To whom it may concern-

I had read that there was talk of spending Port Townsend’s funds from the American Recovery Act were going to bespent on cars and tasers for the police. I was quite appalled to hear this as we ALL know of the huge housing crisiswe have here; but there are so many other important things we could be doing. Perhaps more resources for BIPOCfolks or houseless people.

I just think a hard look at the REAL needs of this town should be considered for these funds.

I'm writing to express my opposition to the city's use of COVID relief funds from theAmerican Rescue Plan Act for police resources. This pandemic has ravaged citizens' mentalhealth and financial well-being and these funds present an opportunity to invest in a moreequitable future. Research has shown that safer communities are those that invest in arts,childcare, mental and public health, not police. In a town where a large proportion of calls topolice would be better addressed with mental health professionals, some more appropriateareas to invest these funds include:

BIPOC-owned businessesEducation for mental health providers and public health practicionersAfter-school programs and childcare support, particularly for children of low-income familiesLow-income housingJefferson County Anti-Racist Fund (JCARF)

Dear city council, American rescue plan funding is a fantastic opportunity for cities like ours to invest in thingsthat will bring them equitable economic growth. This is what the Brookings Instituterecommends, and their research examples of cities using the money to invest in retrainingworkers and finding ways to address racial economic disparity. That is not what you areproposing, however. I understand that our tax system makes it difficult to fund our cities basicneeds, but I urge you to think bigger than what would be nice right now. You have a realopportunity to find creative ways to invest that money into our community in a way that willgenuinely help the people of Port Townsend in a way that having more cop cars simply willnot.

I would also like to add that there is no way our small, progressive city to be consideringfunding a weapon that Amnesty International has primarily condemned, and they say in their2007 report:

“The degree of tolerable risk involving Tasers, as with all weapons and restraint devices, mustbe weighed against the threat posed. It is self-evident that Tasers are less injurious thanfirearms where officers are confronted with a serious threat that could escalate to deadly force.However, the vast majority of people who have died after being struck by Tasers have beenunarmed men who did not pose a threat of death or serious injury when they were electro-shocked. In many cases, they appear not to have posed a significant threat at all.”

Why are we considering a weapon that has a strong history of killing unarmed people? Indeednow is the time to do the same thing that Eugene, Portland, Olympia, and Denver have done,and invest money into responders who can de-escalate and help people experiencing a crisis.
