What is this about?

We are the Security Industry Authority(SIA). We make sure private companieshelp to keep people safe when they areout.

The private companies employ people whowatch who goes in to clubs and pubs. Theyalso help keep people safe when they arein clubs and pubs. These people are oftencalled door staff or bouncers. Privatecompanies also employ bodyguards whosometimes work as door staff.

We do our job by making sure:

● door staff and bodyguards get trainingto do their job

● the private companies they work forare good enough.

This booklet explains the training doorstaff must do and more about their job.We want to know what you think aboutdisabled people doing the training and job.

All the questions we want you to answerare in a separate booklet.

Door staff and bodyguards

The law says anyone who is door staff or abodyguard must have a licence. Thisshows you:

● have the skills for the job

● are over 18 years old and have theright to work in the UK

● are well behaved.

We give the licences.

Sometimes people who had mental healthproblems want to be door staff. If it was aserious mental health problem in the last5 years we have to think. We wonder ifthey can do the job. We do not just say no.

We say what training door staff andbodyguards must have. We do not run thetraining. There are rules about who canrun the training.

You can only ask us for a licence when youhave passed the training. This says thatyou can do a job as door staff or abodyguard.

The Equalities Act 2010

The Equalities Act 2010 says we must befair to everyone. We have to think carefullyto make sure our training is fair.

Thinking about disabled people we must:

● sort out any problems there may be forthem. Such as having training in aplace that is easy to get into

● make sure everyone has the samechance to get a licence

● support disabled people to take part inwhat they want. In particular when notmany disabled people take part insomething.

Keeping people safe

Door staff have an important job. They:

● check who goes in to a pub or club

● keep staff and customers safe

● stop anyone damaging things.

Door staff often come across people whoare violent. This may be because peopleare:

● drunk

● taking drugs

● doing something against the law. Suchas stealing.

The violence is often:

● customers attacking door staff whenthey are not allowed into a pub or club

● customers attacking bar staff who willnot serve them more drinks. Then theyattack door staff who come to throwthem out

● customers fighting each other

● a gang attacking people in a pubor club.

More than half of door staff have beenhurt at work. Nearly half of door staff havehad to go to hospital because they wereattacked at work.

We have to look after door staff as well aswe can. So there is training to help themdeal with violence.

Door staff training

Door staff must be able to look afterthemselves and other people when thereis violence.

Door staff must be able to do what iscalled physical intervention. This meansthey may need to hold someone to stopthem hurting themselves or someone else.There are safe ways to do this so no onegets hurt.

We need to make sure that anyone withour licence can do physical intervention.This helps them to keep everyone safe.

Disabled people may want to be doorstaff. We need to make sure in a fair waythat disabled people can do physicalinterventions.

What door staff may deal with

Door staff work can be difficult anddangerous. They must be able to deal withall of these things that may happen:

Scene 1

Bar staff will not serve a very drunkcustomer. The customer grabs the staff.He says he will hit them unless they getanother drink.

Door staff need to sort this out calmly. Orsafely hold onto the customer until thepolice arrive. They must protectthemselves and other people.

Scene 2

A group of drunk young men come to thedoor of a nightclub. The door staff thinkthey may cause trouble so will not letthem in. The young men shout and callhim names.

Another door staff comes up and getsthem to go.

Half an hour later the group comes backand try to get in again. They all rush at thedoor pushing door staff and customers.

The door staff radio for help from insidethe club. More door staff come to help. Itis very difficult. They must:

● protect themselves

● protect other staff and customers

● stop the group from getting into theclub.

They may have to close the club’s doors todo all this.

Scene 3

A drunk customer in a bar is shouting andswearing at other customers. 2 door stafftry to calm her down but she gets worse.The door staff decide they will get her outof the bar.

The bar is on floor 2. They can get her outusing a lift or the stairs.

They must:

● carefully get her out of the bar

● make sure she does not hurt herself.Such as by tripping over

● make sure she does not hurt them.

Scene 4

There is a band playing at an event. Thereare 2 door staff on the door.

A customer falls down stairs and cuts theirhead. They are bleeding a lot. One of thedoor staff helps the injured customer.

This door staff must:

● see how badly injured the customer is

● make sure someone calls anambulance

● help the customer.

The door staff still on the door must:

● carry on checking people coming in forthe music

● deal with any problems alone. Thismeans they must be able to deal withtrouble alone.

Scene 5

A fire starts in a night club. The music isvery loud and the club is dark. There’s anupstairs part to the club with stairs but nolift.

The fire is in the toilets which aredownstairs. Customers leaving the toiletstry to tell others. But no one listens tothem.

The nightclub staff know there is a fire asalarms have gone off.

Door staff must:

● make sure customers leave safely

● phone 999

● speak with fire service and police whenthey arrive

● keep themselves safe

● get bar staff and customers out safely.

Disabled people doing the jobof door staff

We want to know if you think a disabledperson can do this job? Or does a disabilitymake it too difficult? Please look at ourquestions and tell us what you think.

Our trainers may be able to make changesto courses so some disabled people cando them.

But may say they do not know how tomake changes for people with severedisabilities.

Deciding who can do thephysical side of the job

When you work as door staff you come upagainst violence. We need to think abouthow we test if you can protect yourselfand others.

Police officers and fire fighters have to dophysical tests to show how they protectpeople.

At the moment you have to show how todo physical interventions to pass thetraining.

You must pass the training if you want toget a licence.

We are worried that this may stop somedisabled people getting a licence because:

● the trainer does not know how tosupport disabled people to do this

● some disabled people cannot showhow to do physical interventions.

Do we carry on testing what you can dophysically?

You may think yes we need to. Please letus have any ideas on how we can testwhat you can do physically. You may thinkwe can carry on with what we do now. Ordo something different.

Ways to check what you cando physically

Choice 1. You show how to dophysical interventions

This is what we do now. Trainers maymake changes to courses so somedisabled people can do them.

GoodYou have to show you can do the job. Itwill cost the same.

Not so goodA disabled person may not pass thetraining because:

● the trainer does not know how tosupport disabled people to do this

● some disabled people cannot showhow to do physical interventions.

Choice 2. You show how to dophysical interventions and anothertest

Carry on with what we do now and anextra test on what you can do physically.This extra test could be:

● you sign to say you can do what isneeded. If we find out you lied you canlose your licence

Goodyou can decide what you can do.

Not so goodWe may only find out when you cannotprotect someone.

● your doctor signs a note to say you cando what is needed.

Goodmay be better than you showing howto do physical interventions

Not so gooddoctors may not know enough aboutthe job to say if you can do it. Doctorsmay charge for this.

● a separate medical check up. This willbe done by a doctor who does notknow you. We need to make sure theyare done fairly.

Not so goodthese checkups will have to be paid for.You may also have to travel and taketime off work for them.

Choice 3. Written test about physicalintervention

Goodthis is fair for everyone.

Not so goodis it as good as showing how to do aphysical intervention? May mean peopleget a job who know about physicalintervention but cannot do it.

Choice 4. Written test and test onwhat you can do physically

This is Choice 3 with a physical test aswell. The physical test is the same as inChoice 2:

● you sign to say you can do what isneeded or

● your doctor signs a note to say you cando what is needed or

● a separate medical check up.

Bodyguards working as doorstaff

When you have a licence to be abodyguard you can also be door staff.

Door staff have to do training on physicalintervention. But bodyguards do not.

We think bodyguards need to do physicalintervention training to work as door staff.We think the course for door staff onphysical interventions is right forbodyguards.
