The Commission proposes:

to invest EUR 6.663 billion in industrial capabilities on KETs in Horizon 2020. This

includes support for pilot lines and demonstrator projects, including such of larger scale,

for achieving technology and product validation under industrial conditions;

to establish a dedicated governance structure for cross-cutting KETs activities

within the Commission and with external stakeholders in order to develop a joint multi-

annual work programme and to coordinate KETs-related activities within Horizon

2020 and with other instruments (structural funds, EIB loans);

to ensure more integration and cross-fertilisation between the six KETs in

particular for applied research and innovation projects, which will total ca. 30% of

the KETs-related budget;

to implement innovation-oriented public-private partnerships (PPPs) for those

KETs where the necessary conditions specified in Horizon 2020 are in place. Such

PPPs will ensure a close interaction between research and innovation activities and

support the cooperation of all stakeholders, including end-users, across the entire value

chain. They will be based on a long term commitment from all partners based on a

shared vision and clearly defined objectives.

The Commission:

has reviewed its RDI state aid framework and has commenced its revision process,

including an analysis of the matching clause, with the objective of adopting a new

framework by 2013; and

raises awareness of the appropriateness of the EU state aid framework, which can be

applied in the most efficient way by Member States to finance KETs development and

deployment projects, in particular through an extensive application of the full scope of

the RDI state aid guidelines and, for exceptional cases, via notifications under Art. 107

(3) b EU treaty regarding projects of common European interest.

The Commission will:

pursue its efforts to ensure a favourable trade environment and a global level playing

field, i.e. to facilitate market access and investment opportunities, avoid international

market distortion, improve IPR protection, promote reciprocity, reduce the use of

subsidies and tariff and non-tariff barriers at global level and verify compliance with

applicable EU and WTO rules.

The Commission will:

under Horizon 2020 continue and reinforce actions to attract youngsters in KETs and

include well defined activities at improving skills in KETs product demonstration projects;

encourage the establishment of an added-value manufacturing KIC that would aim

at creating closer links between skills demanders and education providers and be

launched under the responsibility of the EIT as of 2014.

launch Knowledge Alliances between industry and higher education institutions in order

to foster innovation and allow for more targeted curricula with regard to the market

needs including more "training on the job".

The Commission:

will launch a consultation process with industry stakeholders to sign a Memorandum

of Understanding. This document will express the willingness of the Commission to

facilitate investments in KETs-innovation projects on the one hand and show the

commitment of industry to invest in the EU on the other hand.
