Low-Speed Vehicle Run Overs (LSVROs) Research
Statistics- on par with pool drownings:
‘...Over the ten year period from 2001-2010 an average of 7 children aged 0-14 were killed and 60 seriously
injured[across Australia] every year.’ (BITRE- Info sheet 43, 2012 www.bitre.gov.au)
Nearly 3/week just in QLD. (Kidsafe QLD)
Between March and July 2017: 7 fatalities, all children 3 years and younger,
all drivers were parents or grandparents.

Design• House design: ensure children’s play
areas are well away from garage and driveway areas.

17
Design• Driveway design: fence driveways if possible; shorter driveways are better than longer. •When backing out can you see what is coming along the footpath?

Internal access door between
house and garage:• high door handle-
1500mm• self-closer• inward-swinging heavier
(solid core) door

20
Automatic Roller Door Cut-Off SwitchCut-off switch: when internal access door between house and garage is open, power to the automatic roller doors is cut off.
•Change the Environment
Local Council DCP(Pre- amalga -mation) Young Shire Council included these measures in their DCP- from October 2012 all new homes and units with attached garages had to include measures to prevent child access to the vehicle (garage) area.
Cootamundra Shire Council developed these diagrams to demonstrate the measures:
•Change the Environment
Apartments/ Unit Complexes• Longer driveways
• Shared/battleaxe driveways• Shared parking spaces
•Change the Environment
23
Duty of Care• Is there a duty of care towards families, by
builders, to have such inclusions in their building work?
• Houses are built to last- what is the likelihood of children being in the house over it’s lifetime?

Change the Vehicle• Set a reversing standard- rear visibility-rear vision cameras; autonomous
emergency braking systems.• Australian Design Rules (ADR’s) for vehicles- to be harmonised with
Global Technical Regulation• Australian Government- International Research currently underway• IIHS- USA: study shows reversing cameras reduce blind space behind
vehicles by up to 90%• America- National Highway Traffic Safety Administration & Dept
Transportation- Final ruling-rear vision cameras by 2018
•Change Vehicles
27
Vehicle Reversing Systems• Use a reversing camera as another mirror.• Many vehicle manufacturers are beginning to look at
reversing systems and AEB (Autonomous Emergency Braking) for their vehicles to increase safety.
• Reverse Alert is one example:

1: Plant operator to ensure the REDZONE is always clear of persons on foot:
• Ask yourself, “Do I need a spotter?”• Stop if a person on feet enters the REDZONE.
2: If you have to approach moving plant:• From outside the REDZONE, establish contact and get
acknowledgement from the operator (eg a wave, nod, radio)• Wait, do not approach plant until it is stationary.
3: NEVER Assume:• Communicate- ask the operator if you need to approach.• Communicate- tell the person on foot when it is safe to approach.• Communicate- agree when it is safe to resume work.
