCDC and Coastlands argued thatthe expressway will, therefore, notbe such a game changer that itrequires a reorientation of thetown centre. The Court rejected StHeliers’ appeal but the judgementdoes indicate reservations aboutthe ability of Rimu Rd to easilydevelop into a main street. It is alsosilent about the competition posedby the airport development. And,despite the traffic projections bythe experts, I suspect the jury is outon how locals will use theexpressway. It would be useful forthe public to analyse and know thestrategic positions of the bigplayers and how they are, or arelikely, to influence council.

LETTERS TO THE EDITOR

Lying catI think my cat has taken upsmoking. She sneaks outside atnight and comes back in reeking ofsmoke. I have tried talking to herabout it, but she fobs me off byblaming it on the smoke frompeople’s chimneys. I just don’tbelieve her!

CLAIRE FLENTGERAUMATI BEACH

Behind the scenesAn interesting bit of news lastweek was the story of the danger-ous threat posed to Kapiti dem-ocracy created by e-mails sentfrom councillor Jackie Elliott, which just begs to be looked atfrom a wider veiwpoint. MurryBell is brilliant doing his very fineteacher’s pet impersonation. Is itjust a coincidence that Cr Elliottjust happens to be the only poli-tician not jumping on the ‘I lovewater meters bus’? The timing ofMr Bell’s complaints inevitablyraises the question of who else ispushing this story from behind thecurtain. Whoever these peoplemay be, they are on a hiding tonothing for the simple reason thatthe ratepayer is not going toabandon Mrs Elliott for somesupposed e-mail allegations. Shehas apparently breached electedmembers’ code of conduct no less.So what of a mayor who is againstmeters one minute, gains powerand is then a born again meter-rite?

CHRIS NORMANOTAKI

[abridged]

Money and controlKCDC spokesperson Sean Mallonis good at his job. That job is tohead off trouble in the media.Sean’s and his colleagues’ views on

water do no stand up to scrutinythough. No one can argue with thefact that Kapiti ratepayers havenever had a say about installingmeters. The council would have usbelieve this whole situation isabout conservation of water, butthis is just not the case. Like mostthings it is about money andcontrol. Either the council servesus or we serve it. Have you everbeen asked about meters? Theanswer is no because they knowfull well we would and still willgive this obnoxious metering theboot given the chance. Sean’s pointabout people over calculatingwater bills comes down to the billsnot showing a three month period, but 40 days or so.

Not content with the above, now it’s Town Centres. They maybe a wonderful spaces for those incentral Kapiti, but what benefit

will come to those on both ends ofthe district who are forced to fundthem, Sean? Am I the only one whocan see the power and pomposityof this current regime growingbeyond all reason? Therefurbishing of our spendingpower is getting to be rather aburden that must only get worseonce Fran Wilde and her friendsget their hooks into us soon.

JAMES MICHAELSOTAKI

In replyThe decision to go ahead with thenew water charging scheme wasmade with input from the com-munity via the 2012 Long TermPlan community consultation pro-cess.

Water meters do encouragepeople to conserve water. Other

areas around the world whichhave water meters in place havehad a 25 per cent reduction inwater use on average and we canall play our part in achieving thesame here.

It is wrong to say the newscheme “is about money”. Councilwill not be making any money outof the scheme. We are just distri-buting the costs differently andmore fairly. While water thatdrops from the sky is free, it is thecost of capturing, treating, storingand delivering it to people’shomes/businesses, plusmaintaining the network, thatcosts money — this is what waterrates pay for. Any surplus ordeficit from overall charges will betransferred to the water activitiesin following years.

It is also incorrect to say“people over calculating waterbills comes down to the bills notshowing a three month period”.The water charges shown on alltrial readings are based on a threemonth period, even if the meterswere read over a lesser number ofdays.

Regarding the comments onTown Centres — with the develop-ment of the Expressway and SH1becoming a local road, we have anopportunity to make these centresmore modern, functional andaccessible. This will provideeconomic benefits to the wholedistrict. We are currentlyconsulting communities on theirviews including a district-widemailout asking people what isimportant to them about towncentres so we can use this feedbackto help inform decisions.

Paekakariki and Otaki haverecently had significant towncentre upgrades.

SEAN MALLONCOUNCIL INFRASTRUCTURESERVICES GROUP MANAGER

Cost-saving ideasIn response to MarieO’Sullivan’s letter last week, thechanges to water charging won’t“cause hardship for many”.

Based on initial informationfrom metered water use, anestimated two thirds of rate-payers will actually pay aboutthe same or less for water underthe new scheme. While waterthat drops from the sky is free,we have always had to pay forthe cost of capturing, treating, storing and delivering it topeople’s homes/businesses, plusmaintaining the network.

The new charging schemedistributes the costs differentlyand more fairly in that peoplewho use less water will nolonger be subsidising those whouse more. Bigger water userscan put in place ways to con-serve water to keep their costsdown — there are lots of easy,no-cost things people can do atwww.kapiticoast.govt.nz/water-conservation

Regarding the incomecriteria for a water ratesremission, it is not “set at below$20,804 per annum”. There arevarious remissions availablewith criteria that have to be met— one of these is that incomecannot be 5per cent more thanany relevant government bene-fit. So Ms O’Sullivan’s commentthat assistance will only be pro-vided if income is “below manybenefit levels” is incorrect.People can find more informa-tion about rates remissions inour ‘Rates Remissions Policy’ inthe Annual Plan on our website.Or ring council to find out moredetails.

Owners of Kapiti’s well-established SopranoRestaurant CorradoRonchetti and AnnemarieTiffen have opened abrand new Pronto Pizzaand Pasta dine-in andtakeaway restaurant inWaikanae, ten years intoopening their popularSoprano Ristorante.

The launch follows the introduction of the pair’sLimoncello brand in the New Zealand marketfour years ago, with this year’s fresh opportunityemerging just six weeks ago.

Located at the premises originally known as TikiJoes’, at 80 the Main Road Waikanae, Pronto Pizzaand Pasta will be serving the favourite pasta dishesfrom the pair’s Soprano Restaurant, along withtraditional Napolitano-style fused with New York-style pizza.

Experienced and esteemed pizza pro CorradoRonchetti arrived in New Zealand from Naples in1977, with limited English, no job and the role ofbecoming a first time parent.

Becoming friendly with the owner of Giovanni’sPizza in Hataitai, Corrado started working there, and as his English improved, learned about businessin New Zealand and promptly went about openinghis first pizza shop on Adelaide Road, Newtown.

History repeated several times at various locationsaround Wellington, including Marjorie Banks Street,Courtney Place, Tinakori Road, Kaori, the OverseasTerminal, and the well-known Spaghetti Junction inJohnsonville.

Also a foundation tenant at the BNZ undergroundfood court, which was hugely successful, Corradooperated two sites there and introduced Wellingtonto Ravioli and Cannelloni.

Corrado, a Napolitan with a very strong opinion ofwhat makes a good pizza, said the dough basemust be thin enough to hold a bite and thickenough to hold the topping.

“The test is the slice of pizza should be able to bepicked up and eaten with one hand if you curvethe crust edge,” he said.

Offering a delivery service and also opening forlunch in the near future, Pronto Pizza and Pasta isopen from tonight onwards for dinner, and invitesdiners to eat in or take home.

“Our executive chef Joshua Knox and Corrado willoversee the staff, and keep the flavour true andtraditional whilst incorporating some classic kiwifavourites,” Annemarie said.

“Soprano Restaurant’s favourite recipes will beon offer, as well as homemade dessert from ourrestaurant recipes, and delivery service will beoffered in and around Waikanae.”

Pronto Pizza and Pasta will only be open inevenings for the first week, until further notice, and is located next-door to Subway, with plentyof parking.

LAPP plans proceed despite banCouncil will raise concerns aboutits inability to prevent the sale ofpsychoactive substances (legalhighs) in the Kapiti district withcentral Government.

The psychoactive substanceslaw introduced this year providesfor councils to develop LocalApproved Product Policies(LAPPs) to restrict the location ofplaces where legal highs can besold.

The Ministry of Health willgrant licences to sell legal highson the basis of the LAPP.

The ministry has advisedcouncils to proceed with LAPPdevelopment, even though aGovernment-imposed productrecall is still in place pendingdevelopment of an approvedtesting regime.

The LAPP will determine thelocation of sales outlets when theproduct recall ends. This includeshow far outlets should be fromplaces like schools, churches andpublic buildings.

The aim of the policy, underthe legislation, is to reduce the

potential for psychoactivesubstances to harm users andcommunities, without prohibitingtheir sale.

However, council would preferto see the sale of legal highs in thedistrict prevented. Regulatorymanagement committeechairwoman Diane Ammundsensays the community had beenvery concerned about theavailability of psychoactive drugsbefore the law change stoppedtheir sale.

Central Government is

expected to have established rulesfor granting retail licences, and atesting regime, by early 2015,meaning sales could begin again.

“We are being asked byGovernment to develop thispolicy, but we know ourcommunity does not want legalhighs here. We need to make ourviews known to Governmentwhile at the same time engagingwith our community to get theirviews on what a draft LAPP forKapiti might look like.

“The lull in activity when we

don’t have to manage the impactfrom sales of legal highs gives usmore time to discuss the issueswith stakeholders andcommunities to ensure the LAPPrepresents their interests.

“We’re aiming to have a draftready for community feedback byOctober or November.

“We are very mindful of thecommunity’s concerns and we’recommitted to doing everything wecan to reduce the impact of thesesubstances on our district in thefuture.”

Nga Manu Nature Reserve isconnecting technology to itsconservation education focus.

The nature reserve, inWaikanae, is designing 10 newinformation signs which willhave Quick Response (QR)codes on them.

“Smart phone users of theworld will then to be able toreadily learn about the nativeflora and fauna at Nga ManuNature Reserve,” reservemanager Bruce Bensemansaid.

“Increasing numbers ofvisitors to the reserve havesmart phones and we want tocater for this generation.

“Visitors will be able to scana QR code and they willautomatically be provided withaudio and visual data on theobject that caught theirinterest.

“Not only will they be ableto read some textualinformation but they can viewpics and hear audio.”

The reserve, which is beinghelped by Capital Videoproductions, has budgeted$3000 for the project.

It is hoped people candonate money to continue theproject by going to the PledgeMe website —www.pledgeme.co.nz/projects/2203

“Pledge Me is an innovativetool to raise funds for groupslike us,” Mr Benseman said.

The nature reserve’sobjectives are to preserve NewZealand native flora and fauna, provide outdoor conservationeducation to young NewZealanders and to be involvedin recovery programmes forunique native flora and fauna.

Water meters senselessWith Kapiti having opted for thewater meter experiment it seemsthe rest of the region will watchwhat happens with greatinterest.

Having chaired the GreaterWellington water supplycommittee I can say this issuearises on a semi-regular basisalthough the introduction ofwater meters for domestic usehas been rejected every time.

In fact it isn’t even close. If forno other reason we have rejectedwater meters because they makeno sense from an economic pointof view and they are veryunpopular with the public — andlest we forget, the public arepeople we are elected to serve.

So it begs the question of whyhas Kapiti decided to experimentwith water meters and what willthe rest of the region be able tolearn from the exercise.

For starters some assessmentshave already been made. Kapiti’soverall rainfall per annum isactually quite high — as a pointerto this, one of the major areas ofspending from the regionalcouncil in Kapiti is on floodprotection. This of course adds

huge weight to the catch it andstore it argument which usuallyconcludes with “build a dam.”The Kapiti council has decidedthat option is too expensive andbelieve water meters will reduceconsumption. That may be truebut the question is how muchsense does it make to reduceconsumption of water whicharrives in oversupply most of theyear.

As an example, every litre ofwater you save at the moment is alitre that flows on down the riverand out to sea so the net saving iszero. The only time saving watermakes sense is when it is in shortsupply. In Kapiti that shortsupply is actually quite seldomand is restricted to a relativelyshort period over summer.

Introducing water meterscosts about $10million and thenresidents will be paying for theirwater use.

In the rest of the region wehave seen a steady decrease inwater consumption of the pastdecade. This has been achievedby some sophisticated leakdetection work and a number ofeducation programmesencouraging good water usehabits.

Counting strongly againstwater meters are social equityand user pays arguments plus thefact that the water residents willfind most costly in the summermay be coming out of bores whichmost residents don’t even wantfor free. The KCDC argument forwater meters says it is aboutequity and fairness that thesystem is user pays. However thisphilosophy does not apply to theAquatic Centre, or libraries, orparks, or galleries and otheramenities and of course it neverwill.

So far there has beensignificant resistance to watermeters which has largely fallenon deaf ears. I suspect when thebills start to arrive the noise willget much louder and council maywell have more than a watercrisis on its hands.

Our local govtneeds to do more

James WestburyWaikanae Community Board

A Spoonfulof Sugar

I recently attended a Local GovernmentNew Zealand conference.

It had a staggering lineup of who’swho of local government includingpresentations made by John Key, PaulaBennett and David Cunliffe. Theoverwhelming message from each ofthese individuals was the importance ofeconomic growth and jobs, environmental sustainability and ratesaffordability. What struck me was thevision of some of these leaders andcouncils, and their unwaveringcommitment to improve theircommunities’ economic prospects.

After this conference, I do not believelocally we are doing enough as part oflocal government to contribute to thelocal economy outside of the nationalroading projects. We need to unlock theeconomic growth potential of our regionby stimulating business and engagingour community, bring national eventsas well as inspire the region and the

world about Kapiti as a destination. If the local economy is thriving and

healthy so is the community. Thequestion is how do we do this locally andwhat can council do to contribute orstimulate to our local economicprospects? Our council needs to act now. There is a lot of competition in ourcountry from other regions and councilsperforming better than ours. Engageyour councillors, they have aresponsibility to you and yourcommunity.

The Kapiti Coast, I believe, should bethe best place in New Zealand to grow upin and grow old in.

Group environmentprovides motivationWith the Tour de France in full swing I’vebeen glued to the TV watching the elitecyclists of this world take on the mostgruelling multiple day events in the historyof the sport.

Even though the drug scandals of thepast have somewhat tarnished the sport forsome people, the spectators are always outin force cheering on the riders day in andday out.

The tour riders cycle for an average180km per day over some massivemountains for three weeks with only tworest days, the climbers in the teams weighabout 56/62kgs and the average rider burnsabout 3500/4500 calories per day. Yes theyare unbelievable athletes.

At this time of year with the weatherbeing a little bit chilly it’s often hard to getout on the bike unless you are preparedwith winter riding gear and some thickskin. Another option is to try an indoorcycling class, these classes are often knownas spin classes and cater for the seasonedcyclist and the absolute beginner. Like anygroup exercise programme they are greatfor motivation because everyone is in theredoing the same thing. Spin classes can caterfor 20/30 people depending on the number ofbikes available and there is an instructor ortwo at the front of the class giving you

encouragement and instruction on ridingpositions and speed etc.

You tend to work harder in this groupsetting than you would on your ownbecause of the music, environment andmotivation help you to work a bit harder, this is great class for breaking exerciseplateau’s.

Classes go for 30mins or 55mins so if youare absolute beginner you can start with the30min class and work your way up to the55min class. All you need to get started is atowel (to mop up your sweat) and a drinkbottle, once you become a spin class addictyou can buy padded bike shorts or even clipon bike shoes. If you enjoy cycling outdoorsthe spin classes will certainly help with bikestrength that transfers to your outdoorcycling.

If you’re as motivated as me afterwatching the Tour de France then try a spinclass and watch your fitness improve out ofsight, while you stay dry indoors. Some trains mobility

scooter friendlyHow you would cope if you had to relyupon a mobility scooter for transport?Would you be able to get to Wellingtoneasily? What would be available to youonce you got there?

Once at Paraparaumu RailwayStation, Matangi trains are mobilityscooter friendly. The on-line instructionsadd that you need to “ask train staff toassist you” especially around the use of“securing belts”. Remember not allstations are mobility scooter/wheelchairfriendly!

Secondly there is a time-framerequirement to be met when taking eitherwheelchairs or mobility scooters ontrains, and for the Kapiti Line it is notpossible from 6.30am to 9am nor between3.30pm to 6.30pm from Monday to Friday.

Last but not least is the fact thatmobility scooters should not exceed 80cmwide and 130cm long with a turning circleof less than 95cm radius and the combinedweight must not exceed 300kg.

But did you know that some places inWellington offer free city mobility scooteruse? In order to make use of these youneed to book in advance and will have toproduce a “security item” such as creditcard or drivers licence. The locations forthese services are as follows: WellingtonCity Council, Wagamama Restaurant,Cable Car, Freyberg Pool and FitnessCentre and the CQ Hotel in Cuba St.

In the suburbs, from the KilbirnieLibrary and the Karori CommunityCentre followed by these venues that

allow “on-site use only” — Zealandia, TePapa, and the Wellington BotanicGardens.

This information is available on a citymobility pamphlet put out by WellingtonCity Council.

The final issue I wish to raise is theongoing one of return transport fromWellington Hospital — especially theafter business hours discharge from theemergency department. When we do get asatisfactory solution we will make sure tolet you know about it. In the meantime, make sure that you are familiar withwhat is currently available, and how toaccess it.

The Kapiti Coast Older Persons’Council held its June meeting in Otaki. The idea was to give Otaki retirees thechance to attend and over 50 peopleturned up. This showed us that there is aneed for us to try to involve all of theDistrict- including Otaki — more often.

Our next meeting will be onWednesday July 30 at 1pm in the KCDCchambers, We would love to see you there.

“We have a very caring team ofstaff who are friendly, and that’s theapproach we like to take – developingstrong relationships with our clientsand their pet,” says Well Pet ownerWarren Stroud, who launched Kapiti’ssuccessful veterinary business backin 1998.

16 years later, and Mr Stroud hasseen his Well Pet brand extend totwo facilities on the coast, offeringa comprehensive range of on-siteservices in a modern and caringenvironment.

Introducing an upcoming Pet DentalMonth over August, Mr Stroud urgespeople to bring in their pets to theParaparaumu and Waikanae Well Petclinics, for a free pet dental check.

“To encourage people to have theirpet’s mouth checked over by aprofessional, clients can have theirpet’s teeth checked by a veterinarynurse free of charge,” he says.

“Each year we run a month-longpromotion, and often the nurses willidentify something wrong. As a vetI’ll get involved and may recommenddentistry, such as a dental scale andpolish, potential teeth removal, orx-rays to try and identify a problem.”

During Well Pet’s promotion month, all dentistry services are discounted, and can help with a range of commonteeth problems including gum disease, which Mr Stroud says is commonin dogs from two-years onwards, particularly smaller breed dogs.

“Cats also commonly have cavitiesthat cause discomfort, and generallybecome a problem aroundmiddle age.”

With 20 years’ veterinary experienceunder his belt, during which 16 yearshave been spent as a companion vet,Mr Stroud says locally owned andoperated Well Pet is the only clinic thatprovides a 24-hour emergency servicein Waikanae and Paraparaumu.

Also stocking a full range of premiumbrand pet food, flea products, wormers, and shampoos, Well Petoffers a range of common servicesincluding a puppy preschool, PuppyParty.

“Puppy Party is for socialising puppieswith people and other puppies, andis a good way of learning how to lookafter a new dog if you haven’t for awhile,” he says.

“We run the classes out of ourWaikanae clinic, and once a class isfilled, we run our Puppy Party overthree consecutive weeks.”

As well as having diagnostic x-ray,ultrasound and digital radiographyequipment, Well Pet has in-house labsystems at both clinics – enablingblood tests to be done on-site withresults out within20 minutes.

“We can report to clients straight awayand give advice on treatment,” MrStroud says.

“We can help with all of your pets’needs, and can do a wide range ofsurgeries on-site -from routine spayand neutering procedures, to ligamentand knee surgeries, repairing brokenbones, abdominal and chest surgery.”

New take on city office space

ARTISTIC AVENUE: Ex-Paraparaumu local Mariya Kupriyenko’s creatively-infused community space InGood Company, which brings a dynamic cafe and office-style drop-in setting to Wellington’s CubaStreet. PHOTO: KAP180614SPLINGOODCOMPANY

CLOEWILLETTS

Mariya Kupriyenko spent timetravelling through Israel,Germany, Asia and EasternEurope last year, whose diversecities helped fuel the creativeinspiration behind what is now aninnovative Wellington-basedbusiness space.

Returning to New Zealand witha fresh compilation of ideas, the26-year-old unveiled her brightbusiness idea and launched CubaStreet’s new In Good Companypremises last month.

Opened on June 11, the city hotspot is luring in a collective of thecreatively-infused, in what the ex-Paraparaumu student refers to as“a working and gathering spacewith internet access andbottomless tea and coffee”.

“Through my travel I was ableto visit spaces like time cafes,start-up cafes and art colonies, and on my return to Wellington Imerged those together to create InGood Company,” MissKupriyenko said.

The ‘coffice’ concept invitesfreelancers, creatives and start-ups to utilise the space for work, meetings or networking, amid anart gallery-style backdrop.

The space, which previouslyfunctioned as an art gallery, was alocation admired by MissKupriyenko, who regularlyvisited it for art events.

“I always loved the vibe in thespace and the cool location right

in the middle of Cuba Street, sowhen I heard the space wasavailable, I jumped at theopportunity.”

Seeing a selection of peoplecoming through, MissKupriyenko said her role is nevershort of interestingconversations.

“Today a guy came to work onhis business plan for a venture inFrance.

“He has been researchingalternative payment models forgoods and services, and isinterested in piloting our modelas a part of his venture.

“The most unusual encounter

we’ve had is a girl asking to hirethe space for her date.

“She said the space is organicand that’s why she chose us. Thatwas weird but cool.”

For the ex-Kapiti YouthCouncil and EnvironmentalYouth Forum member, whoshifted to New Zealand from

Washington DC following theSeptember 11 attacks, behind thescenes preparation included“hard work, heaps of coffee, energy, and committed people”.

“I also had to save for the start-up and set-up stages of theenterprise, and had to find peoplewho believed in my vision.”

As well as small componentsincluding finding the right coffeeand tea suppliers, and sourcingfurniture for the main space,Miss Kupriyenko had to get theword out to gather clients.

In just over a month, the spacehas seen bookings for permanentdesk rental from independentbusinesses, freelancers andartists.

Also supporting Wellingtonartists by providing an avenue toexhibit their work, Ukrainian-born Miss Kupriyenko saidpieces come from in-house artistsand artist friends.

“Submissions for exhibitionsare also open to the public, andwe have a gallery team who puttogether themes, and select andcurate artists.”

As well as wanting to see InGood Company host regularworkshops and events, MissKupriyenko hopes to welcomeunique art exhibitions andcreative initiatives.

“I want to see the space usedduring the day by people whoneed to work, to chill and havemeetings — anyone who needs aspace in the middle of the city.”

League career set aside for God

OUT AND ABOUT: Missionaries, from left, Uinise Maliepo, Erin Haacke, Carlos Aparicio and WilliamHopoate. PHOTO: DAVID HAXTON / KAP160714DHSAINTS

DAVIDHAXTON

William Hopoate put apotentially lucrative rugbyleague career on hold to fulfil hisdesire of being a missionary forthe Latter-day Saints.

The 21-year-old grew up inFua’amotu, Tonga, beforemoving to Otara, Auckland, where he played for the OtaraScorpions.

His call to serve as amissionary came on the sameday a representative from SouthSydney Rabbitohs knocked onthe door and offered him acontract last year.

“It was kind of a hard decisionbut I have wanted to bemissionary from a very youngage.”

William put missionary workfirst and believes he can stillmake an impact on the rugbyleague field, or rugby field, oncehis two year missionary workfinishes; he has a year ofmissionary work left.

He is one of four missionariesbased at the Church of JesusChrist of Latter-day Saints inParaparaumu; the others areUinise Maliepo, Erin Haacke andCarlos Aparicio.

William and Carlos’smissionary work is for twoyears, and Uinise and Erin’smissionary work is for a yearand a half.

The foursome are out andabout between Pukerua Bay toWaikanae talking to peopleabout their church, whichbelieves it has the answers tothree questions people mightponder at some stage of their life— where have we come from,

why are we here and where arewe going.

The missionaries work sevendays a week and do everythingfrom meeting people, study, teach, baptise to keeping fit.

William loves his missionarywork and seeing “people’s lives

change for the better”.“They have hope for

something better.”Carlos, 21, is from Malaga,

Spain, and has the distinction ofbeing the first missionary fromSpain to serve in any of the NewZealand missions. Before

arriving at the start of last year,he had to learn to speak English.

“It was the biggest challengeof my mission but little by little Igot better and better. I’m goinghome soon but this has probablybeen the best two years of mylife.”

Uinise, 21, grew up in Fahefa,Tonga, before moving toMangere, Auckland. She says thelifestyle is a lot slower in Kapitithan Auckland.

“It’s really peaceful, you don’thear people screaming aroundon the roads. And I love meetingnew people.”

Erin, 21, who grew up in asmall town called Wellington,Texas, is enjoying her time inKapiti.

“It’s beautiful and the peopleare really friendly.”

She enjoys “getting to feel howmuch God loves everybody”.

There’s a lot of door knockingand a lot of mixed reactions.

“Some people are nice andfriendly, others not so,” she says.

“One lady started yelling at usfrom behind a sliding door sayingshe was going to call the policeand that we shouldn’t be out solate, but it was only about 5pm.”

Uinise: “But we understandhow people might feel.”

The missionaries do have a carto get around in but prefer cyclingas they can meet people moreeasily.

AMONG THE MIX: A group of Kapiti artists will have their works displayed at thisweekend’s annual New Zealand Art Show. Artists in big showCLOEWILLETTS

Kapiti artists will be among the mix of over300 artists taking part in the biggest art showto hit New Zealand this year.

The annual New Zealand Art Show, which emerged in 2009, invites members ofthe public to attend the large-scale event thisFriday, Saturday and Sunday, July 25-27, atWellington’s TSB stadium.

With around 10,000 people going throughthe exhibition, and over 3500 paintings andworks on display and up for sale, Kapitiartist Rhonda Thompson said it is the idealplace to “go and see thousands of works atonce”.

Along with Thompson, local artistsRachel Goodman, Micheline Robinson,Cameron Munroe, Jane Santos, and DebbiePointon will have their diverse selection ofworks on show.

Thompson, who re-claimed a young lovefor art following retirement from anaccounting career and now paints full-time,will present a range of her traditional andtextured oil paintings.

A previous part owner of Waikanae’sArtel Gallery, prior to retiring lastDecember, Thompson is recognised for herworking with a range of canvas sizes, and

focusing heavily on Wellington City.Mosaic artist Santos is also noted for

focusing predominantly on cityscapes, withWellington houses a favourite among herline-up of work.

Munroe, who works full-time as apainter, creates abstract acrylic works, composing a great deal of her works in gridformat.

Goodman, who will be entering the NewZealand Art Show for the third time thisyear, also creates abstract works, rich inspontaneity and colour. Also an at-homemum, she is also recognised for hersculptural compositions.

Robinson, who has been busy creatingover 200 works this year, in a series of“essence and landscape” themes, said theworks “explore the internal landscape oflove and manipulations, and the effects onpeople that way”.

“For the art show I’ve put one examplefrom a series called Cities and Jungles. It issix feet by four feet and is drifts and lines, and mimics the vibe you get when you’re ina big city like New York, but embraces thevines and light you get when you go into theHemi Matenga,” she said.

Well-known Raumati South artistPointon said the pieces she has created for

the art show “tell a story about what womengive up when they fall in love and getmarried”.

“I also had a first experience with blackgesso, so black gesso, white paint and aparticular brush and that’s all it was.

“I had lots of fun doing that.”

The women will make up a variation ofgeneral exhibitors, solo panelists, and singleartists at the show.

Tickets are $10 a head and can bepurchased on the door or through the NewZealand Art Show website, www.artshow.co.nz.

Choir brings anordic theme inlatest concertNordic myths and music is the theme ofKapiti Chamber Choir's forthcomingconcert.

The main work performed is Scenes fromthe Saga of King Olaf.

In the poem of that name, HenryLongfellow describes dramatically the life, loves and battles of tenth century King Olafof Norway whose mission was to establishChristianity in his country.

Music director Eric Sidoti says “thestory is greatly enhanced by the operaticstyle of Elgar's music with passion and highdrama.

“This comes to a stunning climax in thebattle between the Norsemen and theDanes.”

Narrator Sunny Amey contributes to thetheatrical atmosphere by reading parts ofthe poem giving the thread of the story.

The programme's other half draws on arich heritage of Nordic music known for itsromantic nationalism.

Well-known composers such as Sibelius– the popular Finlandia – and Grieg – the

beautiful Gjendine's Lullaby – arerepresented along with less-knowncomposers like Niels Gade and Hugo Alfven.

Sidoti has selected a range of their musicfrom sacred works to pastoral and folktunes.

“All have great appeal and muchcharm.”

Pepe Becker soprano, John Beagleholetenor and Roger Wilson bass, are soloistswith the choir in King Olaf and performindividual solos.

Jenny Scarlet, accompanist for the wholeconcert, and Irene Lau perform the ever-popular Rustle of Spring by NorwegianChristian Sinding as a piano duet.

The concert is at St Paul’s Church, KapitiRoad, Paraparaumu, on Sunday from2.30pm. Admission $25 adult, $10 student.

Play brings war memories

REALISTIC: Jan Bolwell wore a World War Onereplica gas mask in her recent play.

PHOTO: INSPIRE PHOTOGRAPHY / KAP170714SPLMASK

Paekakariki playwright, choreographer and performer JanBolwell has presented her new playBill Massey’s Tourists in localsecondary schools and at St PetersHall in Paekakariki in the past fewweeks.

Her most recent performance wasat Army headquarters in Aucklandfor the Auckland Regiment whereDame Cath Tizard introduced herplay.

Now she takes Bill Massey’sTourists into Wellington for fourperformances at the WhitireiaPerformance Centre.

Bill Massey’s Tourists is the storyof her grandfather, Arthur Gardiner, and his experiences on the WesternFront in World War One.

At first her grandfather isreluctant to talk about the war, butgradually she coaxes him to revealwhat actually happened to him andhis mates in the trenches of Franceand Flanders.

Army training at Sling Camp inEngland and at Etaples in France area challenge for Arthur and his matesand provide for amusingconfrontations as the Kiwis resistarmy discipline.

The terrible tragedy ofPasschendaele is a central focus ofthe play as the battle is depicted in

both movement and storytelling.Bill Massey’s Tourists is peppered

with movement sequences set toamusing and original World WarOne soldiers’ ditties and war poemsset to music by composer LaughtonPattrick.

Projected images of Arthur andhis war mates and general scenes ofwar are an intrinsic part of the playthat also deals with opposition to thewar and propaganda that was used toget young men to fight for theEmpire.

Lord Kitchener visited NewZealand in 1910, and one scene in theplay shows schoolboys like Arthurbeing urged to become soldiers forthe Empire. In one scene Bolwellwears an actual replica of a WorldWar One gas mask.

“I wanted to include the impact ofgas on World War One soldiers, because the gassing the menexperienced in the trenches certainlyaffected my grandfather’s health inthe years following the war.”

This is the third in a trilogy of soloplays Jan has written about herfamily. Standing on my Hands told ofher father’s WW2 experiences inEgypt and Italy. Here’s Hilda!depicted her grandmother’s life andnow she tells her grandfather’s warstory.

oversee his mines in Mexico, thewife’s stricken reaction reveals tothe young man that she too hasfallen secretly in love — a loveshe cannot express in thepresence of her sick husband. Shemakes him a promise — when hereturns in two years time, shewill be his.

Separated by an ocean, they

exchange passionate letters whileawaiting the day that will reunitethem. Then, on the verge of hisreturn to Germany, World War 1erupts. All maritime travel

between South America andEurope is suspended. His belovedpines, awaiting his return.

Eight years later, withmillions dead and Europe in

ruins, the exile returns, to hishomeland and to the woman hehopes has been waiting for him.But has their love survived thebrutal passage of time?

Memorialisationby Andrew Malcolm

Society has used Memorials in varying waysto honour life since time began.

With about 80% cremation in this region, many people simply plan to scatter the ashesafter cremation, but in the end most needa place to go, a special place to remember, and usually end up putting up a permanentmemorial of some sort.

Over 20 years ago the cremation wall atParaparaumu Beach cemetery ran out ofroom and it was decided to place memorialplaques around an existing rose garden.

This idea caught on so quickly that withinonly a few months the garden plaques werefull and a new garden was needed. All thecemeteries in the district now have gardenswith plaques for people to either place theashes or simply have a special place to cometo.

For more information about memorials pleasecontact a Funeral Home listed who can referyou to a company that can help.

Rotary fellowship for top volunteer

Long serving communityvolunteer Joan Dunkley hasreceived a Paul HarrisFellowship, at the annualchangeover of the Rotary Club ofWaikanae.

A Paul Harris Fellowship isthe highest award given byRotary International to thosewho exemplify the concept ofService Above Self.

“It celebrates the involvementand commitment of Rotariansand members of the communitywho give extensive service andsupport to the communities theylive in,” club president RichardCampbell said.

“In all communities in NewZealand there are people whogive huge amounts to their localcommunities.

“These are people whowillingly give of their time, energy, and expertise.

“Joan Dunkley is the epitomeof the person who gives ServiceAbove Self, the Rotary mottowhich evolved from those earlydays when Paul Harris and hiscolleagues formed the first clubof what is now RotaryInternational.”

Joan hails from Lower Huttbut has lived in Waikanae for

some 25 years.Since moving to Waikanae

Joan has been, and largely stillis, involved with a large numberof voluntary activities.

Listed amongst her manycontributions to the communityare the following:• Waikanae Cancer AuxiliaryCommittee member and anactive supporter of the

Auxiliary’s fund raising /welfare activities.• Past Daffodil Day coordinatorfor Waikanae which but stilldelivers fresh daffodils aroundWaikanae during Daffodil Dayweek.• Cancer Society, WellingtonDivision driver and, at present, coordinator for Waikanae. Thisinvolves coordinating some 20 or

so Waikanae resident drivers(including herself) whotransport Waikanae residents toand from Wellington Hospital forcancer treatment. Thisinvariably involves significantwaiting time in Wellingtonwhich she puts to good use at theWellington Office of the CancerSociety doing a variety of oddjobs.

• Mary Potter CommunityHospice, Paraparaumuvolunteer preparing lunches forand assisting day patients.• Mary Potter Hospice AnnualStrawberry Festival where shevolunteers to sell strawberriesand cream as a fund raisingventure.• Kapiti Coast Carers volunteerdriver.• Waikanae Save the ChildrenShop assistant.• Former Senior Net coach /mentor.• Former “Meals on Wheels”driver.

“In short if there is a job to bedone caring for, supporting orassisting with the welfare of theelderly and disadvantaged inWaikanae Joan is very quick toput up her hand,” Mr Campbellsaid.

“All in all Joan’s commitmentto assisting others in thecommunity less fortunate thanherself clearly meets and exceedsRotary’s motto of Service AboveSelf.

“The Rotary Club ofWaikanae is proud and honouredto recognise Joan with Rotary’shighest honour for service toothers.”

Councillor’scode ofconductbreachesdefendedDAVIDHAXTON

‘Please drop this ridiculouscircus over Jackie Elliott and get

on with your jobs.’LYNDYMCINTYRE

Former councillor Lyndy McIntyre has comeout in defence of under-fire councillor JackieElliott.

Cr Murray Bell has laid three complaintsagainst Ms Elliott for alleged breaches ofelected members’ code of conduct.

The alleged breaches involve an email to acouncillor, an email to a staff member and apress release criticising council staff — shehas been accused of being factually incorrectand using unwarranted and threateninglanguage.

A panel comprising councillors JanetHolborow, Mike Cardiff and a senior lawyerhave been interviewing councillors on theissue.

Findings of the review panel should beknown at a council meeting tomorrow.

Ms McIntyre has written to Ms Holborowand said she should “distance yourself fromthe ridiculous witch hunt against anothercouncillor and get on with the job we pay youfor”.

She asked Mr Cardiff and Mayor RossChurch to do the same too.

Ms McIntyre said council, in recent times, had “increasingly become best known for onething — unnecessary and petty litigation.

“We are a laughing stock because, insteadof getting on and making sure our district is awell-run community, known for our creativearts, wonderful environment and a caringcommunity, we are famous for wastinghundreds of thousands of dollars on ill-conceived legal actions.

“And now you’re at it again.“Do you think the community gives a toss

about Jackie Elliot’s emails to othercouncillors?“I certainly don’t.”

She wasn’t surprised Ms Elliott or othercouncillors felt they “needed to go to themedia to get the truth out about council’sactions.

“This is what should happen in ademocracy.

“And what possible reason would there befor insisting that she state in a media releasethat her view on water meters or other issuesis a ‘minority’ view.

“The media covers the outcome of voting,”she said.

“The community is not stupid.“We know the way the council has voted

on these issues, although, of course in thecase water meters, it was the mayor andcouncillors who were in the minority whenthe ignored the overwhelming opposition ofthe real majority — the community.

“Surely the debacle over the trees hasdemonstrated that the community has runout of patience with a CEO, council, mayorand councillors whose first port of call is towaste our time and money on legalproceedings.

“Please drop this ridiculous circus overJackie Elliott and get on with your jobs.”

Shannon will have a shot atwinning the Ramsbottom Cup inthe Horowhenua-Kapiti Premierrugby final this Saturday, morethan 20 years after they last heldthe silverware aloft.

Shannon led the points table allseason but their semifinal clashagainst fourth-placed LevinAthletic at Shannon Domain wasno walk in the park.

Shannon manager Dean Fileacknowledged his team wereenjoying a good season and werefavourites in the semifinal, butwere taking nothing for granted.

“Athletic have come back inthe latter half of the competitionand were always going to be verystrong. It was a tight match andfinally we’ve come out on the rightside of a semi.”

Supporters of both teamsneeded nerves of steel onSaturday, as the lead swapped inthe first half, in what was shapingup to be an epic battle.

Athletic dominated at the startbut missed a penalty kick and atry, not given. Shannon kicked apenalty to put the first points onthe board, but were thenovertaken by an Athletic try deepin the corner, converted, to trail7-3.

It was Shannon’s turn to applythe pressure resulting in a trypushed over the line, but notconverted. The one-point lead wasshort-lived as Athletic struck backwith another try, not converted, toplough ahead at 12-8.

A thrilling try from Shannon, passing the ball across the front ofthe tryline, edged them one pointahead again at 13-12 just before thehalftime whistle.

At the start of the second half, apenalty taken by Shannon shotthem forward to 16-12, followed byanother try, converted, to almostdouble their lead at 23-12.

Athletic struck back, withwinger Scott Anderson showingpace, chasing a kicked-throughball to score a try, not converted, reducing the gap to 23-17.

Shannon missed a penalty kickbut followed up with a try deepinto the corner to stretch theirlead back out to 28-17.

With the clock ticking down,Athletic showed their mettle bytaking the game to Shannon andwere rewarded with a try, converted, to come withinstriking distance at 28-24.

However, a penalty given toShannon kicked them furtherahead to 31-24.

As the game went into the lastminutes, the pressure mounted

and determination was etchedinto the face of every player tomake every second count until thefinal whistle.

A final penalty was given toShannon and it was game over,34-24.

Shannon tryscorers werewinger Maka Bal, second-fiveStallone Wade, winger NickWickham and flanker ToddSheilds, with fullback AnthonyPorima taking the conversion andpenalties.

Athletic tryscorers were lockBilly Tovo (2), No 8 Louie Tovo, winger Scott Anderson, with halfback Aaron Taiapa taking the twoconversions.

Athletic coach Peter Hirinisaid it was all going well for theteam until the second half.

“Shannon sustained thepressure and executed their gameplan better than us. We’re

disappointed but all credit toShannon, they were just too goodfor us on the day.”

The Shannon A team lastplayed a final in 2001.

In the second semifinal played

at Paraparaumu Domain,Paraparaumu beat Waikanae 20-8to set up a ‘north-south’ clash withShannon in the Ramsbottom CupFinal at Levin Domain onSaturday.

If you see a trailer parked atKapiti’s Pak n’ Save this weekit will be being used to gatherdonations to fill the hungrytummies of Waikanae’s SPCAresidents over winter.

As part of a pet food grocerydrive taking place from todayuntil next Tuesday, thedonations scheme is calling forgenerosity from the public, inthe form of a tin, bag ofbiscuits, or non-food essentialsincluding cleaning products.

“Over the past 12 months ourbusy shelter has loved, fed andcared for 385 cats and kittens, and 80 dogs and puppies — notto mention a multitude ofchickens, rabbits, anassortment of goats and pigs, and a variety of wildlife,”volunteer fundraising co-ordinator Annette Buckleysaid.

“The quantity of food we getthrough is huge, and like alllarge families, the grocery billcan be monstrous.”

As well as getting through“truck loads” of food for thesteady flow of shelter animals,Kapiti SPCA regularly has tostock up on laundry powderand washing up liquid.

“The grocery drive is a goodopportunity for us to connectwith the community and bethere to thank the publicpersonally for their support,”said Mrs Buckley, who will beamong a team of volunteerscollecting donations at Pak n’Save on Saturday.

“There are regulars whodonate to our food bin, whichwe always appreciate.

“Although we don’t like tobeg, there are always timeswhen we need a little more.”

Sir Peter Blake once said havingvision is not enough; changecomes through realising thevision and turning it into areality.

Waikanae School supportedSir Peter Blake’s notion thismonth, as it fell into a wash of redon Friday July 4 on the last day ofthe school term.

In honour of Sir Peter Blake, who was killed in December 2001,the Red Socks Day rolled aroundin an effort to keep the esteemedadventurer’s memory, spirit andvalues alive.

Each year, hundreds of NewZealand schools, businesses, organisations and communitygroups cosy up in an array of redsocks, which Sir Peter Blake woreduring his endeavours as a

symbol of good luck.Senior students organised and

ran a range of lunchtimeactivities for the event, includingsack races, cup stacking, hoopthrowing, skittles, and facepainting.

“Sir Peter Blake could nothave envisaged the lucky redsocks he liked to wear during the1995 America’s Cup yachtingchallenge would become a symbolof the Kiwi spirit,” WaikanaeSchool teacher Peter Corlett said.

“Red Socks Day is aboutcelebrating his leadership andremembering the contribution hemade to our nation, and raisingawareness about environmentalconcerns for our planet.”

New Zealand’s Sir Peter BlakeTrust, established in 2004, withthe aim of inspiring andcelebrating environmental

awareness, adventure andleadership in action, helped topromote the annual Red SocksDay.

Funds raised from the sale ofsocks throughout the nation willassist with the running of thetrust’s environmental and youthleadership programmes.
