President’s ReportThis is the December 2014 news-letter. Time to reflect on the year gone by. Time to reflect on things that have been accomplished in the last year so that we have direction on where we need to go in 2015. Below are just a few of things that we were able to accomplish in 2014. These things take effort from a variety of people from the Executive Com-mittee, staff, commissions, business entities and support from our tribal membership in sharing our vision to move forward.

ConclusionAs you can see we have had a busy year. We hope that 2015 is even busier. I have included some infor-mation on our meetings and meet-ing fees in this newsletter. I hope you see from the accomplishments and the information that is provid-ed quarterly about our meetings that we have a lot going on and are con-stantly busy moving forward. All things take time. There are times I wish we could move forward faster but there are reasons sometimes that things need to move slower. The Creator has been good to our peo-ple in 2014. Please continue to pray for good things in 2015 not only for our Tribe but also for our surround-ing Indian people. God bless each of you with many blessings in 2015.

• Wichita Tribe Industrial Development Commission-Discussion on SBA issues and purchase of remaining 49% interest in Wichita Tribal Enterprises. Discus-sion was held on back office support for WTE, task orders, reports and manag-ers. Discussion was held on the Wich-ita Travel Plaza reporting, Paycom, po-sitions for CEO, Office Manager and Accounting Technician, economic de-velopment grant and strategic planning.

• Wichita Housing Authority-Discus-sion on needs for job skills for construc-tion type projects, tribal member rehab program and swimming pool.

• Resolutions for Approval-Approved Resolution WT-15-04-Enrollment.

• Old Business-Discussion on fraudu-lent mail received, Sugar Creek Casino parking lot update and upcoming Spe-cial Council Meeting.

• New Business-Consensus regarding tribal princess funds to be used during Expo and Annual Dance, information provided on the Office of Natural Re-source Revenue and information on the Riverside Dedication Ceremony com-ing up in October.

• Tribal Administrator-Charles Tippe-connic-Discussion was held on the need to resolve the BIA CAP response, IHS inspection for AoA and portable build-ing with corrective action, compliance officer follow up with Juvenile Services, Wi-Fi for buildings, carpet quotes, re-port for number of transports, update on

outstanding HR issue, employee Christ-mas Party, Smoke Fee Policy, training, the need for bigger grants from Grant Writer, approved recommendation to hire Judy Onkoba for AoA director. In-formation provided on Angel Botone being hired for Juvenile Services Pro-gram and upcoming interviews for Air Coordinator. • Tribal Administrator-Charles Tippe-connic-Discussion on BIA CAP, new hire information, approved action for outstanding HR issue to be resolved by 12/31/2014, AoA insulation on doors, portable building kitchen clean up, fol-

low up on Juvenile Service compliance not done, approved Wi-Fi purchase, reviewed carpet quotes, still waiting on times spent on transports, following up on the invoice held list from Finley & Cook and discussion on the Smoke Free Policy.

• Old Business-Approved Pendleton’s to sell for $180 each. Discussion held on the Hinton Travel Inn including pay-roll and food costs. Approved payment of insurance for properties purchased from Wright’s. Discussion on event cen-ter. Information provided for WCDC billing. Discussion on possible consul-tant, Wichita Gift Shop Credit Cards and wage scale.

• Sugar Creek Casino-Discussion on Finley & Cook, event center renova-tion, cleanup process at facility, fascia for building, servers, signage and vehi-cle for security. Approved IGT server upgrade. Discussion on office space. Requested update on internal audit cor-rections. Tabled F&B discussion. Dis-cussion on IHS audit of café, cage fight, hotel coupons, mentoring program, no point system, café issues, gift cards and entertainment.

11/15/2014-Special General Council Meeting

A Special Council Meeting was held on 11/15/2014 to discuss the blood quan-

WEC Reports (continued)tum and absentee voting. Quorum was not present in the beginning. Took comments from those that made an ef-fort to join us for the meeting. Discus-sion was held on: updating enrollment files, incentives for people to turn in documents that may be missing from files, the amount that the blood quan-tum should be lowered to, why people married outside the tribe, the effects of lowering the blood quantum, making all of those that received a per capita full blood members and issues with chang-ing the blood quantum to full blood for those who are not especially when there are true full blood Wichita’s still living. Tribal members also brought up the fol-lowing for discussion in regards to ab-sentee voting: people out of the service area and out of state not receiving ser-vices, people in the service area getting multiple assistance, how we can legiti-mize votes, registering to vote, election board formation, and timing to get the items passed during an election.

11/20/2014-Special Meeting

• Tribal Administrator-Charles Tippe-connic-Discussion on BIA CAP re-sponse submitted, follow up compliance review for Juvenile Services is complet-ed, Wi-Fi update, carpet quotes, HR issues, Non-smoking ceremony, WEC requested update on Transportation Priority List, another request for CHR transport statistics, information on AoA and tribal member delays with Health Programs assistance.

Denied request to pay hospital bill, approved sending flowers for WCD employee wife’s funeral, approved assis-tance for tribal member, review tribal member resume for construction in-spections, approved letter of nomina-tion for Lancer Stephens, approved additional holiday leave for Christmas holidays, information provided on em-ployee Christmas party, approved la-bel information for Communications Manager, approved direction for trust fund investments-long term, approved Hobbs, Straus, Dean & Walker, LLP in-voices, reviewed evaluation for Sugar Creek Casino. Discussion held on the Event Center at Hinton.

11/24/2014-Special Meeting

• Sullivan Insurance-Presentation on insurance quotes for employee health, dental and vision insurance. • Foster & Associates-Moved to later in the meeting.

• Resolutions for Approval-Approved Resolution WT-15-20-AoA Elder Fund Signatories; approved Resolution WT-15-21-2015 Transportation Priority List;

approved Resolution WT-15-22-Non-Smoking Policy for the Tribal Complex; approved Resolution WT-15-24-Com-munity Building Use Policy.

• Old Business-Discussion on Naviga-tor software. Approved archiving and disposing of Section 106 requests and old CFR paperback books. Scheduled date for meeting with staff at Sugar Creek Casino.

• Foster & Associates-Discussion on Sugar Creek Casino café. Discussion included the following: recipes, soft serve machine, ordering, cutting down menu, timers needed, RFP’s to food vendors, discounts and coupons, profit & loss breakout of specific items, event night issues, hospitality, need for part-time workers, construction needed for café, beer prices, café hours, walk thru check list, deep cleaner, café manager and café supervisors.

• New Business-Denied request to transfer service time from one entity under the Tribe to a Tribal Government position. Approved purchase of Pend-leton at cost for Charlene Harris for work done on getting the Pendleton de-signed and ordered. Approved discon-tinuing evening meals at Hinton Travel Inn and changing breakfast to a conti-nental breakfast during the week with coupons to Sugar Creek Casino café on the weekends.

11/25/2014-Special Meeting

• Wichita Gaming Commission-Dis-cussion on Facility License findings. Discussion was held on emergency door exit, security department flooding issue, maintenance department reloca-tion, trailer, server rooms, complaints, shuttle drivers, training, WGC offices, event center light issue, curbs needed painted for safety when stepping off and gaming ordinance.

• Resolutions for Approval-Approved Resolution WT-15-25-Engagement with Finley & cook for Navigator Work-flow System.

• Old Business-No “Old Business” was discussed.

• New Business-Approved request for flag from Oklahoma City Area Health Board. Approved request to return por-tion of museum display back to owner who load the items. The Tribe may be able to get those back for the museum. Approved letter of support for the Sam Noble Oklahoma Museum of Natu-ral History. Information provided on Guernsey. Discussion on Smoke Shop expansion. Discussion on using Winn’s for cleaning up Town Lot after compar-ing quotes.

• Sugar Creek Casino-Discussion on entertainment, approved attendance bonus for employees, discussed mainte-nance door, security office flooding is-sue and requested manager to get server room refrigerator quotes. Discussion on website, beer sales, Event Center is-sues, signs, new shuttle request and sur-veys from December 10, 2014.

• Wichita Gaming Commission-Dis-cussion on maintenance area, electrical room, surveillance request and former HR trailer.

Wichita Executive Committee Meetings and Compensation

1 Regular Meeting-October 13, 2014-In accordance with Governing Resolution.

1-Special General Council Meeting-November 15, 2014

Compensation for Meetings for Elected Officials:Committee Members are compensated $300 per meeting. President is compensated $300 if meeting is after 5:00. Most meetings are after 5:00. Many Committee Members work outside of being Committee Members which is common with other tribes. As approved 09/30/2014 with FY-15

Budget.President’s salary is $54,080.00 includes COLA. On average 55-60 hours

per week. As approved 09/30/2014 with FY-15 Budget.

Vehicles for SaleThe Wichita and Affiliated Tribes has two vehicles that they will take the best offers on. All offers must be in writing. The best offer for each vehicle received by Friday, January 23, 2015 at 12:00 p.m. will be accepted.

• 1990 Ford F150 white Pick up-Not working• 1994 Jeep Cherokee SUV- Runs but needs battery. Not sure of the running condi tion since it does not have a battery.

Both vehicles will be sold “AS IS”. It will be the buyers responsibility to imme-diately move the vehicle at the buyers expense.

Committee MeetingsOn this page you will find Committee Meeting fees for FY-2014 and a com-parison to FY-2013. On September 26, 2013, the Wichita Executive Committee passed the FY-2014 budget. Effective October 1, 2013, the Wichita Executive Committee meeting stipends changed from $100 to $300 per meeting. Last year I reported the meeting fees for the Committee. It is important as elected officials that we keep our membership informed of the compensation that we receive and that we report to the trib-al membership on the work that we are doing that justifies the compensation.

As President, I call the meetings so I feel a responsibility to make sure that we re-port on our compensation. We meet weekly to keep things moving. We have many tribal programs with approxi-mately 31 grants/contracts with Fed-eral/State funding. Approximately 36 budgets with programs and other major line items funded by the Tribal Govern-ment. Our monthly financial report was 82 pages long for December 2014.

We also have five (5) commissions that include the Wichita Gaming Com-mission, Wichita Tax Commission, Wichita Tribe Industrial Development Commission and Wichita Tribe Sports Commission. Each of the Commissions has an act/ordinance that governs the commission along with financials for each Commission. In addition, we ownseveral businesses that include Sugar Creek Casino, Wichita Tribal Smoke Shop, Wichita Travel Plaza, Wichita Tribal Enterprises now 100% owner and Anadarko Industries 51% owner.

There are a wide variety of issues that come before us with each of these things. We provide quarterly reports on our meetings but there are things that happen in between the meetings. Myles Stephenson, Jr., Secretary, often drives out here to sign documents often. Jes-se Jones, Vice President and S. Robert White, Jr. are signatories and weekly approve the accounts payable. At times there are emergencies so they are re-quired to respond to approve those sometimes several times a week.

Gladys Walker, Shirley Davilla and Karen Thompson often attend other meetings outside our regular Commit-tee Meetings. There is an enormous amount of reading before decisions are made. A long time ago our leaders operated without compensation. They worked hard to get us to where we are today. We have many more programs, business entities and laws in the year 2015 than we did 40 years ago. Our Committee has to spend time and stay on top of these things to help keep us moving.

I know for some, this may not justify the compensation without fully know-ing all that really goes on from the in-side prospective. Please know that as a Committee we are doing our best to move our tribe forward. We hope that you will look at the Committee reports from the last year, the accomplishments for 2014 and direction our tribe is mov-ing in when looking at the compensa-tion report for FY-2014. We hope to do even better things in 2015.

CELEBRITIES IN MOTION

On December 22, 2014, the Juvenille Services Pro-gram held a basketball day camp with former NFL

football players on behalf of Celeb-rities in Motion. The players spoke to the children about the dangers of cyber-bullying and substance abuse. Then they held a workshop on basketball skills followed by exhi-bition games with the participants. All attendees of the camp were given T-shirts, lunch, and snacks from the JSP. There were close to 100 participants that were in the first through twelfth grade. A group picture of those attending with the staff and celebrities is seen below. The Kitikiti’sh Little Sisters performed at the Department of Human Services offices in Anadarko. Participants includ-ed Charlie McAdams, daugh-ter of Cassandra McAdams and granddaughter of Gary and the late Ardina McAd-ams; Destiny Stephenson, daughter of Leland and the late Dawn Stephenson

The Little Sisters organiza-tion is open to young ladies interested in learning our culture. The group learns ettiquette, par-

The South Central Climate Science Center (SCCSC)along with its partners The Chickasaw Nation of Okla-

homa, and NOAA’s Nation-al Severe Storms Laboratory conducted an outreach event at the Wichita and Affiliated Tribes After School Program in Anadarko, OK on Friday, Dec. 12th. April Taylor, Sustainabil-ity Scientist for the Chickasaw Nation and Tribal Liaison at the SCCSC arranged the event and demonstrated weather moni-toring instruments. Dr. Mike Langston, Assistant Director of

the SCCSC, also demonstrated weather instrumentation and Dr. Bob Rabin, (Bob’s Title) of the NSSL demon-

strated weather radar and satel-lite technology. According to the Tribes Juve-nile Services Di-rector, Yvonne Goetsch, the Af-ter School Pro-

gram includes tribal students from first grade through high school and currently serves about 20 students.

Gifts for Long-Time Employees

The Wichita Exec-uative Committee took the opportu-nity to honor long-time employees during this event. Fran Harrison, CHR/EMS Direc-tor was honored for her 20+ years of dedicated ser-vice to our tribe. Employees of the tribe and WCDC were treated to a meal at the Woods & Waters Win-ery in Anadarko. There was a magician providing entertainment, with ample assistance from the crowd. It was a good time for fellowship and fun with a gift exchange following. Thank you to all in attendance, as well as the employee committee that planned and decorated for the function. This event was paid through their fundraising activities throughout the year in-cluding the Spook Trail and employee vending machines located on the complex.

The AoA program held its annual Christmas Luncheon for the elders in that program. Staff from the com-plex assisted in set-up, plating, car-rying meals, and clen-up. There was excellent attendance and fellowship by all present. Students from the Caddo Nation HeadStart program and the Wichita Child Development Center came to sing Christmas car-ols and the Riverside Ramblers brought their drum to sing.

WCDCThe Wichita Child Development Center held a Christmas par-ty for the children. Santa came to take photos with them and the employees participated in an ugly sweater contest. Each child was given gifts.

After-School Program

The Christmas party for the After-School Program chil-dren included food, drinks, and a visit from Santa, who read them books and brought presents. The Wichita Little Sisters and the Wichita Young Men’s Society sponsored a watch night on Decem-ber 31, 2014. This was the first watch night held by the Wichitas since 1996. Watch nights were a sta-ple of Wichita culture during the time when the dance grounds at Camp Creek, Bill Camp-bell’s and Elva Mae’s were in use and was kept up until the early 1980s.

Despite the frigid weath-er, the event was well attended by more than sixty people. Activities began with smoking of

the building around 5:00 PM. Supper was served at 7:00 PM after the prayer given by Doris McLemore. There was a lot of food, a typical Wichita feast. After supper the hand game began with Micah McAdams from the south side challenging Jauna Going of the north side. Presi-dent Terri Parton kept score for the south side and Cleta Ataddlety kept score for the north side. Other guessers for the south side were Christie Marquez and Maken-nah McAdams, for the north it was Debra Lonewolf and Nicolette Chaddlesone. The south side won with Mak-ennah defeating Nicolette in the third and final game of the match. Between breaks in the hand game there was war dance, round dance, dog dance, potato dance con-test, soda drinking contest and cake walk.

At the conclusion of the hand game a prayer song was sung and then ghost dance was held until midnight. Then, a cedaring ceremony was conducted and a light meal was served. Everyone had a great time.

Special thanks goes to Adrian Spottedhorsechief for tak-ing care of the drum, Debra Lonewolf for making the delicious frybread, the Little Sisters/Young Men’s group and their families and to everyone who contributed to the evening and midnight meals.

Wichita Tribe Sports Commission Inspectors

The Wichita Tribe Sports Commmission has immediate openings for both male and female inspectors for the boxing and MMA events at Sugar Creek Casino in Hinton, OK. Duties include monitoring fighters and seconds, both pre-fight and during the event to ensiure the safety of the fighters and ensure strict adherence to the rules and regulations set forth by the commission. No experience is necessary. All inspectors will obtain training and certification by the commission. Applicants must be available on Fridays and Saturdays to be considered. Applicants must be willing to submit to a background investigation and drug test. Interested parties may obtain an application at the Administration Building at the Wichita Tribe Complex located 1.25 miles North of Anadarko on Hwy 281. Indian preference applies.
