But “quality” means different things for different people. It could mean parks, trails and lakes. It could mean schools, jobs and roads. It could mean the arts, festivals and recreational sports. In truth – it’s all of these things. That’s why Hamilton County is so desirable a place to live and work. We have it all. But there is one example of quality not mentioned above – and that trumps all others. While our amenities serve to attract more businesses and residents to Hamilton County, there is no greater measure of quality than public safety. The critical work of our police departments to prevent crime and protect our residents enables cities to focus on new attractions and initiatives that contribute to our overall quality of life. Thankfully, elected officials in Hamilton County understand that public safety is priority number one, and continue to devote significant resources to ensure our level of safety is maintained. Within the ranks of the Noblesville Police Department, Chief Kevin Jowitt and his command team are making strategic changes to become more efficient and effective at building better community relations, delivering services and preventing crimes. Here are some highlights of these changes coming in 2017 that highlight the needs of a modern law enforcement organization: NPD will continue to split its traditional 12-hour shifts. However, the department will soon institute a new tactical shift that allocates more personnel to the busiest call-times, and match this higher workload. With continuing retirements and promotions, NPD is developing several new lieutenants and sergeants as well as 12 new officers who are joining the ranks. In addition, four Noblesville Police incorporates new strategies for crime prevention The Hamilton County Sheriff’s Office is now accepting applications for the position of Merit Deputy Sheriff. Starting salary is $46,494 with lateral transfers considered on an individual basis according to county policy. Those interested should visit the Sheriff’s Office website (http://www.hamiltoncounty.in.gov/595/Recruitment ) to view minimum qualifications and benefits as well as to complete a pre-employment application. Additional information along with testing information will be sent to those submitting the pre-employment application. Pre-employment applications for the position of Merit Deputy Sheriff must be received at the Hamilton County Sheriff’s Office no later than Thursday, February 16, 2017 at 4:00PM. The Physical Agility Test and the Written Exam are scheduled for Saturday, February 18. Questions concerning the selection process may be addressed to [email protected] . officers were added due to the change in thetrash ordinance in 2016 and two newofficers for 2017 were approved in thebudget process in October

This increased hiring will help NPDaccomplish its goals from the most recentstrategic plan by developing data-drivencrime reduction and targeted enforcementprograms

The two new data-driven positionscoming to NPD include a civilian crimeanalyst who will look at what crimes havealready happened and a crime intelligenceofficer who will gather and analyzeincoming tips and new information thatNPD can then use to combat this crime

NPD also will create a new problem-oriented policing unit These four officerswill no longer respond to standard radiocalls Instead they will focus on a singleissue at a time If a neighborhood isexperiencing a rash of car break-ins thisunit will have the time and resources to fullyinvestigate the matter and resolve it morequickly because the officers wonrsquot be pulledaway for radio calls

One of the best ways to fight crime isencouraging active citizens to work togetherwith our police ndash which is easier toaccomplish when citizens know the personbehind the badge

Therefore NPD will apply a newldquodistrict modelrdquo of patrolling that will alsoserve to improve community relationsNoblesville will be divided into three areaswith officers assigned to a specific area forone year where they can better connect withresidents on a more personal level At thesame time they are able to gather insightson trends in crime for that area that theymight not pick up otherwise through lessfrequent patrols

In Noblesville we are blessed with anoutstanding police department comprised ofhighly trained officers who care for their cityand its residents But the police are not alonein this effort It takes an entire communityworking together to ensure the safety of ourneighbors and visitors

I commend Chief Jowitt his commandteam and all NPD officers for making thesechanges With new patrol shifts and routesnew data-driven and problem-oriented unitswith improved crime-fighting techniquesNoblesville will continue to be the qualitycommunity that we and others want to callhome

Chad was a truck driver for American Equipment in IndianapolisHe enjoyed fishing his dog Dryfus rock amp country music and hada passion for cooking He loved partaking of his creations the spicierthe better He was a gardener raising peppers tomatoes and garlicChad was a great communicator possessed a glowing personality andsometimes had an inappropriate sense of humor He will be missedby all who knew and loved him

Riverview Hospital Gray Ladies member of Daughters of the American Revolution(DAR) and an active member of Noblesville First United Methodist Church In 2010 shewas recognized at Riverview Hospital for 50 years of service as a hospital volunteer andhonored by serving as Co-Grand Marshall of the Noblesville July 4th Parade

This was Esmas only event she competed this eveningdue to her continuing injury with her back saidRamey Esma is such a good gymnast for this team and itreflects on our team score when we have to do without heron some events However I am proud of our team forworking hard to continue on and work hard to keep our teamscore afloat without Esma

officers were added due to the change in thetrash ordinance in 2016 and two newofficers for 2017 were approved in thebudget process in October

This increased hiring will help NPDaccomplish its goals from the most recentstrategic plan by developing data-drivencrime reduction and targeted enforcementprograms

The two new data-driven positionscoming to NPD include a civilian crimeanalyst who will look at what crimes havealready happened and a crime intelligenceofficer who will gather and analyzeincoming tips and new information thatNPD can then use to combat this crime

NPD also will create a new problem-oriented policing unit These four officerswill no longer respond to standard radiocalls Instead they will focus on a singleissue at a time If a neighborhood isexperiencing a rash of car break-ins thisunit will have the time and resources to fullyinvestigate the matter and resolve it morequickly because the officers wonrsquot be pulledaway for radio calls

One of the best ways to fight crime isencouraging active citizens to work togetherwith our police ndash which is easier toaccomplish when citizens know the personbehind the badge

Therefore NPD will apply a newldquodistrict modelrdquo of patrolling that will alsoserve to improve community relationsNoblesville will be divided into three areaswith officers assigned to a specific area forone year where they can better connect withresidents on a more personal level At thesame time they are able to gather insightson trends in crime for that area that theymight not pick up otherwise through lessfrequent patrols

In Noblesville we are blessed with anoutstanding police department comprised ofhighly trained officers who care for their cityand its residents But the police are not alonein this effort It takes an entire communityworking together to ensure the safety of ourneighbors and visitors

I commend Chief Jowitt his commandteam and all NPD officers for making thesechanges With new patrol shifts and routesnew data-driven and problem-oriented unitswith improved crime-fighting techniquesNoblesville will continue to be the qualitycommunity that we and others want to callhome

Chad Smith 45 of Westfield passed away on the morning of Sunday January 152017 at Riverview Health in Noblesville He was born on August 201971 in New Smyrna Beach Florida

Chad was a truck driver for American Equipment in IndianapolisHe enjoyed fishing his dog Dryfus rock amp country music and hada passion for cooking He loved partaking of his creations the spicierthe better He was a gardener raising peppers tomatoes and garlicChad was a great communicator possessed a glowing personality andsometimes had an inappropriate sense of humor He will be missedby all who knew and loved him

The Tigers girls won 131-54 winning10 of the 12 events Eight of those victorieswere in individual events and they wereaccomplished with eight different athletesAmilia Nusbaum in the 200 freestyleSavannah Kennedy in the individualmedley Lauryn Parrish in the 50 freeMadison Folta in diving Nicole Rueff in thebutterfly Morgan Booth in the 100 freeSam Hietpas in the 500 free and CorinneYorkman in the backstroke Fishers alsowon the medley and 200 free relays

The Millers won two races Rachel Tattook the breaststroke and Noblesville alsowon the 400 free relay

This was Esmas only event she competed this eveningdue to her continuing injury with her back saidRamey Esma is such a good gymnast for this team and itreflects on our team score when we have to do without heron some events However I am proud of our team forworking hard to continue on and work hard to keep our teamscore afloat without Esma

Michelle was a 1979 graduate of Noblesville High School andretired in 1995 from International Multi Foods in Noblesville Sheattended Life Church in Fishers and was active in the PTO at DurbinElementary She loved to volunteer and serve others in HamiltonCounty and enjoyed playing Euchre

This was Esmas only event she competed this eveningdue to her continuing injury with her back saidRamey Esma is such a good gymnast for this team and itreflects on our team score when we have to do without heron some events However I am proud of our team forworking hard to continue on and work hard to keep our teamscore afloat without Esma

Southeastern jumped out to a 20-11 leadafter the first quarter but the Wildcats cameback in the second and trimmed the Royalsadvantage to 26-25 at halftime Southeasternremained ahead by one 41-40 after threequarters The Royals ended the period witha 3-pointer by Sydney Parrish with Lloydproviding the assist
