1. SNOW PLAN ABSTRACT

1.1. PU

RPOSE To establish procedures and assign responsibilities and priorities for snow

removal and salting/sanding operations, as required, to produce safe conditions for vehicular and foot traffic for commuter rail users and personnel.

1.2. CR

ITERIA Snow removal and/or sanding/salting operations will begin when a snowfall of

2 inches has accumulated or 4 or more inches are forecast or when icy conditions on streets and walkways require sanding or salting. A strong

coordination with the service of the MBTA in charge of the clearing of some parking lots will have to be implemented to assure that a complete response is

provided to customers during all severe weather conditions.

Applicable sections (8.1.9 and 8.1.10) of the operating agreement and common sense will be used in carrying out an effective snow removal plan.

1.3. AC

TION MBTA and KCS Engineering Department staffs will initiate the storm specific

snow removal plan. The Radio Room or Chief Train Dispatcher will notify the Section Chief and/or

KCS Chief Engineering Officer, when there is precipitation of snow, sleet, or freezing rain. Whenever heavy snowfall is predicted, necessary employees and

crews will be recalled as necessary to make sure snow removal operations begin in a timely manner. The storm specific plan will be developed as far in advance

as is possible to allow as much time as possible to notify personnel of the storm and the plan.

MBTA and KCS staffs will update the storm specific snow removal plan as

conditions warrant.

1.4. RESPONSIBILITIES

All departments will assist in the coordination and implementation of snow removal actions.

The Engineering Department is responsible for snow removal, sanding, and salting operations at station platforms, walkways, and parking lots as indicated

on Station Snow Removal Responsibilities table on page 28 and tracks on the MBTA Commuter Rail System.

The Mechanical Department is responsible for pre-season equipment preparation, management of yard and layover operations and the performance

of any special maintenance and recovery efforts under severe weather

conditions. The Transportation Department is responsible for coordinating staff movements

to enable provision of full service in all conditions and for reporting on operating and equipment conditions throughout any severe weather.

The Customer Service Department is responsible for special communications efforts and customer coordination during snow events. The Customer Service

hotline will handle customer concerns and coordinate with Engineering staff during storms to ensure these concerns are handled.

2. RAILROAD OPERATIONS SNOW MANAGEMENT PLAN

KCS has developed the present Snow Management Plan utilizing all of its resources

including Managers, Supervisors, Manpower and Equipment. This is an integrated plan whereby the efforts of KCS personnel and its contractors will work in conjunction

with MBTA Railroad Operations personnel and their contractors.

Accessibility and safety of all stations for commuters is a top priority of KCS for the winter period. In order to achieve this primary goal, KCS has implemented a “Snow

Management Plan” to clear all platforms and as quickly and efficiently as possible.

The objective is to have all stations and parking lots clear within 18-24 hours after snow has STOPPED FALLING. This plan, with our patrons’ cooperation, will ensure

the best use of time, resources, equipment and manpower during snow removal.

As the snow episodes may be numerous and strong, KCS will ensure that all team has

sufficient rest to stay efficient all winter long.

The present Snow Removal Plan will be updated as necessary.

3. SAFETY

During all the winter period, KCS and/or MBTA may need to hire contractors to do part of the job. If the missions of cleaning performed by any contractor are situated

within 15 feet of an active track, all personnel of the contractor shall be trained and qualified to the RWP. Necessary flagmen will be provided by KCS Engineering

Department.

4. GLOBAL ORGANIZATION

4.1 BE

FORE WINTER The engineering department review all actions and improvement plans that took

place during the last 5 years The engineering Department assess the level of all the stocks of sand and salt.

If necessary the complement orders are placed sufficiently in advance to get ready for a level of use corresponding at least at the 2013-2014 consumption

and avoid the risk of stock rupture. On each site, the tools are checked and necessary tool ordered

The equipment are checked and tested before winter. They are all prepositioned according to the strategy of snow removal and the priorities

The Chief Engineering Officer will organize a meeting with the Service of the MBTA in charge of some parking lots to coordinate our actions with theirs.

Look for alternative solutions to experiment on the network. All potential

improvements will have to be assessed and will be subject to prior approval of the MBTA.

4.2 AS

THE STORM APPROACHES National and local Weather Services provide the Engineering Department with

periodic reports that specifically predict the impact of a storm on our service area. This allows KCS management to anticipate by notifying staff, loading salt,

and calcium chloride on trucks, and readying equipment. Any necessary preliminary preparation will have to be conducted before engaging the crew.

The Roadmasters will check their stocks of sand and salt to ensure that they will be able to face the global event that is forecasted + 12 hours

The Engineering Department maintains a standby crew all winter long that can be called to work when a storm begins, including after normal working hours

and weekends. Platforms are treated first.

The Engineering Department begins clearing platforms and parking lots when it is determined that at least 2 inches of snow can be measured on the road

and that at least 2 additional inches are forecast. Plows are ineffective in smaller amounts of snow.

5. SNOW REMOVAL

When snow removal becomes necessary, crews will work around the clock to improve

travel conditions for commuter rail customers, making every effort to diminish the amount of interruption.

5.3 PR

IORITY 1 Platforms: Prepare for the next rush hour; i.e. inbound in the morning outbound for

the afternoon. Sufficient length of platform cleaned to allow confined boarding or detraining in safety. Ensure full accessibility to disable passengers. The most used

stations will be prioritized. All Access to these platforms will be cleared (paths, staircases, lifts access…)

Parking lots: KCS will coordinate with the service in charge of parking lots (MBTA) Safety Equipment: All safety equipment (standpipes, emergency exits/hatches) will

be cleared from all blocking snow. In an emergency, requiring the use of these exits,

crews will be diverted to ensure access and egress for additional personnel and equipment.

5.2 PRIORITY 2

Platform: Cleaned for full length of all snow and ice and sufficiently salted to retard formation of ice. Complete the cleaning of station platforms

All Access to these platforms will be cleared (paths, staircases, lifts access, etc.) Parking lots: KCS will coordinate with the service in charge of the parking lots (MBTA).

Snow is piled up along perimeter and at various points. It shall never become an obstacle to the safe use of the parking lots, nor prevent from accessing facilities, nor

prevent the emergency services to operate in any station. Safety Equipment: All safety equipment (standpipes, emergency exits/hatches) will

be cleared from all blocking snow.

5.3 PR

IORITY 3 Platforms: Bare pavement as quickly as possible after snowfall. Open up additional

openings in snow banks to increase options of access to station. All Access to these platforms will be cleared (paths, staircases, lifts access, etc.)

Parking lots: Snow piles removed; every possible parking space is available. Safety Equipment: All safety equipment (standpipes, emergency exits/hatches) will

be cleared from all blocking snow.

6. PREVENTIVE TREATMENT

In order to avoid compacted snow to transform in ice, a preventive treatment of the surface may be necessary. The objective of this preventive treatment is to

guarantee the best safety level and the best efficiency. The preventive treatment will have to be organized as close as possible of the freezing periods and not too

early as the salt will be cleared by the steps of stations users. This emphasis the need to check very often the temperatures forecasts

The quantity of salt will have to be as limited as possible in order to limit the acidic and carbonation processes of the treated concrete surfaces. As an example the

following chart states some max quantities recommended for road asphalt preventive treatment

solid salt Brine Wet salt

10 à 15 g/10 sqf 12,5 to 25 cm3/10 sqf ( 4 à 8 g/m2 of salt)

8 to 10 g/10 sqf of salt + 15 à 25 % of brine

As concrete is much more sensitive to the effects of salt, the necessary quantities are still to be assessed and no literature has been found yet to define the recommended quantities and concentrations.

“While the exact mechanism of salt damage is not known, a number of known, related factors

instigated by exposure to salt contribute to the deterioration of concrete.

First, salt, a mild acid, lowers the pH in the concrete. The acidic reaction attacks the

concrete paste and aggregate, increasing the pore size and allowing additional water and

chemicals into the concrete which can exacerbate the freeze/thaw cycle damage.

Secondly, salt is hygroscopic, meaning that salt attracts and retains water. When salts are

applied to concrete, they attract additional water (up to 10% more) into the pore structure of

the concrete. This process leaves less room for expansion in the pore structure which, in

turn, creates more pressure inside the concrete when it freezes, causing the surface to chip,

Third, salt accelerates the carbonation process. Carbonation is a process that slowly

reduces the pH levels in concrete through contact with Carbon Dioxide (air) and contributes

to the corrosion of reinforcing steel. Most salts are neutral to mildly acidic (pH of 4.5 – 7),

and absorption of the salts (brine) by the concrete will accelerate the pH reduction of the

concrete.

Fourth, salts are the primary source of chlorides introduced into concrete. Chlorides are also a

major player in the corrosion of reinforcement, as they pierce the thin, protective iron oxide layer

surrounding the reinforcement and initiate a corrosive reaction in the steel.”

Potential evolutions:

Where possible Asphalt will have to be preferred to concrete in the design of new stations and in capital improvement works.

Where not possible a coating will have to be implemented to prevent the reaction with the salt during winters.

Alternative products may be considered for test in order to demonstrate the

absence of harm for environment, efficiency before requesting for the MBTA approval for use on the network. A benchmark is to be conducted with other

railroad companies in Northern America (USA and Canada)

7. FUEL SOURCES

All crews have a commercial credit card enabling the purchase of diesel fuel and

gasoline at service stations throughout the systems. A 2,000-gallon reserve tank of diesel fuel is located at T-Pad maintenance of

way headquarters. Fuel and lube trucks are available from maintenance of way headquarters

capable of distributing 400-900 gallons of diesel and various lubricants to any point in the system as needed.

An account has been opened with major fuel suppliers. These suppliers are open 24 hours a day, seven days a week.

8. STORM CONTROL CENTER

For storms of such severity and duration that extraordinary coordination and

resources are required, KCS will establish a Storm Control Center. The KCS Storm Control Center will be located at 32 Cobble Hill Road in the MBTA

Conference Room. It will act in strong coordination with the situation room located at the 470 Atlantic

Avenue The Chief Engineering Officer, Chief Mechanical Officer, Chief Transportation Officer

and the Chief Customer Service Officer, or their designees, will staff the Storm Control Center.

Storms of 12 inches or greater or a series of storms in a limited time frame may require the staffing of the Storm Control Center.

The Chief Engineering Officer, in conjunction with the General Manager will make a decision prior to the start of a storm whether the forecast requires the staffing of the

Storm Control Center.

The purpose of the Storm Control Center is to ensure all departments are aware of all issues throughout the commuter rail system for the duration of the storm and that

each department is able to work at maximum efficiency for the duration of the storm.

The Chief Transportation Officer must confer with the MBTA Railroad Operations, Section Chief Transportation, to determine whether the “Severe Weather Reduced

Schedule” will be implemented.

Before each storm, KCS will discuss and submit a storm specific plan in order to identify at least:

- A forecast of the storm, - Stations and platform to be cleaned,

- Crews and their rotation for the duration of the event, - Potential special equipment needed, and

- Storm number for tracking of expenses.

A draft of the storm specific plan is included as Appendix 1.

9. ENGINEERING DEPARTMENT

The Engineering Department is responsible for resolving any storm related difficulties

encountered on the Commuter Rail property that would affect the normal operation of the service.

The key to its success is communication and responsiveness. For this purpose, the following plan has been prepared:

The Radio Room is established as the central point of contact during snow events; it is located at 32 Cobble Hill Road in Somerville. It will be operational

24 hours a day and will handle all complaints and condition reports. It has the capability to communicate with all crews. The emergency number is (617) 222-

3628 for snow related problems or operation-related problems. Crews will be mobilized with the forecast of any storm, forecasting the

accumulation of four or more inches of snow or any reported ice condition. Snow removal priority will be given first to the operation of the trains, second

to station platforms, third to overhead walkways to follow. Parking lots will

have to be cleared in coordination with the service in charge (MBTA). Depending on the time of the storm, priority of platforms will be the direction of the next

rush hour traffic. Field crews will be required to notify the Radio Room at completion of snow

removal at each station and to report at least every two hours, identifying their present location and progress.

An Engineering Dept. Manager will review the snow removal log every two hours during the storm and report any stations not reported and, if necessary, will

contact any crews that have not reported in to the Radio Room for an extended period of time.

Some Engineering Dept. Managers will inspect all locations during/after the storm to ensure all areas have been cleared. During the storm, these managers

will advise the Radio Room if there are locations that require attention. The Radio Room or Engineering Dept. Managers will inform crews of locations

that need attention.

A snow jet and an on-track snow blower will be stationed in the Tower A/CRMF area and will be responsible for clearing all switches.

A second snow jet operated by Pan Am Railways will be stationed in Ayer. The snow jet will clear the switches from Haverhill to Wilmington on the Haverhill

Line and the switches between Lowell and Wilmington on the Lowell Line. The second snow jet if necessary can be diverted to other areas on the Commuter

Rail. A bucket loader or swing loader with a portable snow jet attachment and a

bucket loader with an auger snow blower attachment will be located at Readville to clear Readville Yard.

A second portable snow jet attachment for a bucket loader or swing loader will be located at Beverly Jct.

A second bucket loader with an auger snow blower attachment will be located

on the Newburyport Line. For snow storm with more than 4 inches, a front end loader will be provided to

the CRMF under contract with L&M Holding

9.1 ENGINEERING DEPARTMENT STAFF

CHIEF ENGINEERING OFFICER

The Chief Engineering Officer is responsible for the mobilization of engineering forces.

The Chief Engineering Officer or his Deputy will be on duty throughout the snow emergency.

The Chief Engineering Officer will communicate with the Officers of the Mechanical, Customer Service and Transportation Departments to evaluate the

condition and special needs of the service.

The Chief Engineering Officer will frequently communicate with the Chief Engineering and Maintenance Officer of the MBTA concerning clean up progress

and disruptions to the service. The Chief Engineering Officer will take whatever steps are necessary to minimize the storm’s effect on the service.

DEPUTY CHIEF ENGINEERING OFFICER

Ensure all departments are prepared and have coverage during snow events. Periodically communicate with Engineering Department Managers for condition

reports and possible problem locations. Ensure manpower and materials are available for the duration of the event. In

the event that the Chief Engineering Officer is unavailable for any reason perform the duties assigned to the Chief Engineering Officer.

Ensure inspections of all locations are being performed during and after storms and problem areas are addressed.

Reviews logbook after each storm event.

9.2 ENGINEERING TECHNICAL DEPARTMENT

SENIOR ENGINEER WORK EQUIPMENT Ensure all snow equipment is available for storm duty.

Supervise & dispatch mechanics as needed during the storm. Ensure that frequently used spare parts are available.

Secure rental equipment as necessary.

ENGINEER TRACK Duties as assigned by Deputy Chief Engineering Officer.

work activity is proceeding safely and expeditiously. Dispatch crews to areas of critical need. Adjust assignments to cover areas as

storm conditions warrant. Ensure inspections of all locations are being performed during and after

storms and problem areas are addressed. Order the operation of snow jets.

SENIOR ENGINEER TRACK – NORTH

Supervise crew utilization and problems that arise on the North Side of the Commuter Rail System. Dispatch crews to areas of critical need. Adjust

assignments to cover areas as storm conditions warrant. Ensure inspections of all locations are being performed during and after

storms and problem areas are addressed.

SENIOR ENGINEER TRACK – SOUTH Supervise crew utilization and problems that arise on the South Side of the

Commuter Rail System. Dispatch crews to areas of critical need. Adjust assignments to cover areas as storm conditions warrant.

Ensure inspections of all locations are being performed during and after storms and problem areas are addressed.

The emergency exit from Hingham Tunnel will be monitored during the storm to ensure access. If snow builds to the point of blocking the doorway it will be

cleared. In the case of an emergency, crews will be diverted to ensure the exit

is cleared. (Back Bay emergency exit is into an overhead structure.) Standpipes at South Station, Back Bay, Ruggles and Forest Hills Stations will

be monitored during the storm to ensure snow is not impeding access. After the platforms are completed, the standpipes will be cleared if necessary. KCS

will coordinate with the personnel who clear the snow at the street level so snow is not piled in such a way to block access to the standpipes.

ROADMASTER BRIDGE AND BUILDING – NORTH

Field supervise B&B crews on all north side lines. Mobilize pumping equipment and crews as needed.

The escape hatch from Salem Tunnel will be monitored during the storm to ensure access. If snow builds to the point of blocking the doorway it will be

9.8 ENGINEERING DEPARTMENT – SPECIAL INSTRUCTIONS

GENERAL INSTRUCTIONS

Before winter sets in, the forces assigned to clean station platforms will have

shovels, brooms, snow blower, gas, oil, sand and salt stored at all locations. Each crew receives a minimum of 3 shovels, 3 brooms and 2 snow blowers.

Supervision assigned to snow duty will report to their assignments when 2” of snow has accumulated on the ground and it is still snowing with a forecast

snowfall of 4” or better. In the event the storm starts during the daytime working hours, all gangs will

be notified when to return from their daily assignments to headquarters to prepare for snow duty.

Forces assigned to draw and swing span bridges will be equipped with brooms, shovels, salt and sand.

The staff performing cleaning operations at each drawbridge will call the Radio

Room at (617) 222-3628 to report the completion. They will report any unusual events.

Forces assigned to cleaning station platforms will call the Radio Room when they are finished cleaning a station.

Station cleaning forces will salt and sand each platform before departing that station. In some storms, platforms will be cleaned with the predominant traffic

i.e.: inbound platforms first in the morning and outbound first in the evening. All sand and salt used at various locations will be replenished as needed.

All snow blowers will be test-run for a few minutes before any predicted storm. All defects must be reported to a Supervisor’s office at once.

It will be up to the Supervisor or his assistants to call staff out prior to the occurrence of the conditions set forth above. This would normally occur in ice

storms, freezing rain and local storms affecting one section of the service area but not the others.

All trucks are to have a full tank of gas on the last regular work day prior to

predicted storm events.

TRACK DEPARMENT Remove dirt, stone, etc., for entire length of switch point to at least one of the

half depth of tie prior to snow season. Provide drainage from all switches.

Check all snow plow and flanger signs. Check all crossings – surface and roadway – 19 ft. wide area not higher than

plane of rail. Clean all flangeways in crossings.

Tunnels will be monitored for ice buildup and ice buildup will be removed when necessary.

PRE-STORM PREPARATION

In the event snow is forecast for the Commuter Rail Operating territory, the following activities will commence dependent of the forecasted severity of the storm:

Engineering Management will meet to determine a storm plan and submit the storm plan to the MBTA and other KCS Departments.

Engineering employees will be called to determine availability and assignments will be determined.

Equipment will be checked to ensure operation and problems will be reported to the Work Equipment group and the cars and trucks fleet manager.

POST-STORM CHECKLIST

Within forty-eight hours of the completion of a storm event, the Engineering Department Managers will meet to discuss how the storm was handled. Problem

areas will be discussed and if possible solutions will be put in place prior to the next

storm event. If the solution cannot be implemented prior to the next storm event, the problem area will be given special attention until the solution can be in place.

The general condition and the problems/solutions will be documented. The present snow Removal Plan will be updated as needed.

Equipment and tools checklist and status reports will be updated on a monthly basis.

PRESEASON CHECKLIST

Proper preparation will go a long way toward minimizing the bad effects of winter storms when they actually materialize. The following actions will be organized by the

Assistant Chief Engineering Officer of each department for what is relevant of his/her department. They will be supervised by the Deputy Chief Engineering Officer.

Things to be given advance consideration and preparation include: Snow equipment – inspect, repair, test and move to its assigned location for

storage in a readily accessible location. 175 snow blowers, 50 Kubotas and 12

Gravelys. Dual purpose machinery – release from summertime assignments, inspect,

repair, and install winter attachments and move to its wintertime assignment. Flanger signs – install properly where required with special emphasis on all Rail

Lubricator locations. Switch rods – clean cribs and provide drainage to prevent ice from blocking

movement. Electrical and gas switch heaters – start October 1st to give each a full service

test. Make necessary repairs and report each when ready for service. Supplies – check requirements, order requirements and distribute to proper

locations. Items include shovels, brooms, bulk salt, shims, and propane. Material – gather it into central locations where it will be readily accessible and

not lost in the snow.

Drainage systems – clean and repair. Hard to drain locations can be corrected

by auguring holes to a depth lower than the frost line and backfilling them with stone and salt. Sump pump locations will be cleaned.

Radios – inventory all available, inspect and repair, assign to winter locations. Yards – clear of scrap and debris.

Contractors and suppliers – check for day and night telephone numbers and the types of equipment or services that will be available.

Hazard markers – install to guide equipment in clearing roadways and parking area: to warn of walls and other obstructions and to prevent operation into pits,

holes and openings. Snow manual – review and furnish all necessary corrections for the new issue.

POST SEASON CHECKLIST Any amount of planning will not produce a perfect operation. All issues encountered

during the winter season will have to be recorded along with the improvement actions and their efficiency in order profit by the experience gained. Our best planning for

next year can be obtained by a quick analysis of the one just completed. Things to do

should include: Review the invoices from all contractors and suppliers.

1. Did we get value received? 2. Which provided the best and the most reliable service at a competitive

price? Review all deficiencies of snow equipment and write them up for correction by

repair, modification, re-design, or budget presentation. Remove, repair and store items exclusively in wintertime operation such as pot

heaters, snow blowers and bagged salt. Backfill cribs with clean ballast. Send in all notes and suggestions for revision of the snow manual to the KCS

Engineering Department Staff Engineer. It is advisable for each supervisor to write a summary of his observations and experience to create a detailed record.

10. TRANSPORTATION DEPARTMENT RESPONSIBILITIES

Maintain scheduled level of service. This includes the Severe Weather Reduced

Schedule Inform public of delays.

Report field conditions. Provide liaison from to MBTA Operations Control Center (O.C.C.) at 45 High

Street, Boston as required.

PRE-SNOW PREPARATION In the event snow is forecast for the Commuter Rail Operating territory, the following

activities will commence dependent of the forecasted severity of the storm: Coordinate with Mechanical Department for light engines or extra equipment

for snow clearing duty. Verify with Trainmasters that North and South Stations have an adequate

supply of shovels and brooms available for onboard use.

Verify with Mechanical Department that outlying service areas have an adequate supply of brooms and shovels at their locations to stock inbound

trains. As necessary, communicate with Amtrak, Pan Am and CSX Transportation

personnel to ensure a coordinated effort in the movement of Commuter Trains over their respective territories.

Determine the assignment of supervision within the service area. Supervisors will ensure that radios are working properly with fully charged batteries.

STORM ACTIVITY

Transportation Storm Headquarters will be located in the Chief Transportation Officer’s Office. The Chief Transportation Officer or his designee will staff the

office. This office will be continually staffed, as storm intensity and duration require. This office will update storm profile information and disseminate as

necessary, maintaining an open line of communication between the Train

Dispatcher, Customer Service, Engineering, and Mechanical Departments and MBTA. This office will coordinate with Engineering and Mechanical Departments

to ensure that all efforts are directed at maintaining service during the duration of storm activity.

10.1 TRANSPORTATION DEPARTMENT SPECIAL INSTRUCTIONS

FIELD SUPERVISION Field supervisory activity will be assigned as the storm forecast dictates. The

field supervisor will coordinate activities from an assigned location in an effort to maintain established service standards. Such activities will include field

coordination of crews, maintenance of storm activity, reports to Transportation office and local coordination between Mechanical and Engineering Departments.

The field supervisor will ensure that crews have proper platform condition reports and that trains are equipped with a broom and shovel for use by train

crews.

TRAIN DISPATCHER RESPONSIBILITIES Attendant to snow forecast, train dispatchers will instruct all Tower locations

equipped with snow melters to test the same prior to need and monitor during

use to ensure that the same are operable. In addition, the Assistant Chief Train Dispatcher will request Engineering to start all manual heaters prior to start of

snowfall. When snowfall commences, the ACTD will notify all dispatchers to start

operation of snow melters and to monitor their status throughout storm. When snow accumulation reaches one inch, the ACTD will confer with

dispatchers and consult Engineering personnel to determine if diverging routes may continue to be used.

During a storm, each dispatcher must remain in contact with and aware of the

location of Engineering personnel in their territory. When the reliability of operating power switches is in question, the train dispatcher must ensure

Engineering personnel are consulted before switch is operated.

As snowfall continues, the Assistant Chief Train Dispatcher and Chief

Transportation Officer (or designee) will converse regarding straight railing of routes within the service area.

11. MECHANICAL DEPARTMENT

The Mechanical Department will assure all locomotives are fully fueled on the day of

anticipated storms. They will also advise the radio room of yard and facility conditions that could impact service with emphasis on service and inspection operations.

Winter Preparation

The Mechanical Department has established procedures for trains on layover during cold weather or snow which are reviewed and distributed to Mechanical staff. Any

deviations to these procedures for a specific storm must be issued by the Chief Mechanical Officer or designee. Information on special winter operations actions

directed by Mechanical management will be provided to the Transportation,

Engineering and Customer Service staff as necessary.

Portable Air Compressors – All but one of the outside point layover facilities that

do not have ground air are equipped with a portable air compressor to support

locomotive layover and start-up. The facility at Rockport does not have either type of air; a portable solution is impractical due to its track configuration. A fall

inspection by a qualified specialist is performed to ensure each compressor is ready for winter use.

Snowplows and Flangers – There are two Russell Snow Plows and one Flanger

available for snow duty. KCS Mechanical shall do a mechanical inspection of the functional aspects of the equipment and make the required corrections annually prior

to November 1. The KCS Chief Mechanical Officer will advise the KCS Chief Engineering Officer of the readiness of the snowplows.

The two Russell Snow Plows will be used primarily on the North Side Commuter Rail

Lines and the Flanger will be used primarily on the South Side Commuter Rail Lines as necessary.

During the month of April each year, KCS shall prepare the equipment for storage taking all required precautions to prevent deterioration and protect components and

systems during the idle season.

11.1 SNOW PLOWS SPEED RESTRICTIONS AND SPECIAL INSTRUCTIONS

A plow train shall consist of one or more locomotives with a working plow ahead, a second, non-working plow and or other cars may be trailed behind the

locomotives. When plowing the snowplow must be coupled directly to a

locomotive powering the plow train and under the control of the engineman. Snowplow trains shall not exceed 35 miles per hour or the authorized timetable

speed for a freight train and shall be operated at a slower speed where conditions warrant.

Caution must be exercised when passing through stations, over at-grade crossings or at any location where flying snow could cause harm.

Extreme care must be afforded when the snowplow is being shoved on track covered by ice or packed snow; a very high potential for derailment should be

anticipated when operating in these conditions. On ground inspection by a qualified employee is appropriate.

Snowplows must be equipped with a working headlight on the lead whenever being operated.

Snowplows shall only be placed ahead of the locomotive in double track territory when in plowing operation and will stop when met by trains operating on the

opposite track.

Snowplow wings shall be used only when a qualified conductor or engineman is in the monitor of the plow to observe signals, communicate with the locomotive

and/or dispatcher, and otherwise control the movement of the plow train. The snowplow shall not operate attached to any revenue train except under the

written authority of the Chief Train Dispatcher and shall then be governed by snowplow speeds.

A qualified conductor or engineman shall be assigned to ride on the plow. Clear and Audible radio communication must be maintained at all times between

the engineman and the conductor assigned to ride the plow. If this communication is lost the plow must cease the plowing operation until

communication is restored. Signals shall be communicated to the engineman on the locomotive of the plow

train who will regulate its movements, except that in the case of an emergency requiring prompt action, stop to be made by use of the air-brake valve located

in the plow.

Wings and flanger must be completely closed and properly secured when being moved in other than a plow train.

When moving in a revenue train, plows shall be placed to the rear of the consist. Only qualified Engineering Department employees or Train and Engine

crewmembers shall operate or be assigned to operate a snowplow. The Chief Engineering Officer, Chief Transportation Officer and Chief Mechanical

Officer will determine when the operation of the snow plows and flangers are necessary.

11.2 RESPONSIBILITIES

Snow bags will be placed on the knuckles of the control car and engine and all 480 cables will have the “O” rings secured.

11.3 PRE-SNOW PREPARATION

In the event snow is forecast for the service area, the following activities will commence dependent on the forecasted severity of the storm:

Increase staffing at layovers as needed. Ensure adequate supply of materials is on hand prior to the storm.

11.4 STORM ACTIVITY Mechanical Storm Headquarters will be located in the Chief Mechanical Officer’s

Office at CRMF. The Chief Mechanical Officer or his designee will staff the office. This office will be continually staffed, as storm intensity and duration require.

This office will update storm profile information and disseminate as necessary, maintaining an open line of communication between the Transportation, and

Engineering Departments and MBTA. This office will coordinate with Transportation and Engineering Departments to ensure that all efforts are

directed at maintaining service during the duration of storm activity. Coordinate with the Transportation Department to move equipment as

necessary to maintain access to the S&I and PI tracks of the CRMF. Depending upon length and severity of storm Mechanical Department managers

will be assigned to various Mechanical facilities to assist in the provision of passenger service before, during and after a storm event.

12. CUSTOMER SERVICE DEPARTMENT

12.1 RESPONSIBILITIES

Pre-Snow Customer communication Monitor information on train and through LED messaging systems.

Report field conditions, from customer emails, phone calls and correspondence. Execution of a customer recovery plan when required.

12.2 PRE-STORM PREPARATION

Prior to the winter snow season, communicate to customers the snow plan, managing expectations, phone numbers, through all available venues i.e.

RailMails, T-Alerts, LEDs, KCS Web-site and social media.

12.3 STORM ACTIVITY The call center will be fully staffed during storm periods

The customer service team has a member of staff on call 24/7, who will be

called to assist with customer recovery. All other customer service representatives will remain available to support any

service disruption or service recovery and respond to necessary station locations to provide assistance to customers.

During the storm, all T-Alerts, LED and customer announcements will be

monitored.

12.4 POST STORM ACTIVITY Respond to all customer correspondence, inform all departments of service

failures and work as a team to review and develop solutions to feedback.

17. GAS SWITCH HEATERS

16.1 PROCEDURE FOR ACTIVATING GAS SWITCH HEATERS IN BOSTON

TERMINAL When weather conditions result in a request to the Radio Room for the Gas Switch

Heaters to be activated, the following procedure is to be followed: 1) The Radio Room ((617) 222-3628) will call the piper designated by Bridge & Building

supervision to open the gas valve in the Gas Meter House. The Valve (the only one) is located in the southeast (front left as you face the

entry door) corner of the Gas House. Check the gas meter for gas flow and the gas regulator to ensure proper gas pressure is being maintained.

2) The pipers will first open the Gas Valves and then start lighting the individual gas switch heaters by turning on the individual Switch Heater Valves. During the storm

the pipers will operate the switch heaters and ensure they are operating throughout the storm.

3) When gas for the switch heaters is no longer needed, the radio room ((617) 222-

3628) will notify the designated piper who will shut down the switches. When all gas valves are shut, the designated PIPER will:

Check the Gas Meter to verify there is no flow of gas. Report to the Radio Room ((617) 222-3628) that the Gas Main Valve, he is

responsible that it is shut and that there is no gas flow through the Gas Meter.

16.2 INSTRUCTIONS FOR OPERATIONS OF GAS SWITCH HEATERS 1) Make sure all valves at burners are off.

2) Turn on main gas valve to field, which is located in the Gas House (See 1 above). 3) Go to each burner, turn on valve and wait about one minute for air to blow off line

or until the smell of gas is noticed whichever occurs first. Then light the burner. Always start at the heater nearest the Gas House and work further away all the

time. 4) When the plant is to be shut down, always turn off valve at each heater, then the

main valves. This is most important from a safety standpoint.

NO SMOKING OR OPEN LIGHTS IN THE GASHOUSE OR WITHIN FENCE

LIMITS OF A PROPANE TANK

16.3 LOG BOOK

The Bridge & Building Department (Structures) will install a LOG BOOK in the Gas Meter House. The designated PIPER will make an entry in the LOG BOOK indicating

the date and time of day that the Gas Valve in the meter house is opened or closed and meter reading at valve opening and valve closing. Also a notation is to be made

in the LOG BOOK of any deviation from normal operation of the Gas system.

16.4 LIGHTING TOWER A GAS FIRED HOT AIR BLOWERS 1) Ensure the main gas supply is turned on.

2) Turn on the power to the hot air blowers. The power panel is located behind the

old compressor house at Tower A. 3) A green indicator light is dedicated to each heater. Confirm all green indicator

lights are illuminated. Failure of a green light to illuminate is an indication of a heater problem.

4) A yellow beacon is mounted on the outside of the main panel; illumination of this beacon indicates a problem with one of the heaters. A yellow light inside the

panel will identify the specific heater that has a problem.

SNOW REMOVAL STRATEGY

Keolis is proposing the following methodology for snow removal contractual compliance. The stations have been prioritized based on 2 criteria, ridership and handicap accessibility. Stations are divided into 3

categories and snow removal procedures will vary based on these categories.

Level 1 is North and South Station, level 2 are the stations with 80% of the ridership for that side and level 3 are stations outside of the top 80% of ridership and are not handicap accessible.

Snow removal procedures at these stations will be the following:

Level 1 - dedicated crews.

Level 2 – entire platform will be cleared.

Level 3 – Winter waiting zones designated.

The Winter Waiting Zones will be designated by signage on the platform and will be coordinated with

Transportation to ensure that at a minimum of 3 coaches can stop in the zone and all access points from

parking lots will be cleared.
