About KFN
Our K’átł’odeeche First Nation is a local Indigenous Government responsible to protect theinterestsof itsMembers, serve thecommunityofK’átł’odeecheandstewardKFN’s traditionallands.
AbouthalfofK’átł’odeecheFirstNation’sapproximate600MembersliveinK’átł’odeeche.Manyalso live in the adjacent Town of Hay River. Some Members live in Yellowknife, other NWTcommunitiesoroutsideoftheTerritory.ThisplanisfocusedonsupportingthewellnessofourmembershiplivinginK’átł’odeecheorinHayRiver.
Building on the past
From2013–2018,KFNimplementedourpreviouswellnessplan.TheWellnessFundsreceivedannuallyfromGNWT–HealthandSocialServicessupportedbothstaffandprogramexpenses.KFNsupportedhalfofthewageofaSchoolCounselorwhileChiefSunriseSchoolfundraisedtheother portion. This Counselor has been instrumental in providing after-school programming,counselor and library services to school students. Perhapsmost notably, she has been a leadcoordinator for the Sandy Creek program, which brings students to the outdoors everyThursday, where they learn traditional harvesting and other skills from knowledgeablecommunitymembers.
WellnessfundshavealsosupportedaRecreationDirector(since2016)andRecreationAssistant(in2017-2018).Withthisaddedcapacityinthelasttwoyears,recreationprogramming,bothforyouthandcommunitymembersmorebroadly,hasgrown.UnderthedirectionoftheRecreationDirector, KFN coordinates evening and weekend programming as well as youth summer andspringbreakcampsandyouthsummeremployment.
TheWellnessFundsandtheRecreationProgramareonecomponentofwellnessprogramminginK’átł’odeeche.KFNfurtheremploysaJusticeandYouthCentreCoordinator,aVictimsServicesOfficer,twopart-timeeldersworkersandtwocommunityhealthrepresentatives.K’átł’odeecheishometoaDaycare,AuroraCollegeAdultEducationCentre,ChiefSunriseSchool,anextendedcarefacility,ahealthcentreandnow,arecentlyre-openedWellnessCentreservingtheregionand territory. In addition, many facilities, programs, services and practitioners are located inproximity in the TownofHayRiver. The full extent ofwhat KFN can achievemust take all ofthese resources into account; making the scope of this plan broad. In this plan, we seek toillustratethefullpictureofneedsandtheresourcesavailablethroughthemanypartners.Itwill

beimportantthatallofthesepartnersworktogethertounderstand,reviewandrevisetheplan,ensureitsaccuracyandcollaborateinitsimplementation.
Although there are many calls to action in this plan, there are also calls to keep doing theinitiatives that have been successful. There is a lot to celebrate and recognize in the manyefforts of KFN leadership and staff and themany programs that are already in place to helpMembersachievewellness.Thisplanhighlightsthoseprogramsthatshouldcontinueandshouldbestrengthenedandalsopresentsnewideasorrecommendationstofillgaps.
About this wellness plan
Though wide in scope, thisWellness Plan has its limitations. This plan is focused on specificwellnessprogrammingand steersaway frommajor capitalprojects thatweknowhavedirectand major effects on community wellness. For instance, housing is a critical issue inK’átł’odeeche. We know that there is hidden homelessness in our community and that theextentofitislikelyunderestimated.Therearealsootherimportantinfrastructureneeds,likeanew combined youth centre and community recreation facility. Similarly, meaningfulemploymentisanimportantpartofwellnessanddevelopingskillsandconfidenceisimportanttoeveryone’ssenseofselfandsubsequentwellness.AlthoughtheseissuesareonKFN’sradar,theyareoutofscopeofthisplanandwillbepursuedthroughotherinitiatives.
ThisplanarticulatesavisionandvaluesthatallpartnersshouldconsiderwhenworkingwithKFNonwellnessissues.Wealsohaveaseriesofgoalsandobjectivesthatwillguideourworkoverthenextfiveyears.Annualreviewsofthisplanandworkplanningwillbe important.Thisplanhighlightsspecificactions thatcanbe takenduring the firstone to twoyears,butsubsequentworkplanscanadddetailaswelearnfromandreflectonouron-goingefforts.
Voices in this plan
ManyvoicesofKFNMembersandcommunityhave influenced thisplan.Foroverayear,KFNhasundertakena comprehensive communityplanning (CCP) initiativewith twoKFNMembersacting as Community Planners with the help of a planning consultant. More recently, fouradditional Community Planning Representatives have been hired on a part-time basis (twoeldersandtwoyouth)toaddmorevoicesandenergytotheplanningprocess.AspartoftheCCPinitiative, the planning team facilitated elders to form their own Society so that elders couldhave a vehicle to proactively help each other and their community. Elders havemet severaltimesoverthepastyearandtheirdiscussionshavebeendocumented,informingthisplan.
AKFNWellnessCommitteewasalsorecentlyformedtofacilitateinteragencycollaborationandcommunication. KFN and other institutions representatives have met to discuss wellnessinitiativesandgaps,furtherinformingthecontentinthisplan.

InMarch,2017,atwoandhalfdaywellnessworkshopwasheldinK’átł’odeecheinvolvingKFNelders,staffandpartnerrepresentatives.ThemeetingswereopentothepublicandMemberswereencouragedto join fortheeveningmealsothattheycouldreviewandcommentontheworkcompletedduringtheday1.
Theroadtomakingthisplan isnotover,however.This firstdraftwillneedtobereviewedbyKFNstaff,MembersoftheWellnessCommitteetheplanningcommitteeandtheEldersGrouptoensurethatitappropriatelyreflectsandhonourstheKFNvoicesthatwereheard.Wewouldalsoliketoseekfeedbackfrompartnerorganizationstoensurethatwehaveaclearunderstandingoftherolesthattheymightplayandtheresourcesthattheyhaveavailabletohelp.
TheplanwillultimatelybepresentedtoChiefandCouncilandpassedbytheir resolutionasaguidingdocumenttoinformKFN’sworkinwellnessoverthenextfiveyears.

Our Members are Recognizing and Recovering from Trauma
Background
Trauma and inter-generational trauma are becoming better understood by Canadiancommunitiesandgovernments. Increasingly, theeffectsofCanada’scolonialhistoryarebeingrecognized. Trauma and Post-Traumatic Stress Disorder are frequently correlated withaddictions,maybedirector indirectcausesofbehavioral issues,andmayperpetuateviolenceandothercrimes.OurMembersunderstand thataddictionsmustbe treatedasan illnessandthattheunderlyingcausesmustbetreatedtoo.Diverseandtargetedeffortsneedtobemadeto address cycles of trauma, violence and substance abuse. We want to ensure that ourMembers who are seeking help for addictions are supported throughout their journey,especiallyuponreturningfromatreatmentprogramandduringtheearlyyearsofsobriety.
Our Members believe that diverse approaches are needed to help Members identify andovercometraumaintheirlives.Theknowledge,loveandsupportofoneanotheriscrucialandshould be encouraged. Professional services are also essential. To date, counselling serviceshavenotbeenavailableon-reserveandmanyMembersareunsureofhowtoaccesscounselingservices. There are apparently overlapping responsibilities between the Dehcho HealthAuthority,FortSimpsonHealthAuthorityandJustice/VictimServicesprogramming.Thereisanopportunity and an urgent need for representatives from each of these jurisdictions toworkcollaboratively with KFN staff to better assess needs, develop and implement an effectiveprogram and efficiently share resources. School Counselling must be maintained andstrengthened.
We know that Indigenous peoples are over-represented in Canada’s criminal system, yetanother symptomofwidespread traumas thatwereandarebeingexperiencedby Indigenous

people. Canada’s Truth and Reconciliation Commission’s calls to action include a call togovernment to “provide sufficient and stable funding to implement and evaluate communitysanctions that will provide realistic alternatives to imprisonment for Aboriginal offenders andrespond to underlying causes of offending.” KFN has a Justice Committee towhich offendersmay be referred for interventions, but it needs to be strengthened and better advertised.Government officials must commit to utilizing Justice Committees more frequently and KFNmust work collaboratively with the Town of Hay River’s Justice Committee as many KFNMembersarealsoreferredtoit.
Traumas aren’t just historical but are happening today. In recent times, KFNMembers haveexperiencedfire(withlossoflife),lossoflifefromnaturalcauses,homicide,andsuicideamongfamilyandfellowBandMembers.WeknowthatmanyofourMembersareaffectedbyassaultsincludingdomesticviolenceandsexualassault. It is importantthatKFNMembersknowwhereto turn in times of need – victim service programs can be better communicated and theWellnessCommittee,ChiefandCouncilcanallworktogether toensurethat there isaplan inplace for the whole community to support one another when a particularly traumatic eventaffectsthecommunityorafamily.
Weknowthatself-awarenessofcausal factorsof trauma,oremotional literacy canhelp inanindividual’s healing process. Individualsworkingwith highly traumatized individuals or groupswill be more effective if they too develop an understanding of trauma’s causes, effects andtreatments.Thissortofeducationandtrainingisimportantandwewillprioritizeit.

OurMemberscollectivelyholdtremendousskillsandknowledge.ManyMembersare(atleast)bilingual, speaking both Dene Yati and English. Colonialforcesovertimehavecreatedshamethathasnojustification.Today,weworktohealandrestoreourproud identifiesasDenepeoplewhofor thousandsofyearshavethrivedandwillcontinuetothriveonourtraditionallands.Thishealingrequiresrecognizingthemanyrolemodels that we have in our community – too often we hear only the negative. It requiresacknowledging and reinforcing the value of our Elders’ knowledge and lifting them up asteachersandmentors. Itrequiresworkingwithotherstoconfrontandrejectprejudice,racismandintolerance.
Language,on-the-landskills,traditionalartformsandstory-tellingarealldoorstohelpingyoungpeople to understand and take pride in their history. Our Elders hold the keys. Dehcho FirstNationhasrecentlyreceivedsubstantialresourcesforlanguagerevitalizationprogramsandhasestablished a mentorship program, linking individualMembers with another who speaks thelanguage.KFNcanbothparticipateandbuildonthisprogram.AnumberofourMembershavesuggestedworkingonprojects thatbringMembers together to tell stories of thepast andofElders. Ideas includeaportrait project –photographingElders anddocumenting their stories.Ouryoungpeoplehaveexpressedagreatdealof interestintheaudio-visualartsandwiththenewradiostation,wehaveanotherwonderfulopportunitytotellandshareourstories.

Connection is also important to identity.We need to feel connected to our community. KFNcelebrationsandfeasts(theGeneralAssembly,HandGames,holiday-specificgatherings)allhelptofosterastrongsenseoftogethernessandshouldcontinuetobesupportedintothefuture.
CommunicationfostersconnectionandisagreatwaytocelebrateandrecognizeourMembers’successes. In 2017, KFN began to compile a simple monthly newsletter as part of theComprehensiveCommunityPlanning initiative. In2018,asthisplan isbeingcompleted,KFNisalsocompleting thetechnicalupgradesrequiredtohaveanactivecommunity radiostation. Itwill be important for KFN to identify the resources and roles to lead these communicationactivitiesandensurethattheynotonlycontinueovertime,butarestrengthened.
Colonialforces,prejudicesandoutrightracismisnotathingofthepast,however.OurMembersexperienceracismregularlyandspeakof feeling judgedandbelittledwhenseekingservices intheTownofHayRiver.Itisimportantthatourcommunityandourleadershipfacesuptotheserealities, calling racism for what it is, identifying how it plays out in systemic ways andadvocatingfortoleranceandunderstanding.
WewillknowthatourMembersarebuildingstrengthandprideinthemselvesastheytakeonleadership roles in the community, proactively helping others rather than pointing out whatothersshoulddo.Suchinitiativeandleadershipdoesnotgrowoutofnothing.Individualsneedtofeelthattheyarecapableofmakingadifference,havesomethingtoofferandknowwheretostart.
In2017,KFNEldersregisteredanon-profitSociety,withsupportfromtheCommunityPlannersworkingontheComprehensiveCommunityPlan.ThisSocietyiscalledK’átł’odeecheOhndaandhasthemandatetofacilitateElderstosupportoneanotherandtheircommunity2.In2018,theCCPteamalsostartedtofacilitatelunchgatheringsofwomenandmen.Thoughtheinitiativeisnew,werecognizethatadultsbetweentheagesof30and55representasubstantialportionofourMembership(32%ofMemberslivingonreserve3)andyetareoftennotdirectlytargetedforprograms and engagement because they do not fit into youth and elder categories. Bysupporting groups such as K’átł’odeeche Ohnda, the Youth Council (see youth section) andWomen’s andMen’sGroups,wehope tobeable toencouragemoreMembers to realize theleadershippotentialthateachofthemhas.

KFN Youth are Engaged, Active and Confident
Background
Nomatter the topic, ask Elders, Chief or Council or KFN Administration how to approach aninitiativeandtheyarealwaysgoingtoprioritizeyouthinvolvement.
Today,ourChiefandCouncilareallElders.Whiletheirwisdomleadsuswell,theywouldliketoprioritize youth as the leaders of tomorrow. Youth too are enthusiastic about demonstratingincreased leadership. Programs at Chief Sunrise School are helping youth to develop theconfidence, knowledge and skills that they will need to be leaders. The resiliency programprovides youth opportunities to connect with students elsewhere, traveling in Canada andelsewheretobroadentheirunderstandingoftheworldandtheirrolewithinit.Universityvisitsencouragestudentstothinkbeyondthewallsofthehighschoolandenvisiontheirnextsteps.
Every Thursday, School staff, with the support of George Buggins, take classes to spend thewholedaylearningandbeingoutdoorsatSandyCreek.Immersedinculturalpractice,studentsaresupportedinlearningculturalpracticesandtheprogram’ssuccessismorethanevidentbythecalmandleadershipskillsthatthestudentsexhibitwhiletheyareoutthere.
Atthesametime,therecreationprogramprovidesconsistentprogrammingtoyouth,notonlythrough after school activities but through summer and spring camps and through summeremploymentopportunities,whichallhelptodevelopleadershipskills.
AwelcomenextstepistosupportyouthinlinkingtheirleadershipskillstoBandadministrationand to support them in thinking about, planning and leading some of the programming thateffects them the most. Our Members envision an active Youth Council, with someadministrativesupportso thatyoungpeoplecanplantheirownactivitiesandthinkabout the

Strengthened families will mean strengthened youth. Yet, engaging families broadly in theirchildren’s’ education remains a substantial challenge for staff at Chief Sunrise School. Pastattempts at a Parent Committee have stalled and strong parent engagement with Schoolactivitiesiscurrentlylacking.
Perhaps most importantly, the existing programs need to be supported and not taken forgranted.BothKFNandtheChiefSunriseSchoolworkcreativelytopiecetogetherfundingfortheexistingprograms.Throughclosecommunicationsandcollaboration,allpartnersneedtoensurethattheseprogramscontinueandarestrengthened.

KFN Members are Healthy and Children have Healthy Starts in Life
Background
During implementation of the 2013-2018 KFN Wellness Plan, on-reserve recreationprogrammingexpanded substantially, particularly for youth.Programsbecamemost robust inthe final two years, after KFN hired a Recreation Director. In 2017-2018, programming wasexpandedeven furtherwith theadditional roleofaRecreationAssistant.Currently,youtharewell-served with the Chief Sunrise School, the Youth Centre and the recreation programproviding nearly seamless programming every day of the week for all ages of youth. ChiefSunriseprovidesafterschoollibraryandgymprogramming.Laterintheevening(approximately7pm)theyouthCentreopens;routinely20-30youthofnearlyallagesaccesstheCentre.WhentheYouthCentreCoordinatorprogramsspecial,popularactivitiessuchasfilmnights,uptofiftyyouthmaybeinattendance.TheYouthCentreisclosedSundayandMondayevenings.
The Recreation Director and Recreation Coordinator are nonetheless stretched thin. Planningactivities takes substantial effort andwith veryhigh attendancenumbers, oneperson to leadthe actual activity is often not enough. It will be important tomaintain both the RecreationDirectorandAssistantPositions,andtoexpandcapacitywiththeadditionofasecondpart-timeassistant,pendingavailableresources.
In spite of the impressive youth and recreation programs, KFN Wellness Partners haveemphasized that infants and toddlers are not yet as well-served. Past pre-natal and earlychildhood education programs are no longer running and new and expecting parents are notaccessingprogrammingintheTownofHayRiverasmuchastheywouldaccessactivitiesofferedon-reserve.HayRiverisoneofthefewcommunitiesinNWTwithanactivemidwiferyprogramandKFN’sCommunityHealthRepresentatives,theDaycarestaffandthemidwivesthemselves,

areenthusiastic toexploreandestablishconsistentmeetingsandworkshopson-reserve.Withplanningandadditionalfundingtostaffovertimehours,theDaycarecanopenintheeveningstoprovideacomfortablemeetingplace,and,whenneeded,providechildcare.
KFN’s Recreation Programs also serve adults and the Community Health Representativescoordinateactivelivingopportunitiesforelders,includingyoga.Nevertheless,thereisnodoubtthatmiddle-agedindividualsarelessengagedthanyouth;themen’sandwomen’sgroupmaybeabletoexploreopportunitiesforincreasedadultinvolvementinrecreationprogramming.
Our Members also prioritize nutritious eating as a fundamental pillar of health. Healthytraditionaldietshaveincreasinglybeenreplacedbywesternfastfoodsandfamilieswithlimitedincomes are often challenged to provide consistently nutritious meals. Our Members haveemphasizethatreturningtoourrootswillbeaneffectivewaytoaddressthischallenge,likesomanyothers.Developingconsistenton-the-landprogramming,teachingharvestingpracticestonew generations, reviving practices of food sharing, teaching about traditionalmedicines andplants–allofthiswillgoa longwaytohelpourMembers leadhealthy lives, inturnreducingratesofDiabetesandotherillnesses.
Healthy foods aren’t the only costly aspect of healthy living. Basic hygiene materials can beexpensive and some of our Members struggle to afford these. A program to provide suchsupplies to those most in need would help individuals and families to maintain importantpersonalhygiene.
KFNMemberswhoparticipatedinthewellnessplanningactivitieswidelyagreedthatoneofthemost effective means of increasing participation in health, recreation and general wellnessopportunities would be to develop a shuttle service between Hay River and K’átł’odeeche,particularly in the summerwhen thewinter road isnot inplace.Although thereare certainlycases when programming in K’átł’odeeche is most appropriate, not everything needs to beduplicated and K’átł’odeeche is well-served by the Town of Hay River. Many individuals andfamilies,however,donothavevehiclestodrivethe30minutestotown.KFNMembersfeelthattheserviceshouldbefreeforEldersbutshouldhaveacostforothers,with“tickets”purchasedattheBandOffice.

KFN Governance Surrounding Wellness are Efficient and Transparent
Background
K’átł’odeeche First Nation provides an impressive array of programs and services to ourMembers. Although the wish list will always be long, new programs, new facilities and newemployeesareallexpensiveandoftennotrealisticgivenavailableresources.Instead,afocusonbuildingpartnerships,strengtheningcommunicationandfosteringcollaborationcanmeanthatmorecanbedonewithless.
The2013-2018KFNWellnessPlanmadereferencetoaWellnessCommitteethatwouldjointlyimplementtheplan;thisCommitteewasestablishedwithaformaltermsofreference in2017andmet several timesduring the final yearof theplan implementation.With representativesfrom KFN and partner agencies, who all have roles in deliveringWellness Programming, theCommitteeservestoreduceduplicationandfostersupport.Coordinatingprogrammingcanbechallenging and each individual Committee representative’s workload would be lightenedoverall if the whole Committee helped to deliver specific programming, even when thatindividual is not the lead. This Committee is not yet functioning to its potential. With moreconsistent meetings, improved commitment by its members and additional structure, theCommitteecanserveasamechanismtocollaborativelyimplement,reviewandrevisethisplanasneeded.
Goodcommunicationamongstaff is important,andso too is strongcommunicationwithKFNmembershipmorebroadly.OurMemberswhoparticipatedintheplanningworkshopcalledforcontinued involvement in the process. An annual public meeting to review the progress onimplementingthisplanwillensuretransparency,accurate feedbackandcan informthefutureworkofthewellnessCommittee,includingannualreportsontheplanimplementationandon-

goingrevisionstothePlanasneeded.Toooftenplansareconsideredafixeddocument,butthisplanbelongstotheKFNMembers. It is important that it is reviewedannuallyandchangedasneeded.Weneedtoadapttowhatisworkingwellandwhatneedstobeadjusted.
KFNcanfindefficiencies,notonlybyworkingbettertogether,butbyworkingmorestrategicallywithothersalso.PartnershipswithGWNTrepresentativesandnon-profitssuchastheNorthernFarm Training Institute, the Hay River Friendship Centre, Dene Cultural Institute and EcologyNorthhavehelpedustodevelopmanyofourcurrentprograms.Wecancontinuetoharnesstheexpertisehousedwithinotherinstitutions,invitingmorepartnershipswithGNWTstaffworkingwithintheDehchoandFortSimpsonHealthyAuthoritiesandprogramcoordinatorsworking inYellowknife. It is important thatwe call on these partners to see themselves in this plan andidentifyhowtheycansupportustoreachourgoals.Theyalsohaveanimportantroletoplayinbringing together knowledge regionally and territorially about effective practices and helpingourstaffincontinuedprofessionaldevelopment.

Opportunitiesforverbalproposalshouldbeprovidedforthosecommunitymemberswishingtoinitiate a project who are not comfortable with a written proposal process. Through an oralpresentation to theCommittee, theCommittee could then complete thewritten templateontheapplicant’sbehalf,ensuringthattheagreementandfundingexpectationsareclear.
Wellness Committee Members have agreed that the written template should be brief andsimple.

ReportingResponsibilities
• TheWellnessDirectorisresponsibleforbi-annualandannualreportingtoHealthandSocialServices,includingcompleteaccountingoftheuseoftheWellnessFund.Therefore,anyWellnessCommitteememberwhoplansandadministersprogramsusingWellnessFunddollarswillberesponsibleforprovidingtheWellnessDirectorwithaproposal,budget,andfullreportingontheexpendituresattheendoftheprogram.
