1. Purpose

The purpose of this meeting was to introduce the scope of the project, to clarify any issues and to answer questions raised by the Bidders on the bid document KETRACO/PT/018/2011.

2. General

Dr. John Mativo welcomed the representatives of the bidding companies and expressed his thanks on behalf of KETRACO for attending the Pre-bid meeting. Dr. Mativo introduced KETRACO’s and PB’s project team to the representatives of the bidding companies. Engr. Stanley Mutwiri explained to the potential bidders the importance of following the “Instructions to Bidders” as defined in the bid documents advising that, from past experience, failure to do so has resulted in large numbers of bidders being disqualified. It is imperative that good quality and fully compliant bids are submitted. It was important that all attendees completed the attendance record and, in particular, that the e-mail address for the single point of contact for the bid preparation was legible. Correspondence routines as per the Bid Data Sheet were to be complied to. It was emphasized that no changes from the General Conditions of Contract (GCoC) or the Particular Conditions of Contract, will be accepted and any requests from the bidders to change or deviate from the Contract Conditions will result in the bid being disqualified. No extension of time will be granted for this bid. The bid opening date will be 18 April 2012. The need for a good quality Contractors was emphasized. Following Contract Award, any changes to the proposed Project Managers, Site Managers or named subcontractors will not be allowed. Changes to nominated subcontractors and manufacturers will not be permitted. All references for previous experience and projects will be checked during the bid evaluation. Any references that are found to be falsified will result in the bidder being disqualified from this and future bids with KETRACO. For bidders who intend bidding for both Lots, full compliance with the requirements of the Bid Data Sheet ITB11.1(k) is imperative. The Bid Security for each lot is to be at least 700,000 EUR. KETRACO confirmed that there is to be no Letter of Credit. The contracts are to be fixed price. An addendum is to be issued which changes the Terms of Payment on a CIP basis.

Steven Jacques briefly explained the scope of the project and answered bidders’ questions.

Addenda and clarification responses will be posted on the KETRACO website. It was emphasized that detailed methodologies for the work to be undertaken are required as part of the bid submissions. In particular, the methodology for the extension works at Dandora substation will be evaluated to ensure that the bidders are experienced in extending existing HV substations. It is critical that outages are minimized and the methodologies are to include detailed construction programmes, indicating the outage requirements. Confirmation of the fault levels for the 220kV and 66kV systems was requested. [Post meeting note : It is confirmed that the system fault levels are 31.5kA / 1s for both the 220kV and 66kV systems.] The HV Cable protection for the Dandora to Koma Rock circuits is to be double differential. The existing telecommunications system information is to be provided to the bidders as an addendum. New control building layouts are to be designed by the Contractors. The earthing design specification is inherent within IEC 61936-1. Technical schedules for surge arresters are to be provided in an addendum. No technical schedules will be provided for the DC Battery Chargers. The bidders shall provide the battery system information in their own format. It was confirmed that the Time for Completion is to be 18 months, up to operational acceptance. Areas of full development for each new substation will be 200m x 170m. For Isinya substation, the bidders shall include costs for installing the DNO supplies to the LVAC system, teeing off from the nearby 33kV overhead line. NEMA approvals will be dealt with by KETRACO. All other municipal/authority/transport costs shall be covered by the Bidder. Access roads from main roads to the sites are not within the scope of the Contracts. However, it is the Contractors responsibility to ensure safe delivery of equipment to the sites under CIP. The Bidders shall ensure compatibility of feeder protections with remote end protections. Following the conclusion of the pre-bid meeting, arrangements were made to visit the sites.

3. Site Visit Following the pre-bid meeting, site visits to the locations of the Athi River and Isinya substations were undertaken. The following day, 1 March 2012, the bidders’ representatives, KETRACO and PB visited the locations of Ngong and Koma Rock substations and Dandora substation. The site visits were accompanied by KETRACO surveyor, Mr. Jillo Madras.
