    : NORMS FOR PHARMACEUTICAL INDUSTRY:

    The factory shall segregate the waste streams as biodegradable, non-biodegradable, and inorganic streams etc., based on theircharacteristics and adopt appropriate methods of their treatment and disposal.

    A state of the art effluent treatment systems shall be installed to treat the effluents to the standards stipulated. The treatment oeffluents shall ensure that the effluents are free from toxic and hazardous effects.

    Transportation of toxic effluent from one stage to another, only for the sake of disposal by dilution is prohibited.

    The discharge of effluents into streams, rivers or surface water bodies is strictly prohibited.

    The treated effluent conforming to stipulated standards shall be used on land for agriculture. The factory shall own/acquirsufficient area of land for this purpose. The application of effluent shall be controlled in such a manner as not to cause eitherflooding of land or underground water pollut

    Before allowing the use of treated effluent for irrigation, the State Pollution Control Board shall ensure that the factory submits areport on geophysical characteristics and assimilation capacity of land and suitability of effluents for agriculture throughrecognised institutions. Adequate number of observation bores/test wells shall be provided by the factory in and around theeffluent irrigated area to monitor ground water quality. The factory shall get the soil, leachate and ground water in the areaanalysed at regular intervals for parameters based on raw materials used and characteristics of effluent discharged to verify thefate and effect of any persistent chemical.

    Boilers, Diesel Generating sets etc., shall be provided with chimneys of prescribed height.

    The general exhaust from different sections shall be collected, and scrubbed to control emissions. The reactor emissions shall bscrubbed to control emission of different gases/vapours/fumes.

    All solvent tanks located above ground level shall be blanketted with nitrogen, there by preventing any solvent evaporation andconsequently minimising odorous emissions.

    State of art incinerator shall be provided wherever feasible to incinerate all combustible effluents, solids, gases, toxic substanceetc. The incinerator shall be fitted with a chimney of prescribed height and scrubbers to clean the flue gases.

    The factory shall ensure that the noise levels are within the stipulated limits and the factory shall conduct periodic monitoring of

    noise levels at designated location at specified intervals.Solid waste and sludge generated in the factory shall be collected, treated and disposed of in a scientific manner so as not tcause environmental pollution.

    The factory shall install water meters to measures the water consumed for different purposes as per the Water (Prevention andControl of Pollution)Cess Act, 1977, as amended, and pay water cess.

    The factory shall submit an Environmental Statement Report for the financial year ending the 31st March in the prescribed formto the State Pollution Control Board on or before the 30 th September every year beginning 1993.

    The factory shall also comply with the provisions of the:-

    i) Hazardous wastes (Management and Handling), Rules, 1989.

    ii) Manufacture, Storage and Import of Hazardous Chemicals Rules, 1989.

    iii) Public liability insurance Act and Rules, 1991.

    as amended from time to time, if applicable.

    All tanks used for the collection and treatment of effluents shall be made impervious by providing adequate cementconcrete/stone masonry/stone slab lining with leak-proof joints at the bottom and sides. Observation bores with pipes shall b

    provided around such tanks and monitored for leakage.

    The factory shall upgrade the pollution control systems as and when new technologies become available.

    The factory shall ensure continuous and effective operation and maintenance of pollution control systems by employing qualifiedEnvironmental Engineers/Scientists.

    The factory shall ensure continuous and uninterrupted power supply to see that the pollution control systems function un-interruptedly. Separate energy meters shall be provided for the pollution control systems.

    A fully equipped laboratory shall be established by the factory with appropriate equipments to monitor the performance of pollution control systems and to test the effluents, emissions and soil for pollution related parameters.

    The factory shall conduct continuous bio - monitoring and bio-assay tests regularly to ensure that the treated effluents are non-toxic.

    Every new large and medium factory and those proposed to be expanded shall submit Environmental Impact Assessment Reportand Environment Management Plan to the State Pollution Control Board and Ministry of Environment and Forest and obtain priorconsent and Environment Clearance respectively.

    For convenience the standards stipulated by the Karnataka State Pollution Control Board under the Water (Prevention and Controlof Pollution) Act, 1974, for the effluent discharged is given in ANNEXURE.

    GUIDELINES FOR SETTING UP OF NEW INDUSTRIES IN KARNATAKA STATE

    1. No new industry specified below shall be permitted to be established within 1.5k.m. from the embankment of the streams, rivers, dams as indicated below. If any of these water bodies are the source of drinking water, then such distanceshall be stipulated which will not affect such waters by discharge of the

    pollutants.

    List of Industries covered under the siting guidelines :

    a. Distilleriesb. Tanneries, Sugar, Dailries c. Fertilizer d. Pulp & Paper (Large) e. Chemical Units (Large & Medium Scale) f. Petroleum Refinery g. Textile Dyeing units (Large & medium scale) h. Steel Plant (Electroplating, Heat Treatment, etc.,) i. Ceramics (Large & Medium scale) j. Thermal Power Station k. Basic drug manufacturing Units l. Pesticide (Large & Medium Scale) m. Asbestos n. Foundries (Large & Medium scale) o. Large Cement Plant (having 200T/D or more production capacity) p. Primary Metallurgical Industries q. Hydro Cyanic Acid and Derivatives r. Petroleum Products s. Viscose staple Fibre and Filament Yarn (Large) t. Caustic Soda, Chlorine, Phosphoric Acid, Hydrochloric Acid, Sulphuric Acid

    Units u. Dye & Dye Intermediates v. Storage Batteries with oxides of lead and antimony Units

    v. All west flowing streams/rivers*w. All other streams/rivers carrying water either seasonally or throughout the year*x. All Major Dams, drinking water source (surface)y. All major irrigation canals.

    * This is subject to the usefulness of such streams and rivers for supply of drinking water facility.

    2. No new Large/Medium/Small (Red & Orange Category) industry generatingeffluents, and or emissions shall be permitted within city/municipal limits andresidential areas.

    3. The Karnataka Industrial Area Development Board (KIADB) or any other agencydeveloping industrial area shall obtain Environmental clearance from theDepartment of Ecology and environment and clearance from the Karnataka StatePollution Control Board before establishing such area. Environmental ImpactAssessment (EIA) and Environmental Management Plan (EMP) reports shall besubmitted to the Karnataka State Pollution Control Board and obtain approval.

    4. Distance for establishing new industries specified in ANNEXURE - I in certainspecial category areas shall be as follows : -

    (a) Ecologically and/or otherwise sensitive areas :At least 25 kms., depending on the geo-climatic conditions, the requisite

    distance shall have to be increased by the appropriate agency.(b) Coastal Areas :

    At least 1/2 km. from high tide line. The stipulations made by Ministry of Environment & forests Government of India in its vide Notification No. S0114(E), dated 19.02.1991, by Government of India, Ministry of Environment and Forests, issued under the Environment (Protection) Rules,1986, shall be strictly adhered to.

    (c) Transport / Communication System :

    At least 1/2 km. from National & State High-ways and Railway.(d) Major Settlements (3,00,000 Population) :

    Appropriate distance for establishment of major industries around the citieshaving more than 3,00,000 population shall be prescribed by KarnatakaState Pollution Control Board. Wherever these distance cannot bemaintained and at the same time it is inevitable to locate the industry,measures for prevention of pollution due to effluents, noise, emissions,odour etc., shall be insisted by the Board

    5. No forest land shall be converted into non-forest activity for the sustenance of the industry.

    6. Land acquired shall be sufficiently large to provide for appropriate treatment of waste water still left for treatment after maximum possible reuse and recycle.Reclaimed (treated waste) water shall be used to raise green belt and to createwater body for aesthetics, recreation and if possible for aquaculture. The greenbelt shall be sufficiently wide around the boundary limit of the industry. Forindustry having odour problem, it shall be minimum of 30 mtrs. wide.

    7. Enough space should be provided for storage of solid waste, so that the samecould be available for possible reuse.
