    We are approaching the start of new KALP Class XII with available funds of a little over $300,000, which is

    just enough to get through the class, but will leave us with nothing to pay for unexpected expenses, and

    nothing to start Class XIII. We appreciate all you have done in the past, and encourage you to give every

    year to keep the program going. Modest amounts given regularly add up quickly, and help assure that the

    Kentucky Agricultural Leadership Program will continue. We also encourage each leadership class to reach

  • THE KALP ADVISORY BOARD: BACKGROUND

    The Kentucky Agricultural Leadership Program has been governed by an Advisory Board since 2009 as part of a legal agreement that accompanied a one million dollar endowment given to KALP by the Kentucky Agricultural Development Board (KADB), which oversees the Kentucky Agricultural Development Fund (KADF). The Kentucky Agricultural Development Board was created by the 2000 General Assembly to distribute 50% of the state monies received from the Master Settlement Agreement for the general purpose of agricultural development in the Commonwealth. The KADB was charged to invest these funds in innovative proposals that increase net farm income and affect tobacco farmers, tobacco-impacted communities, and agriculture across the state by stimulating markets for Kentucky agricultural products, finding new ways to add value to Kentucky agricultural products, and exploring new opportunities for Kentucky farms. The legal agreement set up the Advisory Board to oversee the money given to KALP. The agreement states that the Advisory Board is to be comprised of the KALP Directors, three alumni from the Kentucky Agricultural Leadership Program, a representative from three different Kentucky public universities with agricultural undergraduate programs, a representative from the Kentucky Agricultural Development Board (KADB), and the Executive Director of the Kentucky Governor’s Office of Agricultural Policy (GOAP) or his designee, who shall chair the Advisory Board. The Advisory Board duties are as follows, per the legal agreement:

    1. The Advisory Board shall provide input into the participant selection process, outline curriculum goals, determine seminar locations, and provide financial oversight of the Kentucky Agricultural Leadership Program’s finances; and

    2. The Advisory Board shall make a dedicated effort to recruit a class that is diversified in terms of race, gender, farm size and geographic region; and

    3. The Advisory Board shall review the annual reports submitted by the Recipient and if they determine that the expenditures are frivolous or otherwise outside the spirit of the Kentucky Agricultural Leadership Program, they may recommend action to the Board, including but not limited to, termination of the Legal Agreement herein; and

    4. Within thirty (30) days of receipt of an amendment request from the KAD Board representative, the Advisory Board shall approve or deny the requested amendment and so notify the Recipient and the Board.

    Kentucky Agricultural Leadership Program In 2008 the KADB approved funding for the continuation of a statewide agricultural leadership program, formerly known as the Philip Morris Leadership Program, through an endowment. The Kentucky Agricultural Leadership Program (KALP) is a statewide agricultural leadership program for farmers and agribusiness people that focuses on leadership skills, economic subject matter and enhancing the management skill of the participants. Toward the end of FY2009, KALP staff began recruiting efforts for a new class to begin in 2010.

    The 2018 KALP Alumni Board of Directors met on Monday, April 30, 2018 in the conference room of the Bluegrass Stockyards Regional Marketplace in Lexington. The members discussed the purpose and organization of the board, but spent most of the time brainstorming about future alumni activities. After a lively and productive exchange, the group decided to send a survey to all alumni to gauge their interest in four possible events. If you are an alum and have not replied to the survey yet, please do so soon. Stay tuned for future alumni opportunities.

    BRENNAN, KALP Class VIII, and SERENA GILKISON, KALP Class X, were the subject of a flattering article in Queensland Country Life by Australian freelance journalist and consultant, Peter Lewis. Peter participated in the International Leadership Alumni Conference (ILAC) in Central Kentucky in October 2017 that the Kentucky Agricultural Leadership Program hosted.     BEN, KALP Class X, and KATIE BRADFORD FURNISH of Harrison County, Kentucky were the national third place winners in the American Farm Bureau Federation “Outstanding Young Farm Family Achievement Award” competition. They received the honor on January 8, 2018 at the American Farm Bureau Federation annual convention, held at Gaylord Opryland in Nashville, Tennessee. Ben and Katie received a Case IH 40” combination roll cabinet and top chest and a $500 Case IH parts card, courtesy of Case IH. In addition, they won $2,000 worth of Stanley Black & Decker merchandise, courtesy of Black & Decker. Ben and Katie raise stocker steers, burley tobacco, corn, soybeans, wheat, mixed hay, and industrial hemp on their farm in Central Kentucky.     ROBERT, KALP Class XI, and LINDSAY ELLIOTT won third place in the American Farm Bureau Federation’s “Excellence in Agriculture” contest on January 8, 2018 at the annual convention in Nashville, Tennessee. The award recognizes young farmers and ranchers who do not derive the majority of their income from an agricultural operation, but who actively contribute and grow through their involvement in agriculture, their leadership ability and participation in Farm Bureau & other organizations. Robert and Lindsay won a Case IH 40” combination roll cabinet & top chest and a $500 Case IH parts card, courtesy of Case IH.     The Elliotts farm in Robertson County, Tennessee with Robert’s family on a beef cattle, tobacco and row crop operation. Robert’s primary occupation is agronomist at Jepson Family Farms, also in Robertson County, and Lindsay is a loan officer for Farm Credit Mid America.

    BRENDA PAUL, KALP Class IX, will serve on the Farm Service Agency (FSA) Kentucky State Committee for the year 2018, according to an announcement made January 4, 2018 by U.S. Secretary of Agriculture Sonny Perdue.     ALANA BAKER DUNN, KALP Class XI, announced in early January that she has filed paperwork to run for Trigg County (Kentucky) Magistrate in District 5, and she won, so on to November! This is her first run for public office, proving that she took the leadership class seriously! She owns and operates River Bend Farms in Cadiz, Kentucky, where she raises grain and cattle full time.     DAVID S. BECK, Philip Morris Leadership Class II and KALP Advisory Board member, will become President and CEO of The Kentucky State Fair Board on July 1, 2018, according to an announcement from the Kentucky State Fair Board. The position includes overseeing operations at the state-owned Kentucky Exposition Center and the Kentucky International Convention Center.

    David is a native of Lyon County, Kentucky and a graduate of Murray State University. He has served as the CEO of the Kentucky Farm Bureau since 1995, beginning his career with Kentucky Farm Bureau in 1977 as an Area Field Service Director.

    The morning of April 11, 2018, Alana and Mary Beth pushed the button to set off the explosion of the Lawrence Memorial Bridge in Cadiz, Kentucky. When her mother made the high bid to push the button Monday morning at the Cadiz Rotary kickoff breakfast, Alana said she was initially shocked but later realized it was worth it to support the community.     CECIL FARMS PRODUCE, owned by RYAN CECIL, Philip Morris Class VII, SUZANNE CECIL-WHITE, KALP Class X, and their Father, GARY CECIL, was awarded the Rick Kamuf Agri-Business of the Year by the Great Owensboro Chamber of Commerce at the Chamber’s annual celebration on January 16, 2018. The award was designed to honor area agri-businesses.     JEFF PENDLETON, Philip Morris Class IV and General Manager of Hallway Feeds, was spotlighted on the Ky Ag Business website. Jeff started working at Hallway after graduating from the University of Kentucky. In 1982, Jeff Pendleton joined Hallway Feeds part-time during college when his fraternity brother,

    LEE HALL, Philip Morris Class III, said his family’s business could put him to work. As Jeff approached graduation, Hallway Feeds President Bob Hall asked what he planned to do following college. “I told him, ‘I’m going to work for you!’“ Jeff said. He has been with Hallway feeds ever since and now serves as the company’s General Manager and Secretary, Treasurer.

    SHARON DENNEY, Philip Morris Class III, retired January 2, 2017 after a long career with the U.S. Department of Agriculture in Wayne and surrounding counties in Kentucky. In the photo to the left, Sharon is receiving the 2016 Administrator’s Award for Service to Agriculture – FSA Lifetime Achievement Award for the Southeast Region of the United States.     QUENTIN R. TYLER, PhD, KALP Class IX, recently resigned as the Assistant Dean & Director of the Office of Diversity at the University of Kentucky to accept the position of Associate Dean for Diversity, Equity and Inclusion in the Michigan State University College of Agriculture and Natural Resources. In this position, Quentin spearheads efforts to assist with the management of resources for faculty and staff professional development, provides guidance and vision for recruiting and retaining diverse and inclusive faculty, staff, undergraduate and graduate students, and identifies and responds to areas in need of multicultural engagement. Quentin earned his degrees at the University of Kentucky, including bachelor and master’s degrees in agricultural economics, and a doctorate in sociology. Additionally, he holds a diversity and inclusion professional certificate from Cornell University.

    Quentin was working on his doctorate at UK while participating in KALP Class IX in 2010 and 2011. When Quentin applied for Assistant Dean & Director of the Office of Diversity at the University of Kentucky in 2012, members of Class IX flooded the office of the Dean at the College of Agriculture, Food and Environment with letters of support. The Dean later told KALP Co-Directors Will Snell and Steve Isaacs that he was overwhelmed with the response!

    QUINT POTTINGER, KALP Class X, is in the eighth class of DTN/The Progressive Farmer’s America’s Best Young Farmers and Ranchers.     JAMES ALVIN LYONS, Philip Morris Class III, has been elected to serve on the Board of Directors of AgFirst Farm Credit Bank in Georgetown, Kentucky for a four-year term. AgFirst is part of the nationwide Farm Credit System and an affiliate with Central Kentucky Ag Credit. James has served on the Central Kentucky Ag Credit Board of Directors for 16 years and has previously been the Vice Chair of that Board and is the current Chair.

    James is a well known Scott County farmer and businessman. He owns 320 acres and leases another 600 acres. He produces alfalfa, corn, soybeans, wheat, tobacco and has a commercial cow-calf operation, along with backgrounding feeder cattle in Scott County.

    PHILIP WILLIAMS, Philip Morris Class IV, passed away on May 16, 2018. His memorial service was held Monday, May 21, at 7:00 p.m. at the First Christian Church (Disciples of Christ) in Paris by Rev. Jeff Bell. Visitation was after 5 pm Monday at the church. Contributions can be made to the Kidney Foundation, American Diabetes Association, or Lupus Foundation.     MARK A. ROBERTS, Philip Morris Leadership Class IV, was elected President of the Kentucky Corn Growers Association on January 19, 2018. Mark is a farmer in Henry County, Kentucky. The Kentucky Corn Growers Association was founded in 1982, and represents the interests of more than 6,000 corn farmers in the Commonwealth.

    ADAM HINTON, KALP Class X, was the featured speaker for the annual Farm City Breakfast that took place on Saturday, February 24th in Daviess County, Kentucky. This annual event celebrates the agriculture economy and its partnership with the city community. More than 500 people attended the 2017 Farm City Breakfast. He also recently hosted the U.S. Secretary of Agriculture; see page 17 of this newsletter for details. Adam is the Vice President of Hinton Mills, an operation of five retail farm supply locations and feed mills based in Flemingsburg. He serves on the Kentucky Workforce Innovation Board, TENCO Workforce Development Board, Kentucky Farm Bureau’s Economic & Market Develop-ment Advisory Committee, the University of Kentucky College of Agriculture Feed Advisory Board, and as chairman of the Kentucky FFA Foundation’s Board of Trustees, and is Kentucky’s first graduate of the American Farm Bureau Federation Partners in Ag Leadership Program.

    JOSEPH SISK, KALP Class XI, is a new member of Planters Bank Board of Directors. This is the first time Planters has added to their board since opening in Hopkinsville, Kentucky in 1996. Joseph is the owner and operator of Sisk Farms and Co-Owner of Sisk-Junker Farms. He graduated from the University of Kentucky with a Bachelor of Science degree in Animal Science and is a recent graduate of the college's Kentucky Agricultural Leadership Program. He is an Elder at First Christian Church, a board member of the Kentucky Corn Growers Association and the Kentucky Promotion Council, and the Governor's appointee of the Kentucky Ag Water Quality Authority Board. He is the current Vice Chair of the Pennyrile Farm Analysis Board of Directors, and is on the Hopkinsville Community College's Ag Tech Board.
